Indian Railway Budget – Reuters

In his maiden budget, Railway Minister Sadananda Gowda said the bulk of future railway projects will be financed through public-private partnerships and his ministry would seek cabinet approval for allowing foreign direct investment in the state-owned network, excluding passenger services.

India’s railway, the world’s fourth-largest, has suffered from years of low investment and populist policies to subsidise fares. This has turned a once-mighty system into a slow and congested network that crimps economic growth.

The Narendra Modi government pushed through a steep hike in rail passenger and freight fares last month, and expectations were high there would be bold proposals to improve the railways – a lifeline for 23 million Indians every day.

A freight train on Wednesday began a journey from central China’s key city of Wuhan to Poland’s Lodz, restarting the Wuhan-Xijiang-Europe rail route after it was suspended for technical reasons.

Its 15-day journey will pass along the Silk Road economic belt through major cities in central and northwest China, Kazakhstan, Russia and Belarus before arriving in the destination.

The rail trip is about one month quicker than the maritime alternative, and costs a fifth as much as air freight, according to the Wuhan Transport Committee.

“It will greatly improve the competitiveness of exports made in Wuhan and nearby regions,” said Yu Shiping, director of the committee.

He predicted that it will contribute to the realization of the Silk Road economic belt, the regional trade infrastructure proposed by Chinese President Xi Jinping.

The train is loaded with 41 40-foot containers holding goods valued at more than 12 million U.S. dollars.

Most of them are products made by Hon Hai/Foxconn, the world’s largest electronics contract manufacturer, which assembles products for Apple, Sony and Nokia in its plant in Wuhan, capital of Hubei Province.

Although railway transport is costly compared to maritime transport, it is a superior option bearing in mind how wildly electronic products prices fluctuate. They are more sensitive to the time-cost in transportation, according to the Foxconn plant in Wuhan.

In a month, the export value of one consignment of electronic products might devalue by about two percent, about several tens of thousands of dollars.

Rail budget: Mallikarjun Kharge likely to announce more trains, new lines – The Times of India

Faced with a revenue shortfall, railway minister Mallikarjun Kharge will not bring about reduction in basic passenger fares in the interim budget on Wednesday but is likely to make adjustment in fuel adjustment component so that impact on fares is minimum in an election year.

Kharge is likely to announce more trains, new lines and better passenger amenities in the interim budget.

Railway ministry sources said it will be a growth-oriented budget and not a deficit one despite fall in earnings.

India will soon invite foreign businesses to help expand its once-mighty but now outdated railways, government sources said, in a move that would mark the opening up of one of the country\’s last great state-controlled industries.

Foreign investors will be allowed to fully own new services in suburban areas, high speed tracks, and connections to ports, mines and power installations, said two senior officials involved in the deliberations.

Existing passenger and freight network operations will not be open to foreign investors under the initiative, which seeks to ease bottlenecks that slow travel on the world\’s fourth-largest rail system.

\”The plan is to allow 100 percent foreign direct investment in suburban corridors, high-speed train systems, freight line projects implemented through public-private partnership,\” said an official at the Department of Industrial Policy & Promotion.

China’s railways mileage tops 100,000 km – Xinhua | English.news.cn

China\’s railways network topped 100,000 km in total mileage on Saturday, as several new high-speed rail links started operations ahead of one of the busiest travel seasons next month.

The newly opened links include the Xiamen-Shenzhen railway, Xi\’an-Baoji railway, Chongqing-Lichuan railway, and others in southwest China\’s Guangxi Zhuang Autonomous Region and have a combined mileage of 2,000 km.

Of the 100,000 km of track, more than 10,000 km are highspeed, said Hu Yadong, vice general manager of the China Railway Corporation.

The expanded railways network increases passenger capacity during the 40-day spring travel peak, which starts on Jan. 16, by 7.9 percent, said Yang Chuantang, minister of transport.

Yang forecast that 257 million trips will be made on the railways during the period, as people go home to their families for Spring Festival on Jan. 31.

A total of 2,667 pairs of trains will be operating before the Spring Festival, an increase of 157 from last year.

Total trips during the period will break a new record by reaching 3.62 billion, including waterways, roads, railways, and air routes.

China\’s first railway was built in 1876 in Shanghai and first independent railway was constructed in 1881 in Tangshan in north China\’s Hebei Province. When new China was founded in 1949, there were less than 22,000 km of lines and but only half of that was serviceable.

According to the national railway network plan, highspeed rails will reach 19,000 km by 2015. By 2020, the total railway mileage will top 120,000 km.

* China opens second railway to Kazakhstan

China’s “go west” policy now extends even further west than its most western province! This is good news for Xinjiang, long deemed by its Muslim residents to be looked down upon and mistreated by the majority Han Chinese, for Chinese migrants who would otherwise have headed east into heavily crowded and over-competitive eastern sea board, and for Kazakhstan and countries beyond. A win-win-win situation, indeed.

Xinhua: “A second cross-border railway between China and Kazakhstan opened Saturday.

The railway is composed of a 292-km section in China and the remaining 293-km section in Kazakhstan. They were joined at the Korgas Pass in Xinjiang Uygur autonomous region.

Contruction of the Chinese side of the railway cost 6 billion yuan (962 million U.S. dollars), railway officials said.

The rail line is expected to ease the burden of the Alataw trade pass, where the first China-central Asia railway traverses. It handles 15.6 million tonnes of train-laden cargo a year.

Industry observers expect the Korgas pass, which now connects China and Kazakhstan by a railway, a highway, and an oil pipeline, to handle 20 million tonnes of cargo a year by 2020 and 35 million tonnes a year by 2030.

The railway launch followed the meet of Chinese Vice Premier Wang Qishan and his Kazakh counterpart Kairat Kelimbetov in Astana earlier this month, vowing to enhance bilateral cooperation in energy, trade, communication and other fields.

Wang suggested enhancing the China-Kazzkhstan interconnection by the rails and a trans-continental highway that links China with Europe.

China and five central Asian countries have been deepening trade and economic cooperations in recent years. The total trade volume between China and central, west, and south Asian countries increased from 25.4 billion U.S. dollars to more than 370 billion, up about 30 percent annually.

In particular, trade between Xinjiang and five central Asian countries reached a historical high of 16.98 billion U.S. dollars last year, according to the customs figures.

Observers said the railway will also help the border city of Korgas become a key logistics hub with a network of highways, railways and pipelines.

Since 2010, the central government has been redoubling the efforts to build Xinjiang into a regional economic center, eyeing its geological closeness to central Asia and the region’s abundant natural resources including oil, coal and natural gas.”

* China to build more high-speed railways

When these plans have been implemented, China will be the only country to have separate passenger and freight lines. That, in theory, should speed up both types of traffic.

China Daily: “China is aiming to build separate passenger and freight networks within its railway system, one of the world’s busiest. It may come true on some bustling lines in 2015, when a high-speed passenger transport network is expected to become fully operational.

According to a five-year plan on China’s transport system recently approved by the State Council, China’s cabinet, China will create a high-speed railway backbone network featuring four east-west lines and four north-south lines by the end of 2015.

The Ministry of Railways said that the total milage of high-speed railway will reach some 18,000 km by then.

China’s high-speed lines, which should have an average speed of over 200 km per hour, stood at 6,894 km in August, fewer than last year as a speed cut was executed after the Wenzhou accident, according to the ministry.

Railway expert Wang Mengshu said that as new high-speed lines open, transportation capacity will be released from conventional lines, which will gradually turn into freight lines.

“Putting passenger and freight on separate tracks will greatly increase traffic volume,” said Wang, also an academician of the Chinese Academy of Engineering. “The plan indicates that China will continue to develop high-speed trains to address its transportation bottleneck.”

The plan is long-awaited as China’s high-speed railway development has been set back by the Wenzhou collision last July that left 40 dead.

The crash seriously dented China’s enthusiasm for high-speed rail. China halted work on new lines and conducted nationwide safety checks. A total of 54 people, including minister-level officials, were punished following the accident. Local railway bureaus and stations have been ordered to improve train scheduling and management, as well as conduct more intensive work safety training.

A railway ministry report released in July says that signaling and lightning diffusion equipment has been checked and reinforced at more than 1,000 railway stations.

The changes were in response to the two major causes of the Wenzhou accident, management failure and faulty signaling equipment.

* (Indian) Rail Budget directionless, anti-people: BJ Party

The Hindu: “The Bharatiya Janata Party on Wednesday termed the Railway Budget as “directionless” and “anti-people”, saying it will add to the woes of the common man already facing the brunt of spiralling prices.

“It is a directionless and anti-people budget,” BJP’s vice-president Mukhtar Abbas Naqvi said, adding that without taking effective steps for ensuring security, facility and time, “announcements have been made for an expensive journey”.

He said at a time when the common man was already under attack from the burden of price rise and inflation, “the railway budget has given another bigger blow”.

Mr. Naqvi said, “While the Railway Minister has announced a five-year plan for taking care of security, facility and time, the burden of increased fare has been slapped on the common man in five minutes.”

BJP general secretary Ananth Kumar said the Rail Budget was “anti-aam aadmi” and there was no vision in the budget. “There is no vision. There is no action and passenger has been raised… prices will shoot up,” he said.”
