New highway encircles stubborn homeowners

If you can’t build through it, build around it – city planners seem to have taken this advice quite literally.

Motorway builders encircled the homes of three Chinese families with a four-lane flyover after they refused to make way for the bulldozers.

Demolition teams in Guangzhou had planned to destroy the houses in order to connect the city’s road network to a recently opened tunnel under the Pearl River.

A photograph of the so-called “nail houses” – so named because they proved difficult to move–completely surrounded by the flyover, proved popular on the Chinese Internet this week.

Some Internet users joked that authorities had given locals homes “with a 360-degree road view”.

China’s Communist Party Sounds Death Knell for Arrest, Conviction Quotas – China Real Time Report – WSJ

Former Chinese judge Jianwei Fang doesn’t mince words about the country’s practice of using arrest and conviction quotas to measure the performance of the country’s police, prosecutors and judges.

“It’s very stupid,” he says.

The Communist Party would appear to agree. This week, the party agency in charge of legal affairs, the Central Political and Legal Committee, called on the country’s legal institutions to “firmly abolish” the inclusion of goals for arrests, indictments, guilty verdicts and case conclusions in assessments of staff, the official Xinhua News Agency reported on Wednesday.

The demand from the committee appeared to reinforce a decision by the Supreme People’s Court in December to do away with court performance rankings based on quotas and lessen the importance of quotas in assessing performance.

Xinhua’s report drew a connection between performance standards in the Chinese legal system and a proliferation of wrongful convictions, including in death penalty cases. Some of those cases, it said, “were affected by the presumption of guilt, and were caused by an emphasis on confession over evidence, even torture.”

Mr. Fang, who worked as a junior judge in eastern China’s Zhejiang province in the mid-2000s, described the elimination of quotas as one of the most encouraging reforms to be announced following a major Communist Party meeting on rule of law in October.

“Different judges and different courts are competing based on these targets, which are highly unscientific and unreasonable,” he said. “They don’t mean anything.”

Conviction rates for criminal cases in China are well over 90%. It sometimes happens, according to Mr. Fang, that judges and prosecutors may suspect a defendant is innocent but still find him guilty and impose a suspended sentence in order to maintain good conviction numbers.

Women still outnumbered in top jobs – China – Chinadaily.com.cn

Despite China having one of the highest rates of female employment in the world, only a small percentage of women work in senior positions, said a research report released in Shanghai on Thursday.

Women hold less than 10 percent of executive level jobs in China and have only a 1 in 15 chance of reaching the chief executive suite, the report based on a study by Bain & Co said.

Only about 6 percent of CEOs and 8 percent of board directors are women, and only 27 percent of senior managers are female, according to the report.

The study in May surveyed 850 women who hold a variety of positions in more than 25 industries and 50 cities across China.

Disruption from family commitments is the top obstacle to women advancing in China.

“I wish to excel in my career and take good care of my family at the same time. Sometimes I feel that I might have been expecting too much,” said Meng Xiaoqing, a 25-year-old clerk who has been working for three years for a furniture maker in Shanghai.

Meng said she once aspired to become head of her department, but she dropped the plan because she “might not be able to handle more responsibilities and a household at the same time”.

China has introduced a series of gender parity policies and has promoted equal opportunities for women, but accepted norms and behaviors are somehow disconnected from these policies, said Jennifer Zeng, co-author of the study.

About 73 percent of working-age women in China are employed, compared with 67 percent in the UK, 66 percent in Australia and 62 percent in the United States.

Women tend to be as qualified as men when they enter the workforce, comprising 47 percent of university graduates in China, and they initially progress in equal numbers, holding 46 percent of professional positions, the report said.

“My observation is that enterprises have been investing heavily in improving gender parity, and female employees are better informed than ever about how to protect themselves when gender discrimination occurs,” said Liu Wei, a lawyer at Shanghai Shenda Law Firm.

The real challenge is for companies themselves to counter the prevailing stereotypes, differences in women’s and men’s leadership styles, as well as gender and organizational biases, Zeng said.

Neither men nor women seem to like female bosses, who are perceived as being detail-oriented to the point of micromanaging. As women move up in seniority, they are also more likely to be labeled “aggressive” and “less feminine”, and such stereotypes and labels can undercut women’s confidence levels and make it more difficult for them to work effectively with others.

Police firearms: Weaponised | The Economist

WHEN five assailants armed with long knives started murdering bystanders at a railway station in the south-western Chinese city of Kunming on March 1st, the first police to respond were ill-equipped to fight back. Most had no guns, which ordinary officers typically go without. One who did quickly ran out of bullets. Some officers used their batons while others resorted, bravely but ineffectually, to wielding fire extinguishers which they found at the scene. A specially trained unit of police with guns arrived as long as 20 minutes later and shot four of the attackers dead.

The government promptly decided it must make weapons more readily available to police. It has acted quickly to do so—some critics say too quickly and too rashly. The increased deployment of guns to rank-and-file officers raises the prospect of abuses in a system that lacks public accountability for police misconduct against citizens. It has also increased the risk of mistakes by poorly trained officers who are unfamiliar with weapons. In recent months Chinese media have reported on at least two deaths in police shootings where local witnesses suggested the use of deadly force may not have been justified. In May in Zhengzhou, the capital of Henan province, police accidentally fired a handgun into the floor at a kindergarten lecture on personal safety. A child and four parents were injured.

China bans the possession of guns by civilians, and makes only rare exceptions. The government has similarly long resisted arming police with firearms. The process of getting permission to carry a gun was often so onerous that few police bothered to try. Since the army was called in to shoot civilians demonstrating in Beijing in 1989, China has beefed up its paramilitary police force, the People’s Armed Police (PAP), in order to handle unrest. But the PAP does not handle ordinary crimes and is run separately from other police forces.

Fan Xin, a Beijing-based American expert on police firearms who worked as a policeman in Los Angeles between 2000 and 2006, says the government’s reluctance to arm the police had been partly out of fear that the guns would be misused. But this led to a failure properly to train those who did carry them. Mr Fan describes an “antiquated” system in which police are rated for accuracy in shooting at a target from a stable position on one knee, rather than for speed and judgment in more realistic conditions. He also notes that many police are trained to use semi-automatic handguns but then go on to be issued with revolvers.

Some special police units in big cities are reportedly better trained than small-town officers. The recent expansion of such units has been rapid and striking. The city of Shanghai has deployed 125 mobile units of elite armed police around the city since May, each carrying at least two guns (following America, Chinese media often describe them as SWAT, or Special Weapons and Tactics, teams). Fifteen groups of ten officers each—all in blue Ford vans—patrol one tourist district near the Huangpu river. One of them is often parked on the Bund, Shanghai’s famous riverfront, close to revellers taking wedding photographs. Another is often stationed near People’s Square; during a recent rush hour the driver and a few of the squad in the back could be seen smoking cigarettes. If a terrorist strikes on their watch, they are allowed to shoot on sight.

Some citizens worry about reckless use of police firearms, but many see a need for greater, and more visible, protection. The attack in Kunming in March appeared to be the work of extremist Uighurs, who are a mostly Muslim ethnic minority from the western region of Xinjiang. It has been seared into the country’s consciousness. State media refer to it as China’s version of the September 11th attacks against America. Xi Jinping, the president, has echoed George W. Bush, America’s president at the time, saying that China is conducting a “people’s war on terror”.

Armed police have become a feature of this war. In a Xinjiang border town in July, police shot and killed at least 59 Uighurs in a conflict that state media said was initiated by a mob of locals who attacked government offices, killing 37. Uighur groups abroad allege that the real death toll was much higher.

Huawei: The great disrupter’s new targets | The Economist

“THE last time there were so many people down by here, the Rolling Stones were in town.” So declared one of those attending an unusual gathering this week in a vast auditorium along the shores of Shanghai’s Huangpu River. The music was blaring, the coloured lights flashing and the ceiling shimmering, but this was not another rock concert. Astonishingly, the enthusiastic throngs—10,000 squeezed into the venue and another 13,000 joined in via streaming video—had gathered for a technology conference.

The gig was organised by Huawei, a Chinese maker of telecoms equipment, which used the occasion to unveil a new business strategy. As they strode across the stage in front of a video screen nearly as wide as a football pitch, Huawei’s bosses declared their aim of making their firm the world’s leading information-technology (IT) company. In the first stage of this, Huawei plans to increase its sales of servers, storage and other data-centre equipment by a factor of ten by 2020. Last year such products brought in only about $1 billion of Huawei’s total revenues of $39 billion.

It is an audacious goal. It pits Huawei against such titans as IBM, Cisco and HP—innovative giants with deep customer relationships and comprehensive offerings that Huawei cannot yet match. Then again, a decade or so ago Huawei faced a similar challenge in telecoms equipment and has grown to become one of the world’s dominant vendors. It has also become big in smartphones. Evan Zeng of Gartner, a consulting firm, says Huawei starts with an edge in China’s fast-growing market, where state-owned firms favour domestic suppliers. That said, it has some strong local rivals, notably Lenovo and ZTE.

Bryan Wang of Forrester Research, another consulting firm, says Huawei is taking on this daunting challenge because the telecoms-equipment market has become saturated and is set to grow only sluggishly. The IT business is also crowded. But it is a far bigger market than telecoms equipment, and Huawei, since it has such a small share of it, has enormous scope for growth.

In an attempt to keep the company nimble, Huawei recently introduced a system in which three of its bosses take turns, six months at a time, at being the chief executive. Guo Ping, who is in charge at the moment, argues that the telecoms operators that are now his firm’s main customers are embracing cloud computing, so it makes sense for Huawei to make sure it can provide all the gear they need to do so.

Second, Mr Guo argues, the long-predicted convergence of the telecoms and IT businesses is finally happening. The switching of telecoms and internet traffic will no longer require so much of the costly, specialist hardware that Huawei now makes. Increasingly, the job will be done by software, which will run on cheaper, standard IT equipment—what is known as “software-defined networking”. Huawei is seeking to get ahead of this disruption of its core business by being a disrupter itself.

There are good reasons to think Huawei may be up to the challenge. As a privately-held company, “its managers don’t have quarterly pressure, and can invest for the long term,” notes Mark Gibbs of SAP, a German software firm that works closely with Huawei. Ryan Ding, Huawei’s head of product development, recalls that his firm stuck with its efforts to penetrate the markets for routers and LAN switches—two important bits of telecoms gear—despite losing money on each for more than a decade. Likewise, this year it is pumping $600m, or more than half of its entire revenues from IT products, into researching future ones.

Huawei is a proven innovator entering a bloated industry, ripe for change. Its bosses speak clearly and compellingly about what innovation is for: not to win Nobel prizes, or plaudits in the media for the “coolness” of its products, but to create value for customers. To this end, Huawei stations armies of engineers at 28 “joint innovation centres” at customers’ sites around the world. “My guys don’t just ask the customer what he wants: they go to the field site together, do the installation together, and figure out together how to increase efficiencies,” boasts Mr Ding.

The American and European giants of IT have been put on notice. Mr Wang of Forrester says Huawei has already shown it can deliver a potent combination of price, service and customisation. That is why he feels sure it will disrupt the IT business just as it did with telecoms.

China’s Xi Enlists Party Recruiters in Anticorruption Effort – Businessweek

Zeng Fanyue is a 24-year-old political science graduate student at Shanghai’s Fudan University. Politically speaking, she’s redder than red. “As a Communist Party member, I have additional social responsibilities. I should help people and do things for others,” she says, telling how she choked up with emotion during a ceremony in which she renewed her oath of loyalty to the party.

The government of President Xi Jinping, who’s also chairman of the Communist Party of China (CPC), says it wants more true believers like Zeng. At the same time, it wants to weed out the party’s corrupt members. Last year the number of Chinese joining the party dropped 25 percent as young people saw little to gain from joining an organization in convulsions over the prosecutions of party notables such as ex-Chongqing boss Bo Xilai and former Security Minister Zhou Yongkang. In just the first five months of this year, authorities investigated 26,523 officials, including seven at the ministerial level, for crimes related to their jobs, reported the official Xinhua News Agency on July 3. The CPC—now 87 million strong—is facing “severe dangers,” particularly from corruption, Xi warned in a June 30 speech.

Three weeks before Xi’s speech, the party had issued new recruitment rules, the first major revision in 24 years, that aim to further slow the growth of the world’s largest political organization. Only people likely to be so dedicated to party doctrine that they won’t succumb to the temptations of graft will be welcomed.

Ding Xueliang, professor of social science at the Hong Kong University of Science & Technology, says Xi and other top leaders became convinced China needed a smaller, purer party after close study of the collapse of Communist rule in the former Soviet Union. “The major problem they identified about the Soviet Communist Party was: No. 1, the senior cadres didn’t believe in party principles, didn’t believe in communism or socialism, and only believed in their own self-interest,” Ding says. “No. 2, within the cadre system—amongst the higher- and middle-level officials—there were extensive networks of corruption.”

The Change in China’s Hukou Policy Is Slow to Help Migrant Families – Businessweek

On July 30, China’s State Council announced plans to abolish the old residence registration permit—or hukou—that distinguished rural from urban households. The move was long overdue.

The hukou system was enacted in 1958 as away to limit movement between the countryside and cities. At that time, the Chinese Communist Party was explicitly anti-urban and antibusiness. After economic reform began in 1978, the hukou became increasingly anachronistic as millions of migrant workers left farms and villages for new jobs in factories and private companies in the cities. Yet they were penalized because, without local household registration papers, these migrants were denied access to public health care, education, and other social services.

The new system, however, will be only a partial fix. Discrepancies between rural and urban tax collection will gradually be phased out, but access to services will still be linked to location. While smaller cities may be willing to accept newly registered residents, the governments of China’s leading metropolises—including Beijing and Shanghai—are overburdened and still actively trying to discourage new residents (other than wealthy arrivals) from putting down roots.

Despite Sluggish Economy, China Has Yet Again More Millionaires – China Real Time Report – WSJ

Perhaps the Chinese economy is doing OK after all: The country’s ranks of the rich are growing slightly faster, according to a new report.

By slightly, we mean very: one percentage point.

Still, those who track the rich point to it as an optimistic signal. At the end of 2013, there were 1,090,000 people with a net worth of more than 10 million yuan ($1.6 million) and 67,000 with more than 100 million yuan, according to the Hurun Wealth Report 2014. That’s an increase of 4% for both categories. In the previous year, the growth rate was 3% and 2%, respectively, which represented the lowest increase over the six years Hurun has compiled the report.

Hurun, which also puts together an annual list of the richest people in China, said it came up with its headcount by two methods. First, it looked at the sales of high-end real estate and cars, as well as income tax returns and other data related to wealthy individuals. Then, it rounded out its headcount by taking into account macroeconomic data like gross domestic product growth and gross national product.

So who are the new rich? Mostly private business owners, said Hurun, who make up 55% of all millionaires (up from 50% last year). The report said the wealthy typically own a personal residence worth at least 2 million yuan, multiple cars worth more than 200,000 yuan as well as 1.7 million yuan in “investable assets.”

Businessman caught in Colombia is China’s first economic fugitive extradited from Latin America | South China Morning Post

A businessman from Zhejiang province, who was arrested in Colombia over allegations he fled the mainland after leaving debts totalling millions of yuan, was repatriated to China yesterday.

The case is the first time the mainland has extradited an economic fugitive from a Latin American country, China News Service reported.

The 35-year-old suspect, whose surname was given as Wu, was arrested in Colombia on August 28, it said.

He owned a trading company in Yiwu city and reportedly fled China on a flight from Shanghai‘s Pudong International Airport on September 9, 2012.

He had allegedly left unpaid debts totalling more than four million yuan (more than HK$5 million).

Zhejiang police launched an investigation into Wu about a month later, and order for his arrest was issued in December 2012.

After cooperating with Interpol, Zhejiang police discovered in July that Wu was in Colombia, said Ding Pinglian, of the Zhejiang provincial police bureau.

Four police officers were then sent to Colombia to assist with Wu’s arrest and extradition.

Wu is expected to stand trial in Yiwu, China News Service reported.

A total of 11 people suspected of economic crime have been repatriated since the Ministry of Public Security launched a campaign to return fugitives in July, the report said.

The ministry said last month that more than 150 mainlanders suspected of economic crimes were in the United States, which had become the “top destination” for Chinese fugitives.

A Chinese company recently built 10 full-sized houses using a giant printer.

The detached, one-story houses now standing in the Shanghai Hi-Tech Industrial Park, in the city’s Qingpu district, look like ordinary buildings. But they were “printed out” in less than a day with “contour crafting“, commonly known as 3-D printing technology.

‘Mirror’ perfect fit for shoppers  Four huge printers measuring 32 meters long, 10 meters wide and 6.6 meters tall were used to make the houses, which were built layer by layer.

“It’s not only cost-effective but also environmentally friendly,” said Ma Yihe, inventor of the printers, who is also president of the Shanghai Winsun decoration and design company.

“Unlike traditional construction, the new technology doesn’t produce any waste,” said Ma, who has been working in the 3-D printing construction industry for 12 years.

The materials used to make the houses are a mixture of quick-drying cement and recycled industrial waste, which help lower construction costs by up to 50 percent. For the moment, the company is keeping the recipe for the cement a secret.

Meanwhile, the houses can withstand just about any safety test, Ma said.
