China is set to release pork supplies from its central reserves as it moves to tackle soaring prices and shortages caused by an outbreak of swine fever.
A state-backed body will auction 10,000 tonnes of frozen pork from its strategic reserves on Thursday.
China, the world’s biggest producer and consumer of pork, has struggled to control the spread of the disease.
In a bid to stabilise prices, a state-backed group that manages the pork reserves will auction imported frozen pork from countries including Denmark, France, the US and UK.
Only 300 tonnes will be sold to each bidder at the auction.
Pork is used widely in Chinese festivals, and the auction comes as the country prepares to celebrate a week-long national holiday for the 70th anniversary of the People’s Republic of China.
Julian Evans-Pritchard, senior China economist at Capital Economics, said the auction would provide slight relief to the industry but would not do much to contain prices.
“In itself, I don’t think it will be able to prevent pork prices from rising further unless they manage to get the disease under control,” he said.
Beijing created its strategic pork reserve in 2007 but the size of the stockpile is not known.
Capital Economics estimates that at most, the stockpile would hold four days’ worth of pork supplies to feed China.
About 1.2 million pigs have been culled in China in an effort to halt the spread of swine fever since August 2018, according to data from the Food and Agriculture Organization, a UN agency.
In April, Rabobank estimated Chinese pork production would fall by up to 35% this year due to swine fever.
The supply shortage has sent pork prices soaring and has eaten into household incomes.
That poses a fresh challenge for the Chinese economy, which is already facing a slowdown and a trade war between Beijing and Washington.

ST. PETERSBURG, Russia, Sept. 17 (Xinhua) — China and Russia should open up more to the world and to each other to achieve mutual benefit and common development, Chinese Premier Li Keqiang said here Tuesday.
Jointly meeting the press with Russian Prime Minister Dmitry Medvedev, Li said that as the two countries observe the 70th anniversary of their diplomatic ties this year, the sound and stable development of bilateral relations is in the interests of both sides and also conducive to human progress under current circumstances.
Describing bilateral pragmatic cooperation as comprehensive, broad and of high level, Li said while the two countries’ cooperation in traditional spheres like energy is making new breakthroughs, their cooperation in new areas like cross-border e-commerce and sci-tech innovation is also gaining steam.
He expressed hope that the two sides will actively explore deepening refining-petrochemical integration, and increase the added value of energy cooperation to help realize their goal of doubling bilateral trade on time.
Noting that both countries support multilateralism and free trade, Li said China is furthering opening up with its manufacturing sector fully open now. He invited Russian companies to seize the opportunity and invest in China.
Li also urged the two countries to tap their cooperation potential in sci-tech innovation as they have designated the years of 2020 and 2021 as “Year of Scientific and Technological Innovation” in each other’s country.
Medvedev said the two countries’ comprehensive strategic partnership of coordination has entered a new era, and the two sides are in close communication with pragmatic cooperation in various areas achieving new progress.
Earlier Tuesday, Li and Medvedev co-chaired the 24th regular meeting between Chinese and Russian heads of government.
Medvedev said that during the meeting, the two sides signed a slew of cooperation agreements in a wide range of areas. He pledged Russia’s willingness to work with China to expand their cooperation from traditional energy to high-tech to inject new vitality to their comprehensive strategic partnership of coordination for a new era.

ST. PETERSBURG, Russia, Sept. 16 (Xinhua) — Chinese Premier Li Keqiang arrived in St. Petersburg on Monday afternoon for a three-day official visit to Russia.
During the visit, Li and Russian Prime Minister Dmitry Medvedev will co-chair the 24th regular meeting between Chinese and Russian heads of government.
This year marks the 70th anniversary of the establishment of China-Russia diplomatic ties, and bilateral relations have recently been upgraded to a comprehensive strategic partnership of coordination for a new era, Li said upon his arrival.
A new stage for bilateral relations of higher level and greater development has started, he said. “I hope the regular meeting this time will promote our two countries’ all-round pragmatic cooperation to bear new fruits, further enrich the comprehensive strategic partnership of coordination for a new era, and better benefit the two peoples.”
Amid complicated and profound changes in the international situation and an increasing downward pressure on the world economy, Li pledged China’s willingness to step up coordination and cooperation with Russia on international affairs, jointly defend multilateralism and free trade, and work together for improving global governance, forging an open world economy, and safeguarding regional and world peace, development and prosperity.
Li and Medvedev will hold talks, sign a joint communique of the 24th regular meeting, witness the signing of cooperation documents, and jointly meet the press in St. Petersburg. The Chinese premier is also scheduled to meet with Russian President Vladimir Putin in Moscow.

China’s top law enforcement agency has shown its support for Hong Kong’s embattled police by delivering 650 boxes of mooncakes to the force’s dormitories and stations ahead of Friday’s Mid-Autumn Festival.
The festive gifts were sent after an online campaign titled “I want to send hometown delicacies to Hong Kong Police”, launched last Friday by Chang An Jian, an official social media account of the Central Political and Legal Affairs Commission, Beijing’s top political body responsible for law and order.
The commission – a Communist Party organ, rather than a government body that police report to – said in a blog post that seven people had donated about 150,000 yuan (US$21,000) between them.
The campaign represents the latest display of mainland support for the force, with no end in sight to mass protests in Hong Kong triggered in June by opposition to an
that would have allowed the transfer of criminal suspects to mainland China. Hong Kong police have faced numerous accusations of excessive use of force during the unrest.
But the mooncake delivery was complicated by customs regulations, with most major Chinese courier services unwilling to take deliveries containing processed meat and egg yolk across the border with Hong Kong.
“[We] were panicking because a lot of enthusiastic netizens had their salted duck and mooncake deliveries to Hong Kong rejected by couriers!” a Chang An Jian blog post said on Wednesday night.
In the end, 650 boxes of mooncakes that were bought from Hong Kong were sent to police dormitories and stations on Wednesday evening.
Mid-Autumn Festival is the second most important traditional Chinese holiday after Lunar New Year.
“[The mooncakes] were from Maxim’s, a company that loves the country and loves Hong Kong!” the blog post also said.

Recipients of the mooncakes included a police officer who in July was hailed as a hero by Chinese state media and nicknamed “bald sergeant Lau Sir” after pointing a shotgun at protesters who had besieged a police station. Lau has since been invited by Beijing to attend a grand celebration on October 1 for the 70th anniversary of the founding of the People’s Republic of China.
Mooncake importer says stock will be destroyed after mainland backlash
Beijing has focused attention on the violent elements of the Hong Kong protests in its social media posts and media coverage, while businesses have been carefully monitored and expected to toe Beijing’s line on condemning violence and supporting one country, two systems.

BEIJING, Sept. 11 (Xinhua) — Premier Li Keqiang on Wednesday expressed his expectation for the Japanese economic community to seize the opportunities of China’s opening up, increase investment in China and expand bilateral cooperation areas to promote more achievements in trade and the economy.
Li made the remarks in a meeting with a delegation from Japan’s business community, led by president of the Japan-China Association on Economy and Trade Shoji Muneoka, chair of the Japan Chamber of Commerce and Industry Akio Mimura, and Nobuyuki Koga, chairman of the Board of Councilors of the Japan Business Federation.
China-Japan relations have returned to the right track since last year thanks to the joint efforts of the two sides, and the trade and economic cooperation between the two countries has been steadily advanced and the prospects for bilateral cooperation are broad, said Li.
When China-Japan relations encountered difficulties, the Japanese economic community made important efforts and contributions to maintain their healthy and steady development as well as accelerate pragmatic cooperation between the two countries, the Chinese premier said.
According to Li, China and Japan are two of the world’s major economies, and should give full play to their complementary advantages and work together to deepen cooperation, which will not only benefit the two countries, but also conducive to regional and global economy, as well as the prosperity and stability of the world.
Noting that economic globalization is irreversible, and economic and trade exchanges should not be blocked by national borders, Li pointed out that promoting the healthy development of globalization is the way of progress.
“China has always firmly upheld the multilateral trading system with the World Trade Organization at its core and promotes the liberalization and facilitation of trade and investment,” Li said, stressing China will unswervingly promote all-round opening up, and strive to optimize the business environment.
China welcomes the Japanese economic community to seize the opportunity brought forth by China’s opening up and increase investments in China, expand cooperation areas, and promote more cooperation achievements in trade and economic areas between the two countries, he said.
While expressing congratulations on the 70th anniversary of the founding of the People’s Republic of China, the Japanese economic delegation said that Japan and China have witnessed progress in bilateral ties since last year, and close high-level exchanges have facilitated the two countries’ economic and trade cooperation.
The Japanese economic community firmly supports free trade and hopes China and the United States will resolutely resolve their trade disputes through negotiation, they said.

BEIJING, Sept. 11 (Xinhua) — Chinese Premier Li Keqiang met with Kazakh President Kassym-Jomart Tokayev here on Wednesday.
Calling Kazakhstan China’s friendly neighbor and comprehensive strategic partner, Li said the two countries enjoy solid political mutual trust, fruitful cooperation results and a long-standing friendship.
China stands ready to better synergize the Belt and Road Initiative with Kazakhstan’s development strategy, Li said.
The two countries should intensify all-round cooperation, and jointly safeguard peace and stability in the region, he said.
Cooperation between China and Kazakhstan is based on mutual trust, geographical proximity, huge potential and broad prospects, Li said, promising that China will facilitate cooperation with Kazakhstan in energy, production capacity, nuclear electricity, finance, and science and technology.
The Chinese premier also called for better use of cross-border e-commerce platforms and expansion of bilateral trade.
Tokayev congratulated the People’s Republic of China on its 70th anniversary.
China is viewed as an important strategic partner of Kazakhstan, said Tokayev, reiterating that his country is willing to be an active participant in the construction of the Belt and Road, boost bilateral cooperation in all areas, and expand exports to China.
He added that Chinese enterprises are welcome to invest in Kazakhstan, and voiced hope for more tourism cooperation and closer exchanges among young people.
Military stresses combat readiness and war mentality in production released just weeks before 70th anniversary of the People’s Republic

The Chinese air force has ramped up its combat rhetoric in its latest propaganda video, with pilots warning enemies in English and top brass stressing the need for crisis mode.
The four-minute video was posted on the Ministry of National Defence’s website on Wednesday and begins with two J-20 stealth fighters taking off from an unidentified airbase.
At least three missile-carrying J-11 jets are then shown make low passes and various aerobatics at sea.
After that, a pilot shouts in English: “This is the PLA Air Force speaking. You are about to enter Chinese airspace. Leave immediately. Leave immediately.”
The video also features members of an elite brigade called the “Eagles of Liaoning province”, a frequent winner of PLA Air Force competitions.

Brigade member Bai Long, a J-20 fighter pilot, says the team have a higher calling.
“Winning over enemies is more important than winning competitions,” Bai says.
Also featured is Wang Hai, a 93-year-old combat veteran from the Korean war, who encourages air force personnel to fear nothing during combat.
“You cannot do anything if you are not brave enough. You can’t be a pilot if you fear death,” Wang says.
Wang Yongtong, a brigade commander, is also quoted as saying that the Chinese air force is using war games to strengthen its combat readiness.
“We will meticulously prepare for war and improve our combat capacity to resolutely safeguard national sovereignty, security and interests,” he says.
The video’s release comes just a few weeks before China marks the 70th anniversary of the founding of the People’s Republic with a massive military parade showcasing its military weapons.
It also underlines China’s increasingly assertive efforts to defend its interests.
On Wednesday, China hit out at Canada for sending a warship to traverse the Taiwan Strait.
And in late July, South Korea claimed that two Chinese warplanes entered South Korea’s air defence identification zone, a claimed denied by the Chinese foreign ministry.
And in late January, a Chinese surveillance plane crossed the Sea of Japan and the East China Sea via the Tsushima Strait, prompting the Japanese air self-defense force to scramble fighter jets.
BEIJING, Sept. 9 (Xinhua) — Chinese Premier Li Keqiang’s upcoming visit to Russia will open up broader space for pragmatic cooperation between the two countries in the new era and boost bilateral ties, a Chinese Foreign Ministry official said Monday.
At the invitation of Russian Prime Minister Dmitry Medvedev, Li will pay an official visit to Russia from Sept. 16 to 18 and co-chair the 24th regular meeting between Chinese and Russian heads of government with Medvedev, Vice Foreign Minister Le Yucheng said at a press briefing.
The visit comes as the two countries are embracing the 70th anniversary of the establishment of diplomatic ties and ushering in a new era in their relations.
Noting that the China-Russia relationship has become more mature, stable and tenacious over the past 70 years, Le said it is now a major-country relationship featuring the highest degree of mutual trust, coordination and strategic value.
“China and Russia enjoy solid political mutual trust and firmly support each other on issues concerning core interests and major concerns, while their all-round mutually beneficial cooperation has continued to expand and their interests have been more closely interconnected,” Le said, adding that the bilateral trade volume exceeded 100 billion U.S. dollars for the first time last year.
According to Le, the two countries also have close and effective communication and coordination in international affairs.
The upcoming meeting between the two countries’ heads of government will focus on two major objectives, Le said. The first is to promote the implementation of the major consensus reached by the two countries’ heads of state, deepen the integration of interests and consolidate the material basis of bilateral relations.
The second is to contribute the two countries’ wisdom to and voice their support for safeguarding multilateralism, open economy, and the liberalization and facilitation of trade and investment, Le said.

PYONGYANG, Sept. 4 (Xinhua) — China and the Democratic People’s Republic of Korea (DPRK) pledged on Wednesday to promote friendly cooperation between the two countries.
This year marks the 70th anniversary of the establishment of diplomatic relations between China and the DPRK, which is of great importance for both countries, visiting Chinese State Councilor and Foreign Minister Wang Yi said in a meeting here with Ri Su Yong, member of the Political Bureau and vice-chairman of the Central Committee of the Workers’ Party of Korea (WPK) of the DPRK.
Despite changes in the international arena, the traditional friendship forged by the leaders of the former generations of both countries has withstood the test of time and become a shared asset of the two countries, said Wang.
General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping and top DPRK leader Kim Jong Un have injected fresh vitality into the relations between the two parties and the two countries, Wang said.
“We should abide by the important consensus reached by the top leaders of the two countries, shoulder the responsibility to maintain, consolidate and advance the traditional China-DPRK friendship, and promote friendly cooperation between the two countries in various fields,” he added.
Under Kim’s leadership, the WPK has created a new strategic line which is in accordance with the fundamental interests of the country, the nation and the people of the DPRK, said Wang, noting that he believes that the DPRK will overcome all difficulties and achieve its strategic goal.
Speaking of China’s development, Wang said that socialism with Chinese characteristics has achieved great success and revealed promising prospects.
History will prove that China’s development and rejuvenation are an irresistable trend that cannot be stopped, he said, adding that China and the DPRK should conduct more communication and exchanges, understand each other, trust each other and support each other in safeguarding their mutual interests and legitimate rights.
Ri, also the director of the International Department of the WPK Central Committee, said that Kim and Xi have met many times in recent years and charted the course for the development of bilateral relations.
Wang’s visit to the DPRK on the occasion of the 70th anniversary of the establishment of diplomatic ties between the two countries is of great significance for the implementation of the consensus reached by the top leaders of the two countries, he said.
The DPRK is willing to join China in strengthening exchanges at different levels and push forward the practical and friendly cooperation between the two sides, he said.
Extending his congratulations on China’s achievements and the 70th anniversary of the founding of the People’s Republic of China, Ri said that the DPRK side will continue to firmly support the policies and measures of the CPC and the Chinese government on issues concerning China’s core interests, including the issues of Hong Kong and Taiwan.

ULAN BATOR, Sept. 2 (Xinhua) — A series of cultural events to celebrate the 70th anniversary of the establishment of diplomatic ties between China and Mongolia kicked off at the Mongolian National Modern Art Gallery here on Monday.
Hundreds of people from various fields of both countries, including Mongolian Minister of Education, Culture, Science and Sports Yondonperenlei Baatarbileg and Chinese Ambassador to Mongolia Xing Haiming attended the opening ceremony.
“We will relive the China-Mongolia friendship through more than 20 activities including cultural performances, exhibitions, exchanges of books, watching movies and TV series and free medical exams under a broader theme called ‘Feel China’ for the 70th anniversary of the establishment of diplomatic relations between China and Mongolia,” Xing said at the ceremony.
The ambassador noted that China attaches great importance to China-Mongolia relations and is willing to deepen the alignment of the China-proposed Belt and Road Initiative and Mongolia’s Development Road Program on the basis of equality and mutual benefit.
