China presses for nuclear talks in last days till North Korea’s deadline for US

Chinese President Xi Jinping has again stressed the need for tensions on the Korean peninsula to be resolved through dialogue, as the deadline looms in North Korea’s threat to give the United States an unwelcome “Christmas gift”

With just over a week to go until Pyongyang’s year-end deadline for Washington to change what it says a policy of hostility, Xi held separate talks with South Korean President Moon Jae-in and Japanese Prime Minister Shinzo Abe in Beijing on Monday.

Moon and Abe will also join Chinese Premier Li Keqiang for a trilateral summit in Chengdu, Sichuan province, on Tuesday.

The first trilateral leadership talks took place in 2008, but were not held in 2013 and 2014, or in 2016 and 2017.

Xi said China and South Korea “both insist on maintaining peace and stability on the peninsula, and advocate solving problems through dialogue and consultation”, state news agency Xinhua reported on Monday.

and injecting impetus for the Korean peninsula peace talks,” the report said.

Moon said the suspension of talks between the US and North Korea and heightened tensions along the peninsula “are not beneficial to both our countries and North Korea”, according to South Korean news agency Yonhap.

Moon also said that China had played an “important role” in efforts for the denuclearise the peninsula, the report said.

North Korea has signalled impatience over the stalled talks with the US, and the fading hopes for an end to Washington’s economic sanctions.

In April, North Korean leader Kim Jong-un said that he would “wait” until the end of the year to decide whether the US had the “right attitude” to allow a resumption of negotiations, but no signs of further talks have emerged.

Then earlier this month Pyongyang warned that Washington would receive a “Christmas gift”, and US actions would determine whether the present would be good or bad.

In an apparent sign of frustration with the US, North Korean news agency KCNA reported on Sunday that Kim held a meeting of the Workers’ Party of Korea to “bolster the overall armed forces of the country” to deal with the “the fast-changing situation”.

The US imposed crippling sanctions on North Korea’s economy in 2017, though many countries, including China, South Korea and Japan, have also tightened measures against the North.

South Korea and Japan both scaled back people-to-people links in 2016, China banned coal exports to the North in 2017. Earlier this year, Trump thanked China and Russia for maintaining sanctions against Pyongyang.

As diplomats make last-ditch attempts to stop renewed confrontation, US special envoy for North Korea Stephen Biegun shuttled around the region last week, meeting senior officials in China, South Korea and Japan. Biegun urged North Korea to return to negotiations, and said the US “does not have a deadline” for talks.

China and Russia also proposed last week that the United Nations Security Council 

lift some sanctions

, saying it was necessary to break the deadlock.

Xi’s meeting with Moon also comes as Beijing tries to mend ties with Seoul to prevent neighbouring nations from getting closer to Washington.
Relations between China and South Korea deteriorated in 2017 after Seoul deployed a US-led missile defence system known as THAAD, which Beijing deemed as a security threat to its own territory.
On Monday, both Xi and Moon said in their meeting that they looked forward to improving relations between their countries.
“We have been friends and partners that have continued close cooperation,” Xi said. “We have a wide range of common understandings in various fields, including on further developing bilateral relations, facilitating regional peace, stability and prosperity, and defending multilateralism and a free trade system.”
Sun Xingjie, a North Korea specialist at Jilin University, said the US signal was “very clear” in Beigun’s comments.
“They still want to continue discussions,” he said.
Sun also said the talks in Chengdu on Tuesday would likely play an important role in the future of resolving problems on the Korean peninsula.
“After returning to the platform these last couple years, I believe this will become an important, normalised place for discussions. Whatever problems they run into, the platform should continue to move forward,” Sun said.

North Korea threat looms as China, Japan, South Korea leaders meet

BEIJING (Reuters) – The spectre of new confrontation between Pyongyang and Washington hangs over meetings between China, Japan and South Korea this week, with growing risks North Korean actions could end an uneasy detente and upend recent diplomatic efforts.

South Korean President Moon Jae-in and Japanese Prime Minister Shinzo Abe are expected to meet Chinese President Xi Jinping separately on Monday. They will then travel to the southwestern city of Chengdu for a trilateral meeting with Chinese Premier Li Keqiang. Though they are expected to discuss various economic matters, North Korea appears likely to dominate the agenda.

Pyongyang has grown increasingly frustrated that its halt of nuclear and long-range missile tests has not ended the crippling economic sanctions against it. It set a Dec. 31 deadline for the United States to make concessions, but Washington has been unmoved.

Some experts believe North Korea may be readying to test an intercontinental ballistic missile launch soon, which would likely end the 2018 agreement struck by its leader, Kim Jong Un, and U.S. President Donald Trump.

“Safeguarding the stability and peace of the Korean Peninsula and pushing for a political solution to the Korean Peninsula issue are in the interests of China, Japan and South Korea,” Chinese Vice Foreign Minister Luo Zhaohui told reporters on Thursday at a briefing on the trilateral meetings.

U.S. special envoy for North Korea Stephen Biegun met with two senior Chinese diplomats during his two-day visit to Beijing this week, following similar meeting in South Korea and Japan days earlier, as diplomats make last-ditch attempts to prevent new confrontation.

North Korea has not responded to his public call to resume dialogue, however.

“The silence, even after Biegun’s speech in Seoul, makes me concerned,” Jenny Town, managing editor at the North Korea monitoring website 38 North, said on Twitter.

Beijing, jointly with Russia, proposed on Monday that the United Nations Security Council lift some sanctions in what it calls an attempt to break the current deadlock and seeks to build support. But it’s unclear whether Beijing can convince Seoul and Tokyo to break ranks from Washington, which has made its opposition clear and can veto any resolution.

Though South Korea sees China as instrumental in reviving negotiations, it has so far sidestepped questions on whether it supports the new proposal by Beijing and Moscow. Japan, which has historically been a staunch supporter of sanctions against North Korea, has also refrained from commenting on the proposal.

“With the (2020 Tokyo) Olympics coming up, North Korea going wild would pose a problem for Japan,” said Narushige Michishita, professor at Japan’s National Graduate Institute for Policy Studies.

“But bilateral talks with North Korea, for example, will probably be a better approach for Japan than easing UN sanctions.”

SHANGHAI, Dec. 7 (Xinhua) — Officials and scholars from more than 70 Asian, African and Latin American developing countries, as well as the United Nations, visited Shanghai on Saturday before attending the upcoming 2019 South-South Human Rights Forum.

The forum, hosted by the State Council Information Office and the Ministry of Foreign Affairs, will be held in Beijing from Dec. 10 to 11.

According to the Beijing Declaration issued at the first South-South Human Rights Forum held in Beijing in 2017, participants agreed that the right to subsistence and the right to development were the primary basic human rights.

During the one-day trip in Shanghai, the officials and scholars, from countries including Laos, Brunei, South Africa, Mexico and Mauritius, visited the city’s financial district and the World Expo Museum, snapped pictures of local residents’ life scenes on the bank of the Huangpu River, and investigated the progress of waste sorting in ordinary residential streets. They were impressed by the prosperous and orderly development of the mega city.

“I think China is becoming more open and confident about human rights. The changes I saw here are examples of the great improvements in the Chinese people’s rights to subsistence and development,” said Davina Sigauta Rasch, director of Corporate Service of the Ombudsman Office in Samoa, who studied international economics and trade from 2009 to 2013 at the Southwestern University of Finance and Economics in Chengdu, Sichuan Province.

She said that compared with 10 years ago, China has made significant progress in the emerging fields such as high-speed railways and mobile payments, which directly improved people’s lives. China is not only developing itself, but also helping other developing countries, she said.

Her idea was echoed by Lionel Vairon, CEO of CEC Consulting in Luxembourg and also a senior research member of the Charhar Institute, a private think tank in China.

Over the past 70 years since the founding of the People’s Republic of China, great achievements which have attracted worldwide attention have been made, he said, adding that the international community should not ignore China’s progress in human rights out of ideological misunderstanding and prejudice.

“In the future, global governance must make a choice between the policy of strong-power hegemony and the path of a community with a shared future for humanity. And the latter is the wisdom China has contributed to the world,” he said.

Chinese ‘panda’ pet cafe raises eyebrows

​Animal cafes have been springing up all over the world for the last two decades as a place for animal lovers to enjoy a meal alongside their furry friends.

But a new “panda” cafe in Chengdu in south-western China – internationally known as the home of the giant panda – is raising eyebrows and a lot of concern.

According to the Chengdu Economic Daily, a cafe recently opened in Chengdu, seems at first glance to be home to six giant panda cubs.

But the “panda” cafe is – in fact – all bark and no bite because on closer inspection, it turns out they are actually the Chow Chow breed of dogs, which have been dyed to look like China’s national animal.

‘Could damage their fur and skin’

The owner of the cafe, Mr Huang, says that as well as serving food and drink, the cafe provides a dyeing service.

He tells Hongxing News that he imports his dye from Japan and has hired special staff for dyeing the dogs.

“Every time we dye it costs 1,500 yuan [$211; £163],” he says. “The dye is really expensive.” He says that this is to ensure the quality of the dye, and says that it in no way affects the animals.

Hongxing News says that a short video inside the cafe had raised awareness of it nationally and has boosted visitor figures.

But it has also raised a lot of concern. One vet, Li Daibing, told Hongxing News that he urged people not to dye their pets, saying: “This could damage their fur and skin.”

‘Has become normal’

Dyeing pets became a full-blown craze in China in the early 2010s, first for competitions, but then amidst a domestic wave of “extreme dog pampering”.

Since, however, there has been a growing consciousness in China about animal ethics and testing. Many of the thousands of social media users commenting on the popular Sina Weibo microblog have voiced their concern about such treatments being used on animals.

Many call the idea “crazy” and note that hair dye can “damage people’s hair and scalp”, so could similarly affect a dog.

But others argue that “it’s really cute”, and say that they perceive animal dyeing “has become normal”.

It’s not just China either – earlier this year, the Latitude Festival in Suffolk was criticised by the RSPCA after a flock of sheep were dyed pink.

Beijing Daxing airport – world’s largest terminal – takes flight

At 4.23pm on Wednesday a China Southern Airlines A380 left Beijing for Guangzhou – on the first commercial flight out of the world’s latest and largest airport terminal at Daxing, five years after construction began on the ambitious project.

The 80 billion yuan (US$11 billion) Beijing Daxing International Airport was officially opened by Chinese President Xi Jinping on Wednesday morning.

China Southern Airlines, the mainland’s largest carrier, has 40 per cent of the flight slots at the new airport. It is one of 16 airlines which will be operating out of Beijing Daxing International Airport, the visually spectacular new facility at the southern end of the Chinese capital.

Six other flights, including China Eastern Airlines for Shanghai and Air China for Chengdu, took off before 5pm in the afternoon. These domestic airlines will have part of their operations moving to Daxing for the upcoming winter-spring season, according to the mainland’s aviation authority. No Hong Kong airlines were listed.

British Airways has announced its whole operation will be moved to Daxing, while some foreign airlines, such as Ethiopian Airlines, Polish Airlines, Malaysia Airlines, Royal Air Maroc and Finnair, will operate at both airports.

Spanning 47 sq km (18 square miles) – almost 50 per cent larger than the city of Macau – Daxing, with its 700,000 square metre (7.5 million sq ft) terminal is a spectacular sight. Its futuristic shape, resembling a giant hexagonal starfish or – as some internet users have dubbed it – an alien base, not only handles more aircraft, it also keeps passengers’ walks

From the centre of the security check to the furthest end gate in each wing is about 600 metres (1,970 feet), or less than an eight-minute walk.

According to Xinhua, more than 70 restaurants, tea shops and coffee houses will operate in the airport, along with 36 international brands, including Louis Vuitton, Gucci and Bottega Veneta.

Daxing is designed to take pressure off the overcrowded Beijing Capital International Airport (BCIA) and, by 2021, is expected to handle 45 million passengers a year, rising to 72 million by 2025.

Located at the south of the capital, 46km (28.5 miles) from the central Tiananmen Square, the airport was once frowned upon for its less than optimal location, with its southern end at the border with Hebei province. But it may not be as time-consuming for travellers as originally thought.

Hu Haiqing, deputy general manager of China Southern Airlines’ operation control centre, told Global Times that “although Daxing is further away from downtown Beijing than the Capital airport, there are still some advantages, especially for our airline”.
With most of its bases in the south of the country, China Southern Airlines flights to Daxing will be 10 to 15 minutes shorter than to the Capital airport. A further 15 to 20 minutes taxiing time will also be saved, thanks to its position in the new airport.
“The design of the airport also means passengers, once they leave their car or train, will walk a much shorter distance to the check-in and security check,” Hu said.
According to Xinhua, Daxing’s design also makes transit much quicker, with transfers between international and domestic flights up to 90 minutes shorter than from the Capital airport.

Public transport will be the quickest way to reach the new airport from downtown Beijing – 20 minutes from West Beijing railway station once the Beijing-Xiongan high-speed rail officially opens. The airport express service will also take passengers from Caoqiao station to the airport in 19 minutes.

There is no underground rail service or airport express connecting the Capital airport in the north with Daxing, but passengers can change trains at Caoqiao for downtown Beijing or other stations which connect with BCIA’s airport express service.

Waiting times at the new airport will be greatly reduced by the use of facial recognition technology for self-service check-in and smart security checks, according to Wang Hui, manager of Daxing’s terminal management department.

The technology does away with the need for a paper boarding pass and passengers can check-in, with or without luggage, and go through the security check by themselves.

“The airport has more than 400 self-service check-in kiosks, which means more than 80 per cent of check-ins will be self-service. That shortens each passenger’s queuing time to no more than 10 minutes,” Wang told Global Times.
“The smart security check channels are able to handle 260 passengers per hour, 40 per cent faster than using traditional means,” he said.
The opening of Daxing Airport could be a great boost for the mainland – and even the global – aviation industry by easing pressure on the Capital airport and making new routes possible, said a veteran China Eastern Airlines pilot who declined to be named.

Opening new flight routes from BCIA was almost impossible, he pointed out, because the centre of Beijing was a no-fly zone for security reasons. Daxing airport’s location at the southern end of the city, however, avoided the problem of planes having to bypass the restricted space, leaving room to open more routes for domestic and international flights.
“Beijing is the window for China to go global but the Capital airport’s schedule is saturated and unable to open new routes. Daxing airport makes it possible to open more global routes,” the pilot said.
He said the runway design at Daxing also meant fewer delays, because the four runways of phase one – more than any other airport in China – included one which was perpendicular to the other three, allowing flights to land and take off regardless of wind direction.

The head of a primary school in northeastern China has been sacked and a government investigation is underway into the use of laundry washing powder to clean tableware in the school canteen.

The scandal came to light when a video of canteen staff washing up at Dongfeng Primary School in Zuanghe, Liaoning province, went viral on Chinese social media.

The video shows staff, wearing white uniforms and aprons, cleaning plates and bowls in basins containing water tainted with laundry detergent. It is unclear when the incident happened.

In a statement on Weibo, China’s version of Twitter, on Tuesday, the municipal government said the head of the school had been dismissed and representatives had been assigned by the authorities to take charge of the school’s daily operation. Due diligence investigations of the relevant department would begin “immediately”, the statement said.

The local administration for market regulation had also been ordered to speed up an examination of the food samples, tableware and washing products at the school, and the results would be made public in a timely manner, the authorities said.

Until the investigation is concluded, meals at the school, which has about 400 pupils, will be the responsibility of the municipal education department.

As an added precaution, food safety inspections would be carried out at all elementary and middle schools in the region.

The prompt action by the authorities reflects the wide public attention in China to any food safety scandal which involves children.

The principal of an international school in Shanghai was dismissed in October after parents of students found mouldy tomatoes and onions in a kitchen where food was prepared for pupils. In May, video footage showing mouldy food in the canteen of a middle school in Chengdu, Sichuan province, triggered angry parents to stage protests outside the school and the local government building.

China’s women still waiting for an end to getting groped on public transport

The first time Wanda was groped by a man on a Beijing bus she was a college student, travelling to school in her gym uniform on a summer’s day. Ten years – and numerous examples of sexual harassment on public transport – later, she is still haunted by the memory.

Now 31, Wanda – who asked to be identified only by her first name – remembers every detail of the incident. The bus was not crowded but the man, who appeared to be in his 40s, went straight over to stand uncomfortably close to her.

Then he pressed himself tightly against her and began making a thrusting motion with his lower body. Wanda said she froze, terrified by the encounter and unsure how to act. Just then, the bus took a sharp turn, the man was thrown aside and she quickly moved away.

“Afterwards, for a period, I looked at every adult man I saw as if he was aggressive,” she said.

Since then, Wanda said she had been flashed at in public and just last year was forced to block a man with her purse when he tried to touch her leg on a train.

Wanda’s experience is not unusual but attempts to address the problem of sexual harassment on public transport in China have met with mixed results, as well as claims by feminists that they are restrictive to women.

Two major cities in southern China, for example, introduced priority carriages for women on their underground trains in 2017.

Shenzhen

and Guangzhou, both in Guangdong province, established two designated carriages – one at each end of the train – during peak times.

The carriages are decorated with pink stickers which say, in Chinese and English, “priority carriages for women” and while men are not barred from using them
they are encouraged to leave them to women passengers.
While the authorities did not specifically say they were intended to prevent sexual harassment – saying only that the scheme was meant to “give more care and respect to women” – the carriages followed a precedent set by Japan and Europe for that reason.

Shenzhen is currently considering an update to its priority carriages with an amended law designating them for people with disabilities and minors, as well as women, and only during rush hour. Other passengers who do not meet these criteria can be asked to leave by rail staff.

But in reality the restrictions on the priority carriages are seldom enforced and they have been used by men since their launch. Furthermore, feminists say the scheme is a form of segregation, rather than an attempt to solve the cause of the issue.

One reason the priority carriages have failed in their purpose could be the size of the crowds using public transport each day. According to government data, there are roughly 5 million passenger trips on the Shenzhen underground every day and 8 million in Guangzhou.

It is also hard for staff to enforce the regulation.

“When it first came out, subway staff vehemently advocated for women to use it, so many people did,” said Zhang Ying, a piano teacher in Guangzhou. Staff would hold loud speakers and gesture for women to get on the priority carriages. But now, everybody just treats it like an ordinary carriage, she said.

Zhang said she rarely uses the priority carriages because of the inconvenience of having to walk all the way to the end of the train.

Feminists have opposed the scheme from the start.
“The logic behind the scheme is wrong to begin with,” said Xiao Meili, a Guangzhou-based feminist. “When noticing the dangers women face in public spaces, women call for convenience in all areas, but [the government] only wants to draw you a little corner to play in, signalling they still will neglect you in most places.”
Although it may appear well-intentioned, Xiao said the scheme was restricting women’s space.
“Most of the sexual harassers and rapists are men, so wouldn’t it be more effective to put these offenders in a limited space?” she asked.
In a survey of 443 people conducted by a group of feminists in Shenzhen in 2017, 42 per cent of women said they had been harassed on public transport, compared with just 6 per cent of men.
Most of the interviewees said they were dissatisfied with the police response and 65 per cent said they thought police should be most responsible for handling sexual harassment in public.
Six ways Japanese women can deter gropers on trains
Xiao and others have repeatedly written to government representatives about sexual harassment on public transport. In 2016, Xiao’s feminist group received 40,000 yuan (US$5,650) in public donations – just enough to buy an advertisement slot.
For two years, the group tried to put up anti-harassment billboards in the Guangzhou and Shenzhen underground systems, but they were repeatedly blocked by the authorities who said the advertisements would cause panic.
But in 2018 Xiao’s group spotted advertisements in the subways in Beijing, Shanghai and Chengdu, some placed by news organisations and others by local governments. One advertisement in Chengdu, put up by rail officials, said: “There’s no groping hand here.”
Another, in Beijing, said: “Prevent sexual harassment, be vocal.”
Xiao said she was happy to see the changes, but described the current policy of updating the carriages in Shenzhen as an example of “lazy politics”.
There needed to be more than a pink bumper sticker on carriage windows, she said.
Instead, policymakers needed to think about the actual mechanisms of stopping harassment and how to handle culprits once they were caught.
“Women do not demand special care as if they are a soft and weak group,” Xiao said.
“They demand the safety they deserve and the right to travel conveniently.”

1.93 mln daily entry, exit trips expected for Mid-Autumn Festival holiday

BEIJING, Sept. 12 (Xinhua) — China’s border check agencies are expected to see an average of 1.93 million inbound and outbound trips made by Chinese and foreign tourists per day during the three-day Mid-Autumn Festival holiday, the National Immigration Administration said Thursday.

The figure indicated a year-on-year increase of 1.6 percent, according to the administration.

It said the average daily trips at major airports in the cities of Beijing, Shanghai, Guangzhou and Chengdu are expected to reach 85,000, 109,000, 54,000 and 21,000 respectively.

The administration asked border check agencies nationwide to ensure sufficient personnel and disclose passenger flow information in a timely manner to properly handle the holiday travel surges.

It also advised passengers to avoid traveling during peak hours.

The Mid-Autumn Festival falls on Sept. 13 this year.

A school in southwest China that teaches boys to grow “heroically” and wants “tranquil feminine examples” for its girls has generated a heated debate about sexism.

Chengdu Caotang Elementary School in Sichuan province developed a course that teaches boys to build model rockets and girls to knit alongside mainstream subjects such as maths, languages and art, in the hope of “increasing their gender knowledge”.

The course, called Boys and Girls are Vastly Different, started last semester because school managers believed that “boys and girls have been shaped in the same way recently”, principal Fu Jin told the Chengdu Economic Daily on Monday.

That “led to boys lacking enough space to grow heroically and girls lacking gentle and tranquil feminine examples to follow, so there’s some gender dislocation”, she said.

Last semester, pupils learned the differences between female and male bodies. This semester, boys are learning how to build model planes, rockets and cars, while the girls are being taught knitting by teachers and mothers who volunteer to help out in classes.

On Monday, a show of handicrafts and jumpers hosted by the school to promote the class led to a backlash on social media, with members of the public criticising the school for sexism and enforcing gender stereotypes.

“They are tying the hands of girls when young, and when these girls grow up, people would say there are only a few female scientists because girls are born unfit for that role,” a Weibo user said.

“It’s typical gender discrimination,” another said. “Why can’t boys knit and girls build rockets?”

Authorities cracked down on controversial classes for Chinese children after some extreme examples of gender education. In December, a Weibo account highlighted a lurid “virtue” class where a sobbing woman was seen on video confessing to teenagers at a summer camp in Wenzhou, eastern Zhejiang province that “promiscuous women got gangrene”.

“I dressed myself up in a fashionable and revealing way, and that’s an invitation for others to insult me and rape me,” she told her audience.

“Three drops of sperm are equal to poison, and they will hurt unclean women,” she said. “I’m afraid my body will rot, will stink and ache, and they’ll have to amputate my legs.”

The camp was condemned and shut down by the local government.

WUHAN, Sept. 7 (Xinhua) — Angela Merkel Saturday visited central China’s Wuhan during her 12th trip to the country as German Chancellor since 2005.

Before Wuhan, capital city of Hubei province, Merkel had visited a number of cities besides Beijing during her China trips in the past.

When talking with students of Huazhong University of Science and Technology, Merkel highlighted the importance of international cooperation in the era of globalization, and called on the students to be participants.

Saying that a nation’s prosperity is part of the prosperity of the whole world, she voiced her hope that students should shoulder common responsibilities to combat global challenges.

In the speech, Merkel reviewed her past trips to China. In Shenyang, she witnessed economic upgrading. In Chengdu she learned about development of western China. In Shenzhen she saw remarkable progress brought by the reform and opening-up.

She said quite a few noted German companies including Siemens, and small and medium-sized innovation enterprises are operating business in Wuhan. Wuhan and Duisburg became the first pair of sister cities between China and Germany in 1982.

Merkel exchanged views with students on internet, artificial intelligence, intelligent manufacturing, and environmental protection.

Before wrapping up her trip, Merkel also visited a local hospital and a factory of the German company Webasto.
