BEIJING, April 23 (Xinhua) — China decided to donate another 30 million U.S. dollars to the World Health Organization (WHO) in support of global efforts to fight COVID-19 and the construction of public health systems in developing countries, a Foreign Ministry spokesperson said here Thursday.
Spokesperson Geng Shuang told a news briefing that the WHO, led by Director-General Tedros Adhanom Ghebreyesus, had actively fulfilled its duties with objective, science-based and fair position and played an important role in assisting countries in responding to the outbreak and boosting international cooperation on COVID-19.
Geng said to support the WHO is to defend the principles of multilateralism and safeguard the status and authority of the United Nations at a crucial time of the battle against the pandemic, adding that the virus is the common enemy of humankind, and the international community can only defeat it through unity and cooperation.
In March, China donated 20 million dollars to the WHO to support the global fight against COVID-19.
The spokesperson said China’s donations to the WHO reflected the support and trust of the Chinese government and people in the organization, and China also made its own contributions to global public health and the fight against the pandemic.
“China will continue to stand in solidarity and render mutual assistance with other countries to jointly overcome the pandemic, safeguard regional and global public health and build a community with a shared future for mankind,” he said.

BEIJING, April 7 (Xinhua) — A Chinese Foreign Ministry spokesperson said Tuesday that China opposes all forms of discrimination and prejudice.
Spokesperson Zhao Lijian made the remarks in a press briefing when responding to media reports that since China tightened immigration control measures to contain imported cases of COVID-19, some foreigners have complained about discrimination and rising xenophobia in China.
“China always attaches great importance to the safety and health of foreign nationals in China and protects their legitimate rights and interests in accordance with the law,” Zhao stressed.
Since the COVID-19 outbreak, relevant departments and local governments in China have made every effort to meet the living, epidemic control and medical needs of the foreign citizens, Zhao said, adding that foreign nationals infected with COVID-19 in China are provided timely treatment.
“China opposes all forms of discrimination and prejudice,” Zhao noted, adding that in light of the development of the epidemic, China has promptly and dynamically adjusted the inspection, quarantine, prevention and control measures for foreign nationals entering into China.
“These are temporary measures that China has to take in response to the current situation by referring to the practices of many countries. China has to do so because we must be responsible for our own people and foreign citizens as well,” Zhao said.
“We always treat foreign nationals and Chinese citizens alike, implement measures without discrimination, give full consideration to the legitimate concerns of the persons concerned and respect their religions and customs. We do not increase or reduce certain regulations on someone just because they are foreign citizens,” Zhao said.
Zhao stressed that all foreigners in China should strictly abide by the Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases, as well as other laws and local regulations on epidemic prevention and control.
“We hope foreign citizens in China will continue to fully understand and actively cooperate with China’s epidemic control measures to prevent risks and protect the health and safety of their own and others. That is the way to contribute to the final victory over the epidemic,” he added.

BEIJING, Feb. 12 (Xinhua) — A Chinese Foreign Ministry spokesperson on Wednesday said epidemic prevention and control goes beyond borders and stronger communication, coordination and cooperation is needed to win the fight against the novel coronavirus outbreak.
Spokesperson Geng Shuang made the remarks when commenting on reports that health ministers of the 27 European Union (EU) member states will hold a special meeting on the epidemic on Feb. 13 to coordinate action, and the EU will continue to offer assistance to China in combating the epidemic.
“We have noted relevant reports. The EU crisis management commissioner also stressed the importance for the entire international community to maintain solidarity and jointly respond to the virus,” said Geng.
He thanked the international community including the EU for their support and assistance to China in combating the epidemic.
Geng also stressed that China hoped relevant countries would remain cool-headed, make science-based assessments and rational responses, and heed recommendations of the World Health Organization (WHO).
“To defeat the virus as early as possible, China will continue to enhance communication and cooperation with the WHO and the world in an open, transparent and responsible manner,” he added.

BEIJING, Feb. 12 (Xinhua) — World Health Organization’s professional advice should be respected and overreactions will only make things worse, Chinese Foreign Ministry Spokesperson Geng Shuang said Wednesday.
He made the remarks while commending the Canadian foreign ministry’s recent comment in support of China’s efforts in fighting the coronavirus epidemic. Canada’s health minister had also reportedly said that the country will not impose travel restrictions on Chinese nationals.
“Our heartfelt thanks go to Canada for its support and assistance in China’s fight against the epidemic,” Geng said, adding that the Canadian health minister’s statement reflected science-based and rational judgment.
“I’d like to reiterate that countries need to respect the WHO’s professional advice. Overreactions will only make things worse,” he said.

BEIJING, July 29 (Xinhua) — The principle of special and differential treatment for developing members in the World Trade Organization (WTO) should be safeguarded, a Foreign Ministry spokesperson said Monday.
The United States issued a memorandum on Friday that required the WTO to change how it designates developing countries, singling out China multiple times.
In response, spokesperson Hua Chunying said the WTO must respect the general will of all members, and the principle of special and differential treatment for developing members reflects the core value and basic principle of the WTO.
Most WTO members believe these core values and basic principles should be upheld regardless of how the WTO is reformed, Hua said, adding that the United States should realize its claims would not gain support from other WTO members.
No single country or a few countries can designate developing members in the WTO. It should be determined through consultations among WTO members, especially by respecting the opinions of developing countries.
The U.S. side exaggerates the development level of some developing countries, which has been repeatedly opposed by most developing members, Hua said, noting that a recent report by the United Nations Conference on Trade and Development said the current classification of developing countries was reasonable.
As the largest developing country in the world, China insists on its status of developing country not because it shrinks from due responsibilities, but because it advocates the basic rights of developing countries and safeguards global justice and fairness, Hua said.
China would contribute to help other developing members achieve common development, safeguard the multilateral trade system and promote the WTO reform in the right direction, she said.
She said the U.S. move on developing country status within the WTO further exposed its arrogance and selfishness, and was not in line with its status as the world’s largest country.

China on Wednesday said the issue of blacklisting Pakistan-based terrorist Masood Azhar at the UN panel was heading towards a settlement and asked the US not to force through its own resolution on the matter.
Beijing also rejected the report that the US, the UK and France asked China to lift the technical hold on Azhar by April 23, failing which they will move a formal resolution for discussion, vote and passage at the UN Security Council (UNSC).
“On the issue of the listing of Masood Azhar, China’s position remains unchanged. We are also having communication with relevant parties and the matter is moving towards the direction of settlement,” Chinese Foreign Ministry spokesperson Lu Kang said here.
Asked to elaborate further, Lu did not answer clearly.
“The matter is now moving in the direction of settlement. As to the specifics for the discussion in the 1267 committee, there are clear procedures and regulations regarding UNSC and its subsidiary bodies. We think members should follow and abide by such procedures.”
He was responding to a question whether anything was achieved after China claimed “positive progress” on the issue of declaring Azhar a terrorist.
China in the past has put four technical holds on the resolutions by India, the US, the UK and France to ban Azhar at the UN 1267 sanctions committee.
Beijing’s latest technical hold came last month after Azhar’s outfit claimed responsibility for the deadly attack in Jammu and Kashmir that killed 40 Indian military personnel in February.
This prompted the US to draft a new resolution and take it directly to the Security Council for an informal discussion. Beijing slammed the move, saying this will complicate matters when some progress has already been achieved.
Lu again reiterated it when asked if China will support such a resolution in the Security Council.
“Regarding what you said relevant parties are forcing a new resolution through the Security Council. We firmly oppose that. In relevant discussions, most members expressed that this issue should be discussed within the 1267 committee and they don’t hope to bypass the 1267 committee to handle the issue.
“We hope the relevant country can respect the opinions of most members of the Security Council to act in a cooperative manner and to help resolve this issue properly within the framework of the 1267 committee,” he added.
Asked if Beijing has been set a deadline of April 23 to lift the technical hold on resolution banning Azhar at the 1267 committee, Lu said: “I don’t know from where you get such information, but the Security Council and it’s subsidiary bodies like the 1267 committee, they have clear rules of procedures and you have to seek clarification from those sources.”
“China’s position is very clear. This issue should be resolved through cooperation and we don’t believe that any efforts without the consensus of most members will achieve satisfying results.”
