Xi Focus: Xi stresses ecological protection and high-quality development of Yellow River

ZHENGZHOU, Sept. 19 (Xinhua) — Chinese President Xi Jinping called for concerted efforts to promote ecological protection and high-quality development of the Yellow River.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while chairing a symposium Wednesday during his inspection tour to Henan Province.

NATIONAL STRATEGY

“The protection of the Yellow River is critical to the great rejuvenation and sustainable development of the Chinese nation,” said Xi, adding that it is a major national strategy.

Noting that the peace of the Yellow River is significant to the stability of China, Xi said Chinese people have struggled against the floods and droughts of the Yellow River since ancient times, and the Party and the state have attached great importance to the harnessing and development of the Yellow River after the founding of New China in 1949.

Originating in Qinghai Province, the Yellow River, known as China’s “Mother River” and the cradle of the Chinese civilization, runs through nine provinces and autonomous regions including Shaanxi and Henan before emptying into the Bohai Sea in east China’s Shandong Province.

The river got its name Huanghe in Chinese because of its yellow, muddy water, which appears as it runs through the Loess Plateau in northwest China.

The 5,464-km-long waterway feeds about 12 percent of China’s population, irrigates about 15 percent of arable land, supports 14 percent of national GDP, and supplies water to more than 60 cities.

Xi also pointed out difficulties and problems in protecting the Yellow River, including fragile ecological environment, severe condition of the water resources preservation and development quality that needs to be improved.

SOUL OF CHINESE NATION

Calling for strengthened protection of the ecological environment of the Yellow River basin, Xi said that differences between the upper, middle and lower reaches of the river should be fully considered, given that the Yellow River ecosystem is an organic whole.

Further efforts should be made to ensure the long-term stability of the Yellow River, Xi said, stressing that although the river has not seen major dangers for many years, we should not relax vigilance.

Over the past 2,500 years, the Yellow River has broken its dikes 1,600 times and has made 26 major changes in its course in the lower reaches.

Xi also stressed better use of water resources, with rational planning of the population, urban and industrial development to resolutely curb unreasonable water demand.

When pursuing high-quality development in the region, authorities should actively explore new ways with regional characteristics and participate in the construction of the Belt and Road to promote higher level of opening-up, Xi noted.

Meanwhile, Xi called for preserving, inheriting and carrying forward the Yellow River culture.

“The Yellow River culture, as an important part of the Chinese civilization, is the root and soul of the Chinese nation,” Xi said, calling for telling well the “Yellow River story” to pool spiritual strength for the realization of the Chinese dream of the great rejuvenation of the Chinese nation.

For over 3,000 years, some major dynasties in Chinese history built their capitals in the river basin, making the region the centers of politics, economy and culture in the country.

The Yellow River witnessed the birth of the four era-defining inventions in ancient China — printing techniques, papermaking, gunpowder and the compass, which all emerged in the drainage basin.

At Wednesday’s meeting, Vice Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee called for efforts to earnestly study and implement the spirit of Xi’s speech and strive to make new progress in the ecological protection and high-quality development of the Yellow River basin.

Chinese premier meets Putin on bilateral ties

MOSCOW, Sept. 18 (Xinhua) — Chinese Premier Li Keqiang on Wednesday met with Russian President Vladimir Putin at the Kremlin to discuss bilateral relations.

Li arrived at Moscow after holding talks and co-chairing the 24th regular meeting between Chinese and Russian heads of government with his Russian counterpart, Dmitry Medvedev, in St. Petersburg.

The Chinese premier firstly extended Chinese President Xi Jinping’s sincere greetings to Putin.

Recalling his meeting with Medvedev, Li said this visit helped draw a comprehensive plan for exchanges and cooperation between China and Russia in various fields, and achieved a lot of new results.

The three-day visit came as the two countries are celebrating the 70th anniversary of their diplomatic ties. During Xi’s visit to Russia in June this year, China-Russia relationship was elevated to a comprehensive strategic partnership of coordination for a new era.

China and Russia are each other’s biggest neighbor, said Li, adding that a healthy and stable development of bilateral relations is not only beneficial to both sides, but also conducive to the region and the world.

China is willing to continue to consolidate friendship, deepen cooperation and strengthen exchanges with Russia, as well as jointly safeguard an international system with the United Nations at its core and a multilateral trading system based on the World Trade Organization’s rules, which is of great significance for promoting development, prosperity, peace and stability of the world, said the premier.

Noting that China and Russia have broad prospects for cooperation, Li said that China stands ready to better synergize the Belt and Road Initiative (BRI) with the Eurasian Economic Union, to promote the simultaneous increase in both the scale and the quality of the two-way trade.

“China is further expanding opening up and the huge market potential will bring more opportunities to enterprises from all over the world including Russia,” Li said, expressing hopes that the two countries can continue to open up to each other, broaden investment and market access and create more cooperation opportunities for enterprises from the two countries.

With joint efforts, China-Russia practical cooperation will achieve more fruitful results and deliver greater benefits to the two peoples in the new era, Li said.

Congratulating on the 70th anniversary of the founding of the People’s Republic of China, Putin said relations with China are a priority of Russian diplomacy.

Bilateral cooperation has recorded remarkable achievements since the two countries established diplomatic ties 70 years ago, he said, noting that their relations have been upgraded to a comprehensive strategic partnership of coordination for a new era.

Russia-China relations are an important stabilizing factor in international relations, Putin said.

Noting the meeting between Li and Medvedev has effectively promoted bilateral practical cooperation with its many new results, he pledged Russia’s willingness to better align its development strategy with the BRI, constantly expand the two countries’ trade and promote common development.

Also on Wednesday, Li laid a wreath at the Tomb of the Unknown Soldier in Moscow.

Xi stresses confidence, hard work in central China inspection

ZHENGZHOU, Sept. 18 (Xinhua) — Chinese President Xi Jinping called for unshakable confidence and hard work with great determination to write a magnificent chapter of the central region in the new era during his inspection tour to Henan Province from Monday to Wednesday.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, called for efforts to promote the continuous and healthy development of the economy as well as social harmony and stability to give people a stronger sense of fulfillment, happiness and security.

On Wednesday afternoon, Xi listened to the work reports of the CPC Henan Provincial Committee and the provincial government.

Xi said that China’s development is in good shape, but the international situation is still complicated. China is faced with new risks and challenges and must manage its own affairs well.

Calling on Henan to promote high-quality economic development and seize the opportunities provided by the strategy for the rise of central China, he urged the province to focus on the high-quality development of the manufacturing industry and give priority to innovation in the overall development.

Xi also stressed efforts to actively push forward the supply-side reform in agriculture.

Xi noted that priority should be given to the protection of ecosystems and addressing environmental issues at the source.

On improving people’s living standards, Xi called for particular attention to ensuring employment for key groups such as college graduates, veterans, laid-off and rural migrant workers, as well as those returning to rural areas.He also called for efforts to help culture flourish, and promote the preservation, innovation and development of fine traditional Chinese culture.

Xi stressed that the first stage of the education campaign themed “staying true to our founding mission” had been concluded while the second stage had just begun, and called for efforts focused on dealing with the most urgent problems facing the people.

Education on red traditions should make Party members and officials remain true to the original aspiration and undertake their mission, and strive to advance the great cause that the martyrs fought and sacrificed themselves for, Xi said.

During the three-day inspection, Xi visited a martyrs cemetery and a museum in an old revolutionary base, handicraft shops and a homestay in a township, as well as an oil-seed camellia plantation, a village which had escaped poverty and a coal mining machinery company.

He also inspected the ecological protection of the Yellow River at a museum and a national geopark and met with senior military officers stationed in Henan.

Chinese FM to attend 74th UN general assembly session

BEIJING, Sept. 16 (Xinhua) — Chinese State Councilor and Foreign Minister Wang Yi will attend the general debate of the United Nations General Assembly on Sept. 24, a Foreign Ministry spokesperson said Monday.

As a special representative of Chinese President Xi Jinping, Wang will also attend the UN 2019 Climate Action Summit and the 2019 Sustainable Development Goals Summit. A series of multilateral and bilateral events will also be held during the session, spokesperson Hua Chunying said at a press briefing.

The 74th Session of the UN General Assembly will open at the UN headquarters in New York on Sept. 17 and the general debate will start on Sept. 24.

During the debate, Wang will give a comprehensive introduction to the path and achievements of China in the past 70 years and elaborate on China’s foreign policy and propositions regarding the international situation as well as major international and regional issues, Hua said.

“Wang will show China’s firm support for multilateralism and the UN, as well as promote China’s exchanges and cooperation with other countries and international organizations,” the spokesperson said.

ZHENGZHOU, Sept. 16 (Xinhua) — Xi Jinping, general secretary of the Communist Party of China Central Committee, went on an inspection tour in central China’s Henan Province Monday.

He presented a basket of flowers to a monument to revolutionary martyrs and met local representatives of the Red Army veterans’ descendants as well as relatives of the revolutionary martyrs.

Commentary: Premier Li’s visit to inject new vitality into China-Russia ties

BEIJING, Sept. 16 (Xinhua) — At a time when the China-Russia relationship is at an all-time high, Chinese Premier Li Keqiang’s visit will further enhance strategic mutual trust and inject fresh vitality into practical cooperation between the two partners.

Li’s visit, scheduled from Monday to Wednesday, comes as the two countries are celebrating the 70th anniversary of the establishment of their diplomatic ties, and have embarked on a new historic journey since Chinese President Xi Jinping’s visit to Russia in June.

During Xi’s visit, China and Russia agreed to lift their relations to a comprehensive strategic partnership of coordination for a new era, opening a new chapter of bilateral cooperation conducive to global stability and prosperity.

Under the strategic leadership of the two heads of state, Xi and his Russian counterpart, Vladimir Putin, relations between Beijing and Moscow have seen closer cooperation and growing mutual support on a wide range of issues in the past several years.

Bilateral trade has maintained a steady growth momentum. In 2018, two-way trade surged 27.1 percent to hit a record of 107.1 billion U.S. dollars, the highest growth rate among China’s top 10 trading partners. The two countries are working hard to double the trade volume by 2024.

Sub-national exchanges are blossoming. With 2018 and 2019 designated as the years of China-Russia local cooperation and exchanges, local regions of the two countries have carried out close economic and trade cooperation as well as people-to-people and cultural exchanges.

Meanwhile, the two sides are actively seeking greater synergy and cooperation between the China-proposed Belt and Road Initiative and the Russia-led Eurasian Economic Union to boost connectivity across the continent.

During his stay in St. Petersburg, Russia’s second largest city, Li and Russian Prime Minister Dmitry Medvedev will co-chair the 24th regular meeting between the two countries’ heads of government, a key mechanism and platform to promote cooperation and facilitate communication.

They will exchange in-depth views on how to fully translate the consensus between Xi and Putin into win-win cooperation, and sign a series of agreements on trade, energy, technology and other areas, so as to demonstrate both countries’ determination to strengthen their friendly and fruitful ties.

In the face of rising unilateralism, protectionism and anti-globalization, China and Russia, both responsible major countries, share a similar view on building a more open world economy, improving global governance and promoting democracy in international relations.

During Li’s visit, the two sides are expected to jointly voice their support for multilateralism and global free trade. That will further enrich the close China-Russia partnership and give better play to its role as a model of cooperation between the world’s major countries.

Standing at a new starting point, the two close neighbors will continue to play a constructive role in promoting world peace, stability and development.

Germany’s Angela Merkel ‘still a strong voice for Europe’ in China

German Chancellor Angela Merkel may be slowly declining in influence in European politics but she remains the EU’s strongest voice in dealing with China, analysts said after her latest trip to China last week.

During the two-day visit, Merkel and Chinese President Xi Jinping discussed the sensitive topic of Hong Kong and the social credit system in China.

German diplomats also averted a plan by Chinese officials to scrap a joint press conference by Merkel and Chinese Premier Li Keqiang out of concerns that it could be dominated by questions about the escalating protests in Hong Kong.
Two sources told the South China Morning Post that the Chinese side initially suggested not letting journalists ask questions during the press conference. German diplomats persisted, saying that Merkel would hold her own press conference to take media questions, the sources said.
Germany’s Angela Merkel renews call for peaceful resolution to Hong Kong protests

After talks with the Chinese president and premier, Merkel said Beijing had listened to her views about resolving the Hong Kong conflict without violence, adding: “This is important.”

She said she also pressed the European Union’s position that the Sino-British Joint Declaration on Hong Kong remained effective, countering Beijing’s assertion that the 1984 document has ceased to be valid.

“Merkel navigated the narrow line to raise these sensitive issues without being overly offensive,” said Jan Weidenfeld, of the Berlin-based Mercator Institute for China Studies.

Joerg Wuttke, president of the EU Chamber of Commerce in China, said Merkel’s biggest achievement was to raise the issue about the social credit system in China, a policy that aims to rank every individual and corporate entity based on their compliance with state-stipulated social norms.

“It is important to us that she makes the Chinese leadership aware that the German business community would like to get better briefed and prepared for this major change in company compliance by the Chinese authorities,” Wuttke said. “Merkel was the first foreign leader to do so.”

Despite Merkel’s tough approach, China’s foreign ministry was full of praise for the German leader’s visit, saying both sides were “satisfied” with the outcomes.

“This is Chancellor Merkel’s 12th China visit, so she should be one of the Western leaders who visited China the most times and knows China the best,” ministry spokeswoman Hua Chunying said on Monday.

Hong Kong is a matter for China, Premier Li Keqiang tells Angela Merkel

Back home, however, German media and businesses remained sceptical about the future.

Bild, the country’s biggest-circulation newspaper, has been following closely the arrest of Hong Kong pro-democracy activist Joshua Wong Chi-fung, who was detained at Hong Kong airport on his way to Berlin at the newspaper’s invitation. Wong was later cleared to travel abroad.

Several newspapers have put pressure on Merkel to speak out for Hong Kong, with one calling on her to replace a stop in mainland China with one in the former British colony, which she refused.

On the business side, German businesses also urged Merkel to caution Beijing against sending troops to Hong Kong out of concerns that the lucrative Chinese market would become subject to international sanctions.

Another concern is the slow pace of structural reforms that would open up Chinese markets to foreign businesses.

BEIJING, Aug. 30 (Xinhua) — Chinese President Xi Jinping attended the opening ceremony of the FIBA Basketball World Cup 2019 Friday at the National Aquatics Center (Water Cube) in Beijing.

When Xi stepped into the Olympic Hall of the Water Cube with FIBA President Horacio Muratore, FIBA Secretary General Andreas Zagklis and visiting Philippine President Rodrigo Duterte, the audience gave a warm welcome with a standing applause.

After the national flag of the People’s Republic of China was raised and the national anthem being performed and sung, Muratore delivered a speech.

He said the 2019 edition will be the largest and most-watched Basketball World Cup in history, and will feature the greatest ever number of host cities.

He highly commended the preparation China has made for the competition and said he believed that this Basketball World Cup would be a tremendous success.

At Muratore’s invitation, Xi declared the opening of the FIBA Basketball World Cup 2019.

Artistic performances unveiled after the rising of the flags of the FIBA and the FIBA Basketball World Cup 2019.

Yao Ming, chairman of the China Basketball Association, escorted the trophy of the Basketball World Cup into the center.

The FIBA Basketball World Cup is the top national-level basketball competition held by FIBA every four years. This year’s competition will be held from Aug. 31 to Sept. 15.

China Focus: China to grandly celebrate 70th National Day

BEIJING, Aug. 29 (Xinhua) — Chinese President Xi Jinping will attend a grand gathering to celebrate the 70th anniversary of the founding of the People’s Republic of China (PRC) on Oct. 1.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, will deliver an important speech at the event, said Wang Xiaohui, executive deputy head of the Publicity Department of the CPC Central Committee, at a press conference held Thursday.

A military parade and mass pageantry will be held following the gathering, Wang said.

At a grand evening gala in Tian’anmen Square on National Day, Party and state leaders will join the public to watch performances and a fireworks show.

Xi will also present the Medals of the Republic, Medals of Friendship and national titles of honor to outstanding individuals at an award ceremony to be held at the Great Hall of the People in Beijing.

On Sept. 30, the country’s Martyrs’ Day, people from various sectors, including Party and state leaders, will present flowers to deceased national heroes at the Monument to the People’s Heroes at Tian’anmen Square.

A National Day reception will be held at the Great Hall of the People and President Xi will give an important speech.

BROAD PARTICIPATION

“The 70th anniversary of the PRC is a festival shared by Chinese people of all ethnic groups, which is why the celebrations will highlight the participation of the people,” Wang said.

According to him, more than 100,000 ordinary citizens will take part in the mass pageantry on Oct. 1 and about 60,000 will attend the evening gala on the same day, while about 30,000 members of the public will be invited to observe the gathering and military parade.

Among the guests of the gathering and military parade, there will be people who made outstanding contributions to the republic’s founding and development together with their families as well as about 1,500 role models including outstanding Party members, model civil servants and workers.

MILITARY PARADE

The military parade is an important part of the National Day celebrations and is not aimed at any other countries or specific situations, Cai Zhijun, deputy head of the office of the leading group for the military parade, said at the press conference.

The scale of the parade will be greater than the ones commemorating the 50th and 60th founding anniversary of the PRC, as well as the V-Day military parade in 2015, he said.

The military parade is expected to showcase China’s achievements in building its national defense and armed forces in the past 70 years and reflect the outcomes of the reform of the people’s armed forces, according to Cai.

RICH CELEBRATION

“There will be rich and colorful celebrations spanning various sectors and regions,” Wang said.

An evening gala featuring music and dance will be held in the Great Hall of the People. From September, the Beijing Exhibition Center will host a large-scale exhibition on the achievements of the PRC in the past seven decades.

The CPC Central Committee, the State Council and the Central Military Commission will jointly issue medals in commemoration of the 70th anniversary of the PRC as part of the celebrations.

Commemorative coins and stamps will be issued and a documentary will be made.

The celebrations will also be carefully budgeted and avoid extravagance, Wang said.

Xi’s special envoy to visit African countries

BEIJING, Aug. 30 (Xinhua) — Chinese President Xi Jinping’s special envoy Yang Jiechi will pay official visits to Kenya, Nigeria and Sierra Leone early next month, Foreign Ministry Spokesperson Geng Shuang said Friday.

Yang, also a member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and director of the Office of the Foreign Affairs Commission of the CPC Central Committee, will exchange views with officials of the three countries respectively on promoting bilateral ties as well as international and regional issues of common concern, Geng said.

Yang will make the visits at the invitation of the three countries’ governments, Geng said.
