China, Vietnam vow to promote ties, jointly advance Lancang-Mekong cooperation

VIENTIANE, Feb. 19 (Xinhua) — Chinese State Councilor and Foreign Minister Wang Yi met here Wednesday with Vietnamese Deputy Prime Minister and Minister for Foreign Affairs Pham Binh Minh, with both sides pledging to further promote bilateral ties and jointly advance Lancang-Mekong cooperation.

Wang is in Vientiane, capital of Laos, for the Special ASEAN-China Foreign Ministers’ Meeting on Coronavirus Disease and the fifth Lancang-Mekong Cooperation Foreign Ministers’ Meeting.

During the meeting with Pham Binh Minh, Wang said that under the strong leadership of the Communist Party of China Central Committee with Xi Jinping at the core, the whole party and the whole country are rallying together to counter the COVID-19 epidemic.

Thanks to the arduous efforts, China’s measures to prevent and control the epidemic have been achieving visible progress, he noted.

It is necessary for China and the Association of Southeast Asian Nations (ASEAN), linked by mountains, rivers and waters and sharing weal and woe, to timely share information and work together to tackle the epidemic so as to safeguard people’s health of China and ASEAN countries, Wang said.

Vietnam, as the ASEAN chair, has made active response to China’s proposal to hold the Special ASEAN-China Foreign Ministers’ Meeting on Coronavirus Disease, Wang said, noting that it testifies to the fine tradition of their shared spirit of “good neighbor, good friend, good comrade and good partner” as well as supporting and helping each other, he said.

Wang expressed belief that the Special ASEAN-China Foreign Ministers’ Meeting on Coronavirus Disease to be held Thursday will achieve success, thus sending out an explicit message that China and ASEAN countries will overcome difficulties with concerted efforts.

This year marks the 70th anniversary of the establishment of the diplomatic relations between China and Vietnam, Wang said, noting that the China-Vietnam comprehensive strategic cooperative partnership has entered into a critical phase of inheriting the past and ushering in the future.

He called on the two sides to carry forward the friendly cause initiated by past generations of leaders of both sides, implement the important consensus reached by leaders of the two countries, maintain high-level strategic communication and advance exchanges and cooperation across the board and at sub-national levels.

He also said that the two countries should properly manage and control differences, steadily promote practical cooperation in various fields and well uphold the common strategic interests of the two socialist countries.

China attaches great importance to the Lancang-Mekong cooperation, Wang said, adding that China stands ready to work together with the Vietnamese side to actively develop greater synergy between the Lancang-Mekong cooperation and the construction of the “new land-sea corridor” so as to give a boost to the economic development of the Mekong River areas.

Pham Binh Minh, for his part, said Vietnam speaks highly of the efforts China has made in the fight against the COVID-19 epidemic, believing that the Chinese government and the Chinese people will tide over the difficulties and win the fight.

Minh told Wang that those in Vietnam affected by the virus have almost recovered.

He said his country is willing to work together with China to ensure that the Special ASEAN-China Foreign Ministers’ Meeting on Coronavirus Disease will be held successfully here on Thursday.

Noting that the development of bilateral relations has maintained good momentum for the time being, Minh hoped that the two sides will boost strategic coordination, jointly hold activities to celebrate the 70th anniversary of the establishment of the diplomatic ties between the two countries and promote the cooperation in all fields so as to make greater achievements.

He said Vietnam is willing to strengthen mutual political trust with China, properly handle maritime issues and encourage the cooperation between localities of the two countries, especially in the border areas.

Minh also said his country is willing to strengthen coordination and cooperation with China within the framework of multilateralism.

Vietnam applauds the achievements made in Lancang-Mekong cooperation and is ready to join hands with China to advance the mechanism, he added.

KUNMING, Jan. 19 (Xinhua) — Xi Jinping, general secretary of the Communist Party of China Central Committee, visited southwest China’s Yunnan Province Sunday on an inspection tour ahead of Chinese New Year.

Xi went to a village of the Wa ethnic group in Qingshui Township of the city of Tengchong Sunday afternoon to learn about poverty alleviation efforts and extend his Chinese New Year’s greetings to the villagers.

He also visited the old town of Heshun, a gateway on the ancient Southern Silk Road that linked China’s Sichuan and Yunnan with Myanmar and India, to learn about exchanges, historical and cultural inheritance, as well as ecological and environmental protection along the trade route.

Xinhua Headlines: China expands Shanghai FTZ for further opening-up, globalization

BEIJING, Aug. 6 (Xinhua) — China on Tuesday announced the expanding of its Shanghai free trade zone (FTZ) in its latest major strategic move for further opening-up.

The addition of the Lingang area is a major strategic decision made by the Communist Party of China Central Committee to further opening up, Vice Commerce Minister Wang Shouwen told a press conference Tuesday.

It also demonstrates China’s clear stand to adhere to all-round opening up in the new era and an important measure taken to actively lead the healthy development of economic globalization, Wang said.

The new Lingang section will match the standard of the most competitive free trade zones worldwide and implement opening-up policies and systems with strong global market competitiveness, according to an overall plan for the new Lingang area of the China (Shanghai) Pilot Free Trade Zone issued by the State Council, or the cabinet.

Lingang, with a start-up area of 119.5 square kilometers, will facilitate overseas investment and capital flows and realize the free flow of goods, according to the plan.

“The new area is not just a simple expansion of the existing free trade zone and a copy of existing policies. It is comprehensive, profound and fundamental institutional innovation and reform,” Chen Yin, executive vice mayor of Shanghai, told the press briefing.

The Shanghai FTZ had an area of 28.78 square kilometers when it was established in September 2013 and expanded to 120.72 square kilometers in December 2014.

Over the past years, the Shanghai FTZ has made remarkable progress in its bold exploration in sectors like investment, trade and finance and contributed precious experience to the all-around deepening of reforms and high-level opening-up, said Wang.

SPECIAL ZONE

The area will be built into a special economic function zone with global influence and competitiveness, to better serve the country’s overall opening-up strategy, the plan says.

“The status as a special economic function zone means that it is not adding more facilitation but moving toward real investment and trade liberalization,” said Shen Yuliang, a researcher with the Institute of World Economics under the Shanghai Academy of Social Sciences.

By 2025, the Lingang area will have a relatively mature institutional system of investment and trade liberalization and facilitation. By 2035, it will be built into a special economic function zone with strong global market influence and competitiveness, becoming an important platform for the country to integrate into economic globalization.

The area, administered like a special economic zone, will establish an institutional system with its focus on investment and trade liberalization and set up an open industrial system with global competitiveness, according to the plan.

It will strive to become a business cluster for international business, cross-border financial services, frontier technology research and development and cross-border services trade, and speed up the industrial upgrading of existing companies.

The Yangshan comprehensive bonded area will be set up there, and the area will also pilot free capital inflows and outflows and free capital conversion.

Income tax shall be levied at a reduced rate of 15 percent within five years from its establishment for qualified enterprises engaged in manufacturing and R&D in key fields including integrated circuits, artificial intelligence, biomedicine and civil aviation, says the plan.

Shanghai will also set up a fund of 100 billion yuan (14.2 billion U.S. dollars) in five years to support the development of the new area, said Chen.

OPENING-UP, INNOVATION LEADER

The plan says the new area will be granted greater administration power for self-development, self-reform and self-innovation, and regularly promote its experience to spearhead a new round of reform and opening-up of the Yangtze River Delta.

Apart from serving the Belt and Road Initiative and the Yangtze River Economic Belt, the new area is also designed to promote the coordinated development, reform and opening-up of the Yangtze River Delta, said Wang.

The Lingang area, home to Tesla’s gigafactory, has become a cluster of high-end industries after more than a decade of development, and it now emphasizes the development of key industries like integrated circuits, AI, biomedicine and civil aviation.

China’s economy faces complicated external situations and to improve industrial competitiveness and move up the value chain, the boost of scientific and technological innovation capacity is the only way, said Yin Chen, secretary general of the Shanghai Free Trade Zone Comprehensive Research Institute with Fudan University.

With more openness, the new area can boost Shanghai’s high-end resources allocation ability and better represent the country to take part in global cooperation and competition, said Yin.

BOON FOR BUSINESSES

The addition of the new area to the FTZ is a boon for both domestic and foreign businesses.

“The new tax policy support will help speed up the commercialization of autonomous driving,”said Xue Jiancong, vice president of TuSimple, an AI company registered in Lingang that received the country’s first open road testing license for trucks.

“We hope that the new policies will help promote the free flow of auto parts,”said Song Feng, president of Caterpillar Remanufacturing Services (Shanghai) Co., Ltd., citing current restrictions on imports of old machinery parts.

Yu Bo, a tax partner at accounting firm PwC, said China has been rolling out institutional reforms over the past years to allow domestic institutions in alignment with international standards.

China, among the top three investment destinations with the biggest development potential for business executives worldwide in an PwC survey, should continue to improve the business environment for foreign investment and conduct more institutional reforms to promote the higher-level opening-up, said Yu.

China Focus: China honors amputee demining soldier

BEIJING, May 22 (Xinhua) — Du Fuguo, a soldier who lost his eyes and arms in an explosion during a mine clearance operation, was honored by the Publicity Department of the Communist Party of China Central Committee on Wednesday.

Du, who was a demining soldier of the People’s Liberation Army (PLA), was awarded the title “role model of our times” at a ceremony in Beijing.

Du’s family members and fellow soldiers, as well as representatives from all walks of life, attended the award ceremony.

The 28-year-old soldier was seriously injured in the landmine explosion trying to protect his fellow soldier during the operation in southwest China’s Yunnan Province in October last year.

Du would have finished his military service in December 2018, just two months after the explosion.

In 2015, Du and over 400 fellow soldiers started clearing mines in the border area in Yunnan, where over 100 minefields were located.

“I couldn’t stay calm after getting to know the villagers living in the area suffered three explosions within 10 years,” said Du, who volunteered to participate in the demining operations in 2015.

Du’s father wished to become a solider at an early age, which was not fulfilled, while Du Fuguo joined the PLA in 2010.

“I am reflecting what kind of life is truly meaningful and valuable, and the only standard is what has been done for the country and for the people,” Du wrote in his application submitted for mine clearance operations.

“When the people are in need and the country is calling upon us, there is not even half a step that I can retreat,” he responded when being told mine clearance was dangerous.

A minefield Du worked has deterred local people from growing crops and picking tea. They beat gongs and sounded drums to welcome the arrival of the mine clearance group.

Over the past three years, Du has entered minefields over 1,000 times, defusing more than 2,400 mines and bombs.

“I feel like it is my destiny to carry out this mission and there was a voice calling me to clear the mines,” he wrote in his application.

While various equipment has been developed for mine clearance, it is believed that manual demining remains the most efficient method, albeit the most dangerous.

The explosion happened in an afternoon when Du and a fellow soldier tried to defuse a bomb, but it suddenly exploded and Du quickly protected his colleague who was left with only bruises.

“Step back and I’ll do the job,” Du said before he started the defusing work in which he lost his forearms and eyes.

One month later, in November last year, Du’s team members confirmed that the minefield where the explosion took place was safe to be used as farmland, meaning that the three-year demining operation had finished.

In the area where Du was injured, people have named tea picked this year as “Fuguo.” They are hoping that Du could come back to have a taste of his eponymous tea.

“Despite my lost hands, I have legs to continue chasing after dreams; despite my lost sight, as long as the sun can rise in my heart, my world remains blazing with color,” Du said.

Premier Li signs revised regulation on gov’t information disclosure

BEIJING, April 15 (Xinhua) — Premier Li Keqiang has signed a revised regulation on the disclosure of government information to better respond to public concerns.

The revision, based on the 2008 version, is aimed at increasing the openness of government affairs and resolving prominent problems in government information disclosure.

It also represents the headway and achievements made in this field over the past years and clarified the scope of government information disclosure, calling for constantly expanding information disclosure.

Stressing the need to improve the legal rights and interests of the applicants and related parties when applying for information disclosure in accordance with procedures, the revision also made necessary stipulations on the improper exercise of application rights by a small number of applicants affecting the normal conduct of government information disclosure.

Efforts should be made to improve the effectiveness of government information disclosure by using information technology, to enable government information to play its due role in serving the people, it added.

The regulation will go into effect on May 15.

The Communist Party of China Central Committee and the State Council have attached great importance to the disclosure of government information, and the new conditions and problems that emerged in the implementation of the 2008 version made it necessary to revise the regulation, an official with the Ministry of Justice told the media.

For instance, while the people’s enthusiasm in participating in public policy-making and protecting their own rights has grown, the information disclosed by some administrative organs was not comprehensive, accurate or specific enough, according to the official.

The official said that some would also file repetitive or excessive applications for information disclosure to administrative organs, taking up too many administrative resources.

Moreover, the 2008 version of the regulation was issued when the disclosure of government information in China was still in the early stages, which occasionally led to disputes during its implementation, the official added.

China unveils guideline for improving natural resource asset management

BEIJING, April 14 (Xinhua) — Chinese authorities on Sunday unveiled a guideline on reforming the country’s property rights system for natural resource assets.

By 2020, a system featuring confirmed ownership, clarified rights and responsibility, strict protection, smooth transfer and effective supervision should have been basically in place, reads the guideline released by the general offices of the Communist Party of China Central Committee and the State Council.

The efficiency of natural resource development and use, as well as resource protection, should have been significantly enhanced by then, providing strong support for improving ecological civilization, and guaranteeing national ecological security and resource security, the guideline says.

The system should play a fundamental role in strictly protecting resources and promoting ecological functions, and also play a key role in optimizing resource allocation, improving the efficiency of resource development and use, and promoting high-quality development.

China will explore more effective ways to realize the rights and interests of natural resource assets owners by giving play to the decisive role of the market in allocating resources, the guideline reads.

Meanwhile, the country must strengthen government supervision and administration, and promote the reasonable use of natural resources by natural resource rights holders, it says.

The country will improve the legal system for property rights over natural resource assets, protect the rights and interests of property rights holders on an equal footing, and give better play to the role of the property rights system as both an incentive and restraint in promoting ecological progress.

Local governments are encouraged to carry out bold explorations in accordance with local conditions to accumulate sufficient practical experience for reforming the property rights system, according to the guideline.

China will accelerate the formulation of unified classification standards for natural resources, and establish a unified investigation, monitoring and evaluation system.

It will make a balance sheet for natural resource assets, establish a dynamic monitoring system and keep track of changes in all types of natural resources in a timely manner, the document reads.

Efforts will also be made to accelerate the confirmation and registration of natural resource ownerships, with a focus on major ecological space including national parks, key state-owned forests, wetlands and major rivers.

The country will compile and implement a plan for the ecological restoration of natural space, and establish and improve a mechanism of restoration and comprehensive management of mountains, forests, land, lakes and grassland.

China will improve the system of compensation for damages to the ecological environment, with the persons liable taking the responsibility for restoration or compensation, according to the document.

    BEIJING, March 10 (Xinhua) — President Xi Jinping on Sunday afternoon joined deliberation with deputies from Fujian Province at the second session of the 13th National People’s Congress, China’s national legislature.

    “[We] should create a favorable development environment for innovation, entrepreneurship and creativity,” said Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission.

    China should seek momentum from reform and opening up, unleash to the maximum the whole society’s power for innovation, entrepreneurship and creativity, and keep improving the country’s influence and competitiveness in a world that is undergoing profound changes, Xi said.

    Xi stressed creating favorable conditions for the development of small and medium-sized enterprises and young people, and establishing an acceleration mechanism for high-tech companies.

    He urged solid implementation of the policies and measures to encourage, guide and support the development of the private sector.

    Fujian must leverage the combined strengths of the special economic zone, pilot free trade zone, comprehensive experimental zone and the core zone of the 21st Century Maritime Silk Road, and keep exploring new approaches, Xi said.

    Xi called for efforts to explore new ways for integrated development across the Taiwan Strait.

    The two sides of the Taiwan Strait should enhance economic and trade cooperation, infrastructure connectivity, energy and resource exchanges, and shared industry standards, he said.

    Cross-Strait cooperation and cultural exchanges should be strengthened, he added.

    Xi stressed the importance of implementing the people-centered development concept in the work on Taiwan, urging efforts to benefit Taiwan compatriots in the same way as people on the mainland are served.

    He encouraged listening to the voice of Taiwan compatriots and research on what other policies and measures can be introduced to bring them benefits.

    Xi said that this year marks the 70th anniversary of the founding of New China, and it is necessary to ensure that no one in the country’s old revolutionary base areas falls behind in the process of building a moderately prosperous society in all respects.

    He called for adherence to targeted poverty alleviation and efforts to identify the root causes of poverty to enhance the effectiveness of anti-poverty measures.

    More efforts should be put into coordinating economic development with ecological protection, Xi said.

KUNMING, Feb. 26 (Xinhua) — Chinese Vice Premier Han Zheng has called for continued efforts on environmental protection and support for the real economy to ensure a good start for this year’s economic and social development.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during an inspection tour to southwest Yunnan Province from Sunday to Tuesday, where he examined protection of Erhai Lake and visited local companies.

Efforts should be made to ensure sustainable and healthy development of the economy and maintain overall social stability, Han said.

He recognized the outcomes the country has achieved in the protection and pollution treatment of the lake, and urged consistent efforts to win the lake’s pollution battle.

During a tour to a biotech company, Han urged it to use the unique natural resources of the province and independent innovation to explore the global market.

He also underlined efforts to push forward state-owned enterprise (SOE) reform, foster internationally competitive national brands, increase input in research and development, and enhance mixed ownership reform of SOEs.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, noted that there is no end for space exploration.

Xi called on science and technology workers and space engineers in China to ride on the wave of the Chang’e-4 mission to achieve the general goal of China’s lunar project, make more efforts to push forward the international aerospace cause and bring more Chinese wisdom, solutions and force to the peaceful use of space and the building of a community with a shared future for humanity.

Members of the Standing Committee of the Political Bureau of the CPC Central Committee Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji and Han Zheng also attended the meeting.

Xi shook hands with the scientists and engineers, inquired about their work and life and took pictures with them.

In a speech addressing the meeting, Xi first extended his sincere regards to all those who have made historic contributions to the country’s space undertakings and expressed warm congratulations to all those who have contributed to the Chang’e-4 mission eminently.

“Your outstanding feats achieved in mounting the science and technology peak and exploring the universe’s mysteries have set a model for the whole Party, the whole armed forces and people of all ethnic groups in China to strive for a new era and start a new journey, for which our country and people thank you,” Xi said.

“Five years ago, we celebrated the success of the Chang’e-3 mission. Five years later, we are here to celebrate the success of the Chang’e-4 mission,” he said.

He pointed out that the Chang’e-4 mission, by adhering to independent, collaborative and open innovations, has realized the first-ever patrol and exploration on the far side of the moon by a human spacecraft and engraved Chinese “footprints” there for the first time.

“It is another vivid practice of exploring to establish a new institution that can pool the resources of the whole country,” Xi said.

“Experience tells us that great undertakings begin with dreams, and dreams are the source of vitality. China is a nation that pursues dreams bravely. The CPC Central Committee’s decision to implement the lunar exploration project is to pursue the nation’s unyielding dream of flying into the sky and reaching for the moon,” he noted.

Each bold idea and its successful implementation in lunar exploration is a full demonstration of the human capacity to gain knowledge of and utilize a celestial body, he said.

“In the journey of building a great modern socialist country and realizing the great rejuvenation of the Chinese nation, every industry and every person should dream and strive courageously and fulfill their dreams with arduous and continuous efforts, step by step and baton by baton just like in a relay race,” he emphasized.

“Experience tells us that great undertakings are based on innovation, and innovation determines the future. It won’t be a smooth path to build a leading nation in science and technology, and only innovation can help gain advantages,” he said.

“The mission has made multiple innovations come true and filled a series of international and domestic gaps, which has fully displayed the innovative spirit just as making the first move in chess or taking the initiative in battle,” he added.

China should have a grasp of the general trend of the science and technology development in the world, foster respect for science and focus on strategic, basic and pioneering sectors, said Xi.

China should shore up its weakness in certain areas, keep pace with the leaders in some areas, and strive to lead in other areas, aim for significant breakthroughs in core and key technologies, improve the overall efficiency of the national innovation system, boost science and technology strength and innovation ability, in a bid to earn itself a spot in the global hi-tech sector, he said.

“Experience tells us that great undertakings succeed in solid work,” Xi noted. He said China need to encourage more prominent scientists, leading talent, young scientists and innovation teams to lead the trend and work hard to realize the value of life by contributing to the nation’s great undertakings.

Xi pointed out that exploring the vast universe is a common dream of all humankind. China has been actively advancing international space cooperation and carried out productive cooperation with multiple countries and international organizations. The complete success of the Chang’e-4 mission, for instance, includes contributions of many countries.

China is willing to work with countries around the world and follow the principle of achieving shared growth through discussion and collaboration, so as to deepen the international exchanges on basic scientific research, boost big science projects and step up opening-up and cooperation to enhance innovation ability and push forward the development of science.

The Chang’e-4 mission had two launches. The relay satellite, named Queqiao, meaning Magpie Bridge, was launched on May 21, 2018. The Chang’e-4 probe, launched from the Xichang Satellite Launch Center in southwest China on Dec. 8, 2018, touched down on the far side of the moon on Jan. 3.

Scientific research involving multiple countries and international organizations has been carried out.

The complete success of Chang’e-4 mission marks the first-ever international organizations, patrol and exploration on the far side of the moon by a spacecraft, the first communication link between Earth and the far side of the moon and the first footprints there in the history of lunar exploration, which unveils its mysteries and opens a new chapter in mankind’s exploration of the universe.

Wei Fenghe meets Vietnam’s deputy minister of national defense

BEIJING, Feb. 19 (Xinhua) — Chinese State Councilor and Minister of National Defense Wei Fenghe on Tuesday met with Vietnam’s Deputy Minister of National Defense Nguyen Chi Vinh in Beijing.

“With shared ideals and convictions, the friendship between China and Vietnam is deeply rooted and of special importance,” Wei said. “The two countries are a community of shared future with strategic significance.”

He said the Chinese military is willing to work with the Vietnamese military to implement the important consensus reached at the high level between the two parties and the two countries, strengthen strategic communication and coordination, and deepen exchanges and cooperation in various fields.

The Chinese military also stands ready to properly handle differences, push military-to-military relations to a new level and contribute to safeguarding the fundamental interests of the two countries and regional security and stability, he said.

Vinh said that the Central Committee of the Communist Party of Vietnam and the Central Military Commission cherish the traditional friendship between the two countries and are willing and have confidence to push relations between the two countries and two militaries to a higher level and bring more benefits to the two peoples.
