The patients were all returning Chinese citizens who had flown from Moscow to Vladivostok, a Russian city around 100 miles south.
All the new patients were taken to hospital, with two in a serious condition.
In addition, another 86 people in Suifenhe – who came via the same route – were classed as “asymptomatic” but positive for the virus, which China counts separately.
What has Suifenhe done?
The border was closed to people on Tuesday, the local government said, although cargo can continue. Russia closed its border with China in February.
People in the city have been told to stay at home, although the lockdown isn’t as severe as Hubei province experienced. One person per house can shop for essentials every three days.
At the same time, the new hospital – in an existing building – is due to open this weekend, intended for patients with mild symptoms.
“Of course I’m very scared,” one woman who runs a bakery shop told the BBC.
“We don’t leave the house now. Many people already left the city. But we can’t do that, because we have a shop need to take care of.”

Meanwhile, a member of staff at a restaurant in the city said it was normally their high season, with around 1,000 customers a day.
Instead, they were told to close earlier this week, with “no idea” when they can open again.
But the staff member was not critical of the government. He said the lockdown made him feel “secure” – and that he was “very confident” the government would look after the situation.
What is the situation in the rest of China?
China’s recorded rate of Covid-19 infections has slowed dramatically in recent weeks.
On Wednesday, people were allowed to leave Wuhan – where the outbreak emerged – for the first time in 11 weeks if they were deemed virus-free.
There were 221 inbound and outbound flights, with more than 7,000 people leaving and 4,500 arriving. More than half a million used public transport, state media reported.
But although people from Wuhan can leave, they still face restrictions in other cities. In Beijing, for example, they will be tested upon arrival, according to local media.
Even if they pass, they will then be quarantined for 14 days – and tested again – before being released.
BEIJING, April 7 (Xinhua) — A Chinese Foreign Ministry spokesperson said Tuesday that China opposes all forms of discrimination and prejudice.
Spokesperson Zhao Lijian made the remarks in a press briefing when responding to media reports that since China tightened immigration control measures to contain imported cases of COVID-19, some foreigners have complained about discrimination and rising xenophobia in China.
“China always attaches great importance to the safety and health of foreign nationals in China and protects their legitimate rights and interests in accordance with the law,” Zhao stressed.
Since the COVID-19 outbreak, relevant departments and local governments in China have made every effort to meet the living, epidemic control and medical needs of the foreign citizens, Zhao said, adding that foreign nationals infected with COVID-19 in China are provided timely treatment.
“China opposes all forms of discrimination and prejudice,” Zhao noted, adding that in light of the development of the epidemic, China has promptly and dynamically adjusted the inspection, quarantine, prevention and control measures for foreign nationals entering into China.
“These are temporary measures that China has to take in response to the current situation by referring to the practices of many countries. China has to do so because we must be responsible for our own people and foreign citizens as well,” Zhao said.
“We always treat foreign nationals and Chinese citizens alike, implement measures without discrimination, give full consideration to the legitimate concerns of the persons concerned and respect their religions and customs. We do not increase or reduce certain regulations on someone just because they are foreign citizens,” Zhao said.
Zhao stressed that all foreigners in China should strictly abide by the Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases, as well as other laws and local regulations on epidemic prevention and control.
“We hope foreign citizens in China will continue to fully understand and actively cooperate with China’s epidemic control measures to prevent risks and protect the health and safety of their own and others. That is the way to contribute to the final victory over the epidemic,” he added.

More than 1 million Hong Kong workers will have part of their wages paid for by the government under a HK$137.5 billion package of measures to help businesses and residents struggling during the Covid-19 crisis, while the city’s leader and her ministers have vowed to take a pay cut, the Post has learned.
Revealing the massive relief fund on Wednesday, Chief Executive Carrie Lam Cheng Yuet-ngor said HK$80 billion would go towards the wage scheme, targeting coronavirus-hit industries over six months with individual payments capped at 50 per cent of salaries, up to HK$9,000 a month. The employers receiving the lifeline must pledge not to lay off workers, she added.

Lam said the package, together with other recent pledges of financial relief, would cost a total of HK$287.5 billion, causing the budget deficit to surge from HK$139.1 billion this financial year to HK$276.6 billion, which is equivalent to 9.5 per cent of gross domestic product.
The relief deal is equivalent in size to 4.6 per cent of the city’s GDP.
Meanwhile, Lam’s monthly salary will fall to HK$390,000 after rising to HK$434,000 last July.
Lam and her 16 ministers had voluntarily agreed to a 10 per cent pay reduction for a year, the chief executive told the press conference.
The HK$137.5 billion deal – which was given the green light by her Executive Council earlier in the day – aims to safeguard employment and ease the woes of businesses, with the number of confirmed Covid-19 cases in the city reaching 960 on Wednesday.
A source said: “The scheme is aimed at coping with the economic hardship brought by the pandemic in the next six months. More than 1 million employees from various sectors, on top of those directly affected by the government’s social-distancing measures, will benefit.”
Staff affected by the latest social-distancing rules – including businesses forced to close – will benefit from the wage scheme, along with employees in sectors such as tourism and construction, two other sources said.
Some businesses set to benefit would be those related to education, such as tutorial centres, school bus operators and PE coaches contracted from outside, according to one.

“The government is drawing reference from the British government’s recent practice of paying 80 per cent of salaries of employees in affected industries, although the percentage and cap are lower in Hong Kong,” one source said.
In an unprecedented step announced last month, the UK government said the state would pay grants covering up to 80 per cent of salaries if companies kept workers on the payroll rather than laying them off.
In Singapore, the government has offered to pay 75 per cent of workers’ April wages, capped at S$4,600 (HK$25,000) per person.
The Japanese government on Tuesday approved its largest-ever economic relief package, which includes grants of up to 2 million yen (US$18,350), for small and medium-sized businesses whose revenues had more than halved.

BEIJING, April 6 (Xinhua) — Bike riding, bird watching, or simply enjoying the natural scenery against the blue sky. A wild duck lake wetland in suburban Beijing has attracted urbanites during the traditional Qingming festival.
The park imposes a daily limit of 1,680 visitors and workers take body temperatures for visitors and ask them to show their health codes, which are common preventive measures in many scenic spots.
“Our tickets sold out one day in advance on the Internet, “said Liu Xuemei, a park management official. “Through the online booking of tickets, we strictly control the flow of tourists to protect wild birds as it is a season of bird migration.”
Besides paying tribute to the dead, outing is another tradition among Chinese during Tomb-sweeping Day, also known as Qingming Festival which fell on Saturday. Citizens enjoy a three-day holiday for the festival.
As China’s domestic COVID-19 situation continues its improving trend, more parks and scenic sites have reopened across the country, providing places for citizens to have spring outings amid tight prevention measures.
On Saturday, the Juyongguan section of the Great Wall and the Ming Tombs in Beijing reopened to the public after two months of closure in the prevention and control of COVID-19.
The famous Badaling section of the Great Wall in Beijing, which partly opened on March 24, hosted 12,000 tourists on Sunday alone.
Beijing’s major parks, which partly opened to the public, also adopted strict measures to control the number of tourists while cancelling some traditional spring activities such as enjoying flowers to avoid gathering.
Data from several domestic travel companies such as Qunar and Trip.com show that the domestic tourism industry is recovering and the booking volume of tickets for travel, hotels and scenic spots is on the rise.
Since March, some of the business activities of travel agencies have resumed in more than 10 provinces and municipalities. Tours around cities and 1-hour high-speed trips are popular, according to the travel platforms.
“I haven’t been out during the epidemic. It’s fine today. I brought my daughter to the mountain area to breathe fresh air and relax,” said a female tourist surnamed Liu, in the city of Wuhu, east China’s Anhui Province. Liu went to the suburban area of Wuhu with her daughter for an outing on Saturday and said she felt the epidemic prevention measures were reassuring.
At the Balihe scenic area in Yingshang County, Anhui, the number of tourists rose from 1,000 after it reopened on March 15 to about 8,000 per day during the Qingming holiday.
The scenic area implements online real-name booking. Its tourist service center has a body temperature detection area and provides wash-free disinfectant. Staff members wear masks and gloves, according to Wang Longtao, deputy general manager of a company in charge of the Balihe tourism development.
“I am optimistic about the recovery of domestic tourism. People have accumulated a strong desire to consume,” said Liang Jianzhang, co-founder and chairman of Trip.com Group.
Huangshan Mountain, a UNESCO world heritage site in Anhui Province, saw 20,000 tourists on Saturday and Sunday, as pictures of crowded tourists triggered concerns over epidemic prevention.
The scenic area authorities said Monday they increased 20 transfer buses and mobilized a total of 160 buses to prevent overcrowding.
Industry experts warn that as the COVID-19 epidemic has not ended domestically and the pressure of imported cases is growing, scenic spots should make people’s safety and health the top priority and take targeted measures as they reopen.

When Liu Yilin, a retired middle schoolteacher in Wuhan, first heard rumours of a
and shoppers flooded to the markets and malls to snap up supplies.
But as time went on and with residents banned from leaving their homes, he became increasingly concerned about getting hold of fresh supplies of vegetables, fruit and meat until the nation’s vast network of delivery drivers came to the rescue.
“It was such a relief that several necessity purchasing groups organised by community workers and volunteers suddenly emerged on WeChat [a leading social media app] days after the lockdown,” Liu said. “China’s powerful home delivery service makes life much easier at a time of crisis.”
Hu Xingdou, a Beijing-based independent political economist said: “Home delivery played a very important role amid the coronavirus outbreak. To some extent, it prevented people from starving especially in cases when local governments took extreme measures to isolate people.”
According to Liu, people in Wuhan during the lockdown had to stay within their residential communities, with community workers guarding the exits.
Human contact was limited to the internet. Residents placed orders online with farmers, small merchants or supermarkets to buy daily necessities, and community workers helped distribute the goods from deliverymen.
Every morning, Liu passed a piece of paper with his name, phone number and order number to a community worker who would collect the items from a courier at the gate of the residential area.
Thanks to a high population density in urban areas, affluent labour force and people’s openness to digital life, China has built a well-developed home delivery network.
Extensive funding from technology companies has been invested in hardware infrastructure, software to improve logistics and big data and cloud computing to help predict consumers’ behaviour.
Mark Greeven, professor of innovation and strategy at IMD Business School in Lausanne, Switzerland, said: “Whether it is delivery of products, air parcels or fresh food or even medicine or materials for medical use, China has a very well developed system. Much better developed than I think almost any other places in the world.
“Well before the crisis, China had started to embrace digital technology in daily life whether it is in consumption, business, government and smart cities and use of third party payments. All of these things have been in place for a long time and the crisis tested its agility and capability to deal with peak demand.”
China’s e-commerce giants help revive sales of farm goods from Hubei

According to e-commerce giant JD.com, demands for e-commerce and delivery services spiked during the outbreak of Covid-19, the illness caused by the new coronavirus.
It sold around 220 million items between January 20 and February 28, mainly grains and dairy products with the value of beef orders trebling and chicken deliveries quadrupling compared with a year ago.
Tang Yishen, head of JD Fresh, its fresh foods subsidiary, said: “The surge of online demand for fresh merchandise shows the pandemic helped e-commerce providers further penetrate into the life of customers. It also helped upstream farm producers to know and trust us.”
Meituan Dianping, a leading e-commerce platform, said its grocery retail service Meituan Instashopping reported a 400 per cent growth in sales from a year ago in February from local supermarkets.
The most popular items ordered between January 26 and February 8 were face masks, disinfectant, tangerines, packed fresh-cut fruits and potatoes.
The food delivery service Ele.me said that, between January 21 and February 8, deliveries of frozen food surged more than 600 per cent year on year, followed by a nearly 500 per cent growth in delivery of pet-care products. Fresh food deliveries rose by 181 per cent while drink and snack deliveries climbed by 101 per cent and 82 per cent, respectively. Ele.me is owned by Alibaba, the parent company of the South China Morning Post.
Chinese hotpot restaurant chain adapts as coronavirus fears push communal meals off the menu
E-commerce providers used the opportunity to show goodwill and improve their relationship with customers and partners, analysts say.
Sofya Bakhta, marketing strategy analyst at the Shanghai-based Daxue Consulting, said the food delivery sector had made significant headway in reducing physical contact during the outbreak.
Delivery staff left orders in front of buildings, in lifts or temporary shelters as instructed by the clients as most properties no longer allowed them inside.
Some companies also adopted more hi-tech strategies.
In Beijing, Meituan used self-driving vehicles to deliver meals to contactless pickup stations. It also offered cardboard boxes to be used as shields aimed at preventing the spread of droplets among its clients while they ate in their workplaces. In Shanghai, Ele.me employed delivery drones to serve people under quarantine in the most affected regions.
Some companies even “shared” employees to meet the growing labour demand in the food delivery industry that could not be satisfied with their ordinary workforce, Bakhta said.
More employees from restaurants, general retail and other service businesses were “loaned” to food delivery companies, which faced manpower shortages during the outbreak, according to Sandy Shen, senior research director at global consultancy Gartner.
“These arrangements not only ensured the continuity of the delivery service but also helped businesses to retain employees during the shutdown,” she said.

Mo Xinsheng became one such “on-loan” worker after customers stopped coming to the Beijing restaurant where he worked as a kitchen assistant.
“I wanted to earn some money and meanwhile help people who are trapped at home,” said Mo, who was hired as a delivery man.
But before he could start work he had to go through lengthy health checks before he was allowed into residential compounds.
He also had to work long hours battling the wind and cold of a Beijing winter and carrying heavy loads.
“I work about 10 hours every day just to earn several thousand yuan [several hundred US dollars] a month,” he said.
“Sometimes I almost couldn’t breathe while my hands were fully loaded with packages of rice, oil and other things.
“But I know I’m doing an important job, especially at a time of crisis,” Mo said, “It was not until then that I realised people have become so reliant on the home delivery system.”

The delivery system has been improved by an effective combination of private sector innovation and public sector coordination, said Li Chen, assistant professor at the Centre for China Studies at Chinese University of Hong Kong.
“[In China,] government units and the Communist Party grass roots organisations have maintained fairly strong mobilisation capabilities to cope with emergencies, which has worked well in the crisis,” he said.
However, Liu, the Wuhan resident, said prices had gone up and vegetables were three times more expensive than they had been over Lunar New Year in 2019.
“There were few varieties that we could choose from, apart from potatoes, cabbage and carrots,” he said.
“But I’m not complaining. It’s good we can still get fresh vegetables at a difficult time. Isn’t it? After all, we are just ordinary people,” he said.

People in China are paying their respects to dead ancestors digitally as the country continues to face the coronavirus outbreak.
The Qingming festival, also known as Tomb Sweeping Day, is usually a time when people visit the graves of friends and family, sprucing up the area and making offerings to their spirits.
But amid fears of another outbreak, the government has advised people to stay away and maintain social distancing.
That’s led to some cemeteries allowing people to come as long as they’ve booked a slot, while others are banning visits completely.
But other companies and burial places have turned to modern technology as they look for ways for families to continue the centuries-old tradition.
Li Quanxi, an official at Beijing’s civil affairs bureau, said: “We want to encourage people to transform social traditions amid the coronavirus outbreak.”
What is Qingming festival?
Qingming festival is one of the most important events in the calendar to commemorate ancestors who are no longer with you.
People clean the graves and burn items such as joss sticks and paper offerings – sometimes quite large ones – to honour the dead and transmit money and other goods to loved ones in the afterlife.

Making offerings online
It is not completely unknown for pay their respects online, however, with the spread of Covid-19, there are now people who have no other option.
“Cloud tomb sweeping” allows people to “virtually” clean graves and make offerings to spirits.
One website providing this service is Heavenly Cemetery. On the surface, the website looks like any usual shopping site, although it also allows people to have their own memorial halls for their loved one so family and friends can join.
Relatives can light a candle, burn money and offer objects such as Chinese rice wine and beer. There is even an option for online tomb cleaning.

Funeral company Fu Shou Yuan International launched its own online tomb sweeping service on 12 March. It operates in more than 30 Chinese cities. In its first week, its website had about 87,000 visitors.
George Chen, whose grandparents are buried in Shanghai, visits their tombs every year but will be marking this year’s Tomb Sweeping Day online for the time being.
He told Shanghai Daily: “Old traditions are deeply rooted, but it is quite understandable because it is a special period. I will pay virtual respect and visit the scene once the epidemic ends.”
Getting someone to do it for you via livestream
While taking part in “cloud tomb sweeping” does mean you get to send offerings, it does not include the physical cleaning of a loved one’s tomb.
So some burial spots are now offering relatives a chance to watch a member of staff clean the tomb via a live stream. Others will send you photographs of the cleaned grave.
One cemetery in Shanghai is offering packages where a “valet sweep” starts from as little as 35 yuan (£4).

Zhou Weihua, deputy director of the parlour, told Chinese news agency Xinhua that live streaming could become a future trend.
“Helping clients sweep tombs and holding online commemorative activities not only meets the demand in this special period but also offers more options for people to remember their deceased family members in the future.”
What about Wuhan?
China reported 3,199 deaths from coronavirus with 2,559 of those in Wuhan, where the first cases were recorded late last year.
The city is still in a lockdown which is expected to end on 8 April, and the government has announced that cemeteries will remain closed until 30 April.
Wuhan’s civil affairs department said it would make “unified arrangements to organise staff at cemeteries to hold a collective ceremony to pay tribute to the deceased”.

My Money is a series looking at how people spend their money – and the sometimes tough decisions they have to make. Here, Jen Smith, a children’s TV presenter from Shenzhen in southern China, takes us through a week in her life, as the country slowly emerges from the coronavirus pandemic.

Since being in lockdown I’ve been bingeing on Keeping Up With the Kardashians. It starts with one episode after dinner, blink, and suddenly it’s 3am. YouTube, Facebook, Google and Instagram are all banned here, so you’d think I’d be a binge-free socialite after a year and a half living in China. Well, those sites are banned unless you have a VPN – I pay $120 (£97) a year for mine, so Sunday was a late night, with a lie-in until 10.30 this morning.
I go for a run – mask and all, as it’s currently illegal to be outside without one. I make my coffee (bought in the UK), fruit smoothie (about 20 yuan, $2.82, £2.27) and cereal (80 yuan a packet) before cycling to work.
Today is a bit of a crazy day in the studio. I work as a children’s TV presenter. My company has profited from the lockdown as more children are watching the shows non-stop – meaning a rapid turnaround for us.
We shoot two shows from 2-6pm then “break” for a meeting. We discuss tomorrow’s shoot while I eat dinner – homemade aubergine curry. It is normal for the Chinese to eat breakfast, lunch and dinner at work. Normally the company gives all staff 25 yuan through a food-ordering app, and the whole company would eat together. However, because of the current social distancing, that social time is in the far distant past!
I make it home for 8pm, order some deep-fried cauliflower as a snack (45 yuan) and start the inevitable Kardashian binge.

It’s a much earlier start (7.30am), but the same morning routine. On my cycle to work I notice that the traffic is almost back to normal – Shenzhen is inhabited by well over 12 million people, so as you can imagine rush hour is intense. This doesn’t change the fact that everywhere you go you have to scan a QR code – leaving my apartment, using the walkway by the river, and getting into the building I work in.
After a morning of shooting I eat homemade potato curry and settle down for a nap. Naptime is such a commonality in China that people store camp beds at the office. I order a coffee and banana chips (20 yuan) for a pick-me-up before the afternoon’s shooting.
It’s St Paddy’s Day so I head to the local pubs area, catch dinner at a French restaurant (222 yuan), then a few drinks (25 yuan – mainly bought by men at the bar for us) before a very tipsy cycle home.
Total spend: 242 yuan ($34, £25)

The morning’s shoot (thankfully) was cancelled, so I nursed a hangover in bed until around 11am, at which point I had a phone meeting for a company that I do “plus-size” modelling for (for context I’m a UK size 12). I eat a bowl of cereal and order more cauliflower (45 yuan) while I watch a film.
At 2.30pm an intern picks me up, and we head to the government building to apply for a new work visa. Ironically, the image taken for my visa is Photoshopped to remove wrinkles, freckles and my frizzy hair. When I ask why this is being done for an identification document, the intern replies that the government wants it to be neat, and “the Chinese way” is to have altered photos.
I don’t argue, and have an interview before I hand in my passport. The whole process takes around two hours, so I order food to my house while on the way home (150 yuan for burger, salad and cake!) I take a taxi across town which ends up being 39.05 yuan.
The day starts at 8.30am with coffee and reading, before I get a manicure (280 yuan). My nail lady has been very worried about the state of my hands during the virus, so she spends a whopping two and a half hours treating them while I watch a film (0.99 yuan – bought by her). Because the manicure was so long I don’t have time to eat lunch before our fitness shoot, which runs from 2-5.30pm. I then have an appointment to sign into a building which I’ll shoot in tomorrow.
The building is near a supermarket called Ole (one of the only western supermarkets), and I pick up groceries for 183 yuan before heading home to cook, listen to podcasts and prep for the big day of shooting on Friday.

Fridays are generally my busiest day. The way the Chinese seem to function, is a boss will say “I want this done now” and then employees rush to finish it. Generally, they will write scripts on Monday and Tuesday, discuss Wednesday, then we shoot later in the week. The poor editors, despite mandatory office hours during the week, then have to work tirelessly through the weekend to achieve a Sunday evening deadline.
I start with mashed avocado and a hard-boiled egg before work. The morning shoot runs from 9.30-11.40am, and I have an early lunch – homemade curry again, before my regular nap time. The afternoon shoot is three hours, so I have time to pop home and shower before a live stream at 6pm. I take a taxi to and from the live stream which ends up being 28 yuan.

Finally the weekend! Although things are slowly getting better in China after the coronavirus outbreak, there’s still not too much to do. So I use this time to write, play my piano and generally chill inside. Around 3pm, I venture outside to the shops to pick up some snacks (159.60 yuan) before settling in to ring my family back in the UK with a homemade cocktail – a friend of mine in Canada is doing a daily live stream, “quarantinis” where he teaches you how to make cocktails!
What’s interesting is that a lot of people have started leaving their houses again, but it is still illegal to go outside without a mask on, and temperature checks are taken everywhere. I was even refused entry to a building due to being foreign. I imagine this is because recently the only new cases are being brought in by non-Chinese travelling back to China.

It’s another slow day for me as many foreigners have not yet returned to China, so most of my friends are out of the country. I start the day by reviewing potential scripts.
This takes me to 1.30pm without realising I haven’t eaten. I decide to go for a quick run and I return to eat mashed avocado and a hard-boiled egg.
I home-bleach my hair with products bought in the UK, then head back to editing again. About half way through the afternoon I take a little break to practice Chinese. I use an app which is fantastic and free! Definitely worth everyone downloading this during social distancing so you can learn new skills!
For dinner I order online again, a three-dish meal for 160 yuan.

Indians have turned off their lights for a nationwide candle-lit vigil, heeding a call for unity as the country battles coronavirus.
Prime Minister Narendra Modi asked India’s 1.3 billion citizens to observe nine minutes without electricity at 21:00 local time (16:30 GMT) on Sunday.
He urged them to “challenge the darkness” of Covid-19 by lighting candles and lamps.
Millions responded, lighting up the night sky in a show of unity.
“Salute to the light of the lamp which brings auspiciousness, health and prosperity, which destroys negative feelings,” Mr Modi tweeted at the time of the vigil.
But critics have dismissed the event as a stunt, arguing it distracted from the health and economic crisis caused by the coronavirus pandemic.
Mr Modi imposed a nationwide lockdown on 25 March, announced with little warning, leaving millions stranded and without food.

The true figures, however, are thought to be far higher. India has one of the lowest testing rates in the world, although efforts are under way to ramp up capacity.

Overburdened hospitals and a shortage of protective measures and tests are taking a toll on Spanish medical professionals who are contracting Covid-19 – the illness caused by the new coronavirus – at an alarming rate.
To date, more than 15,000 health professionals in Spain – about 14 per cent of the national total – have been infected. In contrast, Italy reported that health workers accounted for about 10 per cent of its infections.
“I have tried to be careful, but when you work in a hospital, no one can guarantee that one of your colleagues doesn’t have the virus in the asymptomatic phase,” said ambulance crew member Xevi Mateu, who tested positive for the virus a week ago.
Mateu, who lives and works in Catalonia, said he thought he might have got infected during a meal break at the hospital or while on duty in the cramped space of an emergency vehicle.

Information on how to protect himself from the rampaging pandemic was conflicting, he said, and with no guarantee on future supplies he was forced to ration his use of protective equipment as soon as the demand for ambulance services began to exceed capacity.
Albert Gual, another emergency worker in Catalonia, said protocols had changed since he first started transferring Covid-19 patients to hospital, and he believes the shortage of protective equipment is to blame.
“At the beginning of the crisis, we threw away the glasses, the medical suit and the mask after one use. Now we are using one mask per day, until the stock runs out,” Gual said.
“Yesterday I talked to a colleague from the emergency service who told me they are overwhelmed – without material, without resources, without people. The medical suits are reused and sterilised until they have holes,” he said.
There have also been reports of doctors and nurses in Spain making their own protective clothing out of bin liners.
To ease the burden on Spain’s medical workforce, retirees have been asked to return to practice and newly licensed personnel have been recruited to make up the shortfall. One of the new recruits is Candela Lebrero, who completed her medical degree last year and is now a nurse at a hospital in Madrid.
The Spanish capital has seen the country’s largest number of infections – with more than 36,000 – and staff at the Madrid Principe de Asturias Hospital, where Lebrero works have been among those falling ill from the disease.
Reports of an overload of patients were very real, she said, with emergency rooms forced to send less serious cases to “medicalised hotels” and additional hospital wards switched to caring for Covid-19 patients.
As for rapid testing, it “hadn’t arrived yet” at Lebrero’s hospital, which was relying on PCR tests – the swab technique which identifies the presence of any genetic material belonging to the virus – as a diagnostic for both patients and health personnel who presented with symptoms, she said.
Similar problems have been reported across Spain and last week the health ministry’s coordinator for the emergency response, Fernando Simon, acknowledged the difficulties for health care workers to access protective equipment.
On March 25, Simon admitted the jump in infections among medical staff was due to “a market access problem” as supplies “are scarce and there is non availability” – a problem not limited to Spain.
“We are on the way to a solution,” he said. On Monday, Simon also tested positive for the disease.
While equipment shortages are a global problem, Spain was hit particularly hard after its two largest distributors of medical supplies – located in France and Germany – were ordered to stop selling by their governments in early March, fearful of depleted stocks in their own countries as the pandemic spread.
The decision, which was criticised for being contrary to the spirit of the European Union, forced the Spanish government to turn to other measures, including the purchase of €432 million (US$467 million) worth of supplies from China.
A freight corridor was also opened to speed deliveries, and Spanish manufacturers were put on a “war footing” to urgently switch to making medical supplies. The car industry is now turning out respirators and gels, while textile manufacturers have turned their hand to producing gowns and face masks.
Sports equipment chain Decathlon has even adapted its snorkel goggles for medical use and donated its entire stock to Spanish hospitals.

The scramble to address shortages in Spain’s overstretched health system has not been without problems. Last week, the government withdrew 58,000 Covid-19 rapid test kits
it bought from a Chinese company, after their accuracy rate was reported to be just 30 per cent.
China said the kits were not approved for sale and not included in supplies sent by Beijing to Spain.
It is not clear if the supplies from China have arrived, but on the ground medical personnel said they had not yet seen the equipment.
“It is assumed that the new ones have already arrived, but they have to pass the approval of the Carlos III Public Health Institute [a Spanish public health research institute], and their use is not yet widespread,” Laura Díez, press officer for the State Confederation of Medical Unions said.
“Their arrival will improve the situation since at least it would be known if someone in contact with the infected could transmit the disease, especially health personnel,” she said.

Several health organisations have appealed to the courts in their desperate bid to get hold of protective equipment. A Madrid court did accept the argument by an association of doctors that the authorities should be forced to provide adequate supplies to all health personnel.
But the Supreme Court refused to support the claim, saying it recognised the government was doing everything it could.
“We presented precautionary measures and they were dismissed, we have filed an appeal,” Díez said.
“At the moment we have no answer. Authorities said that planes with the material are arriving, but at the hospitals, they are not seen.”

Meanwhile, the General Councils of Dentists, Nurses, Pharmacists, Doctors, and Veterinarians, which represent more than 700,000 health professionals in Spain, expressed its “absolute rejection” of new guidelines for medical workers set by the health ministry.
In a notice issued on Friday, the ministry said that health professionals that had not been tested for Covid-19 but who took time off should return to work seven days after the onset of symptoms as long as they did not have a fever or respiratory problems.
Once back at work, they should wear a surgical mask for 14 days from the onset of symptoms and avoid contact with other people.
The general councils said some of the guidelines represented “a serious risk” to the health of professionals and their patients.
Ambulance worker Mateu is currently in isolation at home as he recovers from the disease, but his thoughts are with his colleagues and their daily struggle. He said he thanked his supervisors and coordinators for working hard every day.
With so many of the staff themselves sick, there was a lot of stress on those who were still at work, he said.
“I have the feeling that the effort and management is not being done from the top down, but from the bottom up: from us who work directly with the patients, our supervisors and they are continuing the chain of gestures and efforts,” he said.

Before the coronavirus crisis began rippling through the global economy, Susan Wang had big plans for 2020.
Not only was she going to buy a new Apple MacBook and iPad, plus a projector so she could host friends for movies at home, but she was set on making a career move.
“I was planning to change my job, but my headhunter told me that all recruitment has been postponed to the second quarter,” said the 27-year-old who works for a British company in Hong Kong.
“Our headquarters in London has a plan for redundancy, too. It is better to save some money in case I get laid off.”
As Covid-19 spreads across the world, sending stock markets reeling and prompting big companies to slash jobs, Wang has become increasingly frugal like scores of other consumers from China to the United States.
She has stopped eating at restaurants and now tries to keep her weekly food bill under HK$500 (US$64), whereas in the past she wouldn’t think twice about spending HK$100 per meal.
Amid mounting uncertainty, the coronavirus pandemic – which has claimed the lives of more than 41,000 people and infected at least 842,000 worldwide – is fundamentally changing consumer behaviour in Asia, Europe and North America.
Consumer experts said the 2009 global financial crisis, the Great Depression that started in 1929 and the September 11 terrorist attacks give some clues about how and when global consumption might recover. But the complexity of this crisis, the number of variables and its magnitude make this consumer recovery unprecedented and difficult to predict, they added.

People are afraid, and when people are afraid, they go into survival mode,” said Jesse Garcia, a Los Angeles-based consumer psychologist, who is also the CEO of market consulting firm My Marketing Auditors.
plummeted a record 44 per cent in February and those figures are only expected to get worse, with sales forecast to slump between 30 and 40 per cent in the first half of the year, according to the Hong Kong Retail Management Association.
In the US, retail sales dropped by 0.5 per cent in February, even before many states had issued stay-at-home orders to protect the world’s largest economy. The decline was the biggest fall since December 2018.
Experts say non-essential products and services are set to be worst affected by the coronavirus pandemic, while goods and services that can be consumed at home will see a spike in sales.

“Online consumer behaviour is frenetic,” said Ross Steinman, a professor of psychology at Widener University in the US state of Pennsylvania. “Consumers are refreshing and refreshing and refreshing websites to secure grocery delivery times, purchase paper towels from their usual big box retailer and scavenge for rice and canned soup from third party sellers on Amazon.

The frantic stockpiling can be explained by a psychological concept called informational conformity, said Vicki Yeung, associate professor at the Department of Applied Psychology at Lingnan University in Hong Kong.

“When people lack knowledge and are in an uncertain situation, they tend to follow the group’s behaviour and blindly conform, but once they obtain more information, and digest and process the situation, the panic gradually fades away,” she said.
“During this Covid-19 pandemic, people generally feel jittery and anxious because they feel their sense of control has disappeared.”
Unlike other recent global crises such as the September 11 attacks, the coronavirus is less a one-time sharp shock to the system and more of a rolling source of anxiety that could retreat and resurface repeatedly, consumer behaviour experts said.
This was the pattern with the Black Death plague that hit Europe in 1347 and returned episodically over many years, ultimately killing millions of people.

“It may be we’ll have to shut down things again in October or August. And this could go on for years,” said Charley Ballard, an economist with Michigan State University in the US. “The more that happens, the more damage it does to buoyant consumer psychology.”
Furthermore, relative to the 2009 financial crisis and even the Great Depression, when much of the damage was concentrated at least initially in the financial sector, this crisis has seen virtually the entire economy grind to a halt all at the same time, devastating employment and consumption.
Last week, a record 3.3 million Americans applied for unemployment benefits within one week, as restaurants, hotels, barber shops, gyms and retail outlets shut down in a nationwide bid to stem the pandemic. The previous record of 695,000 was set in 1982.
On Tuesday, Goldman Sachs predicted the US jobless rate will hit 15 per cent in the second quarter of this year from the coronavirus economic freeze, and could rise further beyond that to near the historic peak of 24.9 per cent seen in 1933 during the Great Depression. Economists at the St. Louis district of the US Federal Reserve projected unemployment could cost as many as 47 million jobs in the US this year, sending the unemployment rate past 32 per cent before making a sharp recovery.

China’s unemployment rate jumped to 6.2 per cent for January and February from 5.2 per cent in December and 5.3 per cent a year earlier. It was the highest level since records began in 2016, but did not include China’s estimated 291 million migrant workers.
Consumer spending accounts for more than 60 per cent of the Chinese economy and drives 70 per cent of the US economy. But with the pandemic causing many people to go into hibernation and likely to lead to cycles of job cuts, economists have predicted a consumer-led global recession by the second quarter of this year.
Just how long it will take for consumer behaviour to return to normal depends on each person’s psychological resilience, including how quickly they can adapt to change, how optimistic they are and whether they can adopt strategies to regain a sense of control, Yeung said.
Anirban Mukhopadhyay, chair professor of marketing at Hong Kong University of Science and Technology said as long as the coronavirus threat was still present, people would remain fearful to some extent. But he added that people were resilient.

“Human beings adapt to events and stimuli over time,” Mukhopadhyay said. “Research has shown that even people who win lotteries tend to return to their earlier levels of life satisfaction after some months, as do people who have to have amputations.
“So even if the source of the fear does not go away, we learn to live with it.”
Ballard, from Michigan State University, estimated it could take upwards of two years for American consumers to feel secure enough in their jobs and gain enough confidence to fully open their wallets. A longer and more episodic duration for the disease could push that higher, he added.
Further complicating the consumer picture, he said, is that many supply chains are at risk of breaking. And consumers will be wary of spending for a while in many traditional areas, including crowded sporting events and concerts, restaurants and flights.

Some experts have even suggested that consumer behaviour may be permanently changed as a result of the pandemic.
“It seems very unlikely that people will get back to life as it was before, once the coronavirus is over,” said Andreas Kappes, a lecturer in psychology at City University of London.
“People’s behaviour is extremely orthodox, often referred to as the status quo bias and captured in expressions like ‘past behaviour best predicts future behaviour.’ Now, the crisis forces us to change our behaviour, radically, and we might discover that new way suits us better.”
