China’s monthly car sales rose for the first time in almost two years in April, industry data showed, as more customers visited showrooms after the economy began to open up and authorities loosened coronavirus-related travel restrictions.

Sales in April hit 2.07 million units in the world’s biggest car market, up 4.4 per cent from a year earlier, according to data from the China Association of Automobile Manufacturers, the country’s largest industry association.

This follows a 43 per cent drop in March and a sharper 79 per cent plunge in February

 as the pandemic pummelled demand. Monthly sales in China last rose in June 2018.

The number of new energy vehicles (NEVs) sold fell for a tenth straight month to 72,000 units, the data showed. NEVs include battery-powered electric, plug-in hybrid and hydrogen fuel-cell vehicles.

The global industry has been hit hard by the health crisis, but there is growing optimism of improvement in business in China as the country has largely contained the outbreak and started easing lockdown measures.

Volkswagen reported positive China sales in April, while General Motors’ China ventures saw double-digit year-on-year growth last month.

Coronavirus: China’s capital city struggles to get back to normal amid continued outbreak worries

After nearly three months of being quarantined by herself in Beijing, Mary Zhao was looking forward to the upcoming long weekend at the start of May to be able to finally reunite with her parents.

But Zhao was forced to abandon her plan for the Labour Day holidays as Beijing’s upmarket Chaoyang district, where she lives, remains the only high-risk zone for coronavirus in the entire country.

If she travelled the five hours by car, or two hours via bullet train, to the neighbouring Hebei province, she would first have to undergo a 14-day quarantine before seeing her parents. Her parents would also have the same two week quarantine to look forward to once they returned home if they came to visit their daughter in Beijing.

These strict controls to prevent a re-emergence of the coronavirus outbreak are making a return to normal life impossible for many, and mean the final economic and social cost

 from China’s draconian preventive measures could be much larger than expected.

and to avoid a fresh outbreak. On the surface, China may be able to declare victory as even Wuhan, the city where the virus was first detected, announced that the last Covid-19 patient had left hospital on Sunday. But fears of a renewed outbreak have kept the country’s cinemas and most schools closed, with travel between provinces discouraged.

China’s national borders also remain largely closed, with flights being cut to a minimum, and a mandatory 14-day quarantine for every arrival. In the number of places where new cases have been reported, quarantine requirements have been tightened, including Harbin and a few other cities near the border with Russia.
Chaoyang, the home to one of Beijing’s main business districts and most foreign embassies, changed its risk rating to high from low in the middle of April after three new cases were reported, dealing a fresh blow to the district’s

struggling businesses,

and forcing many of the 3.5 million residents to cancel their travel plans.

On the outskirts of Beijing, near Beijing Capital International Airport, returning migrant workers to Picun village were ordered to stop at entrance and could only be escorted inside by their landlord, with many villages and residential compounds remaining closed to outsiders.

In the high-end shopping district of Guomao, some shops also remain closed as there are few potential customers, while over in the popular Sanlitun area, metal barriers restrict access and temperature checkpoints are still required.

The landmark Apple Store in the popular Taikoo shopping centre is open, but with limited customers allowed inside, there are long queues outside. Customers are required to scan a QR code to check their movements over the last few days before entering.

“Why do I have to spend 20 minutes just to get into the Apple Store? The sun has almost melted me down,” one visitor complained to the security guards at the front of the shop.

China’s continued pandemic prevention measures, coupled with still hesitant consumer demand, will inevitably lead to persistent limitations on the nation’s economic recovery, analysts said.

Ernai Cui, an economist at research firm Gavekal Dragonomics, said on Monday that China’s cautious approach to lifting restrictions “points to a weak second quarter for consumer services”, adding additional pressure to the economic recovery.Mao Zhenhua, a researcher at the China Institute of Economics at Renmin University, said China’s preventive measures will inevitably be a drag on production, employment and exports.

Three killed in fire at Taiwan karaoke bar

At least three people were killed in a fire in Taipei karaoke bar on Sunday morning, which left 50 others in hospital.

Apart from those declared dead, four other people were in a critical condition and were being treated in a local hospital, the official CNA news agency said.

The fire broke out between 10 and 11am on the fifth floor of a 14-storey building on Linsen North Road in the Taiwanese capital. The bar occupied the first nine floors.

Firefighters used aerial ladders to rescue the trapped people from the upper storey windows. The Taipei city fire department said it dispatched 43 fire engines and 17 ambulances to the scene.

The fire was extinguished at about 11.30am and the search for more survivors was continuing, the department said.

Spring yet to come: Small businesses at Beijing’s tourist hot-spots struggle

BEIJING (Reuters) – For Zhang Yu, who runs a cafe in one of Beijing’s top tourist spots, business has never been so bad.

To contain the spread of the coronavirus, bars and cafes in the Wudaoying hutong – a top Lonely Planet destination built around a narrow lane – are permitted to provide take-away services only. Non-residents must show proof they have an appointment to enter the area.

Added to which, tourism has plummeted.

“Don’t mention it! This is supposed to be the peak season,” said Zhang, who has run her cafe for five years. “But there are almost no customers as they (authorities) don’t want to have people hanging around here.”

While China’s manufacturing and retail sectors are starting to get back to work as the pace of new infections slows sharply, tourism sites in Beijing remain a shadow of their former and bustling self.

China’s capital city has maintained the highest level of emergency response to the outbreak, so tourist attractions like the Forbidden City remain closed. A 14-day quarantine for new arrivals has stifled travel.

As a result, small business owners running restaurants, souvenir shops and tourism agencies are struggling.

Only a little over 20% of tourism-related businesses in Beijing had resumed operation as of the three-day Qingming national holiday in early April, a survey by on-demand delivery service giant Meituan Dianping showed.

HANGING ON

The only people present in Wudaoying on a recent afternoon were a few elderly residents sitting outside to enjoy the spring sunshine. A cat made its way lazily through empty rooftop bars.

“We used to see more customers in one hour in pre-virus days than we see in a whole day right now,” said a worker at a sandwich restaurant in Wudaoying.

In another popular area, Khazzy, a 32-year-old doctoral student who opened a restaurant last October, has had only four customers all day.

“There are almost no tourists coming to Beijing and the remaining locals have concerns about eating out,” Khazzy said as sunset approached.

Khazzy said he has let five of his 13 staff go and has no idea how long he can stay afloat financially even though his landlord has agreed to waive one month’s rent on the property in Qianmen, near Beijing’s Tiananmen Square.

More than half of the shops in Qianmen remain closed. The manager of a state-backed noodle restaurant said most of the closed stores are privately owned small businesses that can’t secure enough business to support their daily operations.

She said revenues at the noodle restaurant have plunged more than 80%, but staff salaries have not been cut.

Zhang, the cafe owner in Wudaoying, reckoned small businesses could hold on for the next three months.

“But after that, I just don’t know,” she said.

Coronavirus: Food delivery driver paying back doctors who saved him

“Doctors and nurses are people who saved me from cancer and gave me strength in the darkest time. I need to return the favour,” says Li Yan, a food delivery rider based in Beijing.

Mr Li was diagnosed with lymph cancer in 2003, when he was just 17 years old. He recovered from the disease and has been full of gratitude ever since for the medical workers who nursed him back to health. With China in a national lockdown, food delivery firms found themselves in hot demand providing meals for residents stuck at home to prevent the spread of the coronavirus.

As a delivery rider for Meituan, one of China’s biggest food delivery firms, Mr Li saw an opportunity to repay the medical professionals he admires by providing them with food and drinks as they worked tirelessly on patients across the city. “Given my past experience, I felt I needed to do something for them in return during the virus outbreak,” he adds.

Beijing is a city of 21 million residents, and Mr Li covers its Tongzhou district, where there are a handful of hospitals with fever clinics, one of which is a designated hospital for Covid-19 treatment. “Many might have concerns delivering for the hospital, but I’ve chosen to deliver for them more often. I just think of the local residents and medical workers who need us. I can’t leave them being hungry. It’s not for money.”

Before the outbreak in China, he delivered more than 50 orders on an average day. But during the first ten days after the coronavirus outbreak in late January, the number of orders dropped to less than 20, as some restaurants were closed. The outbreak also coincided with the Chinese New Year period which is normally a low season.

“By mid-February when the situation was brought more under control, and people’s concerns and fears gradually began to ease, orders started to be restored. I can deliver over 40 orders a day now.”

But gradually people grew more understanding and began to welcome the contactless approach.”

Empty streets

China was in lockdown for more than two months, although restrictions are now beginning to be lifted. It will still take time before a sense of normalcy returns.

“I remember when the coronavirus first broke out, it was hazy for a few days in Beijing. Streets were empty and stores were closed. An ambulance or a delivery rider occasionally drove by. It felt like I was living in a different world.”

Mr Li says restaurants have started to re-open and people have begun coming back to work in the office since mid-February. Orders are still lower than normal but are improving.

“I miss the hustling Beijing which used to filled with traffic, the days when I could smell car exhaust when I stop at crossroads, the times when I had to walk all the way up to the 6th floor to deliver food, and even times when I was late for a delivery.”

When the virus first broke out, face masks and alcohol disinfectant were the most ordered items along with supermarket groceries. “Grains, rice, cooking oil, vegetables, fruits, and solid, packaged food that lasts long. Orders often came in big sizes and transaction prices at around 200 yuan [£23; $28] to 300 yuan on one order.”

Being a food delivery rider, Mr Li feels he can not only give back to the medical community but to the city’s vulnerable too.

“I once received an order that came with a note saying the customer is a 82-year-old who lives alone and couldn’t get downstairs to pick up the food so the rider needs to enter the residential community and deliver food to the door. I had to spend some time communicating with security and finally was allowed in. The door was open when I arrived, and I put the bowl of wontons [a type of dumpling] on the table.”

Tips have increased from happy customers during the pandemic as a result. “Many more send me thank-you notes in the Meituan app and tell me to take care.”

Keeping clean

Mr Li has a new routine now which involves lots of disinfecting and temperature checks. “I get my temperature checked dozens of times everyday now, before entering shopping malls, at restaurants, and returning home to the residential compound I live in. I also bring with me disinfectant sprays, a towel in my scooter and use disposable gloves when delivering to areas with reported confirmed cases.”

While he’s providing a vital service, is Mr Li worried about the risk of infection? “I did have worries when the virus spread and was at its worst time here but I feel like I’ve already been there, given what I went through in the fight against cancer.

“I’ve learnt to take things easy, look at the bright side of things and always seek strength in a dark time. As long as I take sufficient precautions, masks, gloves, disinfectants and everything, and follow advice from disease control experts, I think the possibility of getting the virus is pretty low.”

And with a seven-month pregnant wife at home, Mr Li is looking forward to happier times.

E-commerce booms in Tibet’s agricultural, pastoral areas

LHASA, April 11 (Xinhua) — Southwest China’s Tibet Autonomous Region has been making efforts to boost e-commerce in its agricultural and pastoral areas, according to the local poverty alleviation office.

Tibet has set up hundreds of e-commerce service centers in its villages, towns and counties to help form an e-commerce service network and help locals get jobs or start up their own businesses.

Thanks to these efforts, the total revenue of online sales in these areas had reached over 200 million yuan (about 28.4 million U.S. dollars) in 2019.

“We can sell local specialties such as dried yak meat and curd to customers via livestreaming,” said Samten, a herdsman who lives in Zaxoi Village in Lhasa, capital of Tibet.

Samten added that the spike in online sales in Tibet was due to the Internet and logistics coverage in nearly all the villages.

At present, major China’s express giants including SF Express and JD.com have set up branches in Lhasa and other cities, while more couriers have entered counties and villages across the region, benefiting more local farmers and herdsmen.

Coronavirus vaccine trials: Chinese volunteer in Wuhan tells his story

With more than 1.5 million confirmed cases around the world and over 88,000 deaths, the race to develop a vaccine for the coronavirus is hotting up.
According to the World Health Organisation, about 35 companies and academic institutions are currently working on candidate products. Among the front-runners are China’s CanSino Biologics and Moderna Therapeutics in the United States, both of which have begun phase one clinical trials.
In China, those tests, which started on March 19, involve 108 volunteers from Wuhan, the city in which the virus that causes Covid-19 was first detected.
Among them is 30-year-old restaurant owner Xiang Yafei, who spoke to the South China Morning Post about his experiences so far.

Why did you apply to be a vaccine trial volunteer?

I had been doing various voluntary jobs since the end of January when Wuhan was put under lockdown. In the middle of March, one of my friends who knew about the vaccine study asked if I would be interested in joining.
At first I was afraid because there was uncertainty [about the vaccine]. I asked around and some of my friends said there was some risk to being a candidate as I’d be injected with some kinds of virus, but I felt better after I did some research about it online.

Also, because the vaccine was developed by the Academy of Military Medical Sciences [a research unit of the People’s Liberation Army] and CanSino, I thought its safety should be guaranteed, as I have confidence in the PLA because several of my relatives are former soldiers. So I agreed to join the trial but didn’t tell my parents because I didn’t want to worry them.

I went to the research team’s office on March 16 and filed my application – that was before they officially announced they were recruiting volunteers on the internet. While I was at the office, I was lucky to meet Major General Chen Wei, the team leader, who explained about the development of the vaccine and assured me that it wouldn’t damage my body. That boosted my confidence.

When did you receive your injection and how did you feel at that time?

I was given mine on the morning of March 19 and immediately put into quarantine for 14 days at a PLA facility. My number in the volunteer group is 006, meaning I was the sixth person to get the vaccine. Before the injection, I underwent a strict physical check-up. I later learned that more than 5,200 people had applied to be volunteers.

Receiving the vaccine was no different to any other injection I’d had before in my life. I didn’t feel any pain and it only lasted about 10 seconds.

But in my heart, I felt excited and proud of myself. I understand that the vaccine will be an important part in battling this coronavirus and testing it is part of the preparations before it can be put on the market.

As volunteers, our job is to work together with the scientists. After all, academician Chen [the major general is also a member of the Chinese Academy of Engineering] and six members of her team have also been injected with the vaccine, and she was the first person to receive it.

They didn’t show any bad symptoms, so at that moment, I didn’t feel afraid at all. In my mind, it’s already a successful vaccine.

And how has your health been since receiving the vaccine?

I had a fever, 37.6 degrees, for the first two days. It was like catching a normal cold, with symptoms of fatigue and drowsiness. But from the third day, my condition improved and I was basically in good health.

The 108 volunteers are divided into three streams, with each receiving either a low, medium or high dose of the drug. I was in the low group so only got one dose. Volunteers in the medium group also got one and the high group were given two shots. As far as I know, everyone was fine after receiving their injections.

When will your trial result be available?

After my quarantine period ended on April 2, I was given a CAT scan and the researchers took a sample of my blood for testing. They said it would be two weeks before they could tell if there were coronavirus antibodies in my bloodstream.

I am not sure if they will tell me the result, but over the next five months I have to do four more blood tests to see if I have antibodies and how long they might remain in my blood.

What did you do to keep yourself entertained during the quarantine period?

It was just rest for me. Before then I’d been a volunteer ambulance driver in Wuhan, working every day taking coronavirus patients to hospital. I’d been really busy for more than a month, so the 14-day quarantine period gave me a chance to relax and catch up on some sleep.

I really enjoyed my time there thanks to the meals I was given, which were nutritious and varied.

The volunteers had to stay in their rooms and we were not allowed to visit each other. We were also told to check our temperature every day and to report any symptoms. I read books and exercised in my room. Some of the volunteers practised calligraphy, some played football with their toilet paper rolls, some jogged, some composed songs, and some made videos about their life in quarantine and uploaded the clips to social media. We did everything just in our own rooms.

So what was it like working as an ambulance driver?

It was a race against time trying to get people to hospital as quickly as I could. But I felt a real sense of purpose.

At first, I didn’t want to do such work. I was scared because all the patients had been confirmed or were suspected of being infected, and they were contagious.

I was told that no one wanted to be an ambulance driver, but I had a licence to drive a minivan so I decided to do it. I think we young people should make a contribution to society, especially during this difficult time and in our home city and home province, so I applied.

Also, [each day at work] I took a gourd with me. It is called hulu in Mandarin and has auspicious implications in Chinese, as hu sounds similar to fu, which means good luck.

How was your restaurant business affected by the epidemic?

I lost about half a million yuan (US$70,000) because of it. I decided to shut my restaurant down on January 21, two days before the official lockdown, because there had been rumours it was coming and I wanted my workers to be able to leave Wuhan and return to their hometowns.

Right now I’m making preparations to reopen my restaurant, which means a lot of cleaning and disinfecting, and thinking about serving all my customers again.

So how did you feel when the lockdown was lifted on Wednesday?

The situation in Wuhan is getting better. We are proud of what we did for this city. We hope the coronavirus cases can drop to zero soon and our lives can get back to normal.

China sees active mobile payment in 2019: report

BEIJING, April 6 (Xinhua) — Chinese people used mobile payment 3.25 times a day in 2019 on average, according to a report released by Chinese card payment giant China UnionPay.

The report, based on a survey of more than 60,000 people, showed that over 20 percent of respondents used mobile payment more than five times a day in 2019.

Customers involved in the survey spent more than 2,900 yuan (about 408 U.S. dollars) each month on average via mobile payment, up 11 percent year on year, the report said.

The survey, jointly conducted by China UnionPay, 17 commercial banks and 18 payment entities, collected about 62,000 questionnaires, with around 70 percent of the respondents aging between 25 and 45 years old.

Owners of micro and small businesses were the most active users of mobile payment, which had deeper penetrations in scenarios including buses, metro systems, parking lots and gas stations in 2019, the report said.

People also had better awareness of risk prevention, with the proportion of respondents experiencing online fraud and reporting losses down 16 percentage points and 26 percentage points, respectively over one year earlier, said the report.

Coronavirus: China’s deserted shops and restaurants show that even as lockdown ends, scars remain

China’s urban lockdown may have eased, but deserted streets and stores in the capital Beijing this week suggest that for the services sector, the impact of the coronavirus outbreak could be deeper and longer than expected.

Many restaurants, cafes and pubs remained closed in the city, where vigilance remains high about a second wave of infections. Among those that were open, there were few customers to be seen.

The usually crowded Wangfujing shopping street was quiet on Wednesday, with just a few shoppers patronising what is usually the heartbeat of the city’s commerce and tourism. There were more staff than consumers at the Apple store, while everyone wore a mask. Shops along the pedestrianised zone closed their doors before sunset, but many did not open at all.

In a downtown food court, a handful of people dined during what would usually be the lunch rush hour, each restricted to their own small table to maintain social distancing, in great contrast with the usual frantic dash for seats.

Coronavirus: What impact will the economic fallout from the Covid-19 pandemic have on you?
While China has largely stemmed the domestic spread of Covid-19, threats of imported cases, with the virus having infected over one million people worldwide, and asymptomatic carriers continue to hamper the recovery in China’s 
A survey published on Friday showed that in March, sentiment among small service sector firms remained depressed. The Caixin / Markit services purchasing managers’ index (PMI) was 43.0 for last month, with a number below 50 meaning the sector is shrinking. “There are too few people now. We only sold about a hundred bowls of noodles, that was just half of our normal level,” said one Beijing street vendor, who had also cut many items from the menu due to insufficient demand.

A bookstore in the city centre held an official opening ceremony after a soft opening followed by a two and a half month-long forced shutdown, but received only four visitors on a morning, one of which was the South China Morning Post reporter. All four were required to go through a body temperature check and write down their personal contact details before entering.

Service sector workers said the situation was surreal and that they were worried that there was no end in sight.

“I have never seen KFC look like this,” said an employee of the fast food chain restaurant at Wangfujing, pointing to the virtually empty dining hall.

A grocer at a nearby food market continually shook her head when talking about the decline in customers, but said she felt lucky that she could come back to Beijing from her hometown before the 14-day mandatory quarantine requirement was imposed on February 14.

This situation is not restricted to Beijing. When the Chinese government reopened around 500 cinemas nationwide in March, each one attracted on average

only two customers

per day.

Now, many places across China are reimposing controls amid fears of a new spike in infections, the same fear leading people to stay home instead of going to those venues which have reopened.

Shanghai has closed tourist attractions while Sichuan has again closed karaoke lounges. Cinemas have also been reclosed across the country.

President Xi Jinping said during a visit to Hangzhou last Sunday that China must remain alert. “If you want to watch a movie, rather than going to a cinema, you can watch it online,” Xi said.

Liang Zhonghua, chief macro analyst at Zhongtai Securities, a brokerage, said that China’s damaged consumption alone could drag economic growth down by 4.5 per cent in the second quarter.
“(Chinese) residents’ fear of the epidemic is not over,” he wrote in a note this week.

The nearly two month-long lockdown has changed the consumption behaviour of Chinese residents, many of whom have turned to home cooking to cut their spending.

The effect of this behavioural shift is borne out in the 17.9 per cent drop in retail sales in the capital over the first two months of the year, only slightly better than the nationwide drop of 20.5 per cent.

Beijing businesses have clubbed together to issue some 150 million yuan in

to lure customers in since March 18. But with more economic hardship ahead, businesses and consumers alike are hunkering down for the storm.

Equifax: US charges four Chinese military officers over huge hack

The US has charged four Chinese military officers over the huge cyber-attack on credit rating giant Equifax.

More than 147 million Americans were affected in 2017 when hackers stole sensitive personal data including names and addresses.

Some UK and Canadian customers were also affected.

China has denied the allegations and insisted it does not engage in cyber-theft.

Announcing the indictments on Monday, Attorney General William Barr called the hack “one of the largest data breaches in history”.

According to court documents, the four – Wu Zhiyong, Wang Qian, Xu Ke and Liu Lei – are allegedly members of the People’s Liberation Army’s 54th Research Institute, a component of the Chinese military.

They spent weeks in the company’s system, breaking into security networks and stealing personal data, the documents said.

The nine-count indictment also accuses the group of stealing trade secrets including data compilation and database designs.

Chinese foreign ministry spokesman Geng Shuang denied the allegations on Tuesday and said China’s government, military and their personnel “never engage in cyber theft of trade secrets”.

He said China was itself a victim of cyber-crime, surveillance and monitoring by the US, Reuters reported.

The whereabouts of the four suspects is unknown and it is highly unlikely that they will stand trial in the US.

FBI Deputy Director David Bowdich said: “We can’t take them into custody, try them in a court of law, and lock them up – not today, anyway.”

What happened in 2017?

Equifax said hackers accessed the information between mid-May and the end of July 2017 when the company discovered the breach.

The accused allegedly routed traffic through 34 servers in nearly 20 countries to try to hide their true location.

The credit rating firm holds data on more than 820 million consumers as well as information on 91 million businesses.

Mr Bowdich said there was no evidence so far of the data being used to hijack a person’s bank account or credit card.

Equifax CEO Mark Begor said in a statement that the company was grateful for the investigation.

“It is reassuring that our federal law enforcement agencies treat cybercrime – especially state-sponsored crime – with the seriousness it deserves.”

Critics have accused the company of failing to take proper steps to guard information and for waiting too long to inform the public about the hack.

Richard Smith, CEO of Equifax at the time of the hacking, resigned a month after the breach. He apologised for the firm’s failings, ahead of testifying in Congress.

Equifax was forced to pay a $700m (£541m) settlement to the Federal Trade Commission.

The US regulator alleged the Atlanta-based firm failed to take reasonable steps to secure its network. At least $300m of the settlement went towards paying for identity theft services and other related expenses run up by the victims.

In a statement Mr Barr said: “This was a deliberate and sweeping intrusion into the private information of the American people.

“Today we hold PLA hackers accountable for their criminal actions, and we remind the Chinese government that we have the capability to remove the internet’s cloak of anonymity and find the hackers that nation repeatedly deploys against us.”


Analysis box by Gordon Corera, security correspondent

This is not the first time the US has charged members of the Chinese military with hacking US companies.

The first indictment came back in 2014 and helped lead to a deal the following year to try to restrain such activity.

But clearly the US feels that it needs to return to the weapon of public indictments to increase pressure again.

The US has become increasingly concerned not just at the alleged theft of economic secrets but also the intelligence risks.

Equifax was one of a series of large data breaches linked to China – others include health care providers and, most significantly, the theft of data from the Office of Personnel Management which carried sensitive records for almost all US federal employees.

One of the concerns for US security officials is how Chinese spies may be able to put together these vast databases about US citizens.

Officials say the information could be used to create “targeting packages”, establishing which individuals have access to sensitive information and potential vulnerabilities which would allow them to be approached. They add, though, that so far they have not seen the Equifax information being used for that purpose.
