Xinhua Headlines-Xi Focus: Xi stresses achieving moderately prosperous society in all respects

TAIYUAN, May 12 (Xinhua) — Chinese President Xi Jinping has stressed efforts to complete building a moderately prosperous society in all respects, and ride on the momentum to write a new chapter in socialism with Chinese characteristics for a new era.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during an inspection tour in north China’s Shanxi Province.

Xi called for efforts to overcome the adverse impacts of the COVID-19 epidemic and make greater strides in high-quality transformation and development to ensure that the target of poverty eradication is reached and the building of a moderately prosperous society in all respects is completed.

During the tour from Monday to Tuesday, Xi inspected work on coordinating the regular epidemic response with economic and social development, and on consolidating the poverty eradication results.

While visiting an organic daylily farm in Yunzhou, Datong City, on Monday, Xi said what he cares about the most after poverty eradication is how to consolidate the achievements, prevent people from falling back into poverty, and make sure rural people’s incomes rise steadily.

He said an important benchmark to evaluate an official’s job performance is to see the amount of good and concrete services he or she has delivered to the people.

When visiting a community of relocated villagers, Xi said relocation is not only about better living conditions but also about chances to get rich. He called for follow-up support to residents with tailor-made rural business projects to ensure sustainable development.

Highlighting that whether the people can benefit shall be a top concern, Xi demanded more supporting policies be put in place in terms of industrial development, financing, agricultural insurance, among others.

Xi applauded the strenuous efforts made by primary-level officials on helping people fight poverty.

At the home of villager Bai Gaoshan, Xi chatted with Bai’s family as they sat on a “kang” — a bed-stove made out of clay or bricks in north China.

Xi said the CPC wholeheartedly seeks happiness for the Chinese people, having stopped collecting agricultural taxes and fees, helping the impoverished rural residents with housing and medical service, training them with skills, and finding ways for them to live a prosperous life.

“I believe our villagers will enjoy better days ahead,” Xi said.

On top of that, he called for consolidating achievements in poverty alleviation, and then focusing on rural vitalization to ensure a better life for rural residents.

He then went on to visit the 1,500-year Yungang Grottoes, a “treasure house” of artifacts featuring elements blending Chinese and foreign cultures, as well as cultures of China’s ethnic minorities and the Central Plains.

Xi stressed that historical and cultural heritages are irreplaceable precious resources, and protecting them should always be put in the first place in tourism development.

Noting that tourism should not be over-commercialized, Xi said tourism should become a way for the Chinese to understand and appreciate the culture of the nation and enhance their cultural confidence.

The historical implications of communication and integration behind the Yungang Grottoes should be further explored to enhance the sense of community for the Chinese nation, said Xi.

During a research tour in a stainless steel manufacturer in the provincial capital Taiyuan on Tuesday morning, Xi said products and technology are the lifeline of businesses, calling for more efforts in technological innovation to make a greater contribution to the development of advanced manufacturing.

He also called on businesses to strictly implement epidemic prevention and control measures to ensure the safety and health of their workers, while promoting the resumption of work and production to make up for the time lost.

Later on, Xi went to check the ecological protection work of the Fenhe River in the city, and urged the incorporation of environment protection, energy revolution, green development, and economic transformation.

After hearing the work reports of the CPC Shanxi Provincial Committee and the provincial government on Tuesday afternoon, Xi stressed that no relaxation is allowed in epidemic prevention and control, noting that efforts should be made to guard against both imported infections and domestic rebounds, improve regular prevention and control mechanism, and prevent new outbreaks.

Xi called for efforts on more promptly and effectively addressing the difficulties faced by enterprises in resuming production and operation, on solid implementation of all the policies and measures for expanding domestic demand, and on strengthening the competitiveness and quality of the real economy, especially the manufacturing industry.

Continuous efforts should be made to promote the adjustment and optimization of China’s industrial structure, and scientific and technological innovations should be greatly enhanced to continue achieving breakthroughs in new infrastructures, technologies, materials, equipment as well as new products and business models, Xi said.

He stressed overcoming the difficulties and obstacles facing reforms in key areas, including state-owned enterprises and assets, the fiscal, tax, and financial system, business environment, the private sector, domestic demand expansion, and urban-rural integration.

Xi also highlighted efforts to improve the country’s system and mechanism for opening-up.

China will uphold the concept that lucid waters and lush mountains are invaluable assets, and steadily implement the national strategy for ecological protection and high-quality development of the Yellow River basin, he said.

More should be done to accelerate institutional innovation and strengthen the implementation of institutions to help form a green way of production and living, he said.

Efforts should be made to solidify the foundation for the development of agriculture and rural areas, beef up policy support for grain production and lift the remaining poor population out of poverty, Xi said.

Authorities should adhere to the people-centered development philosophy and ensure the bottom line of people’s livelihood, Xi said. He added that efforts should be made to implement pro-employment policies and facilitate the employment of key groups such as college graduates, veterans, rural migrant workers and urban people facing difficulties.

Efforts should be expedited to improve the weak areas in the public health system exposed by the epidemic and shift the focus of social governance to the primary levels, Xi said.

The rich and colorful local history and culture as well as revolutionary cultural resources should be fully drawn on and used to promote cultural advancement, Xi said.

He stressed consistent efforts to promote core socialist values to guide Party cadres as well as the public to enhance morality, cultivate good ethics and strengthen cultural confidence.

Xi also called for efforts to improve the Party’s political ecosystem, strictly observe the Party’s political discipline and rules and fight against corruption and undesirable conduct.

Xi’s article on ecological protection, development of Yellow River basin to be published

BEIJING, Oct. 15 (Xinhua) — An article by President Xi Jinping on ecological protection and high-quality development of the Yellow River basin will be published Wednesday in the 20th issue of the Qiushi Journal this year.

The article is a transcript of a speech by Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, at a symposium during his inspection tour to central China’s Henan Province in mid-September.

The article stresses adherence to prioritizing ecological conservation and boosting green development, and calls for joint efforts from various sectors to protect the river and facilitate high-quality development of the basin.

It highlights the Yellow River basin’s important role in the country’s economic and social development and ecological security, adding that ecological protection and high-quality development of the Yellow River basin is regarded as a major national strategy.

Noting the tremendous achievements in harnessing the Yellow River after the founding of New China in 1949, the article points out that difficulties and problems still exist, with the risk of flooding as the biggest threat.

Efforts should be made in pushing for environmental protection, long-term stability, efficient use of water resources, high-quality development of the basin, as well as the protection, inheritance and promotion of the Yellow River culture, according to the article.

Xi Focus: Xi stresses ecological protection and high-quality development of Yellow River

ZHENGZHOU, Sept. 19 (Xinhua) — Chinese President Xi Jinping called for concerted efforts to promote ecological protection and high-quality development of the Yellow River.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while chairing a symposium Wednesday during his inspection tour to Henan Province.

NATIONAL STRATEGY

“The protection of the Yellow River is critical to the great rejuvenation and sustainable development of the Chinese nation,” said Xi, adding that it is a major national strategy.

Noting that the peace of the Yellow River is significant to the stability of China, Xi said Chinese people have struggled against the floods and droughts of the Yellow River since ancient times, and the Party and the state have attached great importance to the harnessing and development of the Yellow River after the founding of New China in 1949.

Originating in Qinghai Province, the Yellow River, known as China’s “Mother River” and the cradle of the Chinese civilization, runs through nine provinces and autonomous regions including Shaanxi and Henan before emptying into the Bohai Sea in east China’s Shandong Province.

The river got its name Huanghe in Chinese because of its yellow, muddy water, which appears as it runs through the Loess Plateau in northwest China.

The 5,464-km-long waterway feeds about 12 percent of China’s population, irrigates about 15 percent of arable land, supports 14 percent of national GDP, and supplies water to more than 60 cities.

Xi also pointed out difficulties and problems in protecting the Yellow River, including fragile ecological environment, severe condition of the water resources preservation and development quality that needs to be improved.

SOUL OF CHINESE NATION

Calling for strengthened protection of the ecological environment of the Yellow River basin, Xi said that differences between the upper, middle and lower reaches of the river should be fully considered, given that the Yellow River ecosystem is an organic whole.

Further efforts should be made to ensure the long-term stability of the Yellow River, Xi said, stressing that although the river has not seen major dangers for many years, we should not relax vigilance.

Over the past 2,500 years, the Yellow River has broken its dikes 1,600 times and has made 26 major changes in its course in the lower reaches.

Xi also stressed better use of water resources, with rational planning of the population, urban and industrial development to resolutely curb unreasonable water demand.

When pursuing high-quality development in the region, authorities should actively explore new ways with regional characteristics and participate in the construction of the Belt and Road to promote higher level of opening-up, Xi noted.

Meanwhile, Xi called for preserving, inheriting and carrying forward the Yellow River culture.

“The Yellow River culture, as an important part of the Chinese civilization, is the root and soul of the Chinese nation,” Xi said, calling for telling well the “Yellow River story” to pool spiritual strength for the realization of the Chinese dream of the great rejuvenation of the Chinese nation.

For over 3,000 years, some major dynasties in Chinese history built their capitals in the river basin, making the region the centers of politics, economy and culture in the country.

The Yellow River witnessed the birth of the four era-defining inventions in ancient China — printing techniques, papermaking, gunpowder and the compass, which all emerged in the drainage basin.

At Wednesday’s meeting, Vice Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee called for efforts to earnestly study and implement the spirit of Xi’s speech and strive to make new progress in the ecological protection and high-quality development of the Yellow River basin.

ZHENGZHOU, Sept. 18 (Xinhua) — Chinese President Xi Jinping called for unshakable confidence and hard work with great determination to write a magnificent chapter of the central region in the new era during his inspection tour to Henan Province from Monday to Wednesday.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, called for efforts to promote the continuous and healthy development of the economy as well as social harmony and stability to give people a stronger sense of fulfillment, happiness and security.

On Wednesday afternoon, Xi listened to the work reports of the CPC Henan Provincial Committee and the provincial government.

Xi said that China’s development is in good shape, but the international situation is still complicated. China is faced with new risks and challenges and must manage its own affairs well.

Calling on Henan to promote high-quality economic development and seize the opportunities provided by the strategy for the rise of central China, he urged the province to focus on the high-quality development of the manufacturing industry and give priority to innovation in the overall development.

Xi also stressed efforts to actively push forward the supply-side reform in agriculture.

Xi noted that priority should be given to the protection of ecosystems and addressing environmental issues at the source.

On improving people’s living standards, Xi called for particular attention to ensuring employment for key groups such as college graduates, veterans, laid-off and rural migrant workers, as well as those returning to rural areas.He also called for efforts to help culture flourish, and promote the preservation, innovation and development of fine traditional Chinese culture.

Xi stressed that the first stage of the education campaign themed “staying true to our founding mission” had been concluded while the second stage had just begun, and called for efforts focused on dealing with the most urgent problems facing the people.

Education on red traditions should make Party members and officials remain true to the original aspiration and undertake their mission, and strive to advance the great cause that the martyrs fought and sacrificed themselves for, Xi said.

During the three-day inspection, Xi visited a martyrs cemetery and a museum in an old revolutionary base, handicraft shops and a homestay in a township, as well as an oil-seed camellia plantation, a village which had escaped poverty and a coal mining machinery company.

He also inspected the ecological protection of the Yellow River at a museum and a national geopark and met with senior military officers stationed in Henan.

    BEIJING, March 10 (Xinhua) — President Xi Jinping on Sunday afternoon joined deliberation with deputies from Fujian Province at the second session of the 13th National People’s Congress, China’s national legislature.

    “[We] should create a favorable development environment for innovation, entrepreneurship and creativity,” said Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission.

    China should seek momentum from reform and opening up, unleash to the maximum the whole society’s power for innovation, entrepreneurship and creativity, and keep improving the country’s influence and competitiveness in a world that is undergoing profound changes, Xi said.

    Xi stressed creating favorable conditions for the development of small and medium-sized enterprises and young people, and establishing an acceleration mechanism for high-tech companies.

    He urged solid implementation of the policies and measures to encourage, guide and support the development of the private sector.

    Fujian must leverage the combined strengths of the special economic zone, pilot free trade zone, comprehensive experimental zone and the core zone of the 21st Century Maritime Silk Road, and keep exploring new approaches, Xi said.

    Xi called for efforts to explore new ways for integrated development across the Taiwan Strait.

    The two sides of the Taiwan Strait should enhance economic and trade cooperation, infrastructure connectivity, energy and resource exchanges, and shared industry standards, he said.

    Cross-Strait cooperation and cultural exchanges should be strengthened, he added.

    Xi stressed the importance of implementing the people-centered development concept in the work on Taiwan, urging efforts to benefit Taiwan compatriots in the same way as people on the mainland are served.

    He encouraged listening to the voice of Taiwan compatriots and research on what other policies and measures can be introduced to bring them benefits.

    Xi said that this year marks the 70th anniversary of the founding of New China, and it is necessary to ensure that no one in the country’s old revolutionary base areas falls behind in the process of building a moderately prosperous society in all respects.

    He called for adherence to targeted poverty alleviation and efforts to identify the root causes of poverty to enhance the effectiveness of anti-poverty measures.

    More efforts should be put into coordinating economic development with ecological protection, Xi said.
