China and US must find ways to get along and avoid new cold war, says Foreign Minister Wang Yi

  • Countries must respect each others’ systems and be wary of US political forces who want to ‘hijack relations’, Wang tells press conference at ‘two sessions’

China and the US should try to avoid a new cold war and find new ways to cooperate despite their differences, China’s Foreign Minister Wang Yi said on Sunday.

“We need to be alert to efforts by some political forces in America to hijack China-US relations and who try to push the two countries towards a so-called ‘new cold war’.

“This is a dangerous attempt to turn back the course of history,” Wang told a press conference on the sidelines of the annual parliamentary meetings known as the ‘two sessions’.

Ties between the two countries have further worsened due to escalating tensions over the handling of the Covid-19 pandemic.

Voices calling for decoupling have been on the rise in the US, with some arguing that the two countries are edging towards a new cold war akin to that against the Soviet Union.

Wang called for the two countries to respect each other’s political systems and to find a way to get along despite their differences.

The two nations should step up cooperation on global pandemic control, and coordinate on macro policies to deal with the economic impact.

“China has no intention of changing the United States, much less replacing it. The US should give up the wishful thinking that it can change China.”

“For the benefit of the two peoples, as well as the future and well-being of humankind, China and the US should and must find a way to coexist peacefully despite the differences in system and cultures of the two societies.”

Wang said China will not seek confrontation with the United States, but China is determined to protect its sovereignty, territorial integrity and development.

China set to join Arms Trade Treaty that Donald Trump threatened to abandon

China said it has begun preparations to join an international arms control treaty that the United States has threatened to abandon, while also warning Washington against deploying missiles in the Asia-Pacific region.

Speaking at the United Nations General Assembly in New York on Friday, Chinese Foreign Minister Wang Yi said that signing up to the Arms Trade Treaty (ATT) was further evidence of Beijing’s commitment to defending multilateralism.

US President Donald Trump

said in April that he intended to withdraw from the pact, which regulates the US$70 billion global trade in conventional arms.

The White House said at the time that the ATT “will only constrain responsible countries while allowing the irresponsible arms trade to continue”, as major arms exporters like Russia and China were not part of it.

Wang said on Friday that any unilateral move to leave the treaty would have a “negative impact in various areas”. He stopped short of naming the United States or its president.

China’s foreign ministry said in a statement on Saturday that it had begun the legal process of joining the treaty, adding that it attached great importance to the issues caused by the illegal sale and misuse of arms, and supported the aims of the ATT in seeking to regulate the international weapons trade.

Wang also spoke out against the possible deployment of ground-launched missiles in the Asia-Pacific region.

After withdrawing from the Intermediate-Range Nuclear Forces Treaty in August, the US said it was planning to deploy such weapons in Asia to counter any possible threat from China or Russia.
“[We] urge the country with the largest nuclear weapons to fulfil its special and prior responsibilities on nuclear disarmament,” Wang said, adding that “China will continue to participate in the international arms control process”.

According to figures released in May by the Stockholm International Peace Research Institute, the United States is the world’s largest arms exporter, supplying weapons worth 58 per cent more than those of its nearest competitor, Russia.

Together with France, Germany and China, the five nations accounted for 75 per cent of all weapons sold around the world between 2014 and last year, the institute said.

Although China is among the world’s big five arms suppliers, its sales – most of which go to Asia and Oceania – are dwarfed by those of the US, accounting for just 5.2 per cent of the 2014-18 total, compared to America’s 36 per cent.

Several major arms importers, including India, Australia, South Korea and Vietnam, refuse to buy arms from China for political reasons.

Beijing’s decision to join the ATT is in keeping with the image it has sought to present of China as a defender of multilateralism. The stance is also in sharp contrast to the US’ position under Trump, who has repeatedly scrapped multilateral trade agreements in favour of bilateral deals.

Since taking office in 2016, he has withdrawn the US from the Paris climate accord, the Iran nuclear deal and the Trans-Pacific Partnership.

Military observers said Beijing might seek to pressure on Washington to stay in the deal to try to maintain the strategic and military balance in the region.

Song Zhongping, a Hong Kong-based military affairs commentator, said Beijing might be trying to avoid misuse of conventional weapons.

“Beijing may want to press big exporters, such as the US and Russia, to join the deal because without proper regulations, the risk of illegal trade and misuse of conventional weapons could be running high,” he said.

“This could also threaten regional stability or even trigger unnecessary arms races.”

Adam Ni, a China specialist at Sydney’s Macquarie University, said the treaty would put some limits on the arms trade “but it would not mean that China would not be able to do deals. It will still be able to do [most deals]”.

Retired PLA colonel Yue Gang said the strategy could also improve China’s international reputation.

BANGKOK, Aug. 2 (Xinhua) — Chinese State Councilor and Foreign Minister Wang Yi met here Friday with foreign ministers from Malaysia, Mongolia, Timor-Leste, Canada and Australia.

Meeting with Malaysian Foreign Minister Saifuddin Abdullah, Wang hailed the sound momentum of China-Malaysia relations, saying that this year marks the 45th anniversary of the establishment of the diplomatic ties between the two countries.

China stands ready to work with Malaysia to implement the important consensus reached by the leaders of the two countries, consolidate strategic mutual trust and further promote mutually beneficial cooperation, he said.

Noting that the China-proposed Belt and Road Initiative upholds the principles of extensive consultation, joint contribution and shared benefits; adopts open, green and clean approaches and promotes high-standard, livelihood-improving and sustainable development, Wang said the initiative focuses on interconnectivity and is highly matched with the development strategies of Malaysia and the Association of Southeast Asian Nations.

The Chinese state councilor called on the two sides to step up the development of the joint industrial park in each other’s country and boost industrial and innovative cooperation, saying that China welcomes the relaunch of the East Coast Rail Link project.

China and Malaysia should enhance coordination and cooperation in multilateral affairs and resolutely supports multilateralism and free trade.

Saifuddin, for his part, said that Malaysian Prime Minister Mahathir Mohamad have made two visits to China in half a year since assuming office, which fully showed the importance the country attaches to the relations with China.

Malaysia-China relations enjoy a long history and transcends trade and business ties, he said, noting that Malaysia is willing to actively participate in the Belt and Road development.

When meeting with Mongolian Foreign Minister Damdin Tsogtbaatar, Wang said this year marks the 70th anniversary of the establishment of diplomatic ties between the two countries, calling on the two sides to take this opportunity to further synergize the Belt and Road Initiative and Mongolia’s Steppe Road program in a bid to achieve substantive results at an early date.

Hailing the initiative a symbol of multilateralism, Tsogtbaatar said Mongolia is ready to spare no effort to support and participate in the initiative which is conducive to promoting sustainable growth in the region.

The two sides vowed to consolidate mutual political trust and strengthen pragmatic cooperation so as to bring the bilateral relations to a new high.

In his meeting with Timor-Leste’s Foreign Minister Dionisio da Costa Babo Soares, Wang said China and Timor-Leste are good partners. In recent years the two countries have actively carried out cooperation on jointly building the Belt and Road, with a number of projects built by Chinese companies benefitting the people’s livelihood in Timor-Leste and welcomed by the locals.

Wang said China is ready to draw up cooperation plans with the Timor-Leste side on Belt and Road cooperation at an early date and expand cooperation in such areas as petrochemical industry, trade as well as framing and fishing sectors.

China supports Timor-Leste in playing a bigger role in regional and international affairs, Wang said.

Soares said bilateral relations between Timor-Leste and China have maintained healthy and stable development.

He said Timor-Leste sees China as a trustworthy friend, and is grateful to the assistance China has provided for the country’s economic development. Timor-Leste is willing to actively participate in Belt and Road cooperation, enhance inter-connectivity, and work with the Chinese side toward greater development of the bilateral comprehensive cooperative partnership.

In his meeting with Canadian Foreign Minister Chrystia Freeland, Wang said it is regrettable that Canada arbitrarily detained a Chinese citizen in December last year, which aroused strong indignation of the Chinese people and brought serious difficulties to the China-canada relations.

The Chinese government firmly upholds the legitimate rights and interests of Chinese citizens and enterprises. “We hope that this issue will be properly resolved as soon as possible so as to bring the China-Canadian relations back to the right and healthy track at an early date,” he said.

For her part, Freeland said there was no historical grudge between both countries. It is indeed heartbreaking that China-Canada relations are what they are today.

Next year marks the 50th anniversary of the establishment of diplomatic ties between the two countries. Canada values the relations with China and is willing to work with China for healthy and stable development of bilateral relations, she said.

While meeting with Australian Foreign Minister Marise Payne, Wang hoped that Australia will meet China halfway, uphold the principles of mutual respect and treating each other equally, properly handle differences, promote consensus and trust so as to push the China-Australia relations back to the right track.

Welcoming Australia to share the opportunities brought by China’s reform and opening up, the Chinese state councilor also hoped that Australia sticks to openness and inclusiveness to create a fair, transparent and indiscriminative business environment for Chinese enterprises.

Payne said the Australian side values and recognizes China’s growth and its development potential and speaks highly of China’s significant achievements in poverty reduction and development.

Although there are some differences in the bilateral ties, Australia is ready to join hands with China to promote dialogue and communication, seek more consensus, expand cooperation on trade and investment and push forward healthy development of bilateral ties on the basis of mutual respect, the Australian foreign minister said.

On the issue of 5G, Australia will make its decision independently and adopt no policies discriminating specific countries or enterprises, Payne said.

Oil tanker attacks: did Iran’s ties with China just go up in smoke?

headed to Tehran this week for the first visit by a sitting Japanese prime minister in four decades, some in the diplomatic world imagined he could be the man to bring

back to the negotiating table with the

United States

Those hopes were torpedoed on Thursday when, on the same day Abe was meeting Iran’s supreme leader Ayatollah Khamenei, explosions ripped through two oil tankers, one Japanese and one Norwegian, near the Strait of Hormuz, a strategically significant shipping lane.
The attack immediately overshadowed an earlier success for Abe, who had met President Hassan Rowhani a day before and was assured Iran would stick to the terms of a 2015 agreement limiting its nuclear activities.
Washington accused Iran of being behind the attack on the tankers, releasing a video on Friday that it said showed Iran’s revolutionary guard removing an unexploded mine from one of the ships, and warning that it would “defend its interests”.

Tehran, for its part, claimed to have been set up, with its foreign minister Mohammad Javad Zarif saying “suspicious doesn’t begin to describe” the incident. So much, then, for hopes of mediation.

, who had encouraged the Japanese leader’s visit, admitted on Twitter soon afterwards that when it came to negotiating, “they are not ready, and neither are we!”

Still, the incident exposed more than just the naivety of those hoping for an Abe-led breakthrough. In raising the stakes in Washington’s confrontation with Tehran, it also threw the spotlight on Iran’s dwindling number of allies – and perhaps most significantly on its largest trading partner, China – which face mounting pressure to rethink the relationship.

said Beijing would promote its ties with Iran “however the situation changes” – a comment made during a meeting with Iranian President Hassan Rowhani on the sidelines of the Shanghai Cooperation Organisation summit in Kyrgyzstan – but diplomatic observers question just how far China can go in accommodating its controversial trading partner.

BEST FRIENDS FOREVER?

Iran has long been able to count on support from China, which accounts for 30 per cent of the Islamic republic’s exports and imports, and its willingness to defy US pressure is a gamble at least partly based on an assumption it can continue to count on Beijing’s support.

As Iran’s largest economic partner – Chinese direct investment in Iran hit a record high of nearly US$4 billion last year, according to data analysis project ChinaMed – Beijing already plays a key role in relieving US pressure on Iran, said Mohsen Shariatinia, assistant professor of regional studies at Shahid Beheshti University in Tehran.

But experts warn that reliance will come into question as China becomes increasingly hamstrung by its own problems.

Chief among Beijing’s headaches are its

trade war

with Washington and the related assault on its

5G

giant

Huawei

– which, as analysts point out, originally ignited over allegations it was defying US sanctions on Iran. Beijing will also be well aware of the need to keep

Saudi Arabia

, its second-biggest oil supplier and Tehran’s critic-in-chief, happy.

On the other hand, analysts say, China will be wary of being seen to abandon its old friend, as doing so would send a message to other nations at odds with Washington that they could no longer look to China as a diversification strategy.
“This could mean Chinese investment is vulnerable to US interference,” said Esfandyar Batmanghelidj, founder of Bourse Bazaar, a media company that supports business diplomacy between Europe and Iran.

THE BELT AND ROAD QUESTION
Tensions between Iran and the US have reached boiling point in recent weeks, after the Trump administration last month ended waivers on sanctions for nations importing Iranian oil – a move the US says is aimed at making the republic “radioactive to the international community” and which Rowhani has described as an “economic war against Iran”.
So far, China has largely stuck by the Islamic Republic, continuing to buy fuel from it despite the latest wave of US sanctions on Iranian oil that followed Trump’s decision last year to withdraw the US from the landmark 2015 agreement curbing Tehran’s nuclear development.
The deal had been widely lauded as a triumph of multilateralism and the dawning of a new economic era for Iran.

Part of its eagerness to support Iran has stemmed from the Islamic Republic’s key position in the Belt and Road plan. In 2017 alone, China signed deals for more than US$15 billion in Iranian infrastructure investment, according to the

mouthpiece China Daily.

Planned projects include high-speed rail lines, upgrades to the nation’s electrical grid, and natural gas pipelines. The two nations have also vowed to boost bilateral trade to US$600 billion in the next seven years.
“China sees Iran as its Western gateway, where not only is it a big market in itself, but it will also be the gateway to the rest of the 
Middle East

and ultimately to Europe for China,” said Anoush Ehteshami, professor of international relations at Durham University in Britain.

Nisha Mary Mathew, at the Middle East Institute in Singapore, said that China’s relationship with Iran was not just economic – but primarily strategic, with both nations envisioning an international order that was no longer dominated by the US and its Western allies.
DEFIANCE, FOR NOW
If the belt and road gives China good reason to stick with Iran, there are plenty of voices urging just that action. As Andrea Ghiselli at Shanghai’s Fudan University pointed out, US sanctions until now have only strengthened the hardline factions in Iran’s government.
The combination of the US withdrawal from the nuclear deal – which had the support of the international community – along with Europe’s tepid efforts to rescue it, may have emboldened those favouring resistance over negotiation.
Xi’s supportive comments in Kyrgyzstan were only the latest in a string of remarks from China that could encourage such factions.

After China’s Foreign Minister Wang Yi met Iranian Foreign Minister Mohammad Javad Zarif in Beijing last month, the ministry’s spokesman Lu Kang said China’s economic relationship with Iran was “reasonable and lawful”.
Two months prior to that, China’s Minister of Commerce Zhong Shan, while hosting his Iranian counterpart Farhad Dejpasand, had claimed China’s “determination to maintain and develop the China-Iran comprehensive strategic partnership is unshakeable”.

Even so, the pressure is getting to some. In February, Foreign Minister Zarif temporarily resigned, in what Andrea Ghiselli at Fudan University in Shanghai called a clear sign of the “changing and precarious power balance with Iran’s foreign policy establishment”.

And nowhere is the pressure felt more keenly than the economy and China’s ability to serve as a lifeline.

“The real anxiety in Iran right now is about market share,” said Bourse and Bazaar’s Batmanghelidj. “If you’re exporting zero oil and your customers are buying oil elsewhere, you lose market share.

“The government wants to know if it agreed to go back to the negotiating table and the US promised sanctions relief, that there are people who are going to buy in significant volume.”

TURNING POINT: HUAWEI

For many analysts, the event most likely to have changed the equation in Beijing’s eyes is the arrest by the Canadian authorities of 

Meng Wanzhou

, the chief financial officer of Chinese telecom giant Huawei.

Meng’s arrest came at the request of the US government, which claimed her company had violated sanctions by selling equipment to Iran.
Many observers saw the action as Washington’s way of signalling to Chinese companies that they would face repercussions if they eased the pressure on Iran by continuing to trade.

“Going after Huawei was about going after Chinese enterprises – signalling that they can no longer trade with Iran with impunity,” Batmanghelidj said.

Since then, Chinese firms have shown increased skittishness towards trading with Iran. According to China’s General Customs Administration, Chinese exports to Iran declined by more than half between October 2018 and February 2019, from over US$1 billion to just under US$500 million.

Mohammad Ali Shabani, a researcher at the School of Oriental and African Studies in London, said other countries in the region were now watching to see if China would blink in the face of US pressure. “This could have dire consequences for China’s image as a reliable partner,” he said.

NOT JUST ABOUT AMERICA

There are reasons beyond US pressure that may factor into Beijing’s thinking. It has long stated its opposition to Iranian nuclear weapons development, and Chinese Foreign Minister Wang Yi has said that China is “ready” to take on “its due responsibilities and make a greater contribution to world peace and common development”.

Zhao Hong, at the Research School of Southeast Asian Studies at Xiamen University, said that in stepping up as a responsible world power Beijing faced a dilemma over its approach to Iran.
“Chinese leaders have to painfully balance an impulse towards economic cooperation with Iran against other vital interests, including convincing Washington that China is a responsible stakeholder,” he wrote in the Journal of Contemporary China.

Then there is China’s relationship with Iran’s chief adversary, Saudi Arabia, to consider. Riyadh is China’s second-largest oil supplier, behind Russia, and it plays a central role in Beijing’s energy strategy.

According to International Trade Centre data, more than 12 per cent of China’s imported oil came from Saudi Arabia last year, compared with just 6 per cent from Iran. Last year, Saudi Arabia shipped 56.73 million tonnes of oil to China, or 1.135 million barrels per day.

Why would Kim Jong-un trust Trump, now that he’s ripped up Iran’s nuclear deal?

This April, China imported 6.3 million tonnes of oil from Saudi Arabia, nearly twice the 3.24 million tonnes it imported from Iran, according to China’s General Administration of Customs.

Iran’s comparatively small share of China’s oil imports market and its heavy reliance on China as a trading partner add up to a deeply uneven relationship, experts say, and it is this imbalance that will encourage the US that China may be open to rethinking its ties.

As Jon Alterman, director of the Middle East programme at Washington DC think tank the Centre for Strategic and International Studies, pointed out, while China was Iran’s largest trading partner, Iran represented less than 1 per cent of China’s international trade.

“Iran needs China,” Alterman said. “But to China, Iran is expendable.”

Chinese president leaves for Kyrgyzstan, Tajikistan

BEIJING, June 12 (Xinhua) — Chinese President Xi Jinping left Beijing on Wednesday afternoon for Kyrgyzstan and Tajikistan.

At the invitation of Kyrgyz President Sooronbay Jeenbekov, Xi will pay a state visit to Kyrgyzstan and attend the 19th meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in Bishkek, capital of Kyrgyzstan.

At the invitation of Tajik President Emomali Rahmon, Xi will attend the fifth summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Dushanbe, capital of Tajikistan, and pay a state visit to the country.

Xi’s entourage includes Ding Xuexiang, member of the Political Bureau of the Communist Party of China (CPC) Central Committee, member of the Secretariat of the CPC Central Committee, and director of the General Office of the CPC Central Committee; Yang Jiechi, member of the Political Bureau of the CPC Central Committee and director of the Office of the Foreign Affairs Commission of the CPC Central Committee; State Councilor and Foreign Minister Wang Yi; and He Lifeng, vice chairman of the National Committee of the Chinese People’s Political Consultative Conference and head of the National Development and Reform Commission.
