A shortage of naval pilots is holding back Beijing’s ambitions to develop a truly combat-ready fleet, military analysts have said.
China officially commissioned its second aircraft carrier the Shandong last week, which means it will need at least 70 pilots, along with more supporting flight officers.
However, plans to further expand its fleet to five or six carriers – as well as the more advanced technology that will be used on these vessels – mean the need to train more pilots will become more urgent in the future.

But Collin Koh, a research fellow at the S Rajaratnam School of International Studies at Singapore’s Nanyang Technological University, said there was a bottleneck in the recruitment and training of naval pilots.
“The implications of carrier-borne aviation are still relatively unfamiliar to the PLA, especially when there’s an urge to scale up training tempo and recruitment in order to fulfil the top directives of building a viable carrier programme,” he said.
China’s training programme for all military pilots is still developing – particularly when it comes to the naval aviation arm, which was only founded in May 2013.
China’s new carrier set to have smaller jet force than expected
China’s first aircraft carrier, the Liaoning, was commissioned in September 2012, but the first successful fighter landing on the ship did not happen until two months later.
The first successful night landing was not reported by state media until May 2018, almost four years later.
It appears to have taken even longer to fully train helicopter pilots, with the first successful day landing taking place in November 2018, according to China’s Naval Aviation University, and the first night landing in June this year.
The training programme has also been marred by a string of fatal accidents along the way, although Koh said these had been unreported to avoid deterring prospective recruits.
Days after China marked the 70th anniversary of the foundation of the People’s Republic with a huge military parade in Beijing on October 1, three airmen were killed when a transport helicopter crashed in central Henan province.
Just eight days later there was another crash on the Tibetan Plateau, where a J-10 fighter jet on a low-altitude flying drill crashed into a mountain. The pilot was reported to have survived.
“The attrition rate of carrier-borne pilot training, including those who might have been injured or killed in the line of duty, isn’t that well publicised by the PLA,” said Koh.

Li Jie, another Beijing-based military expert, said although the navy is short of pilots now, the problem could be solved within two to three years.
“The insufficient number of carrier-borne warplanes and the substantial training needed for a qualified naval pilot are the two main reasons why China is so short of pilots now. But as China places more and more emphasis on the education and training of the pilots, the problem will be gradually ironed out, ” said Li.
First made-in-China carrier officially enters service
The Naval Aviation University, which is responsible for the training of future naval pilots, has been working with three of the country’s leading universities – Peking, Tsinghua and Beihang – to identify and recruit future pilots.
The authorities have also set up Naval Aviation Experimental Classes in high schools across the country. Each class recruits 50 students, who enjoy a national subsidy and will be put in a priority list to be admitted as a naval pilot.

The Chinese navy is training fighter pilots experienced in carrier-borne operations to command and manage its warships as it seeks to expand its global naval power.
Its best pilots from carrier-borne squadrons – including some qualified to fly fighter jets during both daytime and at night – were sent to a naval academy for warship combat and command training late last month, PLA Daily reported on Monday.
It did not say how many pilots had been selected, but all of them were required to pass more than 10 assessments – ranging from political thought to psychological testing – before they could join the training programme, the official People’s Liberation Army newspaper said.
Beijing-based naval expert Li Jie said the programme would focus on command and control skills for air and sea operations, and some of the pilots would ultimately be selected to command China’s new aircraft carrier strike groups.
As part of its ambition to build a powerful blue-water navy that can operate globally, China plans to have four aircraft carriers in service by 2035. Its second aircraft carrier – the first built in China, known as the Type 001A – is undergoing sea trials and is expected to be operational by the end of this year.
Work on the more modern Type 002 carrier started two years ago and a naval source told the South China Morning Post that construction of a second Type 002 vessel could begin as early as 2021.
But they will need suitable carrier pilots to take command.
“It’s quite an urgent need for the Chinese navy to have carrier group commanders – like its Western counterparts do – who are capable of commanding different warships and aircraft in modern joint-operation combat situations,” Li said.

“Aircraft carrier strike groups are supposed to sail on the high seas and into unfamiliar territory, so aside from having a background as naval aviators, all commanding officers should have a broad set of skills and knowledge – from foreign languages and international maritime law to air and sea operations – to help them make good decisions,” he said.
Other navies, such as the United States Navy, require more experience for the role – commanding officers of US aircraft carriers must be former naval aviators as well as former captains of different types of warships.
For example, Captain Pat “Fin” Hannifin, commanding officer of the Nimitz-class aircraft carrier USS Ronald Reagan, has over 2,800 flight hours in 33 different aircraft under his belt. He was also executive officer on another aircraft carrier and commander of an amphibious transport dock.
Rear Admiral Li Xiaoyan, the first captain of China’s only active aircraft carrier, the Liaoning, was a pilot with no experience on carrier-borne aircraft, though he did have experience on a destroyer and frigates. He was replaced by Zhang Zheng just days after the Liaoning formally joined the PLA Navy in 2012, and later by Liu Zhe – neither of whom had naval aviator backgrounds.
Li Xiaoyan was one of the first group of 10 pilots selected for a training programme designed specifically for China’s future aircraft carriers back in 1987. But the whole aircraft carrier plan was suspended in 1998 by premier Zhu Rongji for political and economic reasons, according to China’s Carrier, a book published by China Development Press.
China’s navy begins national search for trainee top-gun pilots
Naval expert Li Jie said the Chinese navy now had to catch up in terms of training pilots, and especially commanding officers, for its aircraft carriers.
“China resumed the aircraft carrier plan and in 2004 started refitting the hull of the Varyag. But after that first group of pilots was trained in 1987, there was no formal training in air and sea operations because there was no aircraft carrier training platform until 2012,” Li said, referring to the unfinished Admiral Kuznetsov-class vessel China bought from Ukraine in 1998, which became the Liaoning.
He said the latest training programme for commanding officers was a continuation of the one that began more than 30 years ago.

China’s Communist Party has elevated the senior naval engineer behind the development of a hi-tech launch system for the country’s next aircraft carriers, showing China’s ambition to increase its naval power.
Rear Admiral Ma Weiming, who is seen as the pioneer of China’s electromagnetic aircraft launch system (EMALS), was named as a full member, from alternate member, of the party’s Central Committee at the party plenary meeting which ended on Thursday.
The plenum sessions – attended by more than 300 full and alternate members of the Central Committee – provide an opportunity for the party’s most senior members to discuss and forge consensus on key policy issues.

Li Jie, a Beijing-based military specialist, said the move showed China’s ambition to continue expanding its naval military power.
“Ma’s promotion signals that Beijing will devote more resources to developing strategic military hardware like large warships and assault landing ships,” he said.
The EMALS is regarded as a breakthrough for the People’s Liberation Army, as it will enable China’s second home-grown aircraft carrier – known as the Type 002 – to launch larger jets with bigger payloads on longer missions.
The system could result in fuel savings of up to 40 per cent. With a higher launch energy capacity, it will also be more efficient than steam catapults, allowing for improvements in ease of maintenance, increased reliability, and more accurate end-speed control and smoother acceleration.
Why Chinese submarines could soon be quieter than US ones
Ma, who comes from Yangzhou in eastern Jiangsu province, graduated from the PLA Naval University of Engineering in Wuhan in 1987 and earned a PhD in electrical engineering from Beijing’s Tsinghua University in 1996.
A specialist in maritime propulsion, electrical engineering and related fields, he has mentored more than 400 masters and doctoral students at the naval university.
He and his team have often been recognised for their work as greater emphasis has been put on research and development amid the country’s military modernisation.

Ma has twice won the National Science and Technology Progress Award and in 2015 was awarded the science and technology achievement prize by the Hong Kong-based Ho Leung Ho Lee Foundation.
According to news reports, in the 1980s Ma spotted a potential flaw with an electrical component China planned to buy from overseas to use on its submarines that would have made the vessels easier to detect. Though the manufacturer denied any such problem, Ma spent five years tweaking the product so that submarines fitted with the part became harder to spot.

Beijing-based military expert Zhou Chenming said Ma’s promotion could be seen as a national endorsement of his work on EMALS.
“Ma was elected as a Central Committee member because the party and the country recognise the strategic importance of his work as China is expanding into a naval power with a huge maritime interest to protect,” he said.
Zhou, however, said Ma’s promotion was made two years ago, but he could not be formally made a full member until a vacancy opened up this year.

China staged a massive military parade in Beijing on Tuesday to mark the
70th anniversary of the founding of the People’s Republic, with much of the smog-shrouded capital city under a security lockdown.
President Xi Jinping inspected over 15,000 troops, more than 160 aircraft and 580 weapon systems in a show of the country’s growing military might and his drive to modernise the People’s Liberation Army.
He also delivered a bullish eight-minute speech hailing the accomplishments of seven decades of Communist rule and pledging to achieve his vision of a “Chinese dream” of national rejuvenation and global prominence.
Here are some of the key takeaways from a day of celebration in Beijing:
Xi presided over the ceremony in Tiananmen Square flanked by his predecessors Jiang Zemin and Hu Jintao, along with other retired and present party elders.
The rare appearance of Jiang and Hu – on the rostrum of the Gate of Heavenly Peace, where the country’s founding father Mao Zedong declared Communist rule on October 1, 1949 – was clearly aimed at projecting unity and solidarity in the face of daunting domestic and international challenges.

Hu had been absent from the funeral of former premier Li Peng in late July, although the ailing Jiang attended.
Former vice-president Zeng Qinghong and Song Ping, the oldest party elder in attendance, also appeared on the rostrum.

But notably, while former premier Wen Jiabao was present, his predecessor Zhu Rongji was not.
‘No force can shake China’
Dressed in a Mao suit, Xi’s nationally televised speech invoked China’s “century of humiliation” and praised the achievements of its people, saying there was no force that could stop it forging ahead.
“No force can shake the status of our great motherland, and no force can stop the Chinese people and the Chinese nation from marching forward,” he said.

“The People’s Liberation Army [PLA] will serve its purpose in safeguarding the sovereignty, security and development interests of the country, and world peace,” he said, at a time when Beijing has expanded its military footprint globally, including with its
first overseas military base in Djibouti.
Xi called on the Communist Party and the country to unite and continue to fight for the realisation of what he called the “Chinese dream” – the nation’s rejuvenation.
One country, two systems
Amid escalating unrest in Hong Kong, which has plunged the city into a deepening crisis and threatened to overshadow the National Day celebrations, Xi vowed that the central government would uphold “one country, two systems”.
He said the central government would protect the long-term stability of Hong Kong and Macau, and stressed the goal of “peaceful reunification” with the self-ruling Taiwan, repeating a message frequently used by his predecessors, including Deng Xiaoping, Jiang and Hu.
The theme of one country, two systems later appeared in a National Day parade for the first time, with placards forming the words: “Hong Kong’s tomorrow will be better.”

Showing off new weapons
China’s advancement in military weaponry was on full display, with almost half of the items featured being shown to the public for the first time.

The morning’s celebrations included an 80-minute military parade – the biggest since the founding of the People’s Republic – in an apparent effort to showcase the prowess of the PLA, the world’s biggest military with 2 million personnel.
Among the weapons shown were DF series missiles, including the DF-17, a nuclear-capable glider that has the capacity to strike the US mainland, and the DF-41, which has a range of up to 15,000km, making it the world’s longest-range military missile.
Signalling Xi’s status
A 100,000-strong civilian parade featuring huge portraits of Xi and predecessors including Mao, Deng, Jiang and Hu wrapped up the morning celebration.
The procession was divided into three parts, representing three eras of the People’s Republic: the Mao era, Deng’s reform and opening up, and Xi’s era, which seeks global prominence on a par with that of the United States.
Xi appeared keen to project his supreme status in the party, reinforced since he abolished the constitutional term limit a year ago, allowing him potentially to remain leader for life.
He waved at his own portrait, unveiled alongside a sign reading “Carry out Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era”.

High-speed rail travellers in eastern China may find themselves in exalted company this week as one of China’s most beloved deities is on a seven-day tour.
Mazu, protector of seafarers, boarded the train at Putian in Fujian province on Friday with an entourage of 230 worshippers for one of her regular “inspection tours”. And, like any modern traveller, the sea goddess had the necessary identity card and ticket for the journey.
Mazu, known as Tin Hau in Hong Kong, began life more than 1,000 years ago as a mortal named Lin Mo, according to Chinese folk belief. As a girl she is said to have saved some of her family members when they were caught in a typhoon while out fishing. In another version of the myth, Lin Mo died while trying to rescue shipwreck victims.
She fell out of favour in mainland China during the Cultural Revolution, when her ancestral temple on Meizhou Island in the southeastern province of Fujian was destroyed to make way for a People’s Liberation Army garrison. In the late 1970s the temple was rebuilt and in 2009 the beliefs and customs surrounding Mazu were recognised as an Intangible Cultural Heritage of Humanity by Unesco.

Staff at the Meizhou Mazu Temple applied for an ID card for the goddess, in her earthly name of Lin Mo. Tickets were also organised for two other fairy figures who traditionally protect her, according to Chinese folklore.
“Not only Mazu but Thousand-Mile Eye and Wind-Accompanying Ear were all bought tickets,” a temple representative told the Southern Metropolis News.
This is not the first time the trio have been bought travel tickets. Two years ago their airfares were paid for when they visited Malaysia and Singapore and, a year later, they took a cruise ship to the Philippines.
This year’s tour includes a visit to Kunshan in Jiangsu and Shanghai, before Mazu returns to her home temple on the island of Meizhou. At each stop, devotees believe Mazu blesses the location with her presence and protects its residents from harm.
Taiwanese tycoon Gou thanks sea goddess for presidential inspiration
The tour has been organised jointly by the Meizhou Temple as well as the Huiju Mazu Temple in Kunshan and the Lugang Mazu Temple in Taiwan.
News of the celestial train journey quickly went viral on Chinese social media, with posts on Mazu receiving 460 million views on Weibo, the Twitter-like microblogging platform, since Monday. “First, respect. Second, she takes up a seat so it’s not crazy to buy her a ticket,” one comment read.

China’s military is likely to pick the country’s first active stealth fighter, the J-20, for its next generation aircraft carriers, according to military sources and a recent report on state media.
The J-20, made by the Chengdu Aerospace Corporation (CAC), appears to have a won a head-to-head contest with the FC-31, a fighter made by another company which is still undergoing testing.
A military insider told the South China Morning Post that the Central Military Commission, the People’s Liberation Army’s top decision-making body, now favoured adapting the J-20 for its new carriers.
“The Chengdu Aerospace Corporation will announce some new products, which will include a new version of their J-20. You can guess what type it will be,” the military insider, who requested anonymity because of the sensitivity of the subject, said.
The FC-31 was independently developed by CAC’s sister company Shenyang Aircraft Corporation (SAC), which also produced the J-15 – the jets currently in use on the country’s only active aircraft carrier, the Liaoning.
Both aerospace firms are subsidiaries of the state-owned giant Aviation Industry Corporation of China, which specialises in designing and developing military aircraft, and were set up to ensure benign competition between manufacturers.
However, the SAC has faced criticism from some military leaders and experts for being too conservative and failing to innovate because of its bureaucratic structure.
A recent programme aired by the state broadcaster China Central Television also suggests the J-20 will be chosen.
An episode of Military Documentary shown on August 16 reported how the PLA Navy was selecting candidates for pilot training and illustrated the feature with a mock-up of jets that looked like J-20s taking off from a carrier.
Ground-based J-20s – also known as Powerful Dragons – entered service with the PLA Air Force in 2017.

If the selection of the J-20 is confirmed it will mark the end of a lengthy debate between its supporters and advocates of the FC-31 as to which would make a better carrier-based fighter.
Those who favoured the J-20 said it was more advanced and reliable than the FC-31, but its supporters said it was more light and nimble.
“Both the J-20 and FC-31 have their advantages. The size of the J-20 is similar to the J-15 since both are powerful heavy fighters,” Song Zhongping, a military commentator for Hong Kong-based Phoenix Television, said.
Song said the lighter FC-31 could be developed into a medium-sized carrier fighter that would complement the J-20 in future.
But another military source close to the PLA Navy said it would be almost impossible to develop both aircraft over the next few years given the risk of an economic downturn as the trade war with the US continues to escalate.

The source said China’s next generation aircraft carriers would be with equipped electromagnetic catapults similar to those used on the US Navy’s Ford-class supercarriers.
These enable the use of heavier fighters because they are more powerful than the older diesel systems used on older carriers.
“The key problem of the J-20 is not weight, but length. If it wants to be a carrier-based fighter jet, it needs to be made shorter.”
Military insiders have previously said that CAC engineers are working to produce a shorter version of the J-20 that will work with the new launch system.
At present both the J-20 and F-31 still rely on Russian engines. The WS-15 engine that has been purpose built for the J-20 has undergone hundreds of hours of testing b
ut has yet to meet reliability targets while the F-31 prototype does not have a purpose-built engine.
China’s navy plans to build at least four carrier battle groups by 2030, three of which will be active at any given time.
Military analysts say China will need at least a decade to develop its new generation carrier-based fighters, so the J-15 will remain in service for at least a decade, if not two.
The J-15 made its maiden flight in 2009 and has been in service since 2012. They are the only fighters based on the Liaoning and will be used by its sister ship the Type 001A when it enters service, probably later this year.

More than 12,000 police officers assembled in Shenzhen in the southern Chinese province of Guangdong on Tuesday for a drill that included anti-riot measures similar to those seen on the streets of Hong Kong.
The drill was part of security preparations for the 70th anniversary of the People’s Republic of China on October 1, Shenzhen police said on the force’s Weibo newsfeed.
“A drill will be held to increase troop morale, practise and prepare for the security of celebrations, [and] maintain national political security and social stability,” police said.

In live videos of the police drills shown on the Yizhibo network, officers in body armour, helmets and shields confronted groups of people in black shirts and red or yellow construction safety helmets – similar to those worn by Hong Kong protesters – who were holding flags, banners, batons and wooden boards.
“The practice is complete with mature anti-mob tactics. The police forces can present an anti-mob formation, which is flexible, suitable for different situations, with accurate aim and effective control,” a narrator said during the live broadcast.
As the drill escalated and more “rioters” were deployed, police fired tear gas and smoke covered the training ground.
A few minutes later, the rioters fired home-made gas bombs then set bogies alight and drove them at the police lines. The officers changed formations and pressed the rioters, making arrests. Police handlers and their dogs were also on the scene.

Other drills included anti-smuggling and search-and-rescue exercises involving personnel from the People’s Liberation Army.
The drill was presented as preparation for the 70th anniversary celebrations but it came amid continued violence in the streets of Hong Kong and two incidents of the Chinese national flag being thrown into Victoria Harbour.
Hong Kong has been engulfed in two months of turmoil stemming from opposition to the now-suspended extradition bill.

“Is this hinting at Hong Kong?” a commenter on the Shenzhen police Weibo thread asked.
“We are doing drills today, and they can enter into real practice in Hong Kong in the future. We can send thousands of anti-mob squads over and strike hard at the radical traitors, those Hong Kong independence supporters,” another user said.
Since protests escalated in Hong Kong, Beijing has reiterated its “unflagging support” for embattled Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor and her administration to take lawful action to restore order, and warned that the city was entering “a most dangerous phase” with violence on the streets.

The brutal military crackdown on peaceful protesters in Beijing 30 years ago might have saved the Communist Party’s rule, but it has since become a cross to bear for the People’s Liberation Army.
Today, the world’s largest fighting force is still haunted by the
tragedy in 1989, despite efforts to rebuild its image. After the bloodshed, it was the military that suggested the pro-democracy student movement be referred to not as a “counter-revolutionary rebellion” but as a time of “political turmoil”, two former PLA officers told the South China Morning Post.
They said the move to tone down the language around the crackdown reflected the anxiety and shame felt by many rank-and-file officers over a fateful decision that has tainted the military’s reputation and legacy.
Up to that point, the PLA had been widely respected by the Chinese public. Even during the turbulent decade of the Cultural Revolution from 1966, the military was largely uninvolved. Rather, it was instrumental in bringing an end to the chaos and setting China on the path of reform and opening up.
The crackdown in 1989 was unprecedented for the PLA and dealt a crippling blow to its reputation and morale – and the question over the legitimacy of the decision to send in the tanks and open fire on the protesters remains.
“[I believe] the Tiananmen crackdown will be revisited one day – it’s just a matter of time. The ultimate responsibility will fall to those military leaders who directly implemented the decision,” a retired researcher with the PLA’s Academy of Military Science, who requested anonymity, told the Post.

Throughout history and across cultures, following orders has been a fundamental principle of military service. But the absence of a written order on the mission from the commander in chief – late paramount leader Deng Xiaoping – puts its legality in doubt.
It is estimated that hundreds, or perhaps more than 1,000, civilians were killed during the crackdown that began on the night of June 3 and continued until the morning.
“No matter whether it is one or 10,000 people killed, it’s still wrong to shoot at unarmed civilians,” said a retired PLA officer who served in the army’s political department and also declined to be named. “But [the troops] had to do this dirty job because the party’s rule was in danger.”
According to the former military researcher, many commanders involved in the crackdown questioned the decision to use force to quell the protests, particularly since they had only been given a verbal order from above and never saw a written instruction from Deng, who was chairman of the Central Military Commission (CMC).
This was further complicated by the fact that Zhao Ziyang, the party’s general secretary at the time, openly opposed a military crackdown. Without the support and approval of the party’s chief, the operation violated the long-held principle of “the party commanding the gun”.
Even then CMC vice-chairman Yang Shangkun and Xu Qinxian, commander of the 38th Army Corps that had been sent to Beijing, had qualms about carrying out the verbal order, according to the former researcher.
It is not known how many troops were sent in to crush the protests, but the number could be as high as 200,000, according to a book by US-based scholar Wu Renhua.

The retired PLA political officer said the instruction to commanders was to “clear out Tiananmen Square by June 4 – and whoever stands in our way is an enemy of the state”.
“Most officers and soldiers were only trained to use heavy weapons like machine guns and tanks. They didn’t even know there were things like rubber bullets, tear gas or other kinds of non-lethal weapons for crowd control,” said the former officer.
“To meet the deadline to clean up the square, some commanders asked their troops to shoot into the air to scare away the crowds – that was the only thing they could think of doing,” he said.
But although they started off firing into the air, ricocheting bullets hit many protesters as they fled and in the chaos and bloodshed, inexperienced troops panicked and started firing into the crowd, according to the former officer.
The army’s clean image was destroyed overnight, and in the minds of many, renmin zidibing – the army of our sons – became the feared and reviled tool of a killing regime.
It also left a psychological scar on the military, which is reflected in the effort to tone down the narrative around the crackdown.
The former researcher said the push to use “political turmoil” instead of the more provocative “counter-revolutionary rebellion” to describe the movement first appeared in a military academy reference book, the Chinese Military Encyclopaedia, in 1997. He said it was proposed by military advisers who believed it could help soften attitudes towards the crackdown.

Meanwhile, the suppression of the protesters also prompted calls for a separation of the army and the party, so the PLA would be a “national” force rather than a political one.
But after
, the idea was squashed by the top leadership in 2007, on the eve of the PLA’s 80th anniversary. It was labelled as a plot by hostile Western forces to topple communist rule in China and is now a taboo subject.
“But despite banning discussion of military nationalisation, the calls from within the PLA to rehabilitate the military and for a review of what happened with the student movement have never stopped,” the former PLA political officer said.
“Many senior military officers believe the students weren’t attempting to overthrow communist rule – they were just asking for a better political system. That’s why calling it a counter-revolutionary rebellion is wrong.”

On Sunday, days ahead of the 30th anniversary, Defence Minister General Wei Fenghe
, telling a regional defence forum that putting an end to the “political turbulence” had been the “correct policy”.
“Throughout the 30 years, China under the Communist Party has undergone many changes – do you think the government was wrong with the handling of June Fourth?
There was a conclusion to that incident. The government was decisive in stopping the turbulence,” Wei said at the Shangri-La Dialogue in Singapore.
But according to the former PLA researcher, military top brass involved in the crackdown still felt profound “guilt and shame” over the lives lost.
“None of those people in the PLA would feel a sense of honour for participating in the crackdown,” he said. “Instead they harbour a deep feeling of shame.”

In just the last week, a Chinese official posed a question that would resonate among his fellow cadres: as China rises, why are we not making more friends and why are our voices not heard?
The question has gained weight as the trade war with the United States has deepened, and Chinese officials have scrambled to win the battle of public opinion at home and abroad.
It also came to the fore at the annual Shangri-La Dialogue security forum in Singapore on the weekend, when Chinese officials were faced with balancing the need to appear tough for an increasingly nationalistic audience at home and being conciliatory to an international audience wary of China’s assertive foreign and defence policy.
Senior Colonel Zhao Xiaozhuo, a senior fellow at the People’s Liberation Army’s Academy of Military Sciences and a public diplomacy veteran for the military, said the expectations clashed in Singapore.
“Currently there are two parallel worlds in the public opinion landscape, one domestic and another international, and the two of them are basically split and in two extremes,” Zhao said.
“[The Shangri-La Dialogue] is a place where the two worlds clash. As the Chinese delegation [at the forum] we need to show our position, but it is becoming more difficult to balance [the expectations of the two sides].
“If you are tough, the domestic audience will be satisfied, but it won’t bode well with the international audience. But if we appear to be soft, we will be the target of overwhelming criticism at home.”
China asks state media to pick battles carefully with long US trade war looming, sources say
Zhao said this was an unprecedented challenge for Chinese cadres, who must also satisfy the expectations of the leadership.
“Our task was about diplomacy and making friends. But [with the tough position] you may not be able to make friends, and might even exacerbate the tension,” he said.
The pressure was immense when Chinese Defence Minister General Wei Fenghe took to the stage on Sunday in a rare appearance at the forum. Concerned about how Wei’s performance would be received at home, Beijing ordered Chinese media to minimise their coverage of acting US defence secretary Patrick Shanahan’s address in case it made China appear weak, according to a source familiar with the arrangements for Chinese media.
In his speech, Wei struck a defiant tone, vowing that the PLA would “fight at all costs” for “reunification” with Taiwan and that China was ready to fight the US to the end on the trade front.

Major General Jin Yinan, from the PLA’s National Defence University, a member of the Chinese delegation to the Singapore summit, said Wei’s speech defied expectations that China would show restraint with the US, and demonstrated China’s confidence on the world stage.
The public response at home was immediate and positive. Tens of thousands of Chinese internet users flooded social media platforms such as the Twitter-like Weibo service to express their approval for Wei’s hard line.
“This is the attitude that the Chinese military should show to the world,” one commenter said.
“I am proud of my country for being so strong and powerful,” another said.
Over the past year, Beijing’s propaganda apparatus has tightly controlled the domestic media narrative on the trade war, barring independent reporting on the tensions. But since the breakdown of trade talks in early May, the authorities have gone one step further by escalating nationalistic rhetoric in newspapers and on television.

China has also tried to make its case to the world with an official statement. On the same day that Wei addressed the gathering in Singapore, the State Council, China’s cabinet, put China’s side of the dispute in a white paper, saying the US should bear responsibility for the breakdown of the trade talks.
A Chinese delegate at the forum said Beijing felt Washington had long had the advantage in shaping global opinion and there was an urgent need for China to make itself heard.
“We should get more used to voicing our position through Western platforms. The US has been criticising us on many issues. But why should the Americans dominate all the platforms and have the final say over everything?” the delegate said.
Before Wei’s appearance at the dialogue, China had not sent such a high-ranking official for eight years. It had long sought to play down the importance of the forum, seeing it as a platform wielded by the US and its Western allies to attack China.
In 2002, China set up the Beijing Xiangshan Forum to rival the Singapore gathering and amplify its voice on security issues.
But Chinese officials are well aware that Xiangshan does not have the same impact and profile as the Shangri-La Dialogue, according to Collin Koh, a research fellow at the S. Rajaratnam School of International Studies at Nanyang Technological University in Singapore.
“[At the same time, the long absence of high-level Chinese representation to the Shangri-La Dialogue also] raises the question of whether it might be sustainable in the long run for [the dialogue] if they continue to not have such ministerial representation [from China],” Koh said.
Zhao, who is also the director of the Xiangshan forum’s secretariat office, agreed that China lagged the US in promoting the image of the military and in winning public opinion.
“China has not fought a war in 30 years. We have only built some islands in the South China Sea and yet have received so much criticism from the international media. The US has engaged in many wars but they are seldom criticised. This reflects that China is in a disadvantaged position in international discourse,” he said.

In a rare conciliatory gesture – and just days before the 30th anniversary of the crackdown on pro-democracy protesters in Tiananmen Square – Wei took questions from a room of international delegates on a range of sensitive issues, including the crackdown and China’s mass internment camps in Xinjiang. While he largely toed the official line in his reply, his presence at the forum and willingness to address the questions raised hopes that China would become a more responsible partner in global affairs despite its continuing disputes with the US.
Andrea Thompson, US undersecretary of state for arms control and international security, said Wei’s attendance at the Singapore gathering was a “positive sign” and she hoped that China would be more open and transparent in addressing issues such as arms control and cybersecurity.
“I appreciate that he is here. I think it’s important to have a dialogue … There will be areas where we will agree, and some areas where we disagree, but you still have to have dialogue,” Thompson said.

The Asia-Pacific region is one of the fastest-growing markets for arms dealers, with economic growth, territorial disputes and long-sought military modernisation propelling a 52 per cent increase in defence spending over the last decade to US$392 billion in 2018, according to the Stockholm International Peace Research Institute.
The region accounts for more than one-fifth of the global defence budget and is expected to grow. That was underscored last week by news of

Wong got to see one of the Chinese drones in action two years ago after cultivating a relationship with its builder, the state-owned China Aerospace Science & Technology Corporation. He viewed a demonstration of a 28-foot-long CH-4 drone launching missiles at a target with uncanny ease and precision.
“Everyone knew they had this,” Wong said. “But how effective it was, nobody knew. I could personally vouch they got it down pat.”

Submarines remain one of the more debatable purchases, Wong said. The vessels aren’t ideal for the South China Sea, with its narrow shipping lanes hemmed in by shallow waters and coral reefs. Yet they provide smaller countries with a powerful deterrence by enabling sneak attacks on large ships.

are home to 245 submarines, or 45 per cent of the global fleet, according to the US-based naval market intelligence firm AMI International.
The Philippines remains one of the last coastal nations in the region without a sub – though it is in talks with Russian builders to acquire some.
Singapore recently received the first of four advanced
Type 218 submarines with propulsion systems that negate the need to surface more frequently. If the crew did not need to eat, the submarine could stay under water for prolonged periods. Wong said the craft were specially built for Asian crews.
“The older subs were designed for larger Europeans so the ergonomics were totally off,” he said.
Singapore, China deepen defence ties, plan larger military exercises
Tiny Singapore plays a crucial role securing the vital sea lanes linking the Strait of Malacca with the South China Sea. According to the
the country dedicates 3.3 per cent of its gross domestic product to defence, a rate higher than that of the United States.
State-of-the-art equipment defines the Singapore Armed Forces. Automation is now at the centre of the country’s military strategy, as available manpower is shrinking because of a rapidly ageing population.
Wong said Singapore is investing in autonomous systems and can operate frigates with 100 crew members – 50 fewer than they were originally designed for.
“We always have to punch above our weight,” he said.
