African ambassadors in China complain to government over ‘discrimination’

JOHANNESBURG (Reuters) – African ambassadors in China have written to the country’s foreign minister over what they call discrimination against Africans as the country seeks to prevent a resurgence of the coronavirus.

Several African countries have separately also demanded that China address their concerns that Africans, in particular in the southern city of Guangzhou, are being mistreated and harassed.

Having brought under control the original outbreak centred on the city of Wuhan, China is now concerned about imported cases and is stepping up scrutiny of foreigners coming into the country and tightening border controls. It has denied any discrimination.

In recent days Africans in Guangzhou have reported being ejected from their apartments by their landlords, being tested for coronavirus several times without being given results and being shunned and discriminated against in public. Such complaints have been made in local media, and on social media.

The ambassadors’ note said such “stigmatisation and discrimination” created the false impression that the virus was being spread by Africans.

“The Group of African Ambassadors in Beijing immediately demands the cessation of forceful testing, quarantine and other inhuman treatments meted out to Africans,” it said.

The note was sent to China’s top diplomat, Wang Yi, copying the chair of the African Union, South African President Cyril Ramaphosa and all African foreign ministers.

The Chinese foreign ministry’s International Press Centre did not immediately respond to a request for comment on the note, sent outside of business hours.

The Chinese embassy in South Africa also did not respond.

Foreign affairs official Liu Baochun told a news conference on Sunday that Guangzhou is enforcing anti-virus measures on anyone who enters the city from across the national border, regardless of nationality, race or gender.

The Chinese embassy in Zimbabwe on Saturday dismissed the accusation that Africans were being deliberately targeted.

“It is harmful to sensationalize isolated incidents,” it said in a tweeted statement. “China treats all individuals in the country, Chinese and foreign alike, as equals.”

DISAPPOINTMENT

The ambassadors’ note highlighted a number of reported incidents, including that Africans were being ejected from hotels in the middle of the night, the seizure of passports, and threats of visa revocation, arrest or deportation.

On Saturday, Ghana’s foreign minister of affairs Shirley Ayorkor Botchwey said she had summoned the Chinese ambassador to express her disappointment and demand action.

Kenya’s foreign ministry has also “officially expressed concern”, adding the government is working with Chinese authorities to address the matter.

On Friday, Nigerian legislator Akinola Alabi tweeted a video of a meeting between the leader of Nigeria’s lower house of parliament, Femi Gbajabiamila, and Chinese Ambassador Zhou Pingjian. In it, Gbajabiamila demanded an explanation from the diplomat after showing Zhou a video of a Nigerian complaining about mistreatment in China.

The ambassador said in response to the questions from the house leader that he took the complaints “very seriously” and promised to convey them to the authorities back home.

Mainland China reports 46 new coronavirus cases, up from 42 a day earlier

BEIJING (Reuters) – China reported on Saturday a rise in new coronavirus cases, as authorities try to head off a second wave of infections, particularly from imported and asymptomatic cases, as curbs on cities and travel are lifted.

The National Health Commission said 46 new cases were reported on Friday, including 42 involving travellers from abroad, up from 42 cases a day earlier.

In its statement the commission added that 34 new asymptomatic cases were reported, down from 47 the previous day.

Mainland China’s tally of infections now stands at 81,953. The death toll rose by three to 3,339.

Tough curbs imposed since January helped rein in infections sharply from the height of the pandemic in February. But policymakers fear a second wave triggered by arrivals from overseas or asymptomatic patients.

Northeastern Heilongjiang recently reported a spike in new cases because of Chinese nationals entering the province from Russia, which has seen a surge of cases.

Provincial health officials said it had 22 new imported cases on Friday, all Chinese nationals coming from Russia, and one new local case, in its capital of Harbin.

Inner Mongolia had a daily tally of 27 new imported cases by Saturday morning, all from Russia, the region’s health authority said.

The central province of Hubei, where the virus emerged late last year, reported no new cases for a seventh successive day.

A rise in virus infections has prompted authorities in Guangzhou to step up scrutiny of foreigners, ordering bars and restaurants not to serve clients who appear to be of African origin, the U.S. consulate in the southern city said.

Anyone with “African contacts” faces mandatory virus tests followed by quarantine, regardless of recent travel history or previous isolation, it said in a statement.

It advised African-Americans or those who feel they might be suspected of contact with nationals of African origin to avoid the city.

Since the epidemic broke out in the provincial capital of Wuhan, it has spread around the world, infecting 1.6 million people and killing more than 100,000.

Coronavirus vaccine trials: Chinese volunteer in Wuhan tells his story

With more than 1.5 million confirmed cases around the world and over 88,000 deaths, the race to develop a vaccine for the coronavirus is hotting up.
According to the World Health Organisation, about 35 companies and academic institutions are currently working on candidate products. Among the front-runners are China’s CanSino Biologics and Moderna Therapeutics in the United States, both of which have begun phase one clinical trials.
In China, those tests, which started on March 19, involve 108 volunteers from Wuhan, the city in which the virus that causes Covid-19 was first detected.
Among them is 30-year-old restaurant owner Xiang Yafei, who spoke to the South China Morning Post about his experiences so far.

Why did you apply to be a vaccine trial volunteer?

I had been doing various voluntary jobs since the end of January when Wuhan was put under lockdown. In the middle of March, one of my friends who knew about the vaccine study asked if I would be interested in joining.
At first I was afraid because there was uncertainty [about the vaccine]. I asked around and some of my friends said there was some risk to being a candidate as I’d be injected with some kinds of virus, but I felt better after I did some research about it online.

Also, because the vaccine was developed by the Academy of Military Medical Sciences [a research unit of the People’s Liberation Army] and CanSino, I thought its safety should be guaranteed, as I have confidence in the PLA because several of my relatives are former soldiers. So I agreed to join the trial but didn’t tell my parents because I didn’t want to worry them.

I went to the research team’s office on March 16 and filed my application – that was before they officially announced they were recruiting volunteers on the internet. While I was at the office, I was lucky to meet Major General Chen Wei, the team leader, who explained about the development of the vaccine and assured me that it wouldn’t damage my body. That boosted my confidence.

When did you receive your injection and how did you feel at that time?

I was given mine on the morning of March 19 and immediately put into quarantine for 14 days at a PLA facility. My number in the volunteer group is 006, meaning I was the sixth person to get the vaccine. Before the injection, I underwent a strict physical check-up. I later learned that more than 5,200 people had applied to be volunteers.

Receiving the vaccine was no different to any other injection I’d had before in my life. I didn’t feel any pain and it only lasted about 10 seconds.

But in my heart, I felt excited and proud of myself. I understand that the vaccine will be an important part in battling this coronavirus and testing it is part of the preparations before it can be put on the market.

As volunteers, our job is to work together with the scientists. After all, academician Chen [the major general is also a member of the Chinese Academy of Engineering] and six members of her team have also been injected with the vaccine, and she was the first person to receive it.

They didn’t show any bad symptoms, so at that moment, I didn’t feel afraid at all. In my mind, it’s already a successful vaccine.

And how has your health been since receiving the vaccine?

I had a fever, 37.6 degrees, for the first two days. It was like catching a normal cold, with symptoms of fatigue and drowsiness. But from the third day, my condition improved and I was basically in good health.

The 108 volunteers are divided into three streams, with each receiving either a low, medium or high dose of the drug. I was in the low group so only got one dose. Volunteers in the medium group also got one and the high group were given two shots. As far as I know, everyone was fine after receiving their injections.

When will your trial result be available?

After my quarantine period ended on April 2, I was given a CAT scan and the researchers took a sample of my blood for testing. They said it would be two weeks before they could tell if there were coronavirus antibodies in my bloodstream.

I am not sure if they will tell me the result, but over the next five months I have to do four more blood tests to see if I have antibodies and how long they might remain in my blood.

What did you do to keep yourself entertained during the quarantine period?

It was just rest for me. Before then I’d been a volunteer ambulance driver in Wuhan, working every day taking coronavirus patients to hospital. I’d been really busy for more than a month, so the 14-day quarantine period gave me a chance to relax and catch up on some sleep.

I really enjoyed my time there thanks to the meals I was given, which were nutritious and varied.

The volunteers had to stay in their rooms and we were not allowed to visit each other. We were also told to check our temperature every day and to report any symptoms. I read books and exercised in my room. Some of the volunteers practised calligraphy, some played football with their toilet paper rolls, some jogged, some composed songs, and some made videos about their life in quarantine and uploaded the clips to social media. We did everything just in our own rooms.

So what was it like working as an ambulance driver?

It was a race against time trying to get people to hospital as quickly as I could. But I felt a real sense of purpose.

At first, I didn’t want to do such work. I was scared because all the patients had been confirmed or were suspected of being infected, and they were contagious.

I was told that no one wanted to be an ambulance driver, but I had a licence to drive a minivan so I decided to do it. I think we young people should make a contribution to society, especially during this difficult time and in our home city and home province, so I applied.

Also, [each day at work] I took a gourd with me. It is called hulu in Mandarin and has auspicious implications in Chinese, as hu sounds similar to fu, which means good luck.

How was your restaurant business affected by the epidemic?

I lost about half a million yuan (US$70,000) because of it. I decided to shut my restaurant down on January 21, two days before the official lockdown, because there had been rumours it was coming and I wanted my workers to be able to leave Wuhan and return to their hometowns.

Right now I’m making preparations to reopen my restaurant, which means a lot of cleaning and disinfecting, and thinking about serving all my customers again.

So how did you feel when the lockdown was lifted on Wednesday?

The situation in Wuhan is getting better. We are proud of what we did for this city. We hope the coronavirus cases can drop to zero soon and our lives can get back to normal.

How India’s behemoth railways are joining the fight against Covid-19

India is preparing for a potential surge in Covid-19 patients by tapping into an unusual resource: its trains, which power the world’s fourth biggest rail network.

The country suspended its passenger trains for the first time after it announced a three-week lockdown on 25 March to contain the coronavirus. As of Wednesday, it had reported 4,643 active cases and 149 deaths, and the numbers are rapidly increasing.

“We, at the railways, thought: how can we contribute?” its spokesman, Rajesh Bajpai, told the BBC. “So we came up with this idea and everyone liked it.”

Work has already begun to convert 5,000 train coaches into quarantine or isolation wards, which amounts to 40,000 beds. And the railway ministry says it’s prepared to convert 15,000 more coaches.

The Indian railways – as the ministry is known – is a behemoth. Largely constructed during British rule, it’s still the mainstay of India’s public transport, and includes some of the world’s busiest urban rail systems. It transports 23 million passengers a day and its 12,000 trains crisscross 65,000km (40,389 miles) of tracks, connecting the remotest parts of India.

Mr Bajpai says the coaches can be spared as they are mostly trying to convert older ones, and passengers will be fewer than ever in the coming months even if restrictions are eased.

He adds that this is not unusual for the railways, which already runs several “special” trains, from luxury trains to exhibition trains to a hospital train, complete with operation theatres.

“The coach is a shell and inside, you can provide anything – a drawing room, a dining room, a kitchen, a hospital.”

A looming crisis?

And India may well need the extra beds.

States have already turned all sorts of spaces – sports centres, stadiums, wedding venues, hotels, resorts – into quarantine or isolation centres. But officials fear they will run out of space as the country ramps up testing.

For every person who tests positive, there are scores more who need to be traced, quarantined and, if necessary, isolated. But isolation at home is not always an option in India’s joint family households – and especially not in its densely-populated slums.

In Mumbai’s Dharavi, a sprawling slum, officials sealed off an entire building where 300 people lived after one of its residents tested positive. But the looming concern is, in the event of more such outbreaks, where will they send high-risk or symptomatic patients?

“There are so many options available and this [the coaches] is one of the options,” Mr Bajpai says.

He doesn’t foresee them being used until beds in existing quarantine or isolation centres are filled. But, he adds, they will keep them ready with the necessary facilities.

That includes converting one of the two toilets in each coach into a “bathing room”, providing oxygen cylinders in every coach, and modifying all the cabins so they can hold medical equipment. And then there are measures that are specific to Covid-19 – such as replacing taps that turn with those that have long handles, and fitting dustbins with foot pedals.

The ministry has also ordered extra coat hooks and mosquito nets for every cabin, and has instructed officials to make sure that charging points are working, the upholstery “is in good condition” and “broken panels are replaced”.

The coaches are being readied in 130 different locations across the country, but it’s yet to be decided where they will be stationed.

Mr Bajpai says it’s up to states to decide which stations they want the coaches in. But that in itself is a process because the coaches need regular water and electric supply.

And there are other concerns too. Summer has begun and large parts of India record scorching temperatures, often more than 40C. And the coaches that are being converted are not air-conditioned.

“The patient will be very uncomfortable. Doctors and nurses will be wearing protective gear, and they will find it very difficult,” says Vivek Sahai, a former chairman of the railway board.

He also says not everyone might be comfortable squatting to use Indian-style toilets; and he wonders if all the designated coaches have a proper system of waste management. (Indian coaches are designed to dispose of human waste onto the tracks although new technologies have begun to be adopted in recent years.)

“I am not saying it cannot be done but they have to take care of these things,” he says. “But if anybody can do it, it’s the railways.”

However, some experts say that this by itself is not going to help solve India’s problems.

“You don’t just need space,” says Dr Sumit Sengupta, a pulmonologist. “We need thousands of doctors and nurses if you really have to make a dent.”

India is severely short of both, and at least three hospitals have been sealed this week alone after members of the staff tested positive.

“Why isolate someone who has symptoms when there is no treatment? Because you don’t want them to spread the infection,” Dr Sengupta says.

But, he adds, the virus is spreading anyway because so many patients are asymptomatic. He says isolating symptomatic patients will not help unless India starts testing aggressively.

“This will work only as part of a larger strategy,” he adds. “Test, trace and isolate. Test should come first.”

Coronavirus: How China’s army of food delivery drivers helped keep country going during outbreak

When Liu Yilin, a retired middle schoolteacher in Wuhan, first heard rumours of a

highly contagious disease

spreading in the central Chinese city he started to stock up on supplies such as rice, oil, noodles and dried pork and fish.

These preparations spared the 66-year-old from some of the early panic when 
the city went into lockdown in late January

and shoppers flooded to the markets and malls to snap up supplies.

But as time went on and with residents banned from leaving their homes, he became increasingly concerned about getting hold of fresh supplies of vegetables, fruit and meat until the nation’s vast network of delivery drivers came to the rescue.
“It was such a relief that several necessity purchasing groups organised by community workers and volunteers suddenly emerged on WeChat [a leading social media app] days after the lockdown,” Liu said. “China’s powerful home delivery service makes life much easier at a time of crisis.”

Hu Xingdou, a Beijing-based independent political economist said: “Home delivery played a very important role amid the coronavirus outbreak. To some extent, it prevented people from starving especially in cases when local governments took extreme measures to isolate people.”

According to Liu, people in Wuhan during the lockdown had to stay within their residential communities, with community workers guarding the exits.

Human contact was limited to the internet. Residents placed orders online with farmers, small merchants or supermarkets to buy daily necessities, and community workers helped distribute the goods from deliverymen.

Every morning, Liu passed a piece of paper with his name, phone number and order number to a community worker who would collect the items from a courier at the gate of the residential area.

Thanks to a high population density in urban areas, affluent labour force and people’s openness to digital life, China has built a well-developed home delivery network.

Extensive funding from technology companies has been invested in hardware infrastructure, software to improve logistics and big data and cloud computing to help predict consumers’ behaviour.

Mark Greeven, professor of innovation and strategy at IMD Business School in Lausanne, Switzerland, said: “Whether it is delivery of products, air parcels or fresh food or even medicine or materials for medical use, China has a very well developed system. Much better developed than I think almost any other places in the world.

“Well before the crisis, China had started to embrace digital technology in daily life whether it is in consumption, business, government and smart cities and use of third party payments. All of these things have been in place for a long time and the crisis tested its agility and capability to deal with peak demand.”

China’s e-commerce giants help revive sales of farm goods from Hubei

According to e-commerce giant JD.com, demands for e-commerce and delivery services spiked during the outbreak of Covid-19, the illness caused by the new coronavirus.
It sold around 220 million items between January 20 and February 28, mainly grains and dairy products with the value of beef orders trebling and chicken deliveries quadrupling compared with a year ago.
Tang Yishen, head of JD Fresh, its fresh foods subsidiary, said: “The surge of online demand for fresh merchandise shows the pandemic helped e-commerce providers further penetrate into the life of customers. It also helped upstream farm producers to know and trust us.”
Meituan Dianping, a leading e-commerce platform, said its grocery retail service Meituan Instashopping reported a 400 per cent growth in sales from a year ago in February from local supermarkets.
The most popular items ordered between January 26 and February 8 were face masks, disinfectant, tangerines, packed fresh-cut fruits and potatoes.
The food delivery service Ele.me said that, between January 21 and February 8, deliveries of frozen food surged more than 600 per cent year on year, followed by a nearly 500 per cent growth in delivery of pet-care products. Fresh food deliveries rose by 181 per cent while drink and snack deliveries climbed by 101 per cent and 82 per cent, respectively. Ele.me is owned by Alibaba, the parent company of the South China Morning Post.
Chinese hotpot restaurant chain adapts as coronavirus fears push communal meals off the menu
E-commerce providers used the opportunity to show goodwill and improve their relationship with customers and partners, analysts say.
Sofya Bakhta, marketing strategy analyst at the Shanghai-based Daxue Consulting, said the food delivery sector had made significant headway in reducing physical contact during the outbreak.
Delivery staff left orders in front of buildings, in lifts or temporary shelters as instructed by the clients as most properties no longer allowed them inside.
Some companies also adopted more hi-tech strategies.
In Beijing, Meituan used self-driving vehicles to deliver meals to contactless pickup stations. It also offered cardboard boxes to be used as shields aimed at preventing the spread of droplets among its clients while they ate in their workplaces. In Shanghai, Ele.me employed delivery drones to serve people under quarantine in the most affected regions.
Some companies even “shared” employees to meet the growing labour demand in the food delivery industry that could not be satisfied with their ordinary workforce, Bakhta said.
More employees from restaurants, general retail and other service businesses were “loaned” to food delivery companies, which faced manpower shortages during the outbreak, according to Sandy Shen, senior research director at global consultancy Gartner.
“These arrangements not only ensured the continuity of the delivery service but also helped businesses to retain employees during the shutdown,” she said.

Mo Xinsheng became one such “on-loan” worker after customers stopped coming to the Beijing restaurant where he worked as a kitchen assistant.
“I wanted to earn some money and meanwhile help people who are trapped at home,” said Mo, who was hired as a delivery man.
But before he could start work he had to go through lengthy health checks before he was allowed into residential compounds.
He also had to work long hours battling the wind and cold of a Beijing winter and carrying heavy loads.
“I work about 10 hours every day just to earn several thousand yuan [several hundred US dollars] a month,” he said.
“Sometimes I almost couldn’t breathe while my hands were fully loaded with packages of rice, oil and other things.
“But I know I’m doing an important job, especially at a time of crisis,” Mo said, “It was not until then that I realised people have become so reliant on the home delivery system.”

The delivery system has been improved by an effective combination of private sector innovation and public sector coordination, said Li Chen, assistant professor at the Centre for China Studies at Chinese University of Hong Kong.
“[In China,] government units and the Communist Party grass roots organisations have maintained fairly strong mobilisation capabilities to cope with emergencies, which has worked well in the crisis,” he said.
However, Liu, the Wuhan resident, said prices had gone up and vegetables were three times more expensive than they had been over Lunar New Year in 2019.
“There were few varieties that we could choose from, apart from potatoes, cabbage and carrots,” he said.
“But I’m not complaining. It’s good we can still get fresh vegetables at a difficult time. Isn’t it? After all, we are just ordinary people,” he said.

Coronavirus: Beijing offers to fly Chinese students home from the US – but would it rather they declined?

Chinese students could be flown home from coronavirus hotspots such as the United States but will have to pay their own expenses, amid efforts by Beijing to persuade some to remain overseas rather than risk bringing the infection with them.
A statement posted on the website of China’s Washington embassy on Monday said that the Chinese government was aware that many school and university students had encountered difficulties in travelling back to China and was taking steps to arrange charter flights for those who needed to return urgently.
With the initial coronavirus outbreak appearing to have been largely contained in mainland China, some Chinese students have travelled home despite soaring air ticket prices and the requirement that those who have been overseas enter quarantine.
Students brought back on charter flights would still need to pay for the ticket and the costs of the mandatory 14-day quarantine upon arrival in China.
Trump says US approaching a ‘horrendous’ time as coronavirus death toll rises
More than 1.6 million Chinese are studying overseas, including about 410,000 in the US. At least 1.42 million Chinese students remained overseas, vice foreign minister Ma Zhaoxu said on Thursday.
Having initially boasted of its success in stopping the virus, Beijing has become notably cautious in recent weeks about welcoming overseas students back home, especially with imported cases continuing to rise.
China’s foreign ministry and its overseas missions have urged students considering travelling home to exercise caution. The embassy in the US issued a notice on Friday speaking highly of the American medical system and its response to the pandemic, in a marked departure from Beijing’s narrative, which has included pinning the blame for the pandemic on the United States.

Friday’s embassy notice also dismissed rumours that Chinese students had been targeted because of the coronavirus during the closures of universities, and pledged help if students had trouble communicating with universities about campus accommodation.

Ma said that most overseas students had heeded his government’s advice and chosen not to go back to China, but an online survey late last month that was cited by Caixin magazine on Saturday showed nearly 60 per cent of Chinese students in the US wanted to return home.

Most of the 4,000 students polled said they were unable to make the trip because of concerns about contracting the coronavirus during the journey and air fares that had more than doubled recently. Both China and the US have drastically cut back long-haul international flights.

The initial evacuation plan announced on Monday proposed to prioritise school-age children whose parents were not in the US with them. The proposed arrangement appeared to include students from Hong Kong, Macau and Taiwan.

South Korea reports fewer than 50 new coronavirus cases

SEOUL (Reuters) – South Korea reported fewer than 50 new coronavirus cases for the first time since its peak at the end of February as daily infections in Asia’s largest outbreak outside China continued to trend downward.

The Korea Centers for Disease Control and Prevention (KCDC) said on Monday there were 47 new infections as of midnight on Sunday compared with 81 recorded a day earlier, taking the national cumulative tally to 10,284.

The death toll rose by three to 186, while another 135 people have recovered from the virus for a total of 6,598.

South Korea has largely managed to bring the epidemic under control for now, with around 100 or fewer new daily cases for the past month, but it was the first time the rate of daily cases dropped below 50 since 909 were reported on Feb. 29.

But officials urged even greater vigilance, saying a large epidemic could reemerge at any time, with smaller outbreaks in churches, hospitals and nursing homes, as well as infections among travellers, continuing to arise.

A fall in daily demand for tests to some 6,000 from around 10,000 over the weekend contributed to the decline in numbers, Vice Health Minister Kim Gang-lip said.

“We are taking great caution against any optimistic expectations with this one-off figure,” he told a regular briefing.

BREAKING OUT OF ISOLATION

On Saturday, the government extended its intensive social distancing campaign by two weeks, citing sustained infections among small clusters and travellers.

South Koreans had refrained from socialising in February when the number of patients exponentially rose, but more people started going out recently as the weather became warmer and fatigue grew about social distancing, Kim said.

The movement of citizens spiked about 20% over the weekend compared to the end of February, he said, citing data from the state-run statistics agency and SK Telecom, the country’s largest mobile operator.

Starting Sunday, the government toughened penalties for those who violate self-quarantine rules to up to 10 million won ($8,100) in fines or one year in prison from 3 million won ($2,400) in fines.

Authorities have reported several cases of breaching quarantine rules over the past few days. The Gunpo city government south of Seoul said on Sunday it has filed a complaint with police against a couple in their 50s and their children who broke away from isolation and went out even after testing positive for the virus.

A Korean student residing in the United States sparked public uproar after taking fever remedy before flying home late last month. The student was found to have contracted the virus, putting some 20 other people who took the same flight in self quarantine.

“We cannot maintain social distancing for ever,” Kim said. “But it is the most effective measure to help protect others and yourself.”

Coronavirus: India doctors ‘spat at and attacked’

Several healthcare workers in India have been attacked as they battle to stop the spread of the coronavirus.

Reports say doctors have been spat at and chased away from homes, and that in one case patients directed abusive and vulgar language towards female nurses.

Some physicians and their families have also been ostracised by their neighbours because of their exposure to patients infected with Covid-19.

India has reported more than 2,300 cases and at least 50 people have died.

One video, which has gone viral, showed a mob throwing stones at two female doctors wearing personal protective equipment in the central city of Indore.

The doctors had gone to a densely-populated area to check on a woman suspected of having Covid-19 when they came under attack.

Presentational white spaceDespite being injured, one of the doctors seen in the video, Zakiya Sayed, said the incident “won’t deter me from doing my duty”.

“We were on our usual round to screen suspected cases,” she told the BBC. “We never thought that we would be attacked.”

“I had never seen scenes like that. It was frightening. We somehow fled from the mob. I am injured but not scared at all.”

Dr Sayed added: “We had no reason to suspect that people would be agitated against medical teams.”

“We are working to keep people safe. We had information about a person coming in contact with a Covid-19 patient. We were talking to the person when residents got agitated and attacked us.”

Seven people have been arrested in connection with the incident.

Dr Anand Rai, who is also a part of the Covid-19 taskforce in Indore, told the BBC: “Nothing can justify the attack against medical team. But it happened in a Muslim-dominated area where there is general distrust against the government.”

He said the area had recently witnessed protests against a controversial new citizenship law.

“So that anger spilled over and took the form of this attack. But whatever maybe the reason, nothing can justify violence, especially against doctors during a national health emergency,” he added.

Meanwhile, a hospital in the northern city of Ghaziabad also witnessed unruly scenes on Thursday.

The hospital put at least 21 people in quarantine after they attended a religious event that has been linked to hundreds of positive cases across the country.

Thousands who attended the gathering in Delhi, organised by Islamic preaching group Tablighi Jamaat, have been put in quarantine, and authorities are still tracing others. It is believed that the infections were caused by preachers who attended the event from Indonesia.

At the Ghaziabad hospital, some of the quarantined attendees allegedly used abusive and vulgar language against members of staff.

“Some were walking naked in the hospital ward and harassing women doctors and nurses,” a doctor who works at the hospital told the BBC. “They kept asking for cigarettes and tobacco.”

A senior police officer in the city told the BBC that cases had been registered against some people after doctors filed a complaint.

“Registering cases was the last resort. Police are still trying to make them understand the severity of the situation,” he said.

Similar incidents have been reported in neighbouring Delhi.

Some attendees of the Tablighi Jamaat event who are being held in a quarantine facility run by the railways are said to have spat at doctors and misbehaved.

Deepak Kumar, spokesman for Northern Railways, said the situation there was now under control.

“The attendees have been counselled and they are now co-operating with the staff,” he said.

Delhi’s state government has reportedly written to the police, requesting more security for medical staff.

Reports of attacks on doctors and nurses have also come from the southern city of Hyderabad and the western city of Surat.

A doctor who was treating coronavirus patients is Hyderabad’s Gandhi Hospital was attacked on Wednesday.

Police have promised the doctor that “strict action will be taken against the culprits”.

But it is not just a work where medical workers are facing discrimination. It has followed them home.

One doctor, who did not wish to be identified, said she felt “extremely disheartened when I learnt that even my neighbours think that me and my family shouldn’t be allowed to live in the building”.

“We want our families to be safe. But we are being discriminated for doing our job.”

“A number of doctors have tested positive across India and that shows how tough our job is at the moment. And that is why we need everybody’s support to win this war against coronavirus.”

She added: “We are following all safety protocols. We are not meeting even our families and that is stressful.”

“But seeing this open discrimination just breaks my heart. But we will go on because there is really no other option.”

Coronavirus: Air India pilots ‘at risk of infection’ on rescue flights

India’s national carrier Air India has been praised for flying a number of flights to rescue Indians stranded in coronavirus-affected countries. Now, a group of pilots have alleged their safety was compromised – a charge the airline denies.

Air India’s fleet has long been used by the government to help Indians in crisis. This has included everything from delivering relief materials during natural calamities to airlifting citizens from Middle Eastern countries during the 2011 Arab Spring.

But this time, as Covid-19 sweeps across the world, crew members have made several allegations about serious shortcomings with regards to ensuring the safety of crew and passengers on recent rescue flights.

In a letter seen by the BBC, the Executive Pilots Association, a body that represents senior long-haul pilots of the airline, says they have been given “flimsy” pieces of Personal Protective Equipment (PPE) that “tear and disintegrate easily on rescue flights”.

The letter, which has been sent to the airline and the aviation ministry, adds that “disinfection processes [for aircraft] are short of international industry best practices”.

“These inadequacies compound the chances of viral exposure and equipment contamination and may even lead to community transmissions of Covid-19 within crew members, passengers and the public at large,” the letter states.

The Indian Pilots’ Guild, which also represents Air India’s long-haul pilots, has written to the ministry citing similar concerns. The BBC has seen this letter as well.

A senior pilot, who did not wish to be identified, told the BBC it is not that the crew “doesn’t want to work in these testing times for the country”.

“All we are asking is that proper safety procedures should be followed. If we don’t have the right PPE and disinfection processes, we are risking the safety of everybody on the plane, our family, and residents of the buildings where we live,” he said.

“We are being compared to soldiers and that is very humbling. But you have to give the right gear to your soldiers.”

An Air India spokesperson acknowledged the letters and said: “Air India is proud of its crew.”

“Our crew has shown tremendous strength, integrity and dedication. All possible measures have been taken towards their health and safety. Best available PPE are procured for our crew,” he told the BBC.

‘Quarantine violations’

The pilot also added that in some cases the norm of following 14-day quarantine period for everybody returning from abroad was not applied to crew members.

The BBC is aware of at least one case where a pilot who returned from a Covid-19-affected country was asked to fly again within seven days.

The spokesperson denied these allegations, saying that “all crew having done international flights have been home quarantined”.

“They have been advised to self-isolate should they develop any symptoms and report immediately. We are following all government quarantine guidelines,” he added.

The two letters add that the crew do not have any specific Covid-19-related insurance policies and don’t have medical teams to examine them when they return from international flights.

“Medical teams all over India are now being covered under a government scheme, although surprisingly air crew are not,” the letters say.

The pilot added that “we are not comparing ourselves to medical staff – they really are the frontline soldiers”.

“But we are also risking our lives, and an insurance will just give us some peace of mind,” he said.

The association has also highlighted the issue of unpaid allowances to the crew.

“Our flying-related allowances, comprising 70% of our total emoluments, remain unpaid since January 2020. This is grossly unfair,” the letter says.

The pilot added that this went against Prime Minister Narendra Modi’s request to employers not to withhold or cut wages in this time of crisis.

“I will repeat again that we do not mind serving the nation, but we need our pay to be protected. We need to be able to look after our families,” he said.

The airline spokesperson said that “all salaries have been paid and efforts are on to clear some pending dues”, but pilots say the withheld allowances are around 70% of their total earnings.

Air India has been saddled with massive debts and several efforts to sell it have failed.

However despite this, the airline is in the midst of planning a massive operation to evacuate foreigners in India at great cost.

The passengers will be collected from several major Indian cities and flown to Frankfurt, but Air India will not be bringing back any Indian citizens who may still be stuck in Europe.

The pilot said “it’s commendable that Air India is helping those in need” but asked why Indians could not be on the return flights as the planes would be flying home empty.

“I want to stress that we will not stop flying rescue and supply missions at any cost. We just want to be heard,” another pilot told the BBC.

“Otherwise it feels like we are alone in this battle when the need is for all of us to work together and look after each other.”
