China ‘copycat’ buildings: Government clamps down on foreign imitations

From English towns, to Alpine villages, to the Eiffel Tower – copies of foreign architecture can be seen across China.

But now the government is clamping down, in order to promote local design.

A government statement says “plagiarising, imitating, and copycatting” designs is prohibited in new public facilities.

The statement says buildings “reveal a city’s culture” – and that “large, foreign, and weird” designs should be limited.

The guidelines also clamp down on new skyscrapers – limiting them, in general, to a maximum of 500 metres.

According to the Global Times, the “fake, shoddy versions” of foreign buildings appear in “many third and fourth-tier Chinese cities”.

The government did not say what will happen to existing “foreign” buildings, but does say there will be “city inspections” to check for problems.

The statement, issued on 27 April but only reported this week, singles out stadiums, exhibition centres, museums and theatres as public facilities where it’s especially important to ban plagiarism.

“City constructions are the combination of a city’s external image and internal spirit, revealing a city’s culture,” the government statement says.

It calls for a “new era” of architecture to “strengthen cultural confidence, show the city’s features, exhibit the contemporary spirit, and display the Chinese characteristics”.

The guidelines on “foreign” architecture were mostly welcomed on Chinese social media.

“The ban is great,” wrote a Weibo user, according to state media the Global Times. “It’s much better to protect our historical architectures than build fake copycat ones.”

Another recalled seeing an imitation White House in Jiangsu province. “It burned my eyes,” she said.

In 2013, the BBC visited “Thames Town”, an imitation English town in Songjiang in Shanghai.

The town features cobbled streets, a medieval meeting hall – even a statue of Winston Churchill – and was a popular spot for wedding photos.

“Usually if you want to see foreign buildings, you have to go abroad,” said one person. “But if we import them to China, people can save money while experiencing foreign-style architecture.”

China, of course, is not the only country to borrow – or copy – other countries’ designs.

Las Vegas in the US revels in its imitations of iconic foreign architecture including the Eiffel Tower and Venetian canals.

Thailand also has developments that mimic the Italian countryside and charming English villages, mainly aimed at domestic tourists.

Coronavirus: What India can learn from the deadly 1918 flu

All interest in living has ceased, Mahatma Gandhi, battling a vile flu in 1918, told a confidante at a retreat in the western Indian state of Gujarat.

The highly infectious Spanish flu had swept through the ashram in Gujarat where 48-year-old Gandhi was living, four years after he had returned from South Africa. He rested, stuck to a liquid diet during “this protracted and first long illness” of his life. When news of his illness spread, a local newspaper wrote: “Gandhi’s life does not belong to him – it belongs to India”.

Outside, the deadly flu, which slunk in through a ship of returning soldiers that docked in Bombay (now Mumbai) in June 1918, ravaged India. The disease, according to health inspector JS Turner, came “like a thief in the night, its onset rapid and insidious”. A second wave of the epidemic began in September in southern India and spread along the coastline.

The influenza killed between 17 and 18 million Indians, more than all the casualties in World War One. India bore a considerable burden of death – it lost 6% of its people. More women – relatively undernourished, cooped up in unhygienic and ill-ventilated dwellings, and nursing the sick – died than men. The pandemic is believed to have infected a third of the world’s population and claimed between 50 and 100 million lives.

Gandhi and his febrile associates at the ashram were lucky to recover. In the parched countryside of northern India, the famous Hindi language writer and poet, Suryakant Tripathi, better known as Nirala, lost his wife and several members of his family to the flu. My family, he wrote, “disappeared in the blink of an eye”. He found the Ganges river “swollen with dead bodies”. Bodies piled up, and there wasn’t enough firewood to cremate them. To make matters worse, a failed monsoon led to a drought and famine-like conditions, leaving people underfed and weak, and pushed them into the cities, stoking the rapid spread of the disease.

To be sure, the medical realities are vastly different now. Although there’s still no cure, scientists have mapped the genetic material of the coronavirus, and there’s the promise of anti-viral drugs, and a vaccine. The 1918 flu happened in the pre-antibiotic era, and there was simply not enough medical equipment to provide to the critically ill. Also western medicines weren’t widely accepted in India then and most people relied on indigenous medication.

Yet, there appear to be some striking similarities between the two pandemics, separated by a century. And possibly there are some relevant lessons to learn from the flu, and the bungled response to it.

The outbreak in Bombay, an overcrowded city, was the source of the infection’s spread back then – this something that virologists are fearing now. With more than 20 million people, Bombay is India’s most populous city and Maharashtra, the state where it’s located, has reported the highest number of coronivirus cases in the country.

By early July in 1918, 230 people were dying of the disease every day, up nearly three times from the end of June. “The chief symptoms are high temperature and pains in the back and the complaint lasts three days,” The Times of India reported, adding that “nearly every house in Bombay has some of its inmates down with fever”. Workers stayed away from offices and factories. More Indian adults and children were infected than resident Europeans. The newspapers advised people to not spend time outside and stay at home. “The main remedy,” wrote The Times of India, “is to go to bed and not worry”. People were reminded the disease spread “mainly through human contact by means of infected secretions from the nose and mouths”.

“To avoid an attack one should keep away from all places where there is overcrowding and consequent risk of infection such as fairs, festivals, theatres, schools, public lecture halls, cinemas, entertainment parties, crowded railway carriages etc,” wrote the paper. People were advised to sleep in the open rather than in badly ventilated rooms, have nourishing food and get exercise.

“Above all,” The Times of India added, “do not worry too much about the disease”.

Colonial authorities differed over the source of infection. Health official Turner believed that the people on the docked ship had brought the fever to Bombay, but the government insisted that the crew had caught the flu in the city itself. “This had been the characteristic response of the authorities, to attribute any epidemic that they could not control to India and what was invariably termed the ‘insanitary condition’ of Indians,” observed medical historian Mridula Ramanna in her magisterial study of how Bombay coped with the pandemic.

Later a government report bemoaned the state of India’s government and the urgent need to expand and reform it. Newspapers complained that officials remained in the hills during the emergency, and that the government had thrown people “on the hands of providence”. Hospital sweepers in Bombay, according to Laura Spinney, author of Pale Rider: The Spanish Flu of 1918 and How It Changed the World, stayed away from British soldiers recovering from the flu. “The sweepers had memories of the British response to the plague outbreak which killed eight million Indians between 1886 and 1914.”

“The colonial authorities also paid the price for the long indifference to indigenous health, since they were absolutely unequipped to deal with the disaster,” says Ms Spinney. “Also, there was a shortage of doctors as many were away on the war front.”

Eventually NGOs and volunteers joined the response. They set up dispensaries, removed corpses, arranged cremations, opened small hospitals, treated patients, raised money and ran centres to distribute clothes and medicine. Citizens formed anti-influenza committees. “Never before, perhaps, in the history of India, have the educated and more fortunately placed members of the community, come forward in large numbers to help their poorer brethren in time of distress,” a government report said.

Now, as the country battles another deadly infection, the government has responded swiftly. But, like a century ago, civilians will play a key role in limiting the virus’ spread. And as coronavirus cases climb, this is something India should keep in mind.

Coronavirus: Wuhan shuts public transport over outbreak

Wuhan, a Chinese city of eleven million people, has temporarily shut down its public transport as it tries to halt the outbreak of a new strain of virus.

Those living in the city have been advised not to leave, in a week when millions of Chinese are travelling for the upcoming Lunar New Year holiday.

The respiratory illness has spread to other parts of China, with some cases in other countries including the US.

There are more than 500 confirmed cases and 17 people have died.

Known for now as 2019-nCoV, the virus is understood to be a new strain of coronavirus not previously identified in humans. The Sars (severe acute respiratory syndrome) virus that killed nearly 800 people globally in the early 2000s was also a coronavirus, as is the common cold.

All the fatalities so far have been in Hubei, the province around Wuhan.

Meanwhile, after a day of discussions in Geneva, the World Health Organization’s (WHO) emergency committee has announced it will not yet declare a “global emergency” over the new virus.

Director general Dr Tedros Ghebreyesus said more information was needed about the spread of the infection. The committee of health experts will meet again on Thursday.

A global emergency is the highest level of alarm the WHO can sound and has previously been used in response to swine flu, Zika virus and Ebola.

What measures have been announced?

From Thursday, all flights and passenger train services out of Wuhan have been stopped.

Bus, subway and ferry services all shut down from 10:00 local time (02:00 GMT).

A special command centre in Wuhan set up to contain the virus said the move was meant to “resolutely contain the momentum of the epidemic spreading”.

State news agency Xinhua said tourist attractions and hotels in the city had been told to suspend large-scale activities while libraries, museums and theatres were cancelling exhibitions and performances.

A Lunar New Year prayer-giving ceremony at the city’s Guiyuan Temple, which attracted 700,000 people last year, has also been cancelled.

The hashtag “Wuhan is sealed off” was trending on Chinese social media website Weibo.

One user said worries about food and disinfectant made it feel like “the end of the world”, while another said they were on the “verge of tears” when Chinese officials announced the shut-down.

The WHO’s Dr Ghebreyesus described the latest measures as “very strong” and said they would “not only control the outbreak, they will minimise spread internationally”.

Chinese officials said the country was now at the “most critical stage” of prevention and control.

“Basically, do not go to Wuhan. And those in Wuhan please do not leave the city,” said National Health Commission vice-minister Li Bin in one of the first public briefings since the beginning of the outbreak.

Wuhan is starting to look like a city in quarantine.

Officials had already warned residents not to leave the city and visitors not to come.

Now the reported public transport ban – which includes flights – slams many of the routes in and out of the city shut.

It is a significant attempt to stop the spread of this new virus, which we now know can spread from person to person.

Limiting transport will cut the chance of the virus reaching other cities in China and other countries around the world.

This all comes just as millions of people are travelling across China for the week-long holiday that is Lunar New Year.

If you’re struggling for context – imagine shutting down London in the week before Christmas.

The big question left is the roads – and whether any of Wuhan’s 11 million inhabitants will be able to simply drive away.

What’s the picture globally?

Officials in Hong Kong reported the territory’s first two cases on Wednesday and one case was reported in the nearby city of Macau.

The patient in Macau is said to be a businesswoman who arrived from Wuhan over the weekend.

The first US case was confirmed on Tuesday. President Donald Trump said the situation was “totally under control” and that he trusted the information being provided by Chinese authorities.

There have been three cases in Thailand, one in Korea, one in Japan and one in Taiwan.

Although only about 500 cases have been confirmed, calculations by scientists at the MRC Centre for Global Infectious Disease Analysis at Imperial College London suggest there are 4,000 people sick with the virus in Wuhan.

What do we know about the virus?

The virus originated in a seafood market in Wuhan that “conducted illegal transactions of wild animals”, authorities said. The market has since been shut down.

There is also evidence of human to human transmission with the new virus spreading to family members and healthcare workers.

But understanding how easily and how often the virus spread between people is one of the major outstanding questions in this outbreak.

The virus infects the lungs and symptoms start with a fever and cough. It can progress to shortness of breath and breathing difficulties.

Chinese survey ship involved in South China Sea stand-off with Vietnam back home, tracker says

The Chinese survey ship that has been at the centre of a stand-off with Vietnam in the

South China Sea

was back in waters close to home on Friday afternoon, according to an online platform that provides information about maritime activity.

As of 4pm, the Haiyang Dizhi 8 (Marine Geology 8), which had been operating close to Vanguard Bank – a disputed reef in the Spratly Island chain claimed by both Beijing and Hanoi – was located just off Macau, the MarineTraffic service said.
China’s foreign ministry said on Thursday that the vessel had finished the work it had started “in Chinese-controlled waters in early July”.
“According to our understanding the work is now complete,” spokeswoman Hua Chunying told a regular press briefing, without elaborating.

While in the Vanguard Reef area, the Haiyang Dizhi 8, escorted by heavily armed coastguard vessels, made multiple passes by an oil block operated by Russian energy company Rosneft.

Observers say the presence of the Chinese vessels in the region is part of Beijing’s efforts to prevent Hanoi from partnering with international energy firms to explore energy reserves in the disputed waterway. The latest activity triggered a months-long stand-off between the two countries.

The departure of the Haiyang Dizhi 8 came amid reports that the Japanese oil rig, Hakuryu 5, owned by Tokyo-based Japan Drilling Company and employed by Rosneft, had earlier this week completed a drilling mission it started in May near Vanguard Bank.

Although China and Vietnam have said they are looking for a diplomatic solution to prevent confrontations, neither has shown any signs of backing down and tensions have continued to rise.

On Monday, China’s Defence Minister Wei Fenghe told military and defence officials attending a regional security conference in Beijing that the South China Sea was an inalienable part of China’s territory.

“We will not allow even an inch of territory that our ancestors have left to us to be taken away,” he said in his opening speech at the Xiangshan Forum.

Also on Monday, Vietnamese Prime Minister Nguyen Xuan Phuc told lawmakers at the National Assembly that Hanoi would never give any territorial concessions.

“The situation in the South China Sea has become increasingly complicated,” he said. “Our party and state have consistently stated that what belongs to our independence, sovereignty and territorial integrity, we will never give up.”

Last week, Hanoi pulled DreamWorks’ animated film Abominable from theatres over a scene featuring a map that shows Beijing’s self-declared “nine-dash line” in the South China Sea. China uses the U-shaped line to claim sovereignty over more than 80 per cent of the resource-rich waterway, parts of which are also claimed by Vietnam, Malaysia, the Philippines and Brunei.

Ian Storey, a senior fellow at the ISEAS-Yusof Ishak Institute in Singapore, said that the withdrawal of the Haiyang Dizhi might only be “temporary”.

“China has made its point about drilling activities within the nine-dash line and expects Vietnam to suspend further exploration and production activities,” he said. “[But] of course Vietnam won’t.”

China, Malaysia seek to resolve South China Sea disputes with dialogue mechanism

Zhang Mingliang, a specialist in Southeast Asian affairs at Jinan University in the south China city of Guangzhou, said that the Chinese ship’s withdrawal was unlikely to have had anything to do with the comments made by Vietnam.

“I think the main reason is that it had finished its work,” he said. “But the withdrawal could also be seen as an attempt to ease the [China’s] tensions with the US.”

The significance for relations between Beijing and Hanoi was minimal, he said, as the two nations were engaged in one of the world’s most complicated territorial disputes.

“The impact on Sino-Vietnam relations will be limited because there have been too many disputes like this one,” he said.
