American destroyer’s mission comes a week before Taiwanese president officially starts second term in office

The United States sent a warship through the Taiwan Strait on Thursday as the Chinese military embarked on more than two months of live-fire naval drills off the mainland’s northern coast.
According to Taiwan’s defence ministry, the Arleigh Burke-class guided-missile destroyer transited the narrow body of water separating Taiwan from mainland China from north to south “in a routine mission”.
“It is continuing its southward voyage and the military is monitoring its movement through the intelligence it has gathered,” the ministry said.
In a statement on its Facebook page, the US Pacific Fleet said the McCampbell transited the Taiwan Strait as part of ongoing operations in the Indo-Pacific.
Analysts said the passage was a response to the People’s Liberation Army’s increasing military activity near Taiwan and in the wider region.
“This will become a new routine as a kind of US security commitment to maintain stability in the Indo-Pacific region,” said Soong Hseik-wen, professor of strategic studies and international relations at National Chung Cheng University in Taiwan.

The PLA has staged a series of war games, including fly-bys and warship transits through the strait, in recent months in response to what Beijing sees as growing pro-independence moves by the Tsai government and her party. China has also warned the US against supplying weapons to the island, which Beijing considers to be a wayward province that must return to the mainland fold, by force if necessary.
Mainland China has suspended official exchanges with Taiwan since Tsai was first elected president in 2016 and refused to accept the one-China policy, which Beijing says must be the foundation for any talks.
The PLA has embarked on 11 weeks of naval exercises off the coast of Tangshan in northern China, barring all other vessels from a 25km (15 mile) radius of the drill area, according to the China Maritime Safety Administration.

Both Beijing and Washington have ramped up military activities near Taiwan in recent months during the coronavirus pandemic, moves that some observers say run the risk of miscommunication.
Alexander Huang Chieh-cheng, professor of strategic studies and international relations at Tamkang University in Taipei, said no one could exclude the possibility of unintended incidents when both the US and the mainland were stepping up their presence in the region.
“Rational analysts would however argue that the two nuclear powers are not likely to engage in or escalate to direct military conflict,” he said.
Huang said he believed cross-strait relations would worsen during Tsai’s second term in office, which begins on May 20.
“The already damaged relationship between Taiwan and mainland China has worsened since the pandemic mainly due to travel bans and Taiwan’s increased international visibility,” he said.
On Tuesday, Japan’s Kyodo News reported that the PLA was planning a large-scale beach landing exercise near Hainan province in August, simulating a takeover of the Pratas Islands, which are controlled by Taiwan and also known as the Dongsha Islands.
In Taipei, Major General Lin Wen-huang said Taiwan was monitoring the PLA movements and “has contingency plans in place for the South China Sea to strengthen combat readiness and defence preparedness on both the Spratly and Pratas islands”.
Taiwan’s coastguard also announced on Wednesday that its Pratas Islands Garrison was scheduled to conduct an annual live-fire exercise in June to ensure the “effectiveness of various mortar and machine-gun positions”.

Shanghai-based military commentator Ni Lexiong said that both the US Navy and PLA were increasing activities during the pandemic because neither side could afford to show weaknesses that the other might take advantage of.
The destroyer’s passage and the PLA’s drills were all part of such efforts, Li said.
But he agreed that both countries were unwilling, unable, and unlikely to have a real conflict.
“They are both bluffing. It’s a fake crisis,” he said. “A pandemic always ends or prevents a war if you look at history.
“I also don’t believe the PLA would want to take over the Dongsha or Taiping islands [in the South China Sea], because these islets alone are not worth a military campaign and all the consequences of that. The only target valuable enough for the PLA is Taiwan.”
“Doctors and nurses are people who saved me from cancer and gave me strength in the darkest time. I need to return the favour,” says Li Yan, a food delivery rider based in Beijing.
Mr Li was diagnosed with lymph cancer in 2003, when he was just 17 years old. He recovered from the disease and has been full of gratitude ever since for the medical workers who nursed him back to health. With China in a national lockdown, food delivery firms found themselves in hot demand providing meals for residents stuck at home to prevent the spread of the coronavirus.
As a delivery rider for Meituan, one of China’s biggest food delivery firms, Mr Li saw an opportunity to repay the medical professionals he admires by providing them with food and drinks as they worked tirelessly on patients across the city. “Given my past experience, I felt I needed to do something for them in return during the virus outbreak,” he adds.
Beijing is a city of 21 million residents, and Mr Li covers its Tongzhou district, where there are a handful of hospitals with fever clinics, one of which is a designated hospital for Covid-19 treatment. “Many might have concerns delivering for the hospital, but I’ve chosen to deliver for them more often. I just think of the local residents and medical workers who need us. I can’t leave them being hungry. It’s not for money.”
Before the outbreak in China, he delivered more than 50 orders on an average day. But during the first ten days after the coronavirus outbreak in late January, the number of orders dropped to less than 20, as some restaurants were closed. The outbreak also coincided with the Chinese New Year period which is normally a low season.
“By mid-February when the situation was brought more under control, and people’s concerns and fears gradually began to ease, orders started to be restored. I can deliver over 40 orders a day now.”

During this time, Meituan brought in a contactless delivery option which allowed food to be dropped off at designated points to avoid contact between customers and riders. “When I called customers to explain, some initially didn’t understand and wanted to cancel the order. But gradually people grew more understanding and began to welcome the contactless approach.”
Empty streets
China was in lockdown for more than two months, although restrictions are now beginning to be lifted. It will still take time before a sense of normalcy returns.
“I remember when the coronavirus first broke out, it was hazy for a few days in Beijing. Streets were empty and stores were closed. An ambulance or a delivery rider occasionally drove by. It felt like I was living in a different world.”
Mr Li says restaurants have started to re-open and people have begun coming back to work in the office since mid-February. Orders are still lower than normal but are improving.
“I miss the hustling Beijing which used to filled with traffic, the days when I could smell car exhaust when I stop at crossroads, the times when I had to walk all the way up to the 6th floor to deliver food, and even times when I was late for a delivery.”

When the virus first broke out, face masks and alcohol disinfectant were the most ordered items along with supermarket groceries. “Grains, rice, cooking oil, vegetables, fruits, and solid, packaged food that lasts long. Orders often came in big sizes and transaction prices at around 200 yuan [£23; $28] to 300 yuan on one order.”
Being a food delivery rider, Mr Li feels he can not only give back to the medical community but to the city’s vulnerable too.
“I once received an order that came with a note saying the customer is a 82-year-old who lives alone and couldn’t get downstairs to pick up the food so the rider needs to enter the residential community and deliver food to the door. I had to spend some time communicating with security and finally was allowed in. The door was open when I arrived, and I put the bowl of wontons [a type of dumpling] on the table.”
Tips have increased from happy customers during the pandemic as a result. “Many more send me thank-you notes in the Meituan app and tell me to take care.”

Keeping clean
Mr Li has a new routine now which involves lots of disinfecting and temperature checks. “I get my temperature checked dozens of times everyday now, before entering shopping malls, at restaurants, and returning home to the residential compound I live in. I also bring with me disinfectant sprays, a towel in my scooter and use disposable gloves when delivering to areas with reported confirmed cases.”
While he’s providing a vital service, is Mr Li worried about the risk of infection? “I did have worries when the virus spread and was at its worst time here but I feel like I’ve already been there, given what I went through in the fight against cancer.
“I’ve learnt to take things easy, look at the bright side of things and always seek strength in a dark time. As long as I take sufficient precautions, masks, gloves, disinfectants and everything, and follow advice from disease control experts, I think the possibility of getting the virus is pretty low.”
And with a seven-month pregnant wife at home, Mr Li is looking forward to happier times.

International air travellers and ticketing agents are in for a turbulent time in the weeks ahead as airlines around the world react to the coronavirus epidemic by cancelling or limiting flights to and from the Chinese mainland.
Lufthansa, British Airways, Air Canada and Indonesia’s Lion Air have
, while United Airlines, American Airlines, IndiGo, Finnair, Delta Air Lines and Jetstar Asia have significantly reduced their services.
“It’s going to be pretty bad for travel agencies. We’ve had a lot of cancellations. Everyone is afraid of coming to China,” said Annabelle Auger from Travel Stone in Beijing.
“Many of our European clients are very worried because of the media coverage they’ve seen. Still, people are willing to wait and see for a few weeks to see how things go,” she said.
For foreigners looking to leave China, Auger said they should contact their embassy to find out about repatriation flights.
“The situation is very unclear, so it’s difficult to give any general recommendations,” she said.
Already this week, the embassies of the United States, Japan, South Korea and Britain have cleared flights to evacuate their nationals from Hubei, the central China province at the heart of the outbreak.
Auger said she and her colleagues had been busy rearranging flights for China-based foreigners who had gone away for the holidays.
“The schools are closed, so families with children abroad are thinking, ‘OK, let’s extend our stay for another week’,” she said.
Politics may have stalled information in coronavirus crisis, scientist says

The Beijing government said on Monday it would extend the Lunar New Year
holiday until Sunday to help stop the spread of the disease, while school breaks have also been extended.
Another travel agent in Beijing, who asked not to be named, said the virus outbreak had yet to have a significant impact on business but concerns were growing.
“We are a bit worried that things may get difficult in the coming months,” she said. “But we trust that the government is doing all it can and will take the appropriate measures to solve the problems.”
Zhu Tao, director of the flight standards department at the Civil Aviation Administration of China (CAAC), said at a press conference in Beijing on Thursday that the relevant authorities were working closely with airlines to help Chinese nationals trapped overseas to get home.
The government had already chartered flights from Japan, Myanmar and South Korea to bring Chinese nationals back to Hubei, he said.
While all flights out of Hubei have been suspended since last week, Zhu said air transport was playing its part in fighting the disease.
As of Wednesday, the CAAC had sent 86 flights carrying 5,129 medical workers and 115,000 items of equipment and other supplies into Wuhan, he said.
Wu Zunyou, the chief epidemiologist at the China Centre for Disease Control and Prevention, said that efforts to prevent the coronavirus spreading outside the country had been successful, as only about 1 per cent of the confirmed infections were outside China.
Despite the flight cancellations, Beijing’s Capital International Airport was operating as normal on Thursday.
Andre Muchanga, a student from Abu Dhabi at the Beijing Institute of Technology, said he made a late decision to fly home.
“I decided to buy my ticket last night,” he said. “At school, our dormitory is almost completely empty. I knocked on a friend’s door last night and found there was no one there, so I decided I better just go home and spend some time with my family.”
He said he decided not to buy a return flight as it he did not know when his classes would resume.
Signs at check-in counters reminded passengers who had travelled to Hubei or had a Hubei address to put themselves in isolation for 14 days.
While flights out of Hubei have been stopped, there was still plenty of inbound traffic.
“The number of domestic inbound travellers seems pretty normal for this time of year,” a man working on an information desk at Capital airport said.
“It’s the sixth day of the Lunar New Year. Lots of people have to return to work.”
An Air China employee, surnamed Hu, said that the airport had stepped up its disinfecting and general cleaning work. Body temperature checks had been installed at all access points and employees had been told to wear masks, he said.
“I don’t mind working during the Lunar New Year holiday,” he said. “I’m not afraid of the virus, I’m here to serve the people.”
NEW DELHI (Reuters) – Violent clashes erupted in Delhi between police and hundreds of university students on Friday over the enactment of a new citizenship law that critics say undermines India’s secular foundations.
The unrest has already led Japanese Prime Minister Shinzo Abe to cancel a planned visit to India from Sunday.
The new law offers a way to Indian citizenship for six minority religious groups from neighbouring Bangladesh, Pakistan and Afghanistan including Hindus and Christians, but not Muslims.

Police fired tear gas and used baton charges to disperse scores of students demonstrating at Jamia Millia Islamia university in the heart of Delhi over the law.
Protesters attacked cars in the capital, and several people were injured and taken to hospital.
Zakir Riyaz, a PhD student in social work, said the new law made a mockery of India’s religious openness.
“It goes against the whole idea of a secular India,” he said, speaking by phone from the Holy Family Hospital in New Delhi where 15 of his fellow students were admitted after being injured in a police baton charge.
Police barricades were knocked down and streets were strewn with shoes and broken bricks. An official at the university dispensary said that more than 100 students had been brought in with injuries but all had been discharged.
Parvez Hashmi, a local politician who went to the protest site to speak to police, said about 50 students had been detained.
Students said it was meant to be a peaceful protest, with them trying to go from Jamia University to Parliament Street to show their opposition to the legislation. But police pushed them back, leading to clashes.
Critics of Prime Minister Narendra Modi’s government say it is promoting a Hindu-first agenda for India and that the citizenship law excluding Muslims showed a deep-seated bias against India’s 170 million Muslims.
Imran Chowdhury, a researcher, said “either give citizenship to refugees of all religions or none at all. The constitution is being tampered with in the name of religion.”
Modi’s ruling Bharatiya Janata Party denies any religious bias but says it is opposed to the appeasement of one community. It says the new law is meant to help minority groups facing persecution in the three nearby Muslim countries.
ABE CANCELS
The United Nations human rights office voiced concern that the new law is “fundamentally discriminatory in nature”, and called for it to be reviewed.
Two people were killed in India’s Assam state on Thursday when police opened fire on mobs torching buildings and attacking railway stations in protest at the new citizenship rules signed into law on Thursday.
Japan’s Prime Minister Shinzo Abe cancelled a trip to Assam for a summit with his Indian counterpart Narendra Modi that had been due to begin on Sunday.
Japan has stepped up infrastructure development work in Assam in recent years, which the two sides were expected to highlight during the summit. Abe had also planned to visit a memorial in the nearby state of Manipur where Japanese soldiers were killed in World War Two.
“With reference to the proposed visit of Japanese PM Abe Shinzo to India, both sides have decided to defer the visit to a mutually convenient date in the near future,” Indian foreign ministry spokesman Raveesh Kumar said in a tweet.
Japan’s Chief Cabinet Secretary Yoshihide Suga said both countries would decide on the appropriate timing for the visit although nothing has been decided yet.
A movement against immigrants from Bangladesh has raged in Assam for decades. Protesters there say granting Indian nationality to more people will further strain the state’s resources and lead to the marginalisation of indigenous communities.
