India has partially restored train services amid reports of chaos and overcrowding at some stations.
At least 145,000 people will travel in trains on Monday as the country starts to reopen after a prolonged lockdown.
Two hundred trains will now start operations – up from the existing 30 that are currently running.
But maintaining social distancing and cleanliness is proving to be a difficult task as huge crowds gathered outside some stations.
India’s mammoth railway network usually carries 25 million passengers every day.
The ministry of home affairs has issued specific guidelines for the smooth operation of train services. They say that all passengers will have to be screened, social distancing must be followed at the station and in trains and only passengers who have confirmed tickets will be allowed to travel.

But some stations reported chaotic scenes as officials struggled to enforce these guidelines. BBC Telugu reported that people were standing much too close to each other at Secunderabad railway station in the southern state of Telangana.
“Railway staff and police didn’t allow passengers to go inside the station until at least one hour before the scheduled departure, citing physical distancing measures. This led to some chaos outside the railway station as a large number of passengers had gathered and there was no physical distance maintained. Police later arrived and organised the queues,” BBC Telugu’s Sharath Behara says.
Reporting from Delhi, BBC Hindi’s Salman Ravi said strict social distancing was being followed when passengers boarded trains, and all of them wore masks.

“But the same was not observed at ticket booking counters. Many people who did not have tickets also turned up at the station and that caused crowding,” he added.
Train services came to a grinding halt when Prime Minister Narendra Modi announced the lockdown on 24 March to stop the spread of coronavirus.
This left millions of daily-wage workers stranded as they desperately tried to go back to their villages from cities. Many of them decided to walk long distances – in some cases more than 1,000 kilometres.
As pressure and criticism mounted, the government started running special trains to ferry migrants. Some 30 trains restarted on 12 May, since then there has been a consistent demand to reopen more routes.
Getting the train network going again is part of the government’s wider strategy to slowly reopen the economy. Millions have lost jobs and factories are struggling to reopen as demand is likely to be sluggish in the coming weeks.

A group of 150 Chinese workers believe the world’s largest maker of trainers used the coronavirus as an excuse to fire them, having helped Taiwanese firm Pou Chen successfully expand its production into Vietnam for more than a decade.
Pou Chen, which makes footwear for the likes of Nike and Adidas, informed the group in late April that they would no longer be needed as they were unable to return to
from their hometowns in China due to the coronavirus lockdowns.
“We believe we contributed greatly to the firm’s relocation process, copying the production line management experience and successful model of China’s factories to Vietnamese factories,” said Dave Zhang, who started working for Pou Chen in Vietnam in 2003.
“Now, when the factories over there have matured, and there is a higher automation level in production, our value has faded in the management’s eyes and we got laid off, in the name of the automation level.”

The group claims the firm began to fire Chinese employees several years ago, with the total number dropping from over 1,000 at its peak to around 400 last year.
“We 150 employees were the first batch of Chinese employees to be laid off this year. We are all pessimistic and expect more will be cut,” added Zhang.
In its email on April 27, Pou Chen said it was forced to terminate the contracts of the Chinese employees across five of its factories due to an unprecedented decline in orders and financial losses.
The Chinese employees, many of whom have been working for the shoemaker for decades, said the compensation offered was unfair and below the levels required by labour law in both Vietnam and China.
In a further statement to the South China Morning Post, Pou Chen stood by the move as the coronavirus pandemic had reduced demand for footwear products and so required an “adjustment of manpower.”
“[The dismissals were] in accordance with the relevant labour laws of the country of employment … and employee labour contracts,” added the statement from Pou Chen, which employs around 350,000 people worldwide.
Company data showed Pou Chen’s first quarter revenues tumbled 22.4 per cent year-on-year to NT$59.46 billion (US$1.99 billion), the weakest in six years.

Last month, the company was also mulling pay cuts and furloughs that would affect 3,000 employees in Taiwan and officials based in its overseas factories, according to the Taipei Times.
Andy Zeng, who had worked for the firm since 1995, said the group were “very upset” when they received the news last month as the impact of the coronavirus pandemic began to reverberate around the world, disrupting global value chains.
“Most of us joined Pou Chen in the 1990s when we were in our late teens or early 20s, when the Taiwan-invested company started investing and setting up factories in mainland China. Now more than two decades have passed,” he said.
Zeng was among the first generation of skilled workers in China as Pou Chen developed rapidly, enjoying the benefits of cheap labour, although the workers themselves were rewarded with regular pay rises.

“I worked at the Dongguan branch of Pou Chen for 11 years from 1995.” Zeng added “In the 1990s and early 2000s, the company expanded rapidly in Dongguan with a growing number of large orders, and every worker had to work hard around the clock. I remember I earned 300 yuan (US$42) a month in 1995, and my monthly salary rose to 1,000 yuan (US$141) in 1998.”
Zeng’s salary eventually rose to over 3,000 yuan in 2005 as China’s economy boomed, leading Pou Chen to seek alternative production sites in Vietnam and Indonesia where labour and land were even cheaper. However, in the early 2000s, the new locations lacked skilled shoe manufacturing workers like Zeng.
“The company needed a group of skilled Chinese workers to go to its new factories in Vietnam. I said yes because I thought it was a good opportunity to see the outside world and the offer of US$700 per month was not bad.” Zeng said.
“We actively cooperated with their plans. Over the past decade, we have been away from our families and hometowns, and followed the company’s strategy to work hard in Vietnam.

“In 2005, the company sent me to its newly-built factory in Vietnam. This year was my 14th year in Dong Nai in Vietnam. I have witnessed the company’s production capacity in Vietnam become larger and larger. When I arrived, there were only a few production lines, and now there are at least dozens of them, employing more than 10,000 workers in each factory.”
According to a report in the Taipei Times on April 14, citing both Reuters and Bloomberg, Pou Chen was ordered to temporarily shut down one of its units in Vietnam over coronavirus concerns, according to Vietnamese state media.
The company was forced to suspend production for two days after failing to meet local rules on social distancing, Tuoi Tre newspaper reported.
“We Chinese employees actually were pathfinders for the company’s relocation from China to Vietnam,” said Zhang, who was in charge of a 1,700-worker factory producing 1.7 million shoe soles per month.

“We were sent to resolve any ‘bottlenecks’ in the production lines that were slowing down the rest of the plant, because during the launch of every new production line, Vietnamese workers would strike and get into disputes. As far as I know, there were over a thousand Chinese employees managing various aspects of the production lines in the company’s Vietnamese factories.
“In fact, what our Chinese employees have done in Vietnam for more than a decade can be said to be very simple but very difficult. That is to teach Vietnamese workers our experience of working on a production line, improve the productivity of the Vietnamese workers, and help the factories become localised.”
Overall, Pou Chen says it produces more than 300 million pairs of shoes per year, accounting for around 20 per cent of the combined wholesale value of the global branded athletic and casual footwear market.
“Because of cultural shock and great pressure to expedite orders, Vietnamese workers were not used to the management style of Taiwan factories,” Zhang added.
“Many of our Chinese employees were beaten by Vietnamese workers [due to cultural differences about work]. During anti-China protests in Vietnam, we were still under great pressure to keep the local production lines operating.”
BEIJING, Nov. 15 (Xinhua) — President Xi Jinping’s latest remarks on the Hong Kong situation are the strongest voice from the central government on the work of ending violence and chaos in Hong Kong, a spokesperson said Friday.
Xi’s remarks on Thursday in Brazil have pointed the way to stabilizing the situation in the Hong Kong Special Administrative Region (SAR), said Yang Guang, a spokesperson for the Hong Kong and Macao Affairs Office of the State Council.
The president’s words came as the disturbances in Hong Kong have lasted more than five months and radical violent crimes have been escalating recently, the spokesperson said.
His remarks are a strong support to the Hong Kong SAR government led by Chief Executive Carrie Lam, a great inspiration to Hong Kong residents, and a stern warning to the rioters and their backroom supporting forces, Yang said.
The office will work with resolve to implement the president’s requirements to firmly support the chief executive in leading the SAR government to govern in accordance with the law, firmly support the Hong Kong police in strictly enforcing the law, and firmly support the Hong Kong judicial bodies in severely punishing the violent criminals in accordance with the law, Yang said.
The spokesperson pledged various means of supporting and encouraging the Hong Kong people from all walks of life to build up “overwhelming positive energy” in countering violence and safeguarding rule of law, for the end of chaos and the restoration of social stability in Hong Kong as soon as possible.
“The central government and 1.4 billion people of China will always be the strongest backing for Hong Kong to overcome any challenges and risks,” he said.

China’s Premier Li Keqiang has said Beijing supports the Hong Kong government “to end the violence and chaos”.
He is the most senior Chinese official to comment on the unrest which has rocked Hong Kong for months.
His comments came during a joint press conference with German Chancellor Angela Merkel in Beijing.
Hong Kong has seen months of often-violent protests calling for democracy and less influence from China.
The protests were sparked by changes to a law that would allow extradition to mainland China, but have since widened to include calls for an independent inquiry into police brutality and demands for greater democracy.

Instead, protests continued on Friday evening, when clashes erupted between police and the demonstrators outside a subway station on the Kowloon peninsula.
Riot police fired both tear gas and rubber bullets at protesters before clearing the nearby streets as the crowd of protesters was forced to retreat.

In August, China had likened to protests to terrorism, warning activists not to “underestimate the firm resolve” of the Beijing government.
Li Keqiang, China’s second highest-ranking leader, told reporters on Friday: “The Chinese government unswervingly safeguards ‘one country, two systems’ and ‘Hong Kong people govern Hong Kong people’.”
He said China backed Hong Kong “to end the violence and chaos in accordance with the law, to return to order, which is to safeguard Hong Kong’s long-term prosperity and stability”.

A new study has found winters in northern China have been warming since 4,000BC – regardless of human activity – but the mainland scientists behind the research warn there is no room for complacency or inaction on climate change, with the prospect of a sudden global cooling also posing a danger.
The study found that winds from Arctic Siberia have been growing weaker, the conifer tree line has been retreating north, and there has been a steady rise in biodiversity in a general warming trend that continues today. It appears to have little to do with the increase in greenhouse gases which began with the industrial revolution, according to the researchers.
Lead scientist Dr Wu Jing, from the Key Laboratory of Cenozoic Geology and Environment at the Institute of Geology and Geophysics, part of the Chinese Academy of Sciences, said the study had found no evidence of human influence on northern China’s warming winters.
“Driving forces include the sun, the atmosphere, and its interaction with the ocean,” Wu said. “We have detected no evidence of human influence. But that doesn’t mean we can just relax and do nothing.”

Wu and her colleagues are concerned that, as societies grow more used to the concept of global warming, people will develop a misplaced confidence in our ability to control climate change. Nature, they warned, may trick us and might catch us totally unprepared – causing chaos, panic, famine and even wars as the global climate system is disrupted.
There are already alarming signs, according to their paper, which has been accepted for publication by the online Journal of Geophysical Research: Atmospheres.
Wu and her colleagues spent more than a dozen years studying sediments under Moon Lake, a small volcanic lake hidden in the deep forests of the Greater Khingan Mountain Range in China’s Inner Mongolia autonomous region. They found that winter warming over the past 6,000 years had not been a smooth ride, with ups and downs occurring about every 500 years.
Their findings confirmed an earlier study by a separate team of Chinese scientists, published by online journal Scientific Reports in 2014, which first detected the 500-year cyclical pattern of China’s summer monsoons and linked it to solar activity.
The 2014 research, which drew on 5,000 years’ worth of data, suggested the current warm phase of the cycle could terminate over the next several decades, ushering in a 250-year cool phase, potentially leading to a partial slowdown in man-made global warming.
Wu said the latest study, with 10,000 years’ worth of new data, not only helped to draw a more complete picture of the 500-year cycle, but also revealed a previously unknown mechanism behind the phenomenon, which suggested the impact of the sun on the Earth’s climate may be greater than previously thought.
According to Wu, the variation in solar activity alone was usually not strong enough to induce the rapid changes in vegetation the research team recorded in the sediment cores of Moon Lake. Instead, the scientists found the warming impact was amplified by a massive, random interaction between surface seawater and the atmosphere in the Pacific Ocean known as the El Nino-Southern Oscillation.
As a result of the research findings, Wu said she was now more worried about cooling than warming.
“A sharp drop of temperature will benefit nobody. The biggest problem is, we know it will come, but we don’t know exactly when.”
HONG KONG, Aug. 14 (Xinhua) — The Hong Kong International Airport started to resume operation on Wednesday after chaos and flight cancellations caused by protesters.
Passengers are now able to conduct check-in procedures after tickets or purchase vouchers are checked by airport staff. A demonstration area has been marked out at the arrival hall.
Airport Authority Hong Kong said earlier Wednesday that it has obtained an interim injunction to restrain persons from unlawfully and willfully obstructing or interfering with the proper use of the airport.
The authority emphasized that persons are also restrained from attending or participating in any demonstration or protest or public order event in the airport other than in the area designated by the airport authority.
The interim injunction expressly provides that nothing in the interim injunction shall be construed as authorizing any demonstration, protest or public order event contrary to the Public Order Ordinance.
Many of the passengers, who have their flights delayed or changed, are still waiting at the airport for confirmation of their departure time.
“It was totally chaos last night and those people in black were everywhere. We were very scared,” said Maria, a passenger from the Philippines. “I just hope we can fly on time today.”
“I’m very angry. Some of the protesters said they were sorry but I think they were just having fun here, obstructing us,” said Pia from Germany. “I can’t believe this could be happening in the 21st century.”
“I only wish I can leave Hong Kong safely and go back home,” she said.
As one of the busiest in the world, the Hong Kong International Airport handled an average of 200,000 travelers each day in 2018.
Frank Chan, secretary for transport and housing of the Hong Kong Special Administrative Region government, said paralyzing the airport will make Hong Kong “pay a heavy price.”
“Amid fierce regional competition, it is very easy to destroy years of achievements the airport has accomplished, but rebuilding them will be very hard,” Chan said.
SINGAPORE, June 2 (Xinhua) — Chinese State Councilor and Defense Minister Wei Fenghe said here on Sunday that China’s construction on its South China Sea islands and reefs is its legitimate right and is purely defensive in nature.
“The current situation in the South China Sea is improving towards greater stability. It is attributed to the common efforts of the countries in the region,” Wei said. “However, there are always people trying to rake in profits by stirring up troubles in the region.”
He said over 100,000 ships sail through the South China Sea each year, and “none has been threatened.”
However, in recent years, some countries outside the region come to the South China Sea to flex muscles, in the name of freedom of navigation. “The large-scale force projection and offensive operations in the region are the most serious destabilizing and uncertain factors in the South China Sea,” he said.
If there is chaos in the South China Sea, the regional countries are the ones who will bear the brunt, and China and the Association of Southeast Asian Nations (ASEAN) countries have made progress in negotiating the Code of Conduct in the South China Sea, he added.
Wei noted that China’s construction on its South China Sea islands and reefs is legitimate and defensive in nature. “It is the legitimate right of a sovereign state to carry out construction on its own territory. China built limited defense facilities on the islands and reefs for self-defense,” he said.
“Where there are threats, there are defenses. In the face of heavily armed warships and military aircraft, how can we stay impervious and not build some defense facilities?” he asked.
He also refuted the saying of “militarization” of China’s defensive construction on its South China Sea islands and reefs at the Q&A session. “Anyone who has some military sense would know it’s not militarization,” he said.
Wei is here to attend the 18th Shangri-La Dialogue from Friday to Sunday, and he gave a keynote speech on Sunday morning at a plenary session entitled “China and International Security Cooperation.”

China’s Labour Day holiday started on Wednesday with gridlocked roads and chaos at railway stations as millions of people took advantage of this year’s unusually long break.
Motorists reported being stuck in traffic jams which did not move for hours, while ticket-holding passengers were turned away from some trains due to severe overcrowding on the first day of the holiday.
Travel agency Ctrip estimated that around 160 million domestic tourists would be travelling over the four-day break, according to data from travel booking platforms.
Forty major highways recorded a 75 per cent spike in traffic on Wednesday, according to Xinhua, as toll fares for cars were suspended for the holiday.

Monitoring stations on major routes – including the Beijing-Tibet Expressway, the Shanghai-Shaanxi Expressway, Shanghai’s Humin Elevated Road and the Beijing section of the Beijing-Hong Kong-Macau Expressway – recorded a 200 per cent increase in traffic from Tuesday onwards, Xinhua said.
The Ministry of Public Security’s traffic management bureau has warned holiday motorists to drive safely, especially on winding mountainside routes.
Online news portal The Paper reported on Thursday that traffic jams on some major routes were so severe that the drive from Shanghai to Hangzhou, capital of neighbouring Zhejiang province, took some travellers seven hours instead of the usual two.

Meanwhile, more than 54,000 tourists visited the popular Badaling section of the Great Wall on Wednesday, according to Beijing Youth Daily. The attraction’s management team had increased the number of volunteers, parking spaces and shuttle buses to prepare for the influx, the report said.
More than 53,000 tourists had visited the Shanghai International Tourism Resort and Shanghai Disneyland by 4pm on Wednesday, according to data from the Shanghai municipal government’s real-time visitor tracker. The Shanghai Zoo attracted more than 24,000 people, and more than 9,200 visited the Shanghai Science and Technology Museum.
Despite the crowds, no records were broken at the Shanghai attractions, which reached about 70 per cent of their maximum visitor numbers recorded, The Paper reported.
At railway stations, ticket-holding passengers were stopped from boarding trains between Nanjing and the city of Zibo in Shandong province, eastern China, due to severe overcrowding, Beijing Youth Daily reported on Wednesday.
Station staff promised full refunds to customers with pre-booked tickets who were refused entry.
