China relocates villagers living in 800m-high cliffs in anti-poverty drive

They used to call an 800m-high cliff home, but dozens of villagers in China’s Sichuan province have now been relocated to an urban housing estate.

Atulie’er village became famous after photos emerged showing adults and children precariously scaling the cliff using just rattan ladders.

Around 84 households have now been moved into newly built flats as part of a local poverty alleviation campaign.

It’s part of a bigger national campaign to end poverty by the end of 2020.

‘So happy I got a house’

Atulie-er village made headlines in 2016 when it was revealed that its villagers had to scale precarious ladders to get home, carrying babies and anything the village needed.

Soon afterwards the government stepped in and replaced these with steel ladders.

The households have now been moved to the county town of Zhaojue, around 70km away.

They will be rehoused in furnished apartment blocks, which come in models of 50, 75 and 100 sq m – depending on the number of people in each household.

It’ll be a big change for many of these villagers, who are from the Yi minority and have lived in Atulie-er for generations.

Photos on Chinese state media showed villagers beaming, one of them telling state media outlet CGTN that he was “so happy that I got a good house today”.

‘Big financial burden’

According to Mark Wang, a human geography professor at the University of Melbourne, such housing schemes are often heavily subsidised by the government, typically up to 70%. However, in some instances families have been unable to afford the apartments despite the subsidies.

“For some really poor villages, the 30% may still be difficult for them to pay, so they end up having to borrow money – [ironically] causing them even more debt,” he told BBC News.

“For the poorest, it’s a big financial burden and so in some instances, they might have to stay.”

According to Chinese state media outlet China Daily, each person will have to pay 2,500 yuan ($352; £288) for this particular move – so for a family of four, the cost would come up to 10,000 yuan.

This is quite a low price, says Mr Wang, as he had heard of people having to pay up to 40,000 yuan for other relocation projects.

Mr Wang says in most poverty resettlement campaigns, villagers are given a choice whether or not to move, and are not usually moved into cities from the countryside.

“In most instances it’s a move to a county town or a suburb. So it’s not like they’re moving to a big city. Not everyone wants an urban life and most of those who do would have already left these villages and moved to the big cities,” he says.

“Usually the government [puts a limit] on the resettlement distance. This is in most people’s favour because it means they can keep their farm land, so that’s very attractive.”

The Atulie’er villagers will share this new apartment complex with impoverished residents across Sichuan province.

Around 30 households will remain in the Atulie’er village- which is set to turn into a tourism spot.

According to Chinese state media outlet China Daily, these households will effectively be in charge of local tourism, running inns and showing tourists around.

The county government has ambitious plans – planning to install a cable car to transport tourists to the village and to develop some surrounding areas. An earlier report said there were plans to turn the village into a vacation resort, with state media saying the state would pump 630 million yuan into investment.

Though these developments are likely to bring more jobs to the area, it’s not clear what safeguards are in place to make sure that the site’s ecological areas are protected and not at risk of being overdeveloped.

Chinese President Xi Jinping has declared that China will eradicate poverty in China by 2020.

There’s no one standard definition of poverty across all of China, as it differs from province to province.

One widely quoted national standard is 2,300 yuan ($331; £253) net income a year. Under that standard, there were around 30 million people living in poverty across the whole of China in 2017.

But the 2020 deadline is approaching fast – and Mr Wang says the plan could be derailed by the virus outbreak.

“Even without Covid-19 it would be hard to meet this deadline and now realistically, it has made it even more difficult.”

Chinese fighter jets seen in skies over Beijing as preparations for National Day parade step up

China has stepped up intensive rehearsals for the upcoming National Day parade, which military insiders say is designed to showcase the achievements of Chinese President Xi Jinping’s modernisation drive.

The parade on October 1 will mark the 70th anniversary of the founding of the People’s Republic and will focus on weapons developed since Xi came to power in late 2012, despite long-standing problems in aircraft engine development.

Video clips circulating on mainland social media in recent days have shown at least seven types of aircraft – including the KJ-2000 airborne early warning and control aircraft and J-10 and J-11B fighter jets – taking part in rehearsals over the countryside  around Beijing.

A military insider said the country’s first stealth fighter jet, the J-20, had been rehearsing over the western suburbs of the capital since April.

“There will be up to seven J-20 displayed in the military parade, which is the largest formation since its formal deployment to the Chinese air force in 2017,” the military insider said.

“The J-20 has entered mass production. So far at least 70 J-20s have been made, even though all of them are still equipped with Russian AL-31 engines.”

Earlier this month, the People’s Liberation Army Air Force released a video of a flight of seven J-20s, the largest formation seen so far, suggesting that the fifth-generation warplane has gone into mass production as an arms race with the United States mounts in the region.

The second-largest J-20 formation was shown in an air force video for PLA Day on August 1, when five of the jets were shown.

China has been forced to deploy the J-20 ahead of its schedule since the US has increased the deployment of its fifth-generation stealth fighter jets like the F-22 and F-35s in the Asia-Pacific region.

The US and its allies, including Japan and South Korea, will have more than 200 F-35s by 2025, which means China also needs a similar number of stealth fighters.

To meet demand, China has been working on the development of a purpose-built thrust engine for its stealth fighter since the early 2000s, but has yet to achieve international quality control standards due to problems that include single-crystal turbine blade technology.

Hong Kong-based military commentator Song Zhongping said aircraft engine development had been a long-standing shortcoming but it would not affect the practical fighting capacity of the J-20, which currently uses Russian engines.

“The J-20 hasn’t used the domestic engines so far because it wants a better one, and it still has time,” Song said.

“Other [Chinese-developed] warplanes like the J-10, J-11 and multipurpose attack helicopters are all modified and advanced types, indicating comprehensive achievements amid China’s military modernisation over the past years.”

Besides the domestically developed aircraft, Beijing is going to display its strategic nuclear missiles, such as the DF-41 intercontinental ballistic missile and the JL-2 submarine-launched ballistic missile, as centrepieces of its National Day military parade, according to a Beijing-based military source.

Xi, who also chairs the powerful Central Military Commission, inspected the country’s biggest military parade at the Zhurihe Combined Tactics Training Base in Inner Mongolia in 2017 to celebrate the 90th anniversary of the PLA, but the source said the weapons displayed in Zhurihe had been developed under the leadership of Xi’s predecessor, Hu Jintao.

“Xi needs to highlight his personal achievements in his era, that’s why this year’s parade has political aims more than military significance,” the source said.

The source also highlighted the significance of the People’s Republic marking its 70th anniversary because the Soviet Union did not survive for that length of time.

“Xi is attempting to tell the outside world that Chinese communist regime has been consolidated under his leadership.”

Desperate Mongolians send children into countryside to escape choking winter smog

ULAANBAATAR (Reuters) – Mongolia has extended school winter holidays in the world’s coldest capital and many families have sent children to live with relatives in the vast, windswept grasslands to escape choking smog and respiratory diseases such as pneumonia.

The temperature is expected to drop to minus 32 degrees Celsius (minus 26F) in Ulaanbaatar on Monday night, as residents burn coal and trash to try to keep warm and concentrations of smog particles known as PM2.5 routinely exceed 500 mg per cubic meter, 50 times the level considered safe by the WHO.

Mongolia, a former Soviet satellite landlocked between Russia and China, has invested public money and foreign aid to tackle pollution, but improvement has been slow, with residents saying inaction has been compounded by a corruption scandal that has paralyzed parliament.

In a crowded township more than 40 miles from Ulaanbaatar, Jantsandulam Bold’s five grandchildren are breathing more easily after fleeing the capital.

“Fresh air and sun are most important for kids to grow healthy and robust,” says Jantsandulam, 57, making milk tea for her grandchildren in her home, a thickly padded felt hut known as a “ger”, or in Russian, a “yurt”.

“This little one had flu when he came here but the fresh air has treated him well,” she said, pointing at her five-year-old grandson.

The children are nearing the end of a two-month break, with schools due to reopen next Monday.

About 60 percent of Mongolia is covered by grassland, where the mining of copper, gold, coal and other minerals provides employment, while the Gobi desert envelops the South. But almost half the population live in Ulaanbataar.

Reuters calculations based on U.S. Embassy data show annual average PM2.5 concentrations hit 100 micrograms in Ulaanbaatar in 2018. They soared to 270 in December. PM2.5 in China’s most polluted city of Shijiazhuang stood at an average 70 micrograms last year, down 15.7 percent from 2017. The World Health Organisation recommends a concentration of no more than 10 micrograms.

The WHO said 80 percent of Ulaanbaatar’s smog was caused by coal burning in “ger” districts, where thousands of rural migrants, used to a nomadic lifestyle, have pitched huts. It estimates air pollution causes more than 4,000 premature deaths a year.

A joint study by the U.N. International Children’s Emergency Fund (UNICEF) and Mongolia’s National Centre for Public Health said children living in one smog-prone district of Ulaanbaatar had 40 percent less lung function than those living in the countryside.

“Air pollution aggravates respiratory diseases and children under five are most vulnerable as their organs are still not mature,” said Bolormaa Bumbaa, a doctor at Bayangol District’s Children’s hospital in Ulaanbaatar.

Families have already set up a pressure group known as Moms and Dads Against Smog, but after the protests they organized in Ulaanbaatar were ignored, the group decided to focus on encouraging residents to take action to protect themselves, said Mandakhjargal Tumur, a group coordinator.

“I don’t believe the government will do enough to reduce pollution in coming years,” she said. “That’s why we are now focusing on raising awareness.”

At the Bayangol hospital, Ulzii-Orshikh Otgon, 34, was forced to bring her 10-month-old daughter Achmaa in with pneumonia for the second time in a month.

“I believe it’s because of the pollution,” she said, adding that home air purifiers did little to help.

“Just by opening the door, our home fills with smog,” she said while breastfeeding Achmaa in the waiting room.

Doctors advised her to take her children out of Ulaanbaatar but she has no relatives in the countryside and rent is expensive.

“Decision makers have said for years they are fighting pollution,” she said. “They just wasted billions of tugriks on useless stoves and processed coal, which don’t change anything.”
