BEIJING, May 28 (Xinhua) — Chinese lawmakers Thursday voted to adopt the country’s long-expected Civil Code at the third session of the 13th National People’s Congress, the top legislature.
The Civil Code will take effect on Jan. 1, 2021.
In addition to general provisions and supplementary provisions, the Civil Code, the world’s latest modern-day civil law, has six parts on real rights, contracts, personality rights, marriage and family, succession, and tort liabilities.
The personal rights, property rights and other lawful rights and interests of the parties to civil legal relations shall be protected by law and shall not be infringed upon by any organization or individual, reads the Civil Code in its opening chapter.
Lawmakers say the codification is not about formulating a new civil law but rather systematically incorporating existing civil laws and regulations, modifying and improving them to adapt to new situations while maintaining their consistency.
A major innovation of China’s Civil Code, jurists say, is embodied in the personality rights part. While some countries have related law provisions, few have a specific law book in civil code dedicated to protecting personality rights.
The personality rights part covers stipulations on a civil subject’s rights to his or her life, body, health, name, portrait, reputation and privacy, among others.
The personality rights part shows that China has reached a new height in protecting the dignity of people, said Chen Jingying, a national lawmaker and vice president of East China University of Political Science and Law.
The Civil Code is a milestone in developing the socialist legal system with Chinese characteristics, and will greatly boost the modernization of China’s system and capacity for governance, said Wang Yi, dean of the law school at Renmin University of China.

WINDHOEK, May 1 (Xinhua) — China’s poverty eradication policy and deliberate attempts to improve the lives of the rural population is a model for Namibia and Africa in general to follow in dealing with inequality in society, experts have said.
University of Namibia social and political analyst Ndumbah Kwamwayah said China has laid a strong foundation in dealing with poverty and emancipating its people since the days of Mao Zedong.
“Chinese literature especially the life journey of Chairman Mao is a good benchmark for developing countries that want to find ways of creating equal societies. If you check here in Namibia inequality and rural poverty are there despite our economy being agro-based.
“We need to take a cue from countries like China who have created better societies through improving agriculture production and mechanization through investing heavily in local people,” he said.
According to Kamwayah, China continues to value its agro-based economy as well as investment in rural development.
“China through its leaders in the past and present has come up with strong policies of decentralizing key services and also curbing rural urban drift through developing villages. Chinese literature also strongly captures the aspect of local development.
“In Namibia there are many regions including the Kunene, Zambezi and Kavango which are heavily affected by poverty. These need deliberate policies to be improved,” he said.
Political analyst from University of Namibia, Hoze Riruako said poverty eradication remains one of the biggest challenges confronting Namibia in contemporary times.
“What is more important is not to reproduce the Chinese way of doing things but to pick certain traits that can dent poverty and rural development from them,” he said.

BEIJING/SHANGHAI (Reuters) – China’s Inceptio Technology, a startup developing self-driving trucks, has raised $100 million in its latest funding round from logistics firm GLP, its key strategic investor G7 and other investors, two sources familiar with the matter told Reuters.
The proceeds from its series A funding round will be used to further develop its technologies and to start commercial trials, said the sources, who declined to be named as they were not authorised to speak to media.
The company, which aims to operate a freight network with autonomous driving trucks in China from 2022, has partnerships with Dongfeng Automobile Co Ltd (600006.SS), Sinotruk Hong Kong Ltd (3808.HK) and Foton (600166.SS).
The two-year-old firm is developing autonomous driving software and an in-car computing system while the truckmakers are responsible for the vehicles’ platforms.
Inceptio declined to comment. G7 and Singapore-based GLP did not immediately respond to requests for comment.
Inceptio focuses on level 3 and 4 technologies. A level 3 vehicle will enable drivers to turn their attention away from driving but they still need to take over if the car encounters a problem, while with level 4 technologies, there is no human intervention in most circumstances.
The trucking industry is expected to an earlier adopter of autonomous driving technology compared to passenger vehicle makers as driving on highways is more predictable than on busy city streets.
German automaker Daimler (DAIGn.DE) and U.S. postal giant United Parcel Service Inc (UPS.N) have invested in self-driving trucks.

BEIJING, April 19 (Xinhua) — China will step up efforts to expedite technological research on the construction and application of digital infrastructure, according to the Ministry of Industry and Information Technology (MIIT).
More support should be provided to the research and development of 5G enhancement technology and 6G technology, while the accurate matching of innovation, industrial, capital and policy chains should be promoted, said Chen Zhaoxiong, vice minister of the MIIT.
Chen also stressed the importance of emphasizing the huge demand for digital transformation and improving new digital infrastructure to facilitate economic and social upgrade of the country.
The MIIT will take a string of measures to optimize industrial development, such as expediting construction of 5G and industrial internet connecting people, machine and things, developing new types of intelligent computing facilities, advancing orderly construction and application of large data centers while upgrading micro and small data centers, enriching application scenarios and building a network security system.

The race to develop a
Covid-19 vaccine is on, with the United States already starting a clinical trial and China close behind.
On Tuesday, vaccine producer CanSino Biologics, in Tianjin in China’s northeast, said it was looking for volunteers to take part in a six-month clinical trial of a treatment it had developed jointly with the Academy of Military Medical Sciences.
“The vaccine does not contain infectious substances, is highly safe and stable, and requires only one inoculation,” the Hubei Centre for Disease Control and Prevention (CDC) said in its request for volunteers.
Its announcement came a day after the first participant began a phase I trial for an experimental vaccine funded by the US National Institutes of Health and developed by biotech startup Moderna.

It uses messenger ribonucleic acid (mRNA) technology that copies the genetic code of the virus instead of the actual virus. To date, no mRNA vaccine has been approved for humans.
China’s own mRNA vaccine candidate, jointly developed by the Chinese Centre for Disease Control and Prevention, Tongji University and Stermina in Shanghai, is undergoing animal trials and is expected to enter the clinical phrase in mid-April.
Developed by the CanSino and the Academy of Military Medical Sciences, the vaccine is the front-runner of nine that China is developing. All are in the process of completing preclinical trial studies and will enter clinical trials in April, with some expected to advance faster than others, according to Wang Junzhi, a biological products quality control expert and academician with the Chinese Academy of Sciences.

“China’s research and development of a vaccine for the coronavirus is, generally speaking, among the most advanced in the world,” Wang said at a press briefing in Beijing on Tuesday. “[We] will not be slower than other countries.”

Hopes have been pinned on developing a vaccine, especially for vulnerable groups such as the elderly, in the face of an epidemic with no known cure that has brought the world to a partial standstill.
Scientists around the world are conducting experiments, and the US is reported to have tried to buy a Germany vaccine developer so that it would supply to the US only – with the German government reportedly offering its own financial incentives for the biopharmaceutical company concerned, CureVac, to stay in the country.
“A vaccine is the most effective medical means for epidemic prevention and control as it can effectively stop the spread of the virus,” Lei Chaozi, director of science and technology at China’s Ministry of Education, said.
“Vaccines also play an important part in … stabilising the economy and enabling the country to return to normal as work and production resume.”

President Xi Jinping called for faster development of coronavirus vaccines and treatment drugs when he inspected the Academy of Military Medical Sciences two weeks ago.
About 1,000 Chinese scientists have been working on the push for vaccines, with nine vaccines developed through five different approaches, including an inactivated vaccine, a viral vector-based vaccine and a gene vaccine.
Wang said that the vaccines needed to satisfy strictly the relevant regulations and technical standards – as well as World Health Organisation requirements – before starting clinical trials.
The potential vaccine developed by CanSino and military researchers, led by virologist Chen Wei, is genetically engineered. “Spikes” on the surface of the coronavirus bind to human cells and enable the virus to invade the human cells, causing the sometimes fatal infection known as Covid-19. In theory, vaccines can rehearse such an attack and trigger the human body to be primed to respond to a real infection.
CanSino has submitted the pre-investigational new drug review application for the Ad5-nCoV vaccine to Chinese regulatory authorities, and is in the process of submitting the related technical documents.
According to the Hubei CDC, volunteers for the trial must be 18 to 60 years old with no history of coronavirus infection.
