China scrambles to curb rise in imported coronavirus cases

BEIJING (Reuters) – China on Sunday reported 46 new cases of coronavirus, the fourth straight day with an increase, with all but one of those imported from overseas, and further stepped up measures to intercept cases from abroad as the outbreak worsens globally.

While China says it has drastically reduced the number of domestically transmitted cases – the one reported on Sunday was the first in four days – it is seeing a steady rise in imported cases, mostly from Chinese people returning from overseas.

In a sign of how seriously China is taking the threat of imported cases, all international flights due to arrive in Beijing starting Monday will first land at another airport, where passengers will undergo virus screening, government agencies said on Sunday, in an expansion of existing measures.

International flights that were scheduled to arrive in the capital will land instead at one of 12 airports. Passengers who clear screening will then be permitted to reboard the plane, which will then fly to Beijing, the regulator said.

Separately, Shanghai and Guangzhou both announced that all arriving international passengers will undergo an RNA test to screen for coronavirus, expanding a program that previously only applied to those coming from heavily-hit countries.

Among the new cases from abroad reported on Sunday, a record 14 were in the financial hub of Shanghai and 13 were in Beijing, a decline from 21 the previous day.

The new locally transmitted case was in the southern metropolis of Guangzhou and was also the first known case where the infection of a local person was linked to the arrival of someone from overseas, according to Guangdong province.

Hu Xijin, the editor-in-chief of the Global Times newspaper, called for all cities in China to implement 14-day quarantines for people arriving from abroad.

He also called for quarantine policies to apply to people from Hong Kong and Macau as well, he said on his Weibo account on Sunday.

“I am worried that there are similar cases to the Guangzhou one existing in other parts of the country. There were reports previously that people coming back from abroad returned to their homes in Shanghai without any obstacles,” Hu said.

“It matters to the overall situation of China’s next prevention and control efforts if we can plug the leaks.”

The Global Times is a tabloid published by the Ruling Communist Party’s People’s Daily.

The latest figures from China’s National Health Commission bring total reported coronavirus cases in the country to 81,054, with 3,261 deaths, including six on Saturday. On Saturday, China reported 41 new coronavirus cases for the previous day, all of them imported.

Of all 97 imported cases as of end-Saturday, 92 of them are Chinese nationals and 51 are Chinese students returning from studying abroad, said Gao Xiaojun, spokesman for the Beijing Municipal Health Commission during a press conference on Sunday.

The Beijing health commission announced separately on its website it had two more imported cases on Sunday, bringing the city’s total number of imported cases to 99 as of Sunday noon.

BACK TO A KIND OF NORMAL

China is trying to revive an economy that is widely expected to contract deeply in the current quarter, with life slowly returning to normal in cities such as Beijing and Shanghai, albeit with everyone wearing masks in public.

Still, numerous shops and restaurants remain shut – many have gone out of business – and factories and other workplaces are still not operating at full capacity.

On Sunday, a central bank official called for stepped-up global policy coordination to manage the economic impact of the pandemic. He said China’s recent policy measures were gaining traction, and it has capacity for further action.

Chen Yulu, a deputy governor at the People’s Bank of China (PBOC), also said he expects significant improvement in the Chinese economy in the second quarter.

And while the virus will continue putting upward pressure on near-term consumer prices, there is no basis for long-term inflation or deflation, he told a news briefing.

Globally, roughly 275,000 people have been infected with the virus, and more than 11,000 have died, according to a Reuters tally, with the number of deaths in Italy recently surpassing those in China.

“Now I think the epidemic has been controlled. But this definitely doesn’t mean that it’s over,” said a 25-year-old woman surnamed He who works in the internet sector and was visiting the vast Summer Palace complex in Beijing on Saturday.

“I’m willing to come out today but of course I am still afraid,” she told Reuters.

The central province of Hubei, where the outbreak first emerged late last year in its capital Wuhan, reported its fourth straight day of no new cases.

China has used draconian measures to contain the spread of the virus, including locking down Hubei province.

Calls for an investigation after woman drove into Beijing’s Forbidden City

A Chinese woman who drove her luxury SUV into Beijing’s Forbidden City
and posted pictures online has prompted a public search for information about her, while state media called for the case to be investigated.
The photos – showing two women standing in front of a Mercedes-Benz G-Wagen parked in the World Heritage Site, which banned vehicles in 2013 – were posted on microblog site Weibo on Friday under the name “LuxiaobaoLL”. It was captioned: “As it is closed on Monday, [we] avoided tourists and enjoyed the palace.” The post went viral and drew tens of thousands of comments.
The Palace Museum, which runs the 600-year-old landmark, later apologised, confirming that a car had been allowed to enter the complex on Monday last week when it was closed to the public.
It did not identify the pair, but said it would “stop it from happening again”.

Social media user Lu Xiaobao, who posted the photos of herself and a friend, has claimed to be the wealthy granddaughter-in-law of a Chinese revolutionary hero, and that her fortune includes a house in Los Angeles worth more than US$11 million.
Lu herself and the family she says she married into have so far remained silent, and the claims could not be independently verified. But irate social media users have been digging online for information on her background as they push for an official explanation.

Some are concerned that flouting the car ban risked damaging the Ming dynasty complex, and the incident has also reinforced a widespread perception that certain people are granted privileges denied to ordinary Chinese because of their family connections.

Social media users seized on one of Lu’s Instagram posts featuring a house she claims to have bought in 2018. The property is apparently owned by Wang Zhijie, wife of Liu Zhongtian, the billionaire founder of aluminium products maker China Zhongwang, raising suspicion that Lu could be connected to the family.

But the company denied there was any link with the woman in a statement issued on Sunday. “Mr Liu himself doesn’t know Luxiaobao LL or her relatives directly,” it said.

State media has also weighed in on the case, with People’s Daily, the Communist Party mouthpiece, running a scathing commentary on Saturday calling for a thorough investigation by the Palace Museum.

“People are distressed because our national heritage and culture – which we treasure – has been damaged,” the commentary read. “People are furious because there are still people trying to challenge the consensus that the 600-year-old Forbidden City is no longer a private property for feudal privilege.”

The woman has claimed that she is married to He Gang, the grandson of He Changgong, who joined the party in 1922, a year after it was established, and played an important role in its early development.

But Hu wrote on Weibo that if the woman’s claim was true, her background was “not so eminent” since He Changgong had not taken any important positions after the founding of the People’s Republic in 1949.

The Palace Museum banned vehicles from the Forbidden City in 2013 to protect the complex. The ban has been strictly enforced, including when former French president Francois Hollande visited that year and had to leave his car outside and walk into the palace.

China confirms spread of new virus as cases surge

BEIJING (Reuters) – An outbreak of a new coronavirus in China has spread to more cities, Chinese authorities said on Monday, as the number of patients tripled and a third person died, stoking concerns about containment of the illness.

The Daxing health commission in the capital Beijing said it had confirmed two cases of coronavirus, while the southern Guangdong province’s health commission confirmed one case in Shenzhen. They mark the first cases in China beyond the central city of Wuhan where the virus first emerged.

The Wuhan Municipal Health Commission said 136 new cases of pneumonia caused by the coronavirus strain had been found in the city over the weekend, adding to 62 already known cases. A third death occurred on Saturday, the authority said in a statement.

This brings the total number of known cases worldwide to more than 200, underscoring the challenge for health authorities seeking to contain the outbreak. South Korea on Monday reported its first confirmed case of the coronavirus, a 35-year-old female Chinese national who had travelled from Wuhan, the fourth patient to be reported outside China.

Hundreds of millions of Chinese tourists will be traveling domestically and abroad during the Lunar New Year holiday period that starts later this week.

A report by London Imperial College’s MRC Centre for Global Infectious Disease Analysis estimated that by Jan. 12 there were 1,723 cases in Wuhan City with onset of related symptoms. Chinese health authorities have not commented directly on the report.

CONTAINMENT EFFORTS

Authorities around the globe, including in the United States and many Asian countries, have stepped up screening of travellers from Wuhan. Last week, two cases were reported in Thailand and one in Japan. All three involved people from Wuhan or who recently visited the city.

The virus belongs to the same family of coronaviruses as Severe Acute Respiratory Syndrome (SARS), which killed nearly 800 people globally during a 2002/03 outbreak that also started in China.

Its symptoms include fever and difficulty in breathing, which are similar to many other respiratory diseases and pose complications for screening efforts.

China’s National Health Commission said on Sunday it will step up prevention efforts, but acknowledged it still doesn’t know the source of the virus.

Shares in pharmaceutical firms and mask makers in China surged Monday because of the outbreak.

The outbreak was one of the top trending topics on Chinese social media platform Weibo, where many users expressed concerns about their safety.

“Who knows how many people who have been to Wuhan may be unaware that they have already been infected?,” one user said.

China’s Global Times, published by the ruling Communist Party’s official People’s Daily newspaper, said in an editorial the government needs to disclose all information and not repeat the mistakes made with SARS. Chinese officials covered up the SARS outbreak for weeks before a growing death toll and rumours forced it to reveal the epidemic.

“Concealment would be a serious blow to the government’s credibility and might trigger greater social panic,” the editorial said.

Police shooting exposes deep divide online between mainland China and Hong Kong

As Monday morning’s police shooting of a protester triggered a wave of shock and outrage in Hong Kong, across the border in mainland China, the response online was just as swift – but in support of the force.
“Support Hong Kong police opening fire! Clean up Hong Kong’s cockroaches!” one popular financial blogger on Weibo, China’s Twitter-like platform, said as he shared footage of the incident.
In the video, an officer grapples with a protester and points his gun towards another approaching protester. The second protester reaches out towards the gun, the officer dodges, steps back and shoots him in the torso.

“It feels great [to watch]! Kill them all, these trash and tumours of society,” a Weibo user replied to the video, with a thumbs-up emoji.

“Hongkong’s loser youth, [police] should totally open fire!! It would be best to shoot them in the head,” another post read.
These comments, and many others like them flooding social media in mainland China, highlight the deep divisions in views on each side of the border as Hong Kong’s political crisis drags into its sixth month.

Despite some initial sympathy, mainland public sentiment towards Hong Kong has hardened since July, amid state propaganda painting the protesters as a separatist movement plotted by “Western black hands”.

In recent weeks, the rancour from the mainland has only appeared to deepen, with photos and videos of protesters vandalising businesses with ties to the mainland spreading online.

Last month, a mainland Chinese banker was assaulted in a confrontation with protesters during his lunch break in Central, drawing the wrath of many mainlanders and renewed online calls for military intervention.

Extensive media coverage of the vandalism and attack, as well as a series of inflammatory commentaries, have further fanned the anger.

On Monday, the social media account of state-run Beijing Daily ran the story of the shooting under the headline: “This morning, a gunshot in Hong Kong, to the applause of citizens!”

“At such a critical moment, the police officer acted so bravely and restrained,” the report said.

“After the police fired the shot and subdued the rioters, some citizens at the scene directly applauded the police. The reaction of the public directly shows that the officer fired not only in a legal and reasonable way, but also in line with the will of the people.”

In the video, a man in a dark blue jumper claps his hands at a nearby traffic light, as police officers pin the protesters to the ground.

The Beijing Daily report did not refer to angry bystanders condemning the officers as “murderers”.

Hu Xijin, editor-in-chief of nationalist tabloid Global Times, and a regular – and hugely popular – commentator on Hong Kong’s unrest, also weighed in.

“As a media worker, I resolutely support this Hong Kong police officer gunning down the attacking rioters,” he wrote to his 2 million fans on Weibo in a post that included video of the shooting.

Hu accused Hong Kong and Western media of “focusing their coverage on the police shooting and diluting the illegal, criminal and evil deeds of the rioters”.

“Such guiding of public opinion is disgusting,” he wrote.

Hu ended his post with a message to Hong Kong police: “Don’t you be afraid of anything, resolutely defend Hong Kong’s law and order, be strong and be tough. You’re not alone on the front lines. Behind you there are not only the [patriotic] Hong Kong public and the nation, but also the country’s paramilitary police and the People’s Liberation Army Hong Kong garrison, who can enter Hong Kong and offer support in accordance with the Basic Law when needed.”

The post was liked more than 26,000 times in six hours.

Meanwhile, Taiwanese President Tsai Ing-wen called on the Hong Kong government to give a detailed response to the Hong Kong people’s calls for democracy and freedom, which she described as “the only path to return to stability and order”.

“Governments should not fire upon unarmed people, this will only exacerbate the problem,” she wrote on her official Facebook account. “Beijing and the Hong Kong government should respond to the Hong Kong people, not with bullets but with the promise of democracy and freedom.”

Taipei’s Mainland Affairs Council, which oversees the island’s policies on Beijing, called on all sides to give up their arms and aggressive actions to make way for peaceful conversation.

Trump hopes U.S.-China trade deal will be signed by middle of November

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said he thinks a trade deal between the United States and China will be signed by the time the Asia-Pacific Economic Cooperation meetings take place in Chile on Nov. 16 and 17.

Chinese Vice Premier Liu He will provide Beijing’s perspective on the progress of the talks in a speech on Saturday, according to a tweet from editor-in-chief of the Global Times, a tabloid published by the People’s Daily of China’s ruling Communist Party.

“I think it will get signed quite easily, hopefully by the summit in Chile, where President Xi and I will both be,” Trump told reporters at the White House, without providing details.

“We’re working with China very well,” Trump also said.

The White House has announced that China agreed to buy up to $50 billion of U.S. farm products annually, as part of the first phase of a trade deal, although China seems slow to follow through.

The so-called phase 1 deal was unveiled at the White House last week during a visit by vice premier He as part of a bid to end a tit-for-tat trade war between Beijing and Washington that has roiled markets and hammered global growth. U.S. officials said a second phase of negotiations could address thornier issues like forced technology transfer and non-financial services issues.

China’s Type 001A aircraft carrier sets off on latest sea trial as navy prepares to commission ship ‘within months’

China’s first home-grown aircraft carrier, Type 001A, will be commissioned within months, according to military observers.

The ship appeared to have set off on its eighth sea trial on Tuesday after photographs taken by a plane flying over a restricted area showed a carrier, with a warplane on deck, leaving the Dalian Shipyard, where the carrier is being built.

The timing coincided with a notice issued by China’s Maritime Safety Administration, saying an area of the Bohai Sea, near the yard would be cordoned off for military activities.

While the commissioning would mark an advance in China’s naval capacity, some analysts noted that the trial phase was taking longer than expected.

Global Times, a tabloid affiliated to Communist Party mouthpiece People’s Daily, quoted naval observer Li Jie as saying that the Type 001A was likely to be undertaking its eighth sea trial after solving problems discovered in the previous trials.

during its seventh trial, a fairly common occurrence in the processes.

Zhou Chenming, a Beijing based military expert, said that the Type 001A’s commissioning had already been postponed and the major problem now was a lack of shipborne aircraft and problems with the flight control system.

Zhou said the control system worked with J-15 fighters, which will be the primary jets used on the ship, but “is not yet compatible with other aircraft, which hinders the aircraft carrier’s final commissioning”.

Once commissioned, the ship will join the country’s first carrier, the Liaoning, at sea, boosting the country’s naval capacity.

Collin Koh, a research fellow at the Institute of Defence and Strategic Studies from Singapore’s Nanyang Technological University, said: “With two aircraft carriers, the PLA Navy will have greater chances to hone its carrier capabilities – conducting more missions, training, and all of these contributing to the accumulation of expertise and know-how.

“This means qualitatively improving [its] carrier capability, including human capital.

“For long-term strategic significance, it means an expanding power projection capability of the PLAN that allows it to promote presence in regions where Beijing asserts national interests.”

The Type 001A’s trial phase has taken longer than some military observers had expected. The aircraft carrier set out for its first sea trial in May 2018, some 17 months ago.

By comparison, the Liaoning, a former Soviet Kuznetsov-class vessel underwent 10 sea trials over a 13-month period before it was commissioned.

The Type 001A is a modified version of the design that features upgraded radar and bridge systems and will carry 36 J-15s compared with the Liaoning’s capacity of 24
.

The ship also features a ski-jump deck for take-offs, has a displacement of 70,000 tonnes and will be able to carry a total of 40 aircraft.

China’s scenic sites limit ‘golden week’ visitor numbers to cut crowds

Several major tourist attractions in China have capped visitor numbers during this year’s National Day “golden week” holiday as millions take the chance to travel.
October 1 marked the start of a week-long break on the mainland, with an estimated 800 million people expected to go on trips in China or overseas, about 10 per cent more than last year, according to the China Tourism Academy.
The academy estimated that 726 million people would take domestic trips in this peak holiday period – a 9.4 per cent increase from last year, but that is the lowest level of growth since 2007 as pressure from China’s slowing economy and the trade war with the United States take their toll.
Managers at the scenic area surrounding the Leshan Giant Buddha – a 71-metre (233 feet) tall ancient statue carved into a cliff in southwestern Sichuan province – said last week that daily tickets would be capped at 22,400 during the holiday, which runs until Monday.

The park said it would update visitors on daily ticket sales through social media.

“Today’s tickets for the Giant Buddha have reached the limit and sales have stopped,” the park management committee said on its Weibo account on Tuesday. “To all tourists, please rearrange your itinerary. You can visit the areas surrounding the Giant Buddha scenic spot,” it said, adding that tickets could be booked online for any day for the rest of golden week.

“I expected it to be chock-full of people, but actually today it’s still relatively calm. I had lots of fun,” a visitor to the Giant Buddha told Pear Video on Tuesday.

Jiuzhaigou National Park in Sichuan said last week that it would be limiting visitors to 5,000 per day during golden week and said on Monday that tickets had sold out.

The network of valleys known for its natural scenery was devastated by an earthquake in August 2017, and reopened with limited access in March 2018.

However, there were no restrictions at other attractions. In eastern Zhejiang province, 340,400 visitors went through the gates at Hangzhou’s West Lake on Tuesday, the Global Times’ Chinese edition reported.

“There’s too many people. I have never seen so many of them in my life,” one tourist was quoted as saying.

A guide also said that instances of “uncivilised behaviour”, such as trampling on the gardens, were down compared to last year.

“During the major holidays, many tourist attractions are so crowded that tourists can barely move an inch,” Hangzhou Daily said in an editorial on Monday.
“Not only is the tourist experience bad, but there are also safety hazards such as being trampled on, and this puts a lot of pressure on nearby public transport and food establishments.”
Travel booking platform Ctrip said that tourists heading overseas were increasingly seeking out new destinations, with bookings to places such as the Czech Republic, Austria, Croatia, Malta and Cambodia up by 45 per cent this year.
However, bookings for Hong Kong had fallen substantially after nearly four months of anti-government protests, Ctrip said.

China anniversary: How the country became the world’s ‘economic miracle’

It took China less than 70 years to emerge from isolation and become one of the world’s greatest economic powers.

As the country celebrates the anniversary of the founding of the People’s Republic of China, we look back on how its transformation spread unprecedented wealth – and deepened inequality – across the Asian giant.

“When the Communist Party came into control of China it was very, very poor,” says DBS chief China economist Chris Leung.

“There were no trading partners, no diplomatic relationships, they were relying on self-sufficiency.”

Over the past 40 years, China has introduced a series of landmark market reforms to open up trade routes and investment flows, ultimately pulling hundreds of millions of people out of poverty.

The 1950s had seen one of the biggest human disasters of the 20th Century. The Great Leap Forward was Mao Zedong’s attempt to rapidly industrialise China’s peasant economy, but it failed and 10-40 million people died between 1959-1961 – the most costly famine in human history.

This was followed by the economic disruption of the Cultural Revolution in the 1960s, a campaign which Mao launched to rid the Communist party of his rivals, but which ended up destroying much of the country’s social fabric.

‘Workshop of the world’

Yet after Mao’s death in 1976, reforms spearheaded by Deng Xiaoping began to reshape the economy. Peasants were granted rights to farm their own plots, improving living standards and easing food shortages.

The door was opened to foreign investment as the US and China re-established diplomatic ties in 1979. Eager to take advantage of cheap labour and low rent costs, money poured in.

“From the end of the 1970s onwards we’ve seen what is easily the most impressive economic miracle of any economy in history,” says David Mann, global chief economist at Standard Chartered Bank.

Through the 1990s, China began to clock rapid growth rates and joining the World Trade Organization in 2001 gave it another jolt. Trade barriers and tariffs with other countries were lowered and soon Chinese goods were everywhere.

“It became the workshop of the world,” Mr Mann says.

Take these figures from the London School of Economics: in 1978, exports were $10bn (£8.1bn), less than 1% of world trade.

By 1985, they hit $25bn and a little under two decades later exports valued $4.3trn, making China the world’s largest trading nation in goods.

Poverty rates tumble

The economic reforms improved the fortunes of hundreds of millions of Chinese people.

The World Bank says more than 850 million people been lifted out of poverty, and the country is on track to eliminate absolute poverty by 2020.

At the same time, education rates have surged. Standard Chartered projects that by 2030, around 27% of China’s workforce will have a university education – that’s about the same as Germany today.

Still, the fruits of economic success haven’t spread evenly across China’s population of 1.3 billion people.

Examples of extreme wealth and a rising middle class exist alongside poor rural communities, and a low skilled, ageing workforce. Inequality has deepened, largely along rural and urban divides.

“The entire economy is not advanced, there’s huge divergences between the different parts,” Mr Mann says.

The World Bank says China’s income per person is still that of a developing country, and less than one quarter of the average of advanced economies.

China’s average annual income is nearly $10,000, according to DBS, compared to around $62,000 in the US.

Now, China is shifting to an era of slower growth.

For years it has pushed to wean its dependence off exports and toward consumption-led growth. New challenges have emerged including softer global demand for its goods and a long-running trade war with the US. The pressures of demographic shifts and an ageing population also cloud the country’s economic outlook.

Still, even if the rate of growth in China eases to between 5% and 6%, the country will still be the most powerful engine of world economic growth.

“At that pace China will still be 35% of global growth, which is the biggest single contributor of any country, three times more important to global growth than the US,” Mr Mann says.

The next economic frontier

China is also carving out a new front in global economic development. The country’s next chapter in nation-building is unfolding through a wave of funding in the massive global infrastructure project, the Belt and Road Initiative.

Beijing Daxing airport – world’s largest terminal – takes flight

  • Visually spectacular and with the latest technology, the Chinese capital’s second international airport is open for business

At 4.23pm on Wednesday a China Southern Airlines A380 left Beijing for Guangzhou – on the first commercial flight out of the world’s latest and largest airport terminal at Daxing, five years after construction began on the ambitious project.

The 80 billion yuan (US$11 billion) Beijing Daxing International Airport was officially opened by Chinese President Xi Jinping on Wednesday morning.

China Southern Airlines, the mainland’s largest carrier, has 40 per cent of the flight slots at the new airport. It is one of 16 airlines which will be operating out of Beijing Daxing International Airport, the visually spectacular new facility at the southern end of the Chinese capital.

Six other flights, including China Eastern Airlines for Shanghai and Air China for Chengdu, took off before 5pm in the afternoon. These domestic airlines will have part of their operations moving to Daxing for the upcoming winter-spring season, according to the mainland’s aviation authority. No Hong Kong airlines were listed.

British Airways has announced its whole operation will be moved to Daxing, while some foreign airlines, such as Ethiopian Airlines, Polish Airlines, Malaysia Airlines, Royal Air Maroc and Finnair, will operate at both airports.

Spanning 47 sq km (18 square miles) – almost 50 per cent larger than the city of Macau – Daxing, with its 700,000 square metre (7.5 million sq ft) terminal is a spectacular sight. Its futuristic shape, resembling a giant hexagonal starfish or – as some internet users have dubbed it – an alien base, not only handles more aircraft, it also keeps passengers’ walks

From the centre of the security check to the furthest end gate in each wing is about 600 metres (1,970 feet), or less than an eight-minute walk.

According to Xinhua, more than 70 restaurants, tea shops and coffee houses will operate in the airport, along with 36 international brands, including Louis Vuitton, Gucci and Bottega Veneta.

Daxing is designed to take pressure off the overcrowded Beijing Capital International Airport (BCIA) and, by 2021, is expected to handle 45 million passengers a year, rising to 72 million by 2025.

Located at the south of the capital, 46km (28.5 miles) from the central Tiananmen Square, the airport was once frowned upon for its less than optimal location, with its southern end at the border with Hebei province. But it may not be as time-consuming for travellers as originally thought.

Hu Haiqing, deputy general manager of China Southern Airlines’ operation control centre, told Global Times that “although Daxing is further away from downtown Beijing than the Capital airport, there are still some advantages, especially for our airline”.
With most of its bases in the south of the country, China Southern Airlines flights to Daxing will be 10 to 15 minutes shorter than to the Capital airport. A further 15 to 20 minutes taxiing time will also be saved, thanks to its position in the new airport.
“The design of the airport also means passengers, once they leave their car or train, will walk a much shorter distance to the check-in and security check,” Hu said.
According to Xinhua, Daxing’s design also makes transit much quicker, with transfers between international and domestic flights up to 90 minutes shorter than from the Capital airport.

Public transport will be the quickest way to reach the new airport from downtown Beijing – 20 minutes from West Beijing railway station once the Beijing-Xiongan high-speed rail officially opens. The airport express service will also take passengers from Caoqiao station to the airport in 19 minutes.

There is no underground rail service or airport express connecting the Capital airport in the north with Daxing, but passengers can change trains at Caoqiao for downtown Beijing or other stations which connect with BCIA’s airport express service.

Waiting times at the new airport will be greatly reduced by the use of facial recognition technology for self-service check-in and smart security checks, according to Wang Hui, manager of Daxing’s terminal management department.

The technology does away with the need for a paper boarding pass and passengers can check-in, with or without luggage, and go through the security check by themselves.

“The airport has more than 400 self-service check-in kiosks, which means more than 80 per cent of check-ins will be self-service. That shortens each passenger’s queuing time to no more than 10 minutes,” Wang told Global Times.
“The smart security check channels are able to handle 260 passengers per hour, 40 per cent faster than using traditional means,” he said.
The opening of Daxing Airport could be a great boost for the mainland – and even the global – aviation industry by easing pressure on the Capital airport and making new routes possible, said a veteran China Eastern Airlines pilot who declined to be named.

Opening new flight routes from BCIA was almost impossible, he pointed out, because the centre of Beijing was a no-fly zone for security reasons. Daxing airport’s location at the southern end of the city, however, avoided the problem of planes having to bypass the restricted space, leaving room to open more routes for domestic and international flights.
“Beijing is the window for China to go global but the Capital airport’s schedule is saturated and unable to open new routes. Daxing airport makes it possible to open more global routes,” the pilot said.
He said the runway design at Daxing also meant fewer delays, because the four runways of phase one – more than any other airport in China – included one which was perpendicular to the other three, allowing flights to land and take off regardless of wind direction.

Chinese armed police truck convoy rolls into Shenzhen as Hong Kong enters another week of protests

  • State media says presence is part of preparations for major drill, but analyst calls it a ‘psychological warfare tactic’

A convoy of armed police trucks has been stationed at a sports centre in a mainland Chinese city bordering Hong Kong, adding to speculation online that Beijing could be preparing to intervene directly in the protests roiling the special administrative region.
But a Beijing-based military expert said the movements were part of regular exercises and not cause for concern.
Footage of the trucks rolling into Shenzhen in the southern province of Guangdong began circulating online on Saturday.

On Monday, Communist Party mouthpiece People’s Daily and Global Times posted videos of the convoy in the city, saying the police were there to prepare for large-scale drills.

Dozens of the trucks as well as excavators lined a pavement next to the entrance of the Shenzhen Bay Sports Centre in Nanshan district on Monday, across the harbour from Hong Kong.

Personnel in camouflage uniforms stood at the entrances of the sports centre, but did not block access to civilians.

Asked whether they were in Shenzhen for a drill and what time they had arrived, the personnel shook their heads and said nothing.

Also on Monday, the Hong Kong and Macau Affairs Office released a stern statement, calling attacks on police “signs of terrorism”.

Online, internet users speculated that the armed presence was a show of power to Hong Kong.

“They are just waiting for an order before they’ll drive to Hong Kong to calm the riots. We hope the armed forces can enter Hong Kong and beat the hell out of these idiotic youth,” one commenter said on Weibo, China’s Twitter-like social media platform.

Beijing-based military specialist Zhou Chenming said that the armed police were taking part in regular drills and that people should not feel nervous.

“The central government has repeatedly stated it will only interfere if there are large-scale riots and the Hong Kong government has applied voluntarily for support,” Zhou said.

“If the situation does not reach that point, then this is only a deterrence measure, to deter these [small group of people] from stepping over the line.”

Dixon Sing Ming, a political-science professor at the Hong Kong University of Science and Technology, said the move was a “psychological warfare tactic”.

“The drill is part and parcel of a well-coordinated attempt by Beijing to pressure the protesters and the general public to give up their five demands, including the one for universal suffrage immediately,” Sing said.

Hong Kong has been engulfed in protests since early June, at first to oppose the now-shelved extradition bill that would have allowed Hong Kong to send suspects to other jurisdictions, including mainland China.

But protesters now have five demands, including a complete withdrawal of the extradition bill and an independent investigation into the police’s use of force in handling the protests.

As the confrontations have escalated, public opinion in the mainland has grown steadily tougher, with many calling for more stern measures to restore order.

On August 6, 12,000 police officers gathered in Shenzhen for a drill, which included anti-riot measures similar to those seen on the streets of Hong Kong.

Although the police said the drill was part of security preparations for the 70th anniversary of the People’s Republic on October 1, internet users saw it as a show of power and warning to Hong Kong.
