GUBEI WATER TOWN, China (Reuters) – The mock Qing dynasty village nestled below the Great Wall would normally be teeming with tourists on Labour Day, but the thin crowds on Friday showed that while China’s coronavirus epidemic has subsided, people’s fears could take longer to fade.
During holidays, some 100,000 visitors a day would traipse round the quaint stone-paved streets of Gubei Water Town, 110 kilometres (68 miles) northeast of Beijing. Its marketing manager reckoned on getting just a tenth of that number this year.
“People have concerns about the virus and are unwilling to travel long distances,” said Guo Baorong. For a start, there will be no international tourists this time, he said, noting foreigners would normally make up around 15% of visitors.
About 70% of China’s tourist attractions had reopened as of Thursday, according to China’s Ministry of Culture and Tourism, but all sites have had to cap visitors to 30% of designed capacity.
More sites, including the Forbidden City in Beijing, were set to reopen Friday.
Staff at the entrance to Gubei Water Town checked visitors’ temperatures and health tracking codes. And inside, lines on the ground directed tourists to stand one meter apart and stores used ropes to keep crowds from forming. Like everywhere in China since the lockdowns were imposed to stem the epidemic, everyone wore masks.
Still, in places where tourists squeezed together as the streets narrowed, staff shouted at them to spread out.
Some tourists enjoyed the smaller crowds.
Xiao Chen, a 24-year-old student wearing traditional Chinese garb known as “Hanfu” came to Gubei to take pictures around ancient architecture.
“It’s good to come out of the city. There was barely anyone in Gubei Water Town yesterday, and even today, it’s not crowded,” she said.
The tranquility may not last. Room bookings jumped on Thursday after Beijing and nearby areas began easing coronavirus restrictions, with about 90% of accommodation now reserved.
“We were not expecting that many people to come in,” said Guo.

BEIJING, April 6 (Xinhua) — Bike riding, bird watching, or simply enjoying the natural scenery against the blue sky. A wild duck lake wetland in suburban Beijing has attracted urbanites during the traditional Qingming festival.
The park imposes a daily limit of 1,680 visitors and workers take body temperatures for visitors and ask them to show their health codes, which are common preventive measures in many scenic spots.
“Our tickets sold out one day in advance on the Internet, “said Liu Xuemei, a park management official. “Through the online booking of tickets, we strictly control the flow of tourists to protect wild birds as it is a season of bird migration.”
Besides paying tribute to the dead, outing is another tradition among Chinese during Tomb-sweeping Day, also known as Qingming Festival which fell on Saturday. Citizens enjoy a three-day holiday for the festival.
As China’s domestic COVID-19 situation continues its improving trend, more parks and scenic sites have reopened across the country, providing places for citizens to have spring outings amid tight prevention measures.
On Saturday, the Juyongguan section of the Great Wall and the Ming Tombs in Beijing reopened to the public after two months of closure in the prevention and control of COVID-19.
The famous Badaling section of the Great Wall in Beijing, which partly opened on March 24, hosted 12,000 tourists on Sunday alone.
Beijing’s major parks, which partly opened to the public, also adopted strict measures to control the number of tourists while cancelling some traditional spring activities such as enjoying flowers to avoid gathering.
Data from several domestic travel companies such as Qunar and Trip.com show that the domestic tourism industry is recovering and the booking volume of tickets for travel, hotels and scenic spots is on the rise.
Since March, some of the business activities of travel agencies have resumed in more than 10 provinces and municipalities. Tours around cities and 1-hour high-speed trips are popular, according to the travel platforms.
“I haven’t been out during the epidemic. It’s fine today. I brought my daughter to the mountain area to breathe fresh air and relax,” said a female tourist surnamed Liu, in the city of Wuhu, east China’s Anhui Province. Liu went to the suburban area of Wuhu with her daughter for an outing on Saturday and said she felt the epidemic prevention measures were reassuring.
At the Balihe scenic area in Yingshang County, Anhui, the number of tourists rose from 1,000 after it reopened on March 15 to about 8,000 per day during the Qingming holiday.
The scenic area implements online real-name booking. Its tourist service center has a body temperature detection area and provides wash-free disinfectant. Staff members wear masks and gloves, according to Wang Longtao, deputy general manager of a company in charge of the Balihe tourism development.
“I am optimistic about the recovery of domestic tourism. People have accumulated a strong desire to consume,” said Liang Jianzhang, co-founder and chairman of Trip.com Group.
Huangshan Mountain, a UNESCO world heritage site in Anhui Province, saw 20,000 tourists on Saturday and Sunday, as pictures of crowded tourists triggered concerns over epidemic prevention.
The scenic area authorities said Monday they increased 20 transfer buses and mobilized a total of 160 buses to prevent overcrowding.
Industry experts warn that as the COVID-19 epidemic has not ended domestically and the pressure of imported cases is growing, scenic spots should make people’s safety and health the top priority and take targeted measures as they reopen.

BEIJING, China (Reuters) – China ramped up measures to contain a virus that has killed 26 people and infected more than 800, suspending public transport in 10 cities, shutting temples over the Lunar New Year and even closing the Forbidden City and part of the Great Wall.
The week-long holiday to welcome the Year of the Rat began on Friday, raising fears the infection rate could accelerate as hundreds of millions of people travel to their homes and abroad in what is usually a festive time of year.
The World Health Organisation (WHO) has declared the new coronavirus an emergency for China but stopped short of declaring the epidemic of international concern.
While most of the cases and all of the deaths have been in China, the virus has been detected in Thailand, Vietnam, Singapore, Japan, South Korea, Taiwan and the United States. It was likely Britain also had cases, a health official said.
The newly identified coronavirus has created alarm because it is too early to know just how dangerous it is and how easily it spreads between people.
Symptoms include fever, difficulty breathing and coughing.
Most of the fatalities have been elderly, many with pre-existing conditions, the WHO said.
Cases are likely to continue to rise in China but it is too soon to evaluate the severity of the virus, a WHO spokesman said on Friday.
As of Thursday, there were 830 confirmed cases and 26 people had died there, China’s National Health Commission said.
In Wuhan, where the outbreak began last month, pharmacies were running out of supplies and hospitals were flooded with nervous resident seeking medical checks.
“There’s so much news, so much data, every 10 minutes there’s an update, it’s frightening, especially for people like us in a severely hit area,” Lily Jin, 30, a resident of the city, told Reuters by phone.

While restrictions have already been put in place in cities across the country to curb the outbreak, China will take stricter and more targeted measures, state television reported citing a state council, or cabinet, meeting on Friday, but gave no further details.
“The spread of the virus has not been cut off … Local authorities should take more responsibility and have a stronger sense of urgency,” state broadcaster CCTV said.
Most cases have been in Wuhan, where the virus is believed to have originated in a market that traded illegally in wildlife. Preliminary research suggested it crossed to humans from snakes.
The city of 11 million people, and neighboring Huanggang, a city of about 7 million, were in virtual lockdown.
Nearly all flights at Wuhan’s airport had been canceled, and airports worldwide have stepped up the screening of passengers from China.
Checkpoints blocked the main roads leading out of town, and police checked incoming vehicles for wild animals.
Wuhan was rushing to build a 1,000-bed hospital for the infected by Monday, the official Changjiang Daily reported.
About 10 people got off a high-speed train that pulled into Wuhan on Friday afternoon but nobody got on before it resumed its journey. Although it stopped there, Wuhan had been removed from the train’s schedule.
“What choice do I have? It’s Chinese New Year. We have to see our family,” said a man getting off the train who gave his family name Hu.
CHINA EMERGENCY
The WHO said on Thursday it was a “bit too early” to designate the outbreak a public health emergency of international concern, which would require countries to step up their response.
Some experts believe the virus is not as dangerous as the one that caused the 2002-03 outbreak of Severe Acute Respiratory Syndrome, which also began in China and killed nearly 800 people, or the one that caused Middle East Respiratory Syndrome, which has killed more than 700 people since 2012.
There is no known vaccine or particular treatment.
“There is some work being done and there are some trials now for MERS (vaccines). And we may look at some point whether those treatments and vaccines would have some effect on this novel coronavirus,” WHO spokesman Tarik Jasarevic said on Friday.
Gilead Sciences Inc said it was assessing whether its experimental Ebola treatment could be used. Meanwhile, three research teams were starting work on vaccines, the Coalition for Epidemic Preparedness Innovations said.
In the meantime, Chinese authorities have imposed restrictions on movement and gatherings to try to stem the spread. It has advised people to avoid crowds and 10 cities in the central province of Hubei, where Wuhan is located, have suspended some transport, the Hubei Daily reported.
Some sections of the Great Wall near Beijing will be closed from Saturday, state media said.
Some temples have also closed, including Beijing’s Lama Temple where people make offerings for the new year, have also been closed as has the Forbidden City, the capital’s most famous tourist attraction.
Shanghai Disneyland will close from Saturday. The theme park has a 100,000 daily capacity and sold out during last year’s Lunar New Year holiday.
The virus is expected to dent China’s growth after months of economic worries over trade tensions with the United States, unnerving foreign companies doing business there.
Shares in luxury goods firms have suffered from the anticipated drop in demand from China, and on Friday French spirits group Remy Cointreau said it was “clearly concerned” about the potential impact.

China earlier this month, David Panuelo, the president of the Federated States of Micronesia, climbed the Badaling section of the Great Wall. And, according to Huang Zheng, Beijing’s ambassador to the
Pacific nation, the countries’ “great friendship rose to even greater heights” during Panuelo’s visit.
Chinese investment in Micronesia reached similarly lofty levels in conjunction with Panuelo’s trip, which marked three decades of diplomatic ties and included meetings with President Xi Jinping and Premier Li Keqiang. Beijing has committed US$72 million in economic development deals, almost as much as its total investment of the previous three decades.
Micronesia is one of three Pacific nations with agreements with Washington, known as the Compact of Free Association (COFA), which allows their citizens to live and work in the US. In exchange, Micronesia, neighbouring Palau and the Marshall Islands grant the US exclusive military and defence access to their territorial waters – more than 2 million square miles of the Pacific that have been an essential element of Washington’s power projection in the region since World War II.
Much of China’s funding has been directed to Micronesia’s Chuuk state, which will in March vote in an independence referendum.
Although Chuuk is home to fewer than 50,000 people, its waters include one of the region’s deepest and most strategically appealing lagoons, creating extra incentive for Beijing and potential concern for Washington as the two countries
How China ‘loosens the screws’
With a population of just 113,000 people, Micronesia relies on remittances sent home by citizens working in the US as well as the financial support from Washington under COFA. That assistance is scheduled to expire in 2023, creating uncertainty about the future of the relationship and making
Chinese investment even more influential.
“Panuelo’s visit to China is a perfect example of how [the Chinese side] just needs to do a little to get a lot,” said Derek Grossman, senior analyst at Rand Corporation, a Washington think tank. “US$100 million is not very much for them and they can essentially loosen the screws [on COFA] with that.”

The value of Micronesia’s bilateral trade with China has increased by nearly 30 per cent annually for the past five years, according to Micronesia’s Foreign Ministry. In 2017, the island nation signed onto President Xi’s signature Belt and Road Initiative which aims to build a vast network of strategic investment, trade routes and infrastructure projects across more than 150 countries.

In recent years Chinese funding in Micronesia has built office and residential complexes for government officials, a showpiece new convention centre in the capital city Palikir, transport infrastructure and student exchanges, according to a recent report by Rand.
Jian Zhang, associate professor at UNSW Canberra at the Australian Defence Force Academy, said Beijing’s investment reflected a decision to cultivate broader, deeper ties.

“China’s interest in building the relationship with Micronesia is not just about its diplomatic rivalry with Taiwan or economic interests,” he said. “It has elevated the relationship to a comprehensive strategic partnership which encompasses all areas.”

Gerard Finin, professor of regional planning at Cornell University, who previously worked with the US Department of State in the Pacific, said: “China’s leadership consistently accords large ocean states the full protocol that is expected when a head of state visits.
“In contrast, Washington has only had a limited number of meetings and never hosted an official state visit to Washington for the leader of a Pacific Island nation,” said Finin.

Donald Trump in May hosted the leaders of Micronesia, Palau and the Marshall Islands together at the White House. When
Mike Pompeo visited Micronesia
in August, he became the only sitting US secretary of state to have done so.
Pompeo said negotiations to update COFA had begun but no details have been made public. Micronesia has assembled a team to conduct the negotiations but the US has not, the Honolulu Civil Beat website reported.

Breakaway vote could raise the stakes
Panuelo’s team met Micronesian students studying in China and representatives of state-owned China Railway Construction Corporation, which will build the roads in Chuuk, funded in part by US$50 million from Beijing. Construction of the Chuuk government complex was also funded by Beijing and the state’s governor joined Panuelo for his visit.
Should Chuuk vote to separate from Micronesia in March, it could also mean breaking from COFA, jeopardising the US work privileges of thousands of Chuukese and opening the state’s waters to other partners, particularly China.
Chuuk is home to one of the deepest lagoons in the Pacific, a geographic rarity of particular value in strategic military operations and submarine navigation.

Zhang said Beijing would explore any opportunity to build a port with potential military capability.
“China has a long-term need to gain a strategic foothold in the region,” Zhang said. “That is a key part of the Belt and Road Initiative. At the general level it’s an economic initiative but an important aspect of the maritime Silk Road is to develop a network of strategically located port facilities.”
Sabino Asor, chair of the public education committee for the Chuuk Political Status Commission, told Civil Beat seceding from Micronesia would be the best option for Chuuk’s future.
“There is no encouraging prospect if Chuuk remains within the Federation,” he said.
However, Patrick Buchan, at Washington think tank Centre for Strategic and International Studies, said Chuuk’s dependence on remittances from the US made breaking from COFA unlikely.

In the meantime, uncertainty over COFA negotiations persists, although there is a chance it will be renewed with few changes.
“There is circulation with people easily coming and going that provides a level of understanding and friendship that does not exist between too many other countries,” Finin said.
However, China’s most attractive feature may be its willingness to at least discuss the most pressing concern of Pacific Island nations: climate change.
“When the Trump administration talks about how it doesn’t believe in climate change, or can’t even say the words – that is really offensive for Pacific nations,” Grossman said. “China knows that, and is taking full advantage of it.”

YINCHUAN, Aug. 15 (Xinhua) — The China-Arab States Tour Operators Conference 2019 will be held from Sept. 4 to 7 in Yinchuan, capital of northwest China’s Ningxia Hui Autonomous Region, local authorities said Thursday.
According to the region’s department of culture and tourism, the four-day event will include a series of activities such as tourism resources promotion, tourism cooperation and exchange between China and Arab countries, and investment project negotiation.
Tourism officials from Indonesia, Morocco and Chad, as well as some 120 traders from China and 15 countries along the Belt and Road including Singapore, the Republic of Korea and Egypt, will participate.
Tourism resources and products such as the starry sky, the Great Wall, intangible cultural heritage and wine in Ningxia will be presented in the form of a stage drama at the fair.
Foreign participants will also introduce their tourism resources to further integrate Ningxia into regional tourism along the Belt and Road.
Traditional handicrafts such as papercutting, embroidery, wood carving and clay sculptures will be displayed to propel the development of the cultural tourism industry in the region, according to Zhao Mingxia, deputy director of the culture and tourism department.

We have a German geographer, cartographer and explorer to thank for the name of the world’s most famous network of transcontinental trade routes.
Formally established during the Han dynasty, in the first and second centuries BC, it wasn’t until 1877 that Ferdinand von Richthofen coined the term Silk Road (historians increasingly favour the collective term Silk Routes).
The movement of merchandise between China and Europe had been taking place long before the Han arrived on the scene but it was they who employed troops to keep the roads safe from marauding nomads.
Commerce flourished and goods as varied as carpets and camels, glassware and gold, spices and slaves were traded; as were horses, weapons and armour.
Merchants also moved medicines but they were no match for the bubonic plague, which worked its way west along the Silk Road before devastating huge swathes of 14th century Europe.
What follows are some of the countless kingdoms, territories, (modern-day) nations and cities that grew rich on the proceeds of trade, taxes and tolls.
China

Marco Polo worked in the Mongol capital, Khanbaliq (today’s Beijing), and was struck by the level of mercantile activity.
The Venetian gap-year pioneer wrote, “Every day more than a thousand carts loaded with silk enter the city, for a great deal of cloth of gold and silk is woven here.”
Light, easy to transport items such as paper and tea provided Silk Road traders with rich pickings, but it was China’s monopoly on the luxurious shimmering fabric that guaranteed huge profits.
So much so that sneaking silk worms out of the empire was punishable by death.
The desert outpost of Dunhuang found itself at the crossroads of two major Silk Road trade arteries, one leading west through the Pamir Mountains to Central Asia and another south to India.
Built into the Great Wall at nearby Yunmenguan are the ruins of a fortified gatehouse and customs post, which controlled the movement of Silk Road caravans.
Also near Dunhuang, the Mogao Caves contain one of the richest collections of Buddhist art treasures anywhere in the world, a legacy of the route to and from the subcontinent.
Afghanistan

For merchants and middlemen hauling goods through Central Asia, there was no way of bypassing the mountainous lands we know today as Afghanistan.
Evidence of trade can be traced back to long before the Silk Road – locally mined lapis lazuli stones somehow found their way to ancient Egypt, and into Tutankhamun’s funeral mask, created in 1323BC.
Jagged peaks, rough roads in Tajikistan, roof of the world
Besides mercantile exchange, the caravan routes were responsible for the sharing of ideas and Afghanistan was a major beneficiary. Art, philosophy, language, science, food, architecture and technology were all exchanged, along with commercial goods.
In fact, maritime technology would eventually be the area’s undoing. By the 15th century, it had become cheaper and more convenient to transport cargo by sea – a far from ideal development for a landlocked region.

Thanks to the Silk Road and the routes that preceded it, the northern Mesopotamian region (present-day Iran) became China’s closest trading partner. Traders rarely journeyed the entire length of the trail, however.
Merchandise was passed along by middlemen who each travelled part of the way and overnighted in caravanserai, fortified inns that provided accommodation, storerooms for goods and space for pack animals.
The good, bad and ugly sides to visiting Chernobyl and Kiev
With so many wheeler-dealers gathering in one place, the hostelries developed into ad hoc marketplaces.
Marco Polo writes of the Persian kingdom of Kerman, where craftsmen made saddles, bridles, spurs and “arms of every kind”.
Today, in the centre of Kerman, the former caravanserai building forms part of the Ganjali Khan Complex, which incorporates a bazaar, bathhouse and mosque.

The double-landlocked country boasts some of the Silk Road’s most fabled destinations. Forts, such as the one still standing at Khiva, were built to protect traders from bandits; in fact, the city is so well-preserved, it is known as the Museum under the Sky.
The name Samarkand is also deeply entangled with the history of the Silk Road.
The earliest evidence of silk being used outside China can be traced to Bactria, now part of modern Uzbekistan, where four graves from around 1500BC-1200BC contained skeletons wrapped in garments made from the fabric.
Three thousand years later, silk weaving and the production and trade of textiles remain one of Samarkand’s major industries.

Security issues in Persia led to the opening up of another branch of the legendary trade route and the first caravan loaded with silk made its way across Georgia in AD568.
Marco Polo referred to the weaving of raw silk in “a very large and fine city called Tbilisi”.
Today, the capital has shaken off the Soviet shackles and is on the cusp of going viral.
Travellers lap up the city’s monasteries, walled fortresses and 1,000-year-old churches before heading up the Georgian Military Highway to stay in villages nestling in the soaring Caucasus Mountains.
Public minibuses known as marshrutka labour into the foothills and although the vehicles can get cramped and uncomfortable, they beat travelling by camel.

The location of the Nabataean capital, Petra, wasn’t chosen by chance.
Savvy nomadic herders realised the site would make the perfect pit-stop at the confluence of several caravan trails, including a route to the north through Palmyra (in modern-day Syria), the Arabian peninsula to the south and Mediterranean ports to the west.
Huge payments in the form of taxes and protection money were collected – no wonder the most magnificent of the sandstone city’s hand-carved buildings is called the Treasury.

Trade enriched Venice beyond measure, helping shape the Adriatic entrepot into the floating marvel we see today.
Besides the well-documented flow of goods heading west, consignments of cotton, ivory, animal furs, grapevines and other goods passed through the strategically sited port on their way east.
Ironically, for a city built on trade and taxes, the biggest problem Venice faces today is visitors who don’t contribute enough to the local economy.
A lack of spending by millions of day-tripping tourists and cruise passengers who aren’t liable for nightly hotel taxes has prompted authorities to introduce a citywide access fee from January 2020.
Two thousand years ago, tariffs and tolls helped Venice develop and prosper. Now they’re needed to prevent its demise.

BEIJING, June 24 (Xinhua) — A commemorative envelope was issued Monday by the China National Philatelic Corp. to mark the 55th anniversary of China-French diplomatic ties.
The envelope uses a painting, featuring two doves flying over the Great Wall, created jointly by prominent Chinese painter Han Meilin and France-based artist JonOne, said a press release from the company.
An ink painting of a panda by Han and a graffiti artwork inspired by the French national flag by JonOne are printed as the stamps on the envelope.
The envelope was part of a project launched by the China Foundation for Peace and Development (CFPD), in which leading foreign artists are invited to design commemorative envelopes together with Chinese artists to mark the 70th anniversary of the People’s Republic of China.
The project aims to showcase different cultures across the world and improve understanding between China and other countries, said Xu Jianguo, secretary-general of the CFPD.

China’s Labour Day holiday started on Wednesday with gridlocked roads and chaos at railway stations as millions of people took advantage of this year’s unusually long break.
Motorists reported being stuck in traffic jams which did not move for hours, while ticket-holding passengers were turned away from some trains due to severe overcrowding on the first day of the holiday.
Travel agency Ctrip estimated that around 160 million domestic tourists would be travelling over the four-day break, according to data from travel booking platforms.
Forty major highways recorded a 75 per cent spike in traffic on Wednesday, according to Xinhua, as toll fares for cars were suspended for the holiday.

Monitoring stations on major routes – including the Beijing-Tibet Expressway, the Shanghai-Shaanxi Expressway, Shanghai’s Humin Elevated Road and the Beijing section of the Beijing-Hong Kong-Macau Expressway – recorded a 200 per cent increase in traffic from Tuesday onwards, Xinhua said.
The Ministry of Public Security’s traffic management bureau has warned holiday motorists to drive safely, especially on winding mountainside routes.
Online news portal The Paper reported on Thursday that traffic jams on some major routes were so severe that the drive from Shanghai to Hangzhou, capital of neighbouring Zhejiang province, took some travellers seven hours instead of the usual two.

Meanwhile, more than 54,000 tourists visited the popular Badaling section of the Great Wall on Wednesday, according to Beijing Youth Daily. The attraction’s management team had increased the number of volunteers, parking spaces and shuttle buses to prepare for the influx, the report said.
More than 53,000 tourists had visited the Shanghai International Tourism Resort and Shanghai Disneyland by 4pm on Wednesday, according to data from the Shanghai municipal government’s real-time visitor tracker. The Shanghai Zoo attracted more than 24,000 people, and more than 9,200 visited the Shanghai Science and Technology Museum.
Despite the crowds, no records were broken at the Shanghai attractions, which reached about 70 per cent of their maximum visitor numbers recorded, The Paper reported.
At railway stations, ticket-holding passengers were stopped from boarding trains between Nanjing and the city of Zibo in Shandong province, eastern China, due to severe overcrowding, Beijing Youth Daily reported on Wednesday.
Station staff promised full refunds to customers with pre-booked tickets who were refused entry.
