BEIJING (Reuters) – China reported on Saturday a rise in new coronavirus cases, as authorities try to head off a second wave of infections, particularly from imported and asymptomatic cases, as curbs on cities and travel are lifted.
The National Health Commission said 46 new cases were reported on Friday, including 42 involving travellers from abroad, up from 42 cases a day earlier.
In its statement the commission added that 34 new asymptomatic cases were reported, down from 47 the previous day.
Mainland China’s tally of infections now stands at 81,953. The death toll rose by three to 3,339.
Tough curbs imposed since January helped rein in infections sharply from the height of the pandemic in February. But policymakers fear a second wave triggered by arrivals from overseas or asymptomatic patients.
Northeastern Heilongjiang recently reported a spike in new cases because of Chinese nationals entering the province from Russia, which has seen a surge of cases.
Provincial health officials said it had 22 new imported cases on Friday, all Chinese nationals coming from Russia, and one new local case, in its capital of Harbin.
Inner Mongolia had a daily tally of 27 new imported cases by Saturday morning, all from Russia, the region’s health authority said.
The central province of Hubei, where the virus emerged late last year, reported no new cases for a seventh successive day.
A rise in virus infections has prompted authorities in Guangzhou to step up scrutiny of foreigners, ordering bars and restaurants not to serve clients who appear to be of African origin, the U.S. consulate in the southern city said.
Anyone with “African contacts” faces mandatory virus tests followed by quarantine, regardless of recent travel history or previous isolation, it said in a statement.
It advised African-Americans or those who feel they might be suspected of contact with nationals of African origin to avoid the city.
Since the epidemic broke out in the provincial capital of Wuhan, it has spread around the world, infecting 1.6 million people and killing more than 100,000.

British Prime Minister Boris Johnson remains in isolation with a high temperature, more than a week after testing positive for coronavirus.
Johnson made the announcement in a video posted on Twitter on Friday, saying that even after seven days, “alas I still have one of the symptoms, a minor symptom: I still have a temperature”.
“In accordance with government advice I must continue my self-isolation,” he said.

The Mexican brewer of Corona beer said on Thursday it was suspending production because of the health emergency in the country over the Covid-19 pandemic.
Grupo Modelo said the measure was in line with the Mexican government’s order to suspend all non-essential activities until April 30 to slow the spread of coronavirus.
“We are in the process of lowering production at our plants to the bare minimum,” the company said in a statement, adding it would complete the suspension in the following days.
Mexico’s government has said that only key sectors such as agribusiness will be able to continue to function.
The US State Department will not be processing new passports and renewals except for emergency cases because of the coronavirus pandemic, the agency’s website said.
“Due to public health measures to limit the spread of Covid-19, effective March 20, 2020, we are only able to offer service for customers with a qualified life-or-death emergency and who need a passport for immediate international travel within 72 hours,” said a March 27 online statement.

China has mourned the victims of the coronavirus outbreak by observing a three-minute silence, bringing the nation to a halt.
A day of remembrance was declared in China on Saturday to honour the more than 3,300 people who died of Covid-19.
At 10:00 local time (03:00 GMT), people stood still nationwide for three minutes in tribute to the dead.
Cars, trains and ships then sounded their horns, air raid sirens rang as flags were flown at half-mast.
The first cases of coronavirus were detected in the Chinese city of Wuhan in Hubei province late last year.
Since then, the virus has swept the globe, infecting more than one million people and killing nearly 60,000 in 181 countries.
In Wuhan, the epicentre of China’s outbreak, all traffic lights in urban areas were turned red at 10:00, ceasing traffic for three minutes.
China’s government said the event was a chance to pay respects to “martyrs”, a reference to the 14 medical workers who died battling the virus.

Wearing white flowers pinned to their chest, Chinese President Xi Jinping and other government officials paid silent tribute in Beijing.
Saturday’s commemorations coincide with the annual Qingming festival, when millions of Chinese families pay respects to their ancestors.
China first informed the World Health Organization (WHO) about cases of pneumonia with unknown causes on 31 December last year.
By 18 January, the confirmed number of cases had risen to around 60 – but experts estimated the real figure was closer to 1,700.

In the past few weeks, China has started to ease travel and social-distancing restrictions, believing it has brought the health emergency under control.
Last weekend, Wuhan partially re-opened after more than two months of isolation.
On Saturday, China reported 19 new confirmed cases of coronavirus, down from 31 a day earlier. China’s health commission said 18 of those cases involved travellers arriving from abroad.
As it battles to control cases coming from abroad, China temporarily banned all foreign visitors, even if they have visas or residence permits.
As the coronavirus crisis in China abates, the rest of the world remains firmly in the grip of the disease.
In the US, now the global epicentre of the outbreak, the number of deaths from the disease jumped to 7,152 on Friday, according to data collated by Johns Hopkins University.
The deaths increased by 1,480 in 24 hours, the highest daily death toll since the pandemic began, AFP news agency reported, citing Johns Hopkins University’s case tracker.


As of Friday, there were 277,953 confirmed cases of coronavirus in the US, a rise of more than 32,000 in 24 hours.
Meanwhile, deaths continue to climb in Italy and Spain, the second and third worst-affected countries in the world.


In Italy, deaths increased by 766 on Friday, bringing the total to 14,681. In Spain, the death toll stood at 10,935, a rise of 932 in the past day.
However, there was a glimmer of hope for both countries, as the downward trend in the rate of new cases continued.

South Korean officials call for caution amid reports that North Korean leader Kim is ill
SEOUL (Reuters) – South Korean officials are calling for caution amid reports that North Korean leader Kim Jong Un may be ill or is being isolated because of coronavirus concerns, emphasising that they have detected no unusual movements in North Korea.
At a closed door forum on Sunday, South Korea’s Unification Minister Kim Yeon-chul, who oversees engagement with the North, said the government has the intelligence capabilities to say with confidence that there was no indications of anything unusual.
Rumours and speculation over the North Korean leader’s health began after he made no public appearance at a key state holiday on April 15, and has since remained out of sight.
South Korea media last week reported that Kim may have undergone cardiovascular surgery or was in isolation to avoid exposure to the new coronavirus.
Unification minister Kim cast doubt on the report of surgery, arguing that the hospital mentioned did not have the capabilities for such an operation.
Still, Yoon Sang-hyun, chairman of the foreign and unification committee in South Korea’s National Assembly, told a gathering of experts on Monday that Kim Jong Un’s absence from the public eye suggests “he has not been working as normally”.
“There has not been any report showing he’s making policy decisions as usual since April 11, which leads us to assume that he is either sick or being isolated because of coronavirus concerns,” Yoon said.
North Korea has said it has no confirmed cases of the new coronavirus, but some international experts have cast doubts on that claim.
On Monday, North Korean state media once again showed no new photos of Kim nor reported on his whereabouts.
However, they did carry reports that he had sent a message of gratitude to workers building a tourist resort in Wonsan, an area where some South Korean media reports have said Kim may be staying.
“Our government position is firm,” Moon Chung-in, the top foreign policy adviser to South Korean President Moon Jae-in, said in comments to news outlets in the United States.
“Kim Jong Un is alive and well. He has been staying in the Wonsan area since April 13. No suspicious movements have so far been detected.”
Satellite images from last week showed a special train possibly belonging to Kim at Wonsan, lending weight to those reports, according to 38 North, a Washington-based North Korea monitoring project.
Though the group said it was probably the North Korean leader’s personal train, Reuters has not been able to confirm that independently, or whether he was in Wonsan.
A spokeswoman for the Unification Ministry said on Monday she had nothing to confirm when asked about reports that Kim was in Wonsan.
Last week China dispatched a team to North Korea including medical experts to advise on Kim Jong Un, according to three people familiar with the situation.
Reuters was unable to immediately determine what the trip by the Chinese team signalled in terms of Kim’s health.
On Friday a South Korean source told Reuters their intelligence was that Kim Jong Un was alive and would likely make an appearance soon.
Experts have cautioned that Kim has disappeared from state media coverage before, and that gathering accurate information in North Korea is notoriously difficult.
North Korea’s state media last reported on Kim’s whereabouts when he presided over a meeting on April 11.
Kim, believed to be 36, vanished from state media for more than a month in 2014 and North Korean state TV later showed him walking with a limp.
