Thousands detained in Indian Kashmir crackdown, official data reveals

SRINAGAR/NEW DELHI (Reuters) – Authorities in Indian Kashmir have arrested nearly 4,000 people since the scrapping of its special status last month, government data shows, the most clear evidence yet of the scale of one of the disputed region’s biggest crackdowns.

Muslim-majority Kashmir, claimed by both India and Pakistan, has been in turmoil since India stripped its portion of the region of its autonomy and statehood on Aug. 5, leading to clashes between security forces and residents and inflaming tension with Pakistan.

India said the removal of the status that its part of Kashmir has held since independence from Britain in 1947 would help integrate it into the Indian economy, to the benefit of all.

In an attempt to stifle the protests that the reform sparked in Kashmir, India cut internet and mobile services and imposed curfew-like restrictions in many areas.

It has also arrested more than 3,800 people, according to a government report dated Sept. 6 and seen by Reuters, though about 2,600 have since been released.

A spokeswoman for India’s interior ministry did not respond to a request for comment. Neither did Jammu and Kashmir police.

It was not clear on what basis most of the people were being held but an Indian official said some were held under the Public Safety Act, a law in Jammu and Kashmir state that allows for detention for up to two years without charge.

The data for the first time shows the extent of the detentions, as well as indicating who was picked up and where.

More than 200 politicians, including two former chief ministers of the state were arrested, along with more than 100 leaders and activists from an umbrella organisation of pro-separatist political groups.

The bulk of those arrested – more than 3,000 – were listed as “stone pelters and other miscreants”. On Sunday, 85 detainees were shifted to a prison in Agra in northern India, a police source said.

Rights group Amnesty International said the crackdown was “distinct and unprecedented” in the recent history of the region and the detentions had contributed to “widespread fear and alienation”.

“The communication blackout, security clampdown and detention of the political leaders in the region has made it worse,” said Aakar Patel, head of Amnesty International India.

‘RIGHT TO LIFE’

India says the detentions are necessary to maintain order and prevent violence, and points to the relatively limited number of casualties compared with previous bouts of unrest.

The government says only one person is confirmed to have died compared with dozens in 2016, when the killing of a militant leader sparked widespread violence.

“The right to life is the most important human right,” India’s national security adviser Ajit Doval told reporters recently.

The report contains data from the 13 police districts that make up the Kashmir Valley, the most populous part of the Himalayan region where the main city of Srinagar is located.

The largest number of arrests have been in Srinagar, the data shows, at nearly 1,000. Earlier unrest often centred in rural areas.

Of the detained political leaders, more than 80 were from the People’s Democratic Party, formerly in coalition in Jammu and Kashmir state with the ruling Bharatiya Janata Party.

About 70 are from the National Conference, which has for years dominated politics in Indian Kashmir, and more than a dozen from India’s main opposition Congress party.

Police also arrested more than 150 people accused of association with militant groups fighting Indian rule.

An Indian official said it was likely that more than 1,200 people were still held, including all the high-profile politicians and separatists mentioned in the report, while dozens more are being arrested every day.

In the 24 hours before the report was compiled, more than two dozen people were arrested, mainly on suspicion of throwing stones at troops, the data showed.

The data did not include those under informal house arrest, nor people detained in a round-up of separatists that began in February after a bomb attack by a Pakistan-based militant group on Indian troops.

Days before India’s move to strip Kashmir of special status, one prominent separatist leader told Reuters that more than 250 people with links to the movement were already in detention.

Lok Sabha polls 2019: National Conference, Congress enter pre-poll alliance in Jammu-Kashmir

The two parties kept three of the six Lok Sabha seats in Jammu-Kashmir for “friendly contest” between them.

The Congress and National Conference (NC) on Wednesday sealed a partial pre-poll alliance for the upcoming Lok Sabha elections wherein the two parties kept three of the six Lok Sabha seats in Jammu-Kashmir for a “friendly contest” between them.

Both parties will contest the Jammu, Udhampur and Srinagar seats in alliance, while there will be “friendly contest” for Anantnag, Baramulla and Ladakh seats.

The NC has left both seats of Jammu division – Jammu and Udhampur – for the Congress.

NC chief, Farooq Abdullah, will re-contest from the Srinagar Lok Sabha seat and the Congress will not field any candidate against him.

The two parties reached the alliance only after Congress leaders Ghulam Nabi Azad and Ambika Soni dashed to Srinagar early this morning from New Delhi to hold deliberations with Abdullah.

The NC had earlier announced candidature of BR Kundal, a former chief secretary of the state, who recently deserted the Congress and joined the NC.

The two parties failed to reach any understanding for the Anantnag seat in South Kashmir where the PCC chief GA Mir was seeking the Congress ticket.

The NC had spared the seat for Mir during the by-polls but the election did not take place due to security reasons. Farooq Abdullah had won the Srinagar seat during the by-election.

The announcement about the alliance was made jointly by Farooq Abdullah, Ghulam Nabi Azad and Ambika Soni after a closed door meeting at Abdullah’s residence.

Azad said that the alliance has been reached in the national interest, to strengthen secular forces in Jammu and Kashmir as the state faces threat from Pakistan.

Abdullah said the Congress will contest from Jammu and Udhampur Lok Sabha seats.

“I will contest from Srinagar and there will be a friendly contest between National Conference and Congress in Anantnag and Baramulla parliamentary constituencies. We are also discussing the Ladakh seat,” said Farooq Abdullah.

Azad said that friendly contest means that there will be no cut-throat contest between the parties on Anantnag and Baramulla seats.

“Live and let live. This is the best decision taken in national interest. If either the Congress or National Conference wins, it is a win-win situation for both,” he said.

Azad said the Congress-NC alliance will ensure there is no division of secular votes and the BJP doesn’t get to benefit. He added that all Congress leaders will also campaign for Abdullah, who will be contesting from the Srinagar Parliamentary seat.

The NC has already announced Mohammad Akbar Lone, a former Speaker, as the party’s candidate for the Baramulla seat.

Earlier, there were speculations that the pre-poll alliance between NC and Congress had hit a dead-end after former announced its candidate for the Anantnag Parliamentary constituency. Anantnag Lok Sabha seat has been a bone of contention between the NC and Congress.

Omar Abdullah, National Conference vice-president, had set a precondition to contest on all three seats in Kashmir for any alliance to take place.

In exchange, NC was willing to support Congress in the two seats in Jammu and one in Ladakh. However, Congress had insisted on contesting from four seats – two from the Jammu region and one each from Ladakh and Anantnag.

On Tuesday, Peoples Democratic Party (PDP) chief and former Chief Minister Mehbooba Mufti dismissed reports of an alliance with the Congress stating that the party is preparing to contest all the six Lok Sabha seats in Jammu and Kashmir. Mehbooba Mufti is expected to finalise the party’s candidates for the Lok Sabha seats within a day or two.

Days after Pulwama, 1 killed, 29 injured in grenade blast inside bus in Jammu

The incident comes less than a month after over 44 CRPF personnel were killed and many injured on February 14 in Jammu and Kashmir’s Pulwama.

One person was killed and 29, including a woman injured in a blast after a grenade was tossed at a bus in the general bus stand in the heart of Jammu on Thursday. The condition of five injured is said to be serious.
The killed youth has been identified as a 17-year-old Mohammad Sharik of Haridwar in Uttrakhand.
Minister of State for Defence Subhash Bhamre said a local investigation has been initiated into the incident. He further said the government has given complete liberty to the forces to take all necessary steps.
The Jammu and Kashmir Police has been rushed to the site of the blast.
The Chinese grenade exploded in the bus at about 12 noon. The driver and conductor were among the injured rushed to the Government Medical College, Jammu. The injured include passengers belonging to Bihar, Punjab, Haryana, Uttrakhand, Jammu and the Kashmir valley.
Visuals from the blast site showed the damaged bus of the J&K Road Transport Corporation (JKSRTC) in which the grenade exploded.
The area has been cordoned off by the security personnel. Nature and the cause is being ascertained, police said.
Fifteen suspects have been rounded up for interrogation.
The grenade attack has coincided with the shifting of detained separatist Yasin Malik to the Jammu’s Kot-Bhalwal jail.
Police suspected the JeM outfit behind the attack. Some radicals had threatened of revenge during the recent communal tension here when about six cars were burnt.
K Vijay Kumar and KK Sharma,  both advisors to the Governor, visited the spot to take stock of the situation. The divisional commissioner, deputy commissioner and senior police and civil officers also visited the spot.
This is the third grenade attack in the bus stand during the past few months.
The blast comes at a time when Jammu and Kashmir is on a high alert following the heightened tensions between India and Pakistan in the wake of the Pulwama terror attack.
Former chief minister Mehbooba Mufti condemned the incident and called for unity to defeat terror elements in the state.
“I condemn this act of terror in the strongest possible terms. My prayers for speedy recovery of those injured. The perpetrators are out there to inflict pain and divide us. Our unity has to be our tool to defeat them,” Mufti tweeted.
The provincial president of National Conference, Devender Rana, visited the hospital to inquire about the wellbeing of injured persons.
The incident comes less than a month after over 44 CRPF personnel were killed and many injured on February 14 in one of the deadliest terror strikes in Jammu-Kashmir when a Jaish-e-Mohammad (JeM) suicide bomber blew up an explosive-laden vehicle near their bus in Pulwama district.
The bus was part of a convoy of 78 vehicles carrying around 2500 CRPF personnel from Jammu to Srinagar.

Political parties unite at all-party meet on Pulwama killings, slam Pak for supporting terror

Congress leader Ghulam Nabi Azad stated that the Opposition parties have informed the home minister that they would stand with the government to end terror in the country.

A resolution adopted by the all-party meeting chaired by Union Home Minister Rajnath Singh on Saturday condemned the cowardly terrorist attack on the CRPF convoy in Pulwama that left at least 44 jawans dead and over 45 seriously wounded.

The meeting was attended by leaders of the BJP government as well as opposition parties who unitedly expressed grief with the families of the bereaved.

The resolution also condemned terrorism in all forms as well as the support it was getting from across the border.

It further went on to say that “India has during the past three decades faced the menace of cross-border terrorism.”

In a direct attack at Pakistan, the resolution said, “terrorism in India has been actively encouraged by the forces across the border adding that India has displayed both firmness and resilience in dealing with these challenges”.

It said the entire nation speaks in one voice to express its determination to fight against terrorism.

“Today, we stand united in solidarity with our security forces in fighting terrorism and in defending the unity and integrity of India,” the resolution added.

The all-party meeting was held to brief top leaders of different parties on steps being taken by it to meet the challenge.

The meeting comes a day after Home Minister Rajnath Singh went to Kashmir to take stock of the situation.

The meeting was attended by Ghulam Nabi Azad, Anand Sharma and Jyotiraditya Scindia of the Congress, Sudip Bandyopadhyay and Derek O’Brien of the TMC, Sanjay Raut of the Shiv Sena, Jithendra Reddy of the TRS, D Raja of the CPI, Farooq Abdullah of the National Conference, Ram Vilas Paswan of the LJP among others.

Naresh Gujral of the Akali Dal, Upendra Kushwaha of the RLSP and Jai Prakash Narayan Yadav are among others who are attending the meeting.

Addressing the media after the meet, senior Congress leader Ghulam Nabi Azad stated that the Opposition parties have informed the home minister that they would stand with the government to end terror in the country.

“We stand with the government for unity and security of the nation and security forces. Be it Kashmir or any other part of the nation, Congress party gives its full support to the government in the fight against terrorism,” he said.

The opposition parties also requested the Home Minister to request the PM to meet the presidents of all national and regional parties, Azad said.

This was supported by other parties too, he added.

“We have also decided that there are many disagreements with the government, but for the sake of our country, security of all, we will stand with the government to end terror. The government has our support,” Azad said.

The Pakistan-based Jaish-e-Mohammad (JeM) had claimed responsibility for the suicide attack.

A suicide bomber had rammed an SUV carrying 350 kg of explosives into a bus carrying the CRPF troopers in the deadliest attack in decades on security forces in Jammu and Kashmir.

India had earlier rejected Pakistan Foreign Secretary Tehmina Janjua’s claims denying her country’s links to the Pulwama terror attack, saying that JeM, which claimed responsibility for the attack on Thursday, is based in Pakistan, and the “links are clear and evident and for all to see”.

The External Affairs Ministry spokesperson on Friday termed as “preposterous” the demand for an investigation, saying there is a video of the suicide bomber declaring himself a member of the terror group Jaish-e-Mohammed (JeM).

The spokesperson said India has not seen any constructive approach from Pakistan on bilateral relations and it has been sheltering terrorists and terror organisations such as JeM. He said Islamabad has not taken any action against such groups despite international demands.

India also demanded that Pakistan take immediate and verifiable action against terrorists and terror groups operating from territories under its control to create a conducive atmosphere in the region free of terror.

Political parties have closed ranks following the attack and have offered their support to the NDA government on its response on the matter.

Expressing solidarity with the Government of India and the security forces, Congress president Rahul Gandhi on Friday condemned the dastardly attack.

Addressing a press conference, Rahul Gandhi said the type of violence unleashed against the soldiers was “disgusting”.

Refusing to comment on any other issue, Rahul Gandhi said this was a time of mourning, sadness and respect adding that the Congress is fully supporting the Government and the security forces.
