Centre mulls $3 billion fund for Muslims’ education – The Times of India

The Centre on Saturday said it will soon announce a special fund to the tune of $3 billion for uplift of the Muslim people by providing infrastructure, mainly for education.

\”We need infrastructure. Indian Muslims need education and for that we need infrastructure. Currently we lack in infrastructure,\” Union minister for minority affairs K Rahman Khan said here.

\”We are working on to create a fund of $2-3 billion, which will be around Rs 10,000-15,000 crore. Even if only one per cent of Indian Muslims donate, we will be able to generate this amount,\” Khan said while delivering the keynote address during a function of American Federation of Muslims of India origin.

He said Muslim people in India have the resources but only need the mechanism to generate and manage the fund.

When asked by when the government is likely to finalize the fund, Khan said \”We have been working on this for some time. Now we are going to announce it very soon.\”

He further said the government is taking all necessary steps to improve the conditions of the Muslims.

\”The only priority of Indian Muslims is education. If you are educated, the society can be changed … Do not think that you are a minority, think that you are the second largest population in India,\” Khan said.

Indian PM expresses concern about quality of higher education – The Hindu

Prime Minister Manmohan Singh on Saturday expressed concern about the quality of higher education; pointing out that even Indian premier institutions do not figure among the best in the world. Addressing the Diamond Jubilee function of the University Grants Commission (UGC) in New Delhi, he urged all stakeholders in the higher education system to urgently consider issues of quality.

Another issue the premier flagged as an area of concern pertained to shortage of faculty; more so since the problem was likely to become even more acute with the expansion that is planned in the coming years. Further, according to him, the university system needs to dwell more on research, and enhancing the number and quality of doctoral programmes.

Pointing out that inter-disciplinary perspectives are the cornerstone of present-day research, Dr. Singh said this should become a part of the culture of Indian universities. “We must reverse today’s situation where individual departments largely operate as islands, and there should be greater focus on problems that engage the faculty in inter-disciplinary research.’’

Communist Party orders ‘core socialist values’ on the curriculum | South China Morning Post

Educational institutions – from primary schools to universities – will be a major target of a sweeping Marxist education campaign announced yesterday by the Communist Party.

The unusually detailed action plan released by the ruling party\’s General Office was seen as an attempt by party boss and President Xi Jinping to fight against public scepticism and fill a perceived moral vacuum opened by decades of breakneck economic growth.

The document called on almost every sector of society – from schools to the media to social organisations to the business community – to promote the so-called socialist core values.

The 24 values, which include prosperity, democracy, social harmony, credibility and rule of law, were detailed by last year\’s national party congress. The values were divided into three groups, known as the \”three advocates\”.

\”Xi is trying to leave his own legacy by pressing the whole society to embrace the \’three advocates\’ with specific action plans for a variety of social institutions,\” said Zhang Ming, a political science professor at Renmin University. \”But the question remains whether the public will buy it. It is impossible to carve them into the brain.\”

In 2006, former party chief and president Hu Jintao similarly released a set of moral principles known as \”eight honours and eight shames\”, which urged cadres to be patriotic, serve the people and follow science.

This latest document called for the core values to be incorporated into the education system, stressing that ideological education from primary schools to universities must be strengthened.

The mass media should be further utilised, with major broadcasters designating specific programmes for spreading socialist ideologies, as well as encouraging more public service advertisements, it said.

Zhang Lifan , a Beijing-based commentator, said the stress on ideology was triggered by controversies that have shaken the party\’s authority, such as the debate over constitutionalism, or making the party subject to an overarching system of laws.

\”The party has lost faith among the public,\” Zhang said. \”And the ultimate fear is that it will lose its power.\”

China cheats on international education rankings.

The release of the 2012 scores from the Program of International Student Assessment, an exam given every three years that tests students around the world, on reading math and science, is going to provoke a lot of hand-wringing in the United States, and for good reason. U.S. students are sliding down the rankings in all three categories and perform lower than the OECD average in math.

The second wave of coverage is going to be about how East Asian countries are now dominating the rankings. There’s some truth to this narrative too, but also some problems with it.

The three “countries” at the top of the PISA rankings are in fact cities—Shanghai, Singapore, and Hong Kong—as is No. 6, Macau. These are all big cities with great schools by any standards, but comparing them against large, geographically dispersed countries is a little misleading.

Shanghai’s No. 1 spot on the rankings is particularly problematic. Singapore is an independent country, obviously, and Hong Kong and Macau are autonomous regions, but why just Shanghai and not the rest of China?

As Tom Loveless for the Brookings Institution wrote earlier this year, “China has an unusual arrangement with the Organization for Economic Co-operation and Development (OECD), the organization responsible for PISA.  Other provinces took the 2009 PISA test, but the Chinese government only allowed the release of Shanghai’s scores.”

BBC News – Pisa tests: UK stagnates as Shanghai tops league table

Far be it for me to defend the UK‘s scholastic standards.  But comparing a country’s average against three single cities is a bit unfair!

“The UK is falling behind global rivals in international tests taken by 15-year-olds, failing to make the top 20 in maths, reading and science.

Maths scores

England\’s Education Secretary Michael Gove said since the 1990s, test performances had been \”at best stagnant, at worst declining\”.

Shanghai in China is the top education system in the OECD\’s Pisa tests.

Within the UK, Scotland outperformed England at maths and reading, but Wales is below average in all subjects.

Mr Gove told MPs that his reforms, such as changing the curriculum, school autonomy and directing financial support towards poorer pupils, were designed to prevent schools in England from \”falling further behind\”.

He highlighted the rapid improvements that had been made in countries such as Poland, Germany and Vietnam.

Shadow Education Secretary Tristram Hunt called on Mr Gove to take some responsibility for the lack of progress and said the results showed that collaboration between schools and teachers was more effective than market forces.”

Zhang Xin: the billionaire queen of China’s new skyline | The Times

At nine she was homeless; as a teenager, she worked in sweatshops. So how did Zhang Xin become one of China’s richest women, asks Leo Lewis.

Inside the penthouse premises of the exclusive Beijing American Club, China’s most powerful woman aims a quiet smile at a circle of armchairs; she targets each occupant with a flash of eye contact and brings the exquisitely elite gathering to attention. Silence falls.

Property developer Zhang Xin, queen of the Beijing skyline, is the chief executive of Soho China, one of the country’s most influential property companies. She is immaculately but not ostentatiously dressed in a scarlet blouse, chairing a discussion that touches delicately on the future of China, of the Communist Party and of China’s engagement with the outside world. Sharing her sofa, and the main speaker for the evening, is Peter Mandelson; his book The Third Man: Life at the Heart of New Labour, newly translated into Chinese, is already popular within the higher echelons of Party leadership. Around them sits a unique assembly of Chinese business leaders, diplomats, journalists and high financiers. It is an evening that reflects Zhang’s status as one of the world’s greatest female success stories.

Over the past decade, Zhang, 48, has become a role model for women, for the ambitious poor and for ordinary Chinese in general. The 6.7 million people who follow her on Weibo (China’s equivalent of Twitter) are doing so for a reason: the Chinese Government may try to co-opt the concept of a “Chinese Dream” for political ends, but Zhang is its living embodiment – a woman who has risen from her beginnings as a teenage sweatshop worker to become one of the wealthiest women on the planet, overseeing an empire worth $3.6 billion (£2.2 billion).

Zhang’s parents were educated Chinese Burmese who moved back to China in the Fifties when Chairman Mao’s dream still appeared unsullied. But during the lunacy of the Cultural Revolution, their university degrees counted against them: a young Zhang and her mother were separated from her father and brother and forced – as part of the country’s “re-education” programme – to swap their urban lifestyle for the grinding poverty of the Chinese countryside.

When she was 9, Zhang was able to return to Beijing with her mother, but the city offered scant relief from debilitating poverty. The two were briefly homeless, obliged to sleep on the desks of the small office where Zhang’s mother worked translating the grandstanding speeches of Communist leaders. Life did not improve much. A few years later, with China’s great economic boom still years away, the pair escaped to Hong Kong. Aged 14, Zhang toiled in the territory’s cramped, punishing garment factories. Driven by the need for hard cash, she would switch employers for the sake of a single dollar’s increase in pay.

“The motivation for working in the factories was to get out of the factories,” she says. The girls alongside her appeared content with their lives. She could never contemplate that. Convinced even then that education had the power to change everything, Zhang would scurry from each 12-hour shift straight to evening classes. She dreamt all the time, she says, simply of keeping pace with the education that “normal” teenage schoolgirls would be receiving back in China.

Slowly, her savings grew to the point where she could afford a plane ticket from Hong Kong to London. Armed with nothing but a raw immigrant’s ambition, she arrived in the UK and began another lowest-rung scrabble for cash. This time, there were English classes at the end of each work day. The strategy paid off: using grants and scholarships, she secured a place at the University of Sussex. Afterwards, she completed a master’s degree in development economics at Cambridge.

Earlier this year, Zhang returned to Sussex as an honorary Doctor of Laws and delivered a speech to graduating students. “It is the place that cultivated me, inspired me and encouraged me to follow my deepest instincts and to become the person that I am today,” she told them. “For this I am truly grateful.”

“If I look back at my life and ask myself what was the most important transformational element, I would say education,” she says. “The point it all changed was when I decided to go to England to become a student.

“When I first got there, I thought there has to be a model answer for these essays we write every week, because that is how the Chinese write. I would submit the essay and my tutor would call us in, and he wasn’t interested at all in whether this answer was right or wrong. Only later, I understood this is a way of cultivating your intellectual curiosity… That is still largely missing in Chinese education.”

Peking and Tsinghua universities to offer free courses online

SCMP: “Two of the mainland’s most prestigious institutions of higher learning, Peking and Tsinghua universities, will start offering free online courses in partnership with EdX, a major open-course provider.

Peking University announced earlier this week it would make four courses, including electronic circuits and the study of folklore, available to students around the world through the EdX web platform starting on Monday. Tsinghua University will make available two courses – the history of Chinese architecture and principles of electric circuits, starting on October 18, according to an EdX schedule.

The introduction of Chinese-language courses from Peking and Tsinghua comes after the two universities signed a deal with EdX in May and spent subsequent months preparing the courses.

Li Xiaoming , an online and information systems professor overseeing the web offerings at Peking University, was previously quoted by mainland media as saying the university planned to offer about 100 courses through EdX within five years. EdX, a major provider of massive online open courses, or Mooc, was founded by Harvard University and the Massachusetts Institute of Technology (MIT) in the United States. It has signed up 29 global universities – including Harvard, MIT and the Hong Kong University of Science and Technology – as partners.

Its competitor Coursera, which was founded in April last year by two computer science professors at Stanford University and which has more than 60 partner schools, signed up two additional mainland institutions, Fudan University and Shanghai Jiao Tong University, in July.

But neither institution has announced plans about which courses it would offer or when their programme would begin.

While it is free to access non-profit Mooc platforms, Coursera said it would charge students between US$60 and US$90 for exams proctored by a third party.

EdX said it also offered students the option of having their final exams proctored for a fee at official testing centres.

Cheng Fangping , a professor at Renmin University who specialises in tertiary education, said Chinese universities could not afford to be left out of the online education trend in an increasingly globalised world of higher learning.

Traditional universities should not regard such online courses as a challenge but an opportunity to boost their global competitiveness by devising courses that met international standards and by further diversifying and broadening their curriculum.

Cheng said that as the nation rose to prominence on the economic and political global stage, studying topics that focused on Chinese issues such as the environment, could become highly prized by people in many other countries.”

China’s Bosses Size Up a Changing Labor Force

This post about the workforce and another posted today about houses-for-pensions show how fast China is catching up with the developed nations; not always for the good of its citizens.

BusinessWeek: “John Liu is the 31-year-old founder and owner of Harderson International, a small factory in southern China that applies paint and decals to ceramics and glass. His showroom includes samples of tinted perfume bottles made for Ralph Lauren and Kate Spade.

A 2006 graduate of Wuhan University in central China, Liu is not much older than the 20-somethings and late teenagers who come to work on the assembly line. But generational cohorts in China are extremely compressed, and Liu sees a vast gap in expectations between himself and those a decade younger. “When I finished school, I felt I needed to find a good stable job quickly and earn money,” he says. “But living conditions in China have improved quickly. Young people now don’t have to work so hard to earn a living, and many have parents who will support them. … A lot of those born in the 1990s can’t stand this kind of repetitive work, so they choose to stay home or do very simple cashier work, even though it pays less.” The upshot is that, for a small factory, it’s “getting harder to find workers.”

Last year the total size of China’s working-age population began to decline, according to figures from China’s National Bureau of Statistics. As the Economist ominously noted, China’s moment of “peak toil” has passed. Yet it’s not only demographics that are changing. Today’s Internet-savvy young workers have different ideas and higher expectations than their predecessors, and not only regarding pay. In response to an evolving workforce, factory managers at a handful of small and midsize plants in China’s Pearl River Delta say they must now offer better conditions to attract and retain workers—or else look for opportunities to automate.”

China’s wealthy increasingly attracted to Britain’s elite secondary schools

SCMP: “A decade after Bo Guagua, grandson to a revolutionary hero and son of fallen Communist Party leader Bo Xilai, became the first Chinese to attend Britain’s elite Harrow School, agencies promising access to Britain’s top independent schools are expanding rapidly to cope with rising demand from the growing pool of high-net-worth individuals from China.

The London-based education consultancy Gabbitas opened its first office in Shanghai in 2009. Four years later, it also advises well-off parents in Guangzhou, Wenzhou and Dalian on how to get their children into secondary schools once reserved for British and continental European aristocracy.

Within five years the agency plans to open another 12 branch offices, said Sofie Liao, director of Gabbitas in China. Schools like Eton and Harrow “are getting more and more enquiries from Chinese families,” she said, anticipating annual growth rates of 10 to 15 per cent.

Liao’s biggest challenge is to lower parents’ expectations, she said. Parents “have to be realistic,” she said. They “tend to think, you register with Eton and then you need to pack your luggage and go there next year.”

These schools “have royalty, they don’t care how much money you have in your bank account or how many listed companies you have,” Liao said.

She said parents are signing up their children to join the UK’s exclusive schools at a younger age to increase their chances of being accepted. “The youngest students we have are pre-prep school age, two to three years old. They have to wait another 11 years before they can get in.”

“It’s a very long selling cycle,” said Jazreel Goh, director for education marketing at the British embassy in Beijing, adding that such agencies are unlikely to be challenged by the average Chinese rivals.

“The market is a very niche and specialised service. The bar for being a good boarding school agent is set quite high – you have to have the network of boarding schools and you have to know which might suit the applicant,” she said.

Goh estimated that there are about ten professional boarding school agencies in China. The trend she has seen is more upper-middle-class parents signing up with agencies to send their children to the UK.

Students from China, including Hong Kong, make up by far the largest group of foreign students studying at British independent schools, according to a census in January this year surveying more than a thousand schools by the British Independent School Council. Among the 25,912 foreign secondary school children in Britain, 9,623 or 37.1 per cent came from China.”

Chinese Students Bolster U.S. College Budgets

NY Times: “Washington Monthly’s annual college issue usually has some fascinating material, and this year is no exception. One example is an article by Paul Stephens on the sharp rise in foreign students on American campuses (to more than 764,000, an increase of roughly 200,000 in less than six years, he says, citing data from the Institute of International Education and the State Department). Many are from wealthy overseas families paying full tuition — and helping to bolster college budgets.

Where are the students coming from? By this reckoning, the bulk of the net increase — more than 160,000 of the 200,000 — has come from China.

Mr. Stephens writes:

While administrators promote the diversity and global perspectives these new students bring to campus, it’s clear that such high-minded goals are not the only motivation for enrolling large numbers of foreign students. With state spending on higher education declining sharply over the last five years — it’s down an average of 28 percent nationwide — out-of-state and international students who pay full tuition (and sometimes even additional tuition) have kept these institutions in the black. As state assemblies have cut back, the people of China have picked up the tab.
