Her visit came a day after China’s legislature, the National People’s Congress, voted in favour of a resolution to initiate the legal process for a national security law to be imposed on Hong Kong, despite concerns from the United States, the European Union and elsewhere that the move would erode human rights, freedom and autonomy in the city.
Tsai said on behalf of all Taiwanese people, she welcomed Lam to stay in Taiwan where he could bolster the island’s efforts to further freedom and democracy.

Lam later said he had been detained and blindfolded by police after crossing the border into mainland China from Hong Kong in October 2015.
The case triggered a huge controversy and raised fears of growing Chinese control in the city.
Seeing Lam as a representative of Hongkongers fleeing to Taiwan to avoid political persecution, Tsai said she wanted to understand what challenges these exiles faced and what help they needed during their stay on the self-ruled island.
“I want to tell Boss Lam [Wing-kee] and our Hong Kong friends that the government here has set up an ad hoc committee to offer help to them very soon,” she said.
On Wednesday, Tsai called for the government to set up an ad hoc committee to work out a “humanitarian help action plan” for Hong Kong people seeking to live in Taiwan or immigrate to the island. It was borne out of concern they would be arrested or prosecuted for taking part in months of anti-government protests triggered last year by the now-shelved extradition bill.
Chen Ming-tong, head of the Mainland Affairs Council, the island’s top mainland policy planner, said on Thursday his council would draft the measures for cabinet’s approval in a week.
Under the plan, the Mainland Affairs Council would issue special measures and coordinate with the island’s authorities on how to help Hongkongers relocate to Taiwan and take care of them.
Bookseller Lam told Tsai what Hongkongers needed most was to have their stay in Taiwan extended.
Lam said that currently, because of the absence of a political asylum law, Hongkongers could only apply to live in Taiwan through study, work, investment, their professional skills or close relatives.
He said fleeing Hongkongers usually came to Taiwan on tourist permits, which at most allowed them to stay for up to six months, giving them not enough time to apply for long-term residence in Taiwan.
“It would be better if they can stay for nine months and preferably one year,” he said.
Lam said some fleeing Hongkongers saw Taiwan as an intermediary base as they hoped to apply for asylum in the West, but it took a long time for Western countries to screen and approve their asylum requests.
Meanwhile, Premier Su Tseng-chang said Article 18 of the Laws and Regulations Regarding Hong Kong and Macau Affairs was good enough to deal with the current crisis in the absence of a political asylum law in Taiwan.
That article states that “necessary help shall be provided to Hong Kong or Macau residents whose safety and liberty are immediately threatened for political reasons”.
LONDON (Reuters) – China has betrayed the people of Hong Kong so the West should stop kowtowing to Beijing for an illusory great pot of gold, said Chris Patten, the last governor of the former British colony.
Beijing is set to impose new national security legislation on Hong Kong after a sustained campaign of pro-democracy protests last year in the city, which enjoys many freedoms not allowed on mainland China.
“The Hong Kong people have been betrayed by China,” Patten was quoted as saying by The Times newspaper. Britain has a “moral, economic and legal” duty to stand up for Hong Kong, he said.
Patten watched as the British flag was lowered over Hong Kong when the colony was handed back to China in 1997 after more than 150 years of British rule.
Hong Kong’s autonomy was guaranteed under the “one country, two systems” agreement principle enshrined in the 1984 Sino-British Joint Declaration signed by then Chinese Premier Zhao Ziyang and British Prime Minister Margaret Thatcher.
But China’s plans to impose national security laws on Hong Kong risk destroying the Declaration, Patten said. The United States has branded the laws a “death knell” for the city’s autonomy.
“What we are seeing is a new Chinese dictatorship,” Patten said. “The British government should make it clear that what we are seeing is a complete destruction of the Joint Declaration.”
Hong Kong leader Carrie Lam said her government will “fully cooperate” with the Chinese parliament to safeguard national security, which she said would not affect rights, freedoms or judicial independence.
Patten said the West should stop chasing the illusory promise of Chinese gold.
“We should stop being fooled that somehow at the end of the all the kowtowing there’s this great pot of gold waiting for us. It’s always been an illusion,” Patten said.
“We keep on kidding ourselves that unless we do everything that China wants we will somehow miss out on great trading opportunities. It’s drivel.”
The British government did not immediately comment on Saturday.
Prime Minister Boris Johnson’s spokesman said on Friday the government was monitoring the situation and as a party to the Joint Declaration the UK was committed to the upholding Hong Kong’s autonomy and respecting the one country, two systems model.

Will India extend its rigorous 21-day lockdown to slow the spread of coronavirus beyond its end date next week? By all accounts, yes.
On 24 March, India shut its $2.9 trillion economy, closing its businesses and issuing strict stay-at-home orders to more than a billion people. Air, road and rail transport systems were suspended.
Now, more than two months after the first case of Covid-19 was detected in the country, more than 5,000 people have tested positive and some 150 people have died. As testing has ramped up, the true picture is emerging. The virus is beginning to spread through dense communities and new clusters of infection are being reported every day. Lifting the lockdown could easily risk triggering a fresh wave of infections.
A harsh lockdown is certain to slow down the disease. Virologists I spoke to believe India is still at an early stage of the infection. The country still doesn’t have enough data on the transmissibility of the virus or even how many people could have been infected and recovered to develop adequate herd immunity. (It is slowly beginning finger prick blood tests to look at the presence of protective antibodies.)
More than 250 of India’s 700-odd districts have reported the infection. Reports say at least seven states have a third of all infections, and want the lockdown extended. Six states have reported clusters of rapidly growing infections – from the capital Delhi in the north to Maharashtra in the west and Tamil Nadu in the south.
Economic fallout
Not surprisingly, the lockdown is already hurting the economy. Many of the early hotspots are economic growth engines and contribute heavily in revenues to the exchequer. Mumbai, India’s financial capital and Maharashtra’s main city, accounts for more than a third of overall tax collection. The densely populated city has reported more than 500 cases and 45 deaths, and numbers are steadily rising. Authorities say the infection is now spreading through the community. Mumbai has made wearing face masks mandatory.

Many of these hotspot clusters are also thriving manufacturing bases. The spread of infection means that they will be under lockdown for a longer period of time.
The services industry, which generates almost half of India’s GDP, is also likely to remain shut for some more time. Construction, which employs a bulk of migrant workers, will remain similarly suspended. The unemployment rate may have already climbed to more than 20% after the lockdown, according to a report by the Center for Monitoring Indian Economy.
For the moment, economists say, the government will have to prioritise farming over everything else to ensure the livelihoods of millions and secure the country’s future food supplies.
Half of India’s labour force work on farms. The lockdown happened at a time when a bumper winter crop had to be harvested and sold, and the rain-fed summer crop had to be sowed. The immediate challenge is to harvest and market the first crop, and secure the second.
Moving trucks to pick up produce and take them to markets, with adequate social distancing and hand washing will be something the government will have to move on quickly.
“The immediate challenge is to ensure that rural India is not hit,” says Rathin Ray, an economist. “Realistically, a complete lockdown cannot be continuously maintained beyond early May. We don’t have a choice but to reopen gradually after that.”

There is little doubt about that. For his part, SK Sarin, who heads a government advisory panel on combating the disease, says the lockdown can be only eased in a “graded manner in areas that are not hotspots” and that the hotspots remained cordoned off.
Like other affected countries, India will have to prepare itself for what Gabriel Leung, an infectious disease epidemiologist and dean of medicine at the University of Hong Kong, describes as several rounds of “suppress and lift” cycles.
During these periods “restrictions are applied and relaxed, applied again and relaxed again, in ways that can keep the pandemic under control but at an acceptable economic and social cost.”
Also, Dr Leung observes, “how best to do that will vary by country, depending on its means, tolerance for disruption and its people’s collective will. In all cases, however, the challenge essentially is a three-way tug of war between combating the disease, protecting the economy and keeping society at an even keel”.
It is now clear that shutdowns need to continue until transmission has slowed down markedly, and testing and health infrastructure has been scaled up to manage the outbreak.
Experts from the southern state of Kerala, a striking outlier that is containing the infection thanks to a transparent government and a robust public health system, say it isn’t time to lift the lockdown yet and have recommended a three-phase relaxation.
For most countries, easing the lockdown is a tricky policy choice. It sparks fears of triggering a fresh wave of infection and presents the inevitable trade-off between lives and livelihoods. French Prime Minister Edouard Phillipe, says relaxing the lockdown in his country is going to be “fearsomely complex”. In a crisis like this, according to his Dutch counterpart Mark Rutte, leaders have to “make 100% of the decisions with 50% of the knowledge, and bear the consequences.”

It is going to be tougher for India with its vast size, densely packed population and enfeebled public health system. Also, no country in the world possibly has so much inter-state migration of casual workers, who are the backbone of the services and construction industries.
How will India manage to return these workers to their work places – factories, farms, building sites, shops – without a substantial easing of public transport at a time when crowded trains and buses can be a vector of transmission and easily neutralise the gains of the lockdown? Even allowing restricted mobility – allowing social distancing, temperature checks and passenger hygiene – would put considerable pressure on the public transport system.
The policy choices are fiendishly tough, and the answers are far from easy. India bungled the lockdown by not anticipating the exodus of millions of migrant workers from cities. The weeks ahead will tell whether the fleeing men, women and children carried the infection to their villages. The country simply cannot afford to make similar mistakes again while trying to relax the lockdown. Nitin Pai of The Takshashila Institution, a think tank, believes states should be left to decide on easing restrictions, and decisions “should be based on threat [of infection], which should be determined by extensive testing”.
This week Prime Minister Narendra Modi said that the “situation in the country is akin to a social emergency”. His government now needs make sure that the looming threat to the nation’s health and economic progress is tackled skilfully.
MUNICH (Reuters) – U.S. Secretary of State Mike Pompeo defended on Saturday his nation’s global role despite misgivings in Europe, vowing that Western values would prevail over China’s desire for “empire”.
Pompeo was seeking to reassure Europeans troubled by U.S. President Donald Trump’s “America first” rhetoric, ambivalence over the transatlantic NATO military alliance and tariffs on European goods.
“I’m happy to report that the death of the transatlantic alliance is grossly exaggerated. The West is winning, and we’re winning together,” he said in a speech at the Munich Security Conference, listing U.S. steps to protect liberal democracies.

Pompeo was, in part, responding to German President Frank-Walter Steinmeier, who on Friday accused the United States, Russia and China of stoking global mistrust.
Trump’s decision to pull out of the 2015 Iran nuclear deal, as well as the Paris climate accord, have undermined European priorities, while moves such as recognition of Jerusalem as Israel’s capital have weakened European diplomacy, envoys say.
Pompeo defended the U.S. strategy, saying Europe, Japan and other American allies were united on China, Iran and Russia, despite “tactical differences.”
He reiterated Washington’s opposition to the Nord Stream 2 gas pipeline under construction between Russia and Germany under the Baltic Sea, a project backed by the government of German Chancellor Angela Merkel.
Citing Russia’s 2014 annexation of Crimea, cyber threats in Iran and economic coercion by China, Pompeo said those countries were still “desiring empires” and destabilising the rules-based international system.
U.S. Secretary of Defense Mark Esper, speaking immediately after Pompeo, focused his remarks solely on China, accusing Beijing of a “nefarious strategy” through telecommunications firm Huawei [HWT.UL].
“It is essential that we as an international community wake up to the challenges presented by Chinese manipulation of the long-standing international rules-based order,” Esper said.
He said it was not too late for Britain, which last month said it would allow Huawei a limited role in building its 5G networks, to take “two steps back,” but added he still needed to asses London’s decision.
“We could have a win-win strategy if we just abide by the international rules that have been set in place for decades … that respect human rights, that respect sovereignty,” he said.

An apparent police ban on all mahjong parlours in a Chinese city led to panic among aficionados of China’s national pastime.
Police in Yushan in southeast China first announced the ban at the weekend, saying it was to curb illegal gambling and “purify social conduct”.
This led to shock and outrage with many calling the strategic, tile-based game the “quintessence of Chinese culture”.
Police then clarified that only unlicensed parlours would be shut.
It comes after several other cities also announced parlours encouraging gambling would be shut.
Mahjong is one of the most popular games in China, especially with older people.
While it does not have to be played with money, it is common for players to gamble with small amounts. A typical mahjong game could see players bet anywhere from $1 to $15.
‘People can gamble with anything’
On 20 October, police in Yushan, a small county in China’s southeast Jiangxi province, issued a statement announcing that all mahjong parlours in the county would be “closed” by 22 October.
Authorities said the ban would be enacted in an effort to “push forward the campaign against crimes and gangs… [to] solve the gambling and noise problem [and] purify social conduct”.
Gambling is illegal in China but under Jiangxi province law, those who engage in “win-loss entertainments such as mahjong and poker involving a small amount of money… shall not be punished”.
However, the law adds that people who “[gamble] money of more than 200 yuan ($28; £21)” could be subject to punishment.

It wasn’t long before the backlash kicked in.
Some people pointed out that while China does face a widespread problem of illegal gambling dens, many mahjong parlours are in fact, legally operated with licenses.
Another commenter on social media site Weibo said: “Not all people play mahjong for gambling,” according to state media ECNS.
“My grandparents play mahjong as part of their daily entertainment”.
Others said it was a “lazy” solution by the government in an attempt to curtail illegal gambling.
“Mahjong [itself] is not a problem. People can gamble with anything,” said one comment on Weibo.
But one social media user saw the positive side of the ban, saying: “Finally! I have been woken up numerous times [by] mahjong players.”
Mahjong is known to be quite a noisy game, as the heavy tiles often make clacking sounds as they are shuffled around.
But their joy was short lived. Just one day after they made the announcement, Yushan authorities revised their statement, saying licensed mahjong parlours would not be affected.
They also clarified that the ban was meant to target places that encouraged “illegal gambling”.
Despite this, some licensed parlour owners told local news outlets that they were also not operating amid the clampdown, but it was unclear whether that was voluntary or enforced by officials.
Several other cities in Jiangxi have also banned mahjong in recent days, but had made it clear in their announcements that registered mahjong parlours would not be affected.
What is mahjong?

The game has also gone on to gain popularity in the West – and has recently made several appearances in mainstream pop culture.
It was featured as part of a pivotal moment in the Hollywood blockbuster Crazy Rich Asians, where two main characters met for a showdown of a game at a mahjong parlour.
Beijing has lent billions of dollars to countries on the continent to build railways, highways and airports but critics say the borrowings are unsustainable

When Clement Mouamba went to Beijing last year, he had two main tasks.
The prime minister of the Republic of Congo needed to find out exactly how much his country owed to China, a number the struggling, oil-rich central African nation had until then not been able to provide the International Monetary Fund (IMF) to qualify for a bailout. He also needed to convince Beijing to restructure its debt to ensure sustainability.
The IMF had put talks for further loans on hold until Mouamba’s administration could say exactly how much it had to repay to the country’s external creditors, including China – the republic’s single largest bilateral lender – and oil multinationals such as Glencore and Trafigura.
The country, which heavily depends on oil revenue, turned to China and private oil majors for funding to run the government when in 2014 oil prices fell from a high of US$100 per barrel to as low as US$30.
The Republic of Congo has since restructured its borrowings from China, which holds about a third, or US$2.5 billion, of the Congolese debt, by extending the repayment period by an additional 15 years.
A number of other African countries struggling to service their loans from Beijing have also pursued concessions. Ethiopia has had part of its Chinese debt written off and terms relaxed for the US$3.3 billion loan it took to build its railway, while Zambia is seeking similar adjustments for its borrowings used to build airports and highways.
Critics say countries on the continent are being burdened with unrealistic levels of debt for inviable infrastructure backed and built by China without adequate transparency and scrutiny.

But Chinese observers say the West must take some of the blame for the countries’ debt problems and that the support China offers will benefit the host countries in the long run.
In the early 1990s, when China began to embrace Africa again after years of isolation from the outside world, the aspiring manufacturer was at a serious disadvantage in the race for raw materials and markets for its industrial goods.
The former colonial powers of the West had already sewn up deals for many of the continent’s most lucrative and readily exploitable reserves, from fossil fuels to minerals.
China needed new strategies to convince African governments to allow it access raw materials for its industries and markets for its products to a largely unfamiliar partner.
China also wanted to challenge the dominance of the US in global trade and politics so it courted allies in Africa to help it push for political legitimacy in international institutions.

At the time, many African leaders were under fire to liberalise their economies. China’s approach was to promise not to meddle in individual country’s internal affairs and assure African countries that they could get billions in exchange for future delivery of minerals through resource-backed deals.
Beijing sold its policies that it had no conditions attached to its development finance. In the drive to drum up business, China promised affordable loans for African countries to build roads, bridges, highways, airports and power dams.
Is Kenya’s Chinese-built railway a massive white elephant?
But Beijing also pursued tied finance, ensuring that countries borrowing from China used Chinese contractors to implement the projects rather than open them up to outside bids.
In addition, many of the deals were built on weak financial, technical and environmental conditions, with Chinese state firms conducting the technical feasibility, environmental impact assessment and financial viability studies for free for projects that they also build.
For example, in Kenya, the China Road and Bridge Corporation conducted a free feasibility study that was used in the construction of the railway.
The same company was handed the contract to implement the project and is operating both the passenger and cargo train service for a fee.

In contrast, the World Bank and its partner institution, the IMF, demand that such studies be done by an independent consultant and not by the company that implements the project.
According to data compiled by the China-Africa Research Initiative, at the Johns Hopkins University School of Advanced International Studies, Beijing has advanced loans worth US$143 billion to African countries since 2000, levels that some critics say are unsustainable for the borrowers.
China meets resistance over Kenya coal plant, in test of its African ambitions
For many of China’s new African partners, these arrangements – from easy lending terms, to non-competitive bidding and opaque contract details – have led to new problems – problems that corrupt or poorly managed governments now share substantial responsibility.
Some critics, both in the West and in host countries, suggest there is a “debt-trap strategy” at the heart of Beijing’s push for international business and influence, but there is no evidence that China deliberately pushes other countries into debt to seize their assets or gain sway.
However, the drive for overseas contracts and big business has led some countries into difficulties with new debts, and there are question marks over the viability of many of the projects the money is funding.
Obert Hodzi, an international relations expert at the University of Helsinki in Finland, said the Addis Ababa-Djibouti railway and the Mombasa-Nairobi railway were good examples of huge projects that were financed by easy borrowing terms from China but were not sustainable and that had in turn forced the African partners to seek further Chinese help.
“The biggest concern is that several African countries will be left with huge debts and grandiose infrastructure that they cannot maintain and run profitably,” Hodzi said. “I liken it to borrowing money to buy a Tesla when you don’t have adequate access to electricity.”
Ken Opalo, a Kenyan scholar at Georgetown University in Washington, said the key issue was the inability of African countries to design projects that were actually needed for the local economies.

“Most African countries have been willing to accept projects designed, financed, and implemented by Chinese firms,” Opalo said.
“It would be better to decouple the feasibility studies and design phases of projects from the financing. That way African governments can ensure that they are truly getting value for money.”
But Chinese officials said Beijing had invested in infrastructure largely at the request of the host countries, adding that it could take time to yield returns on the projects.
Huang Xueqing, spokeswoman for the Chinese embassy in Nairobi, said the projects were valid assets with value that would grow in time.
“So, in the long run, it is beneficial to the host countries. Just like when young people buy a house with a mortgage, they may take some debts, but they have a place to live in and have their own assets,” Huang said.
“Underdeveloped infrastructure is the bottleneck that has been holding back Africa’s development. Up to today, many African countries, although in the same continent, are not connected with direct flights, railways or even roads. You have to fly to Paris or Zurich in order to get to some African countries.
“A road is not just a means of transport but an economic belt or corridor that will catalyse the development of the whole region.”
Huang said Beijing had advised the countries to act within their means and not to overstretch themselves when they considered projects that might not be in line with local conditions.
“When making investment decisions, the Chinese side, along with the recipient countries, carry out rigorous feasibility studies and evaluations. We do things according to our ability,” she said.
China’s leadership has also said it is paying close attention to the fiscal and financial difficulties faced by some African countries.
“As a good friend and good brother … the Chinese side is willing to lend a helping hand when needed by the African people to help them overcome temporary difficulties,” State Councillor and Foreign Minister Wang Yi said in January while on a trip to Ethiopia, adding that the debt situation in Africa is also a legacy issue.
China must allay any debt-trap fears in its dealings with Africa
“The African debt issue does not come up today, still less is it caused by the Chinese side. The African people know who are the initiators of African debt.”
The West should take a lot of the blame for worsening debt problems in some African countries, according to Li Anshan, from Peking University’s Centre for African Studies.
He cited the cases of Liberia and the Democratic Republic of Congo, two countries that have had close relations with the West for many years but remain ravaged by war and poverty despite immense natural resources.
“China-Africa relations have been going on for quite some time. Is there any African country which has got poorer because of its deal with China?” Li said.
Gyude Moore, a former Liberian minister of public works whose department oversaw construction and maintenance of various public infrastructure funded and built by China, said it would be difficult to imagine that China would knowingly ensnare its partners in debt.
“China attempts to differentiate itself from Western donors by limiting non loan-related conditionality. China also practices non-interference, so how a country manages its resources, treats its people or deploy its finances were considered ‘internal’,” he said.
“So, Chinese loans are negotiated faster and place less emphasis on public financial management.”
Moore, now a visiting fellow at the Centre for Global Development, said there were trade-offs in such situations.
China focuses on sustainable projects to dismiss fears of African debt trap
“If the loans are going to be fast – the due diligence will not be as rigorous. Chinese project selection mixes political with economic considerations. So, while a project may not make as much economic sense, it may pay political dividends,” he said.
He said non-transparent processes would invite abuse, be they Chinese, Western or African.
Other observers say the question of opacity is more directly related to China’s own economic system.
Howard French, author of China’s Second Continent: How a Million Migrants are Building a New Empire in Africa, said China has very limited transparency and public accountability in its own domestic processes.

“So it would be unusual to expect that China would introduce greater transparency and accountability in its dealings with African countries than it is used to at home – that is, unless African governments insist on it,” French said.
“And this is where African governance comes in. African states should insist on contract transparency but often don’t do so because that offers leaders plentiful opportunities for graft.”
David Shinn, professor of international relations at George Washington University in Washington, agreed that China’s lack of loan transparency was a huge problem and increased the risk of corruption on both the African and Chinese sides. But he also said that in some cases, African governments might have negotiated poorly.
“This is, however, the responsibility of the African government. I don’t think China is purposely trying to encourage African debts in order to gain leverage,” Shinn said.
“In fact, China is becoming more careful about its lending because it is concerned it has made too much credit available to some African countries.”
China ‘ready to talk’ about trade deal with East Africa bloc
Huang Hongxiang, director of China House, a Nairobi-based consultancy that helps Chinese in Africa integrate better, agreed, saying the Chinese government needs to communicate more about projects in Africa but African countries also have a bigger part to play in ensuring better deals.
“On commercial viability, accountability, transparency and governance, I believe the responsibility does not lie with China, the US or the West but in the hands of African countries,” he said.
Wherever the fault lies, one thing is clear when money is wasted on ill-designed projects that have little to no economic return, according to Opalo.
“The lack of planning and transparency creates default risks … [and] African taxpayers will be left holding the bag.”

Delicate balance for Disney in its portrayal of China’s classic tale of female heroism
Too Americanised, or pandering to a mainland Chinese audience?

Since the trailer for Disney’s live-action film Mulan was released last weekend, both mainland Chinese in the East and the diaspora in the West have been abuzz about their cultural identity and its representation in Hollywood – albeit for different reasons.
Chinese viewers have, on one hand, been enthusiastic about the casting of Chinese-American actress Crystal Liu Yifei in the lead role and the chance for a seemingly more “authentic” Chinese story to be told on the global stage.
On the other hand, they have pointed out historical inaccuracies – such as the southern Chinese setting when the source material states that Mulan is from the north – and expressed concerns that the plot has been too “Americanised”.
Meanwhile, many Chinese-Americans were surprised to discover upon watching the trailer that the beloved 1998 animation had changed beyond recognition – most notably with the absence of talking dragon Mushu and male love interest Li Shang. Some also felt that the new film pandered too much to a mainland Chinese audience.
“The idea of a mythic mash-up of China [in the new film] … seems to play to the idea of a unified, singular China, an artistic representation of the one-China policy, which is troubling to me,” said Jeannette Ng, a British sci-fi author with Hong Kong heritage.
“A lot of the time, this conversation acts like the only Chinese people who matter are the ones who live in mainland China – that they are the only truly authentic ones and everyone else is too Westernised to count,” she said.
The online discussion indicates the delicate balance Hollywood interpretations of Chinese classics have to strike in portraying Chinese versus American values, as big US-China co-productions try their hardest to integrate the two for bigger global box office takings.
Despite ticket sales in China falling 3.6 per cent in the first half of 2019, owing to tightened government censorship, China is still projected to overtake the US box office next year, according to a recent report by professional services firm PwC.
Disney has tried hard to make the new film more true to its ancient Chinese source material, with a detailed – if inaccurate – historical setting featuring the ancient tulou roundhouses of the southeastern province of Fujian, and a star-studded, all-Asian cast with several icons of Chinese cinema such as Jet Li, Hong Kong actor Donnie Yen and Gong Li.

“Disney’s tent pole movies are aiming at a global audience. That being said, given that China is the largest international market and the story is based on a Chinese folk tale, Disney will definitely take the Chinese audience’s taste into consideration,” said a Chinese film producer, who asked to remain anonymous, at a major US studio in Beijing.
“However, this is also a double-edged sword, as people tend to be more picky when they see things they are familiar with.”
Indeed, several Chinese media think pieces have questioned whether elements of the original legend had become too Americanised in the film, leading to an inauthentic representation of a beloved Chinese heroine.
For instance, the Disney trailer suggests that Mulan joins the army to escape an arranged marriage, breaking away from family traditions and establishing her independence as a woman unbound by gender roles.
But in the original folk song Ballad of Mulan, on which the film is based, she volunteers to take the place of her ageing father in the army – making her a symbol of filial piety, courage and patriotism in traditional Chinese culture.

In a widely shared analysis discussing whether Disney’s Mulan was a feminist icon, Peking University Press wrote: “Perhaps this is a cross-cultural creative misunderstanding that reflects the core differences between Chinese and Western culture. If Mulan is seen as a feminist symbol, I fear this may be wishful thinking.”
However, both Chinese-Americans and Chinese nationals agree that the film, slated for release in March, is an inspiring tale for young girls.
“I feel like the people who are criticising the film are too attached and focused on the nostalgia factor. They are not seeing the bigger picture and the positive implications of this movie,” said Alex Diep, a 23-year-old American of Vietnamese-Chinese descent.
“They are disregarding that this film gives an opportunity for young Asian girls to look up to Mulan and see her as a role model,” he said.
Some Chinese have interpreted it as an inspiring fable of female strength and liberation, especially when ingrained patriarchal values and government initiatives such as the one-child policy have restricted women’s rights over the years.
“[Mulan] remains one of the very few fighters and not conventionally feminine figures in the Disney princess canon,” Ng said.
“[T]his is some sort of feminism education for a single-child generation in China that girls can fight like men do,” tweeted Chinese journalist Li Jing.
Chinese-Americans are also optimistic that it will be a sure-fire win for Asian representation on the big screen, especially after the success of last year’s romantic comedy Crazy Rich Asians.
“[Critics of the trailer] are disregarding the fact that this movie is another opportunity to showcase Asian people in a movie where we are not perceived as a negative stereotype,” Diep said.
Others feel that the film can help build a bridge between East and West.
“Mulan is a Chinese story. It comes from a completely different culture, one which I’m not at all convinced that Hollywood, or the West at large, truly understands yet,” said
New Yorker Jonathan Pu, who is of Taiwanese descent. He said he enjoyed the lighthearted animation, but that it did not define his expectations for the remake.
“If Disney can stay true to the source material and convey [filial piety] in a way that even just some of the audience can grasp, then it will go a long way towards building bridges,” Pu said.
Ultimately, the success of this American spin on Chinese culture will rest on box office sales, which Disney hopes will exceed the 1998 animation that flopped in mainland cinemas. Recent Disney live-action remakes have had a mixed reception in China – Dumbo flopped in March, while The Lion King did moderately well on its release last weekend.
“I’m sure there will be a mixed response when the movie is released but it should have enough buzz and do well,” said the Beijing film producer.
“I hope it will be able to convey the spirit of Mulan and inspire millions of young girls.”

would get the impression this was Asia’s first taste of marriage equality. They would be quite wrong.
While Taiwan may be the first jurisdiction in Asia to legalise the modern form of same-sex marriage, such unions have been recognised across the region in various guises for centuries.
It may be true that Asia does not have a great reputation among the
community, but it does have a rich history of acceptance of sexual and gender diversity – one that has largely been forgotten.
When Europeans first encountered Chinese society, they praised many aspects of it, from its efficient government to the sophisticated lifestyles of the upper-class. But they were shocked and repulsed about one aspect of Chinese society: the “abominable vice of sodomy”.

One Portuguese Dominican friar, Gaspar da Cruz, even wrote an apocalyptic tract which portrayed China as the new Sodom – beset by earthquakes, floods, and other natural disasters due to their acceptance of that “filthy abomination, which is that they are so given to the accursed sin of unnatural vice”, that is, sodomy.
Southern China, in particular, was known for a widespread acceptance of homosexual relationships. Shen Defu, a Chinese writer during the Ming dynasty, wrote that it was common for men of all social classes in Fujian province to take male lovers. While men generally took on these lovers while maintaining respectable marriages to women, there were some men who took their lover-relationships to a quasi-marriage level. The older man would be considered qixiong (adoptive older brother) and the younger qidi(adoptive younger brother).

Bret Hinsch, a professor of history in Taiwan, describes the ceremony based on the narration of a Chinese playwright, Li Yu (1610-1680): “Two men sacrifice a carp, a rooster, and a duck. They then exchange their exact times of birth, smear each other’s mothers with the blood of their sacrifices, and then swear eternal loyalty to one another.
The ceremony concludes with feasting on the sacrificial victims …. The younger qidi would move into the qixiong’s household. There he would be treated as a son-in-law by his husband’s parents. Throughout the marriage, many of which lasted for 20 years, the qixiong would be completely responsible for his younger husband’s upkeep.
The marriage would typically dissolve after a number of years so that the younger man could find a bride to marry to procreate and further the family lineage. The elder man was expected to pay the bride a price for the younger man.
These forms of gay “marriage” were prevalent enough in Fujian that there was even a patron deity of homosexuality, the rabbit. Many Han people from Fujian migrated to Taiwan starting in the 17th century; they now make up 80 per cent of the population.
Explained: gay rights, LGBTQ and same-sex marriage in Asia
Most literary accounts of homosexual relationships in China involve men, and there is a lively debate among scholars as to whether women enjoyed the same freedom.
Nevertheless, the most documented of female “quasi-marriages” are the “Golden Orchid Associations” in Guangdong. (Around 15 per cent of Taiwan’s population is Hakka, which historians trace specifically to Han migrants from Guangdong and surrounding areas.) The Golden Orchid Society was a movement based in Guangdong that lasted from the late Qing dynasty until the early 1900s. It provided a “sisterhood” alternative to women who did not want to get married for various reasons.
To announce her intentions, one woman would offer another gifts of peanut candy, dates and other goods. If the recipient accepted the gift, it was a signal she had accepted the proposal. They would swear an oath to one another, where sometimes one woman was designated “husband” and the other “wife”.

Hinsch describes the ceremony in this way: “After an exchange of ritual gifts, the foundation of the Chinese marriage ceremony, a feast attended by female companions served to witness the marriage. These married lesbian couples could even adopt female children, who in turn could inherit family property from the couple’s parents.”
While these “marriages” are not equivalent to the same-sex marriages of today, they nevertheless are historical precedents for what is now happening in Taiwan.
And China is far from being the only country in Asia with a queer history – Southeast Asia’s LGBTQ history is even richer.
Why some members of Singapore’s LGBT community prefer life in the shadows
In the early modern period, marriages between two people of the same assigned sex but who identified as different genders, were fairly normal in many parts of Southeast Asia. We know this primarily from the records Europeans kept when they landed on Asian shores.
For instance, here is a letter by a Portuguese missionary, Antonio de Paiva, to his Catholic bishop in 1544 about his observations of the Bugis people in what is now
: “Your lordship will know that the priests of these kings are generally called bissus. They grow no hair on their beards, dress in a womanly fashion, and grow their hair long and braided; they imitate [women’s] speech because they adopt all of the female gestures and inclinations. They marry and are received, according to the custom of the land, with other common men, and they live indoors, uniting carnally in their secret places with the men whom they have for husbands …”
After this scandalised description, the author concludes with amazement that the Christian god, who had destroyed “three cities of Sodom for the same sin”, had not yet destroyed such “wanton people” who were “encircled by evil”.

Dating as far back as the 13th century, bissu have traditionally served as council to kings and guarded sacred manuscripts. They are considered a fifth gender within the Bugis’ gender-system: oroané (male men), makkunrai (female women), calabai (male women), calalai (female men), and bissu, who were neither male nor female (or both).

Today, their ranks have thinned – in one area, the population has dwindled to just six people – but the tradition remains, and they still perform important blessings. Contemporary bissu are typically male-bodied individuals who adopt feminine and masculine elements in their appearance. Although in the past bissu were married men, today they are required to be celibate.
In pre-Islamic Bugis culture, bissu were accorded priestly honours and tasked with mediating between the gods and people precisely because of, not in spite of, their gender. According to professor Halilintar Lathier, an Indonesian anthropologist, Bugis culture “perceived the upper world as male and this world as female, and therefore only a meta-gender would be able to become an intermediary”.
This pattern of a “gender-expansive” priest able to marry others of the same sex recurs throughout Southeast Asia.

To the west of South Sulawesi is Borneo, a large island that contains all of Brunei and parts of Indonesia and
. Borneo is home to many indigenous communities, including the Iban. The Iban historically respected manang bali, who were typically male-bodied shamans who adopted feminine dress and demeanour, and who took men as their husbands. Manang bali were mediators and held roles of great ritual importance; they were typically wealthy village chiefs known for their healing arts.
West of Borneo is the Malay Peninsula, where there are records from the Malay Annals and Misa Melayu dating as far back as the 15th century about priests, called sida-sida, who served in the palaces of the Malay sultans. They were responsible for safeguarding women in the palace as well as the food and clothing of royalty, and overseeing ritual protocol. The sida-sida undertook “androgynous behaviour” such as wearing women’s clothing and doing women’s tasks. A Malay anthropologist in the 1950s, Shamsul A.B., recalls seeing male-bodied sida-sida in the royal palace in his childhood, who were believed by the population to either be celibate and asexual, or attracted to men. Michael Peletz, an anthropologist and author of Gender Pluralism in Southeast Asia, notes that based on the evidence, it is “highly likely” that sida-sida involved both male- and female-bodied people who were involved in transgender practices, and who engaged in sexual relationships with people of the same and opposite sex.

, where pre-colonial communities were religiously led by babylan: women healers and shamans who were responsible for mediating between the gods and people. Male-bodied people (asog, bayog), sometimes considered a third sex, could also hold these roles so long as they comported themselves like women. A 16th century Spanish Catholic manuscript records asog in the following manner:
“Ordinarily they dress as women, act like prudes and are so effeminate that one who does not know them would believe they are women … they marry other males and sleep with them as man and wife and have carnal knowledge.”

The Spanish priests saw these asog as “devil-possessed”, particularly because they habitually practised “sodomy” among one another. Due to the Chinese reputation for homosexuality and various Sinophobic attitudes, some even attributed the prevalence of sodomy to the Chinese, whom they said had “infected the natives” and introduced the curse to the “Indians”, although there is no evidence of this.
COLONIAL CURVEBALL
Although these examples relate to the religious arena, anthropologists believe the respect accorded to these ritual specialists were an indicator of a wider societal acceptance of gender and sexual diversity in Southeast Asia – an acceptance that began to be eroded through the introduction of world religions (particularly Christianity), modernity, and colonialism. For example, in Malaysia, Brunei,
, Myanmar and throughout the commonwealth, the British enforced a penal code that legislated against sodomy. More than half of the countries that currently legally prohibit sodomy do so based on laws created by the British.

Similarly, after the Chinese were defeated by Western and Japanese imperialists, many Chinese progressives in the early 20th century sought to modernise China, which meant adopting “modern” Western ideas of dress, relationships, science and sexuality.
Concubinage was outlawed, prostitution was frowned upon, and women’s feet were unbound. It also meant importing European scientific understandings of homosexuality as an inverted or perverted pathology. These “scientific ideas” were debunked in the 1960s in the West, but lived on in China, frozen in time, and have only recently begun to thaw with the rise of LGBTQ activists in Asia.
A recent headline on the news from Taiwan read: “First in Asia: marriage equality comes to Taiwan”, as if the recent bill was an unprecedented “first” for Asia and that marriage equality – which, presumably, the headline writer associates with the West – has finally reached Asian shores.
But when we zoom out historically, it is evident that what happened in Taiwan is not so much a novel “breakthrough” for Asia. It is more a reconnection to its queer Chinese and Asian heritage, as well as a rejection of outdated Western ideas that it once adopted.
There is still much more work to be done to advance LGBT rights in Taiwan and the rest of Asia, but perhaps looking backwards in time can help us move forward.
The founder of Huawei has said there is “no way the US can crush” the company, in an exclusive interview with the BBC.
Ren Zhengfei described the arrest of his daughter Meng Wanzhou, the company’s chief financial officer, as politically motivated.
The US is pursuing criminal charges against Huawei and Ms Meng, including money laundering, bank fraud and stealing trade secrets.
Huawei denies any wrongdoing.
Mr Ren spoke to the BBC’s Karishma Vaswani in his first international broadcast interview since Ms Meng was arrested – and dismissed the pressure from the US.
“There’s no way the US can crush us,” he said. “The world cannot leave us because we are more advanced. Even if they persuade more countries not to use us temporarily, we can always scale things down a bit.”
However, he acknowledged that the potential loss of custom could have a significant impact.
Last week, US Secretary of State Mike Pompeo warned the country’s allies against using Huawei technology, saying it would make it more difficult for Washington to “partner alongside them”.
Australia, New Zealand, and the US have already banned or blocked Huawei from supplying equipment for their future 5G mobile broadband networks, while Canada is reviewing whether the company’s products present a serious security threat.
Mr Ren warned that “the world cannot leave us because we are more advanced”.
“If the lights go out in the West, the East will still shine. And if the North goes dark, there is still the South. America doesn’t represent the world. America only represents a portion of the world.”
Many of the UK’s mobile companies, including Vodafone, EE and Three, are working with Huawei to develop their 5G networks.
They are awaiting a government review, due in March or April, that will decide whether they can use Huawei technology.
Commenting on the possibility of a UK ban, Mr Ren said Huawei “won’t withdraw our investment because of this. We will continue to invest in the UK.
“We still trust in the UK, and we hope that the UK will trust us even more.
“We will invest even more in the UK. Because if the US doesn’t trust us, then we will shift our investment from the US to the UK on an even bigger scale.”

What does Mr Ren think about his daughter’s arrest?
Mr Ren’s daughter Meng Wanzhou, Huawei’s chief financial officer, was arrested on 1 December in Vancouver at the request of the US, and is expected to be the subject of a formal extradition request.
The first covers claims Huawei hid business links to Iran – which is subject to US trade sanctions. The second includes the charge of attempted theft of trade secrets.
Mr Ren was clear in his opposition to the US accusations.
“Firstly, I object to what the US has done. This kind of politically motivated act is not acceptable.
“The US likes to sanction others, whenever there’s an issue, they’ll use such combative methods.
“We object to this. But now that we’ve gone down this path, we’ll let the courts settle it.”

What did Mr Ren say about Chinese government spying?
Huawei, which is China’s largest private company, has been under scrutiny for its links to the Chinese government – with the US and others expressing concern its technology could be used by China’s security services to spy.
Under Chinese law, firms are compelled to “support, co-operate with and collaborate in national intelligence work”.
But Mr Ren said that allowing spying was a risk he wouldn’t take.
“The Chinese government has already clearly said that it won’t install any backdoors. And we won’t install backdoors either.
“We’re not going to risk the disgust of our country and of our customers all over the world, because of something like this.
“Our company will never undertake any spying activities. If we have any such actions, then I’ll shut the company down.”
Is Huawei part of the Chinese state?

For a man known as reclusive and secretive, Ren Zhengfei seemed confident in the conviction that the business he’s built for the last 30 years can withstand the scrutiny from Western governments.
Mr Ren is right: the US makes up only a fraction of his overall business.
But where I saw his mood change was when I asked him about his links to the Chinese military and the government.
He refused to be drawn into a conversation, saying only that these were not facts, simply allegations.
Still, some signs of close links between Mr Ren and the government were revealed during the course of our interview.
He also confirmed that there is a Communist Party committee in Huawei, but he said this is what all companies – foreign or domestic – operating in China must have in order to abide by the law.
(Reuters) – British security officials do not support a full ban of Huawei from national telecoms networks despite U.S. allegations the Chinese firm and its products could be used by Beijing for spying, people with knowledge of the matter said.
Huawei, the world’s biggest producer of telecoms equipment, faces intense scrutiny in the West over its relationship with the Chinese government and allegations of enabling state espionage, with the United States calling for its allies not to use its technology.
Although no evidence has been produced publicly and Huawei has denied the claims, the allegations have led several Western countries to restrict its access to their markets.
“We don’t favour a complete ban. It’s not that simple,” one of the sources told Reuters on Monday after a Financial Times report on Sunday said that Britain had decided it could mitigate the risks of using Huawei equipment in 5G networks.
The FT cited two sources familiar with what it said was a conclusion by the government’s National Cyber Security Council (NCSC), which last year said technical and supply-chain issues with Huawei’s equipment had exposed national telecom networks to new security risks. Huawei had no immediate comment.
Any decision to allow Huawei to participate in building next-generation 5G networks would be closely watched by other nations, because of Britain’s membership of the Five Eyes intelligence-sharing group with the United States.
Britain is an important market for Huawei and last month Vodafone, the world’s second-largest mobile operator, said it was “pausing” the deployment of its equipment in core networks until Western governments give the Chinese firm full security clearance.
Other operators in Europe, including Britain’s BT and France’s Orange have already removed Huawei’s equipment or taken steps to limit its future use.
Two sources said the NCSC did not think it was necessary to completely bar Huawei from British networks, believing it could continue to manage any risks by testing the products at a special laboratory overseen by intelligence officials.
Both sources, who spoke on condition of anonymity because of the sensitivity of the matter, said the position was consistent with public statements made by the NCSC and British officials.
“As was made clear in July’s HCSEC oversight board, the NCSC has concerns around Huawei’s engineering and security capabilities. We have set out the improvements we expect the company to make, an NCSC spokeswoman said on Monday.
CONFIDENCE MEASURES
People with knowledge of the matter said the next NCSC report on Huawei’s position in Britain will criticise its slow response to issues raised in last year’s report and detail tense relations with British officials.
The report, which is expected to be released in coming weeks, does not itself set government policy.
The results of a government review of British telecoms infrastructure is expected later in the year and will include recommendations on managing security risks, including in future 5G networks.
Fellow Five Eyes member Australia has banned Huawei from supplying 5G equipment, while New Zealand said on Monday it would make its own independent assessment of the risk of using Huawei equipment in 5G networks.
Huawei has set up security labs in Britain and Germany aimed at building confidence that its equipment does not contain “back doors” for Chinese intelligence services.
It has also offered to build a cyber-security centre in Poland, where authorities have arrested a Chinese Huawei employee along with an ex-Polish security official.
