China has stepped up intensive rehearsals for the upcoming National Day parade, which military insiders say is designed to showcase the achievements of Chinese President Xi Jinping’s modernisation drive.
The parade on October 1 will mark the 70th anniversary of the founding of the People’s Republic and will focus on weapons developed since Xi came to power in late 2012, despite long-standing problems in aircraft engine development.
Video clips circulating on mainland social media in recent days have shown at least seven types of aircraft – including the KJ-2000 airborne early warning and control aircraft and J-10 and J-11B fighter jets – taking part in rehearsals over the countryside around Beijing.
A military insider said the country’s first stealth fighter jet, the J-20, had been rehearsing over the western suburbs of the capital since April.
“There will be up to seven J-20 displayed in the military parade, which is the largest formation since its formal deployment to the Chinese air force in 2017,” the military insider said.
“The J-20 has entered mass production. So far at least 70 J-20s have been made, even though all of them are still equipped with Russian AL-31 engines.”
Earlier this month, the People’s Liberation Army Air Force released a video of a flight of seven J-20s, the largest formation seen so far, suggesting that the fifth-generation warplane has gone into mass production as an arms race with the United States mounts in the region.
The second-largest J-20 formation was shown in an air force video for PLA Day on August 1, when five of the jets were shown.
China has been forced to deploy the J-20 ahead of its schedule since the US has increased the deployment of its fifth-generation stealth fighter jets like the F-22 and F-35s in the Asia-Pacific region.
The US and its allies, including Japan and South Korea, will have more than 200 F-35s by 2025, which means China also needs a similar number of stealth fighters.
To meet demand, China has been working on the development of a purpose-built thrust engine for its stealth fighter since the early 2000s, but has yet to achieve international quality control standards due to problems that include single-crystal turbine blade technology.

Hong Kong-based military commentator Song Zhongping said aircraft engine development had been a long-standing shortcoming but it would not affect the practical fighting capacity of the J-20, which currently uses Russian engines.
“The J-20 hasn’t used the domestic engines so far because it wants a better one, and it still has time,” Song said.
“Other [Chinese-developed] warplanes like the J-10, J-11 and multipurpose attack helicopters are all modified and advanced types, indicating comprehensive achievements amid China’s military modernisation over the past years.”

Besides the domestically developed aircraft, Beijing is going to display its strategic nuclear missiles, such as the DF-41 intercontinental ballistic missile and the JL-2 submarine-launched ballistic missile, as centrepieces of its National Day military parade, according to a Beijing-based military source.
Xi, who also chairs the powerful Central Military Commission, inspected the country’s biggest military parade at the Zhurihe Combined Tactics Training Base in Inner Mongolia in 2017 to celebrate the 90th anniversary of the PLA, but the source said the weapons displayed in Zhurihe had been developed under the leadership of Xi’s predecessor, Hu Jintao.
“Xi needs to highlight his personal achievements in his era, that’s why this year’s parade has political aims more than military significance,” the source said.
The source also highlighted the significance of the People’s Republic marking its 70th anniversary because the Soviet Union did not survive for that length of time.
“Xi is attempting to tell the outside world that Chinese communist regime has been consolidated under his leadership.”

TOKYO (Reuters) – China, Japan and South Korea have set ambitious targets to put millions of hydrogen-powered vehicles on their roads by the end of the next decade at a cost of billions of dollars.
But to date, hydrogen fuel cell vehicles (FCVs) have been upstaged by electric vehicles, which are increasingly becoming a mainstream option due to the success of Tesla Inc’s (TSLA.O) luxury cars as well as sales and production quotas set by China.
Critics argue FCVs may never amount to more than a niche technology. But proponents counter hydrogen is the cleanest energy source for autos available and that with time and more refueling infrastructure, it will gain acceptance.
AMBITIOUS TARGETS
China, far and away the world’s biggest auto market with some 28 million vehicles sold annually, is aiming for more than 1 million FCVs in service by 2030. That compares with just 1,500 or so now, most of which are buses.
Japan, a market of more than 5 million vehicles annually, wants to have 800,000 FCVs sold by that time from around 3,400 currently.
South Korea, which has a car market just one third the size of Japan, has set a target of 850,000 vehicles on the road by 2030. But as of end-2018, fewer than 900 have been sold.
WHY HYDROGEN?
Hydrogen’s proponents point to how clean it is as an energy source as water and heat are the only byproducts and how it can be made from a number of sources, including methane, coal, water, even garbage. Resource-poor Japan sees hydrogen as a way to greater energy security.
They also argue that driving ranges and refueling times for FCVs are comparable to gasoline cars, whereas EVs require hours to recharge and provide only a few hundred kilometers of range.
Many backers in China and Japan see FCVs as complementing EVs rather than replacing them. In general, hydrogen is seen as the more efficient choice for heavier vehicles that drive longer distances, hence the current emphasis on city buses.
THE MAIN PLAYERS
Only a handful of automakers have made fuel cell passenger cars commercially available.
Toyota Motor Corp (7203.T) launched the Mirai sedan at the end of 2014, but has sold fewer than 10,000 globally. Hyundai Motor Co (005380.KS) has offered the Nexo crossover since March last year and has sold just under 2,900 worldwide. It had sales of around 900 for its previous FCV model, the Tucson.
Honda Motor Co Ltd’s (7267.T) Clarity Fuel Cell is available for lease, while Daimler AG’s GLC F-CELL has been delivered to a handful of corporate and public sector clients.
Buses are seeing more demand. Both Toyota and Hyundai have offerings and have begun selling fuel cell components to bus makers, particularly in China.
Several Chinese manufacturers have developed their own buses, notably state-owned SAIC Motor (600104.SS), the nation’s biggest automaker, and Geely Auto Group, which also owns the Volvo Cars and Lotus brands.
WHY HAVEN’T FUEL CELL CARS CAUGHT ON YET?
A lack of refueling stations, which are costly to build, is usually cited as the biggest obstacle to widespread adoption of FCVs. At the same time, the main reason cited for the lack of refueling infrastructure is that there are not enough FCVs to make them profitable.
Consumer worries about the risk of explosions are also a big hurdle and residents in Japan and South Korea have protested against the construction of hydrogen stations. This year, a hydrogen tank explosion in South Korea killed two people, which was followed by a blast at a Norway hydrogen station.
Then there’s the cost. Heavy subsidies are needed to bring prices down to levels of gasoline-powered cars. Toyota’s Mirai costs consumers just over 5 million yen ($46,200) after subsidies of 2.25 million yen. That’s still about 50% more than a Camry.
Automakers contend that once sales volumes increase, economies of scale will make subsidies unnecessary.

- Priority carriages on underground trains have not solved the problem of sexual harassment for female passengers

The first time Wanda was groped by a man on a Beijing bus she was a college student, travelling to school in her gym uniform on a summer’s day. Ten years – and numerous examples of sexual harassment on public transport – later, she is still haunted by the memory.
Now 31, Wanda – who asked to be identified only by her first name – remembers every detail of the incident. The bus was not crowded but the man, who appeared to be in his 40s, went straight over to stand uncomfortably close to her.
Then he pressed himself tightly against her and began making a thrusting motion with his lower body. Wanda said she froze, terrified by the encounter and unsure how to act. Just then, the bus took a sharp turn, the man was thrown aside and she quickly moved away.
“Afterwards, for a period, I looked at every adult man I saw as if he was aggressive,” she said.
Since then, Wanda said she had been flashed at in public and just last year was forced to block a man with her purse when he tried to touch her leg on a train.

Wanda’s experience is not unusual but attempts to address the problem of sexual harassment on public transport in China have met with mixed results, as well as claims by feminists that they are restrictive to women.

and Guangzhou, both in Guangdong province, established two designated carriages – one at each end of the train – during peak times.

men are not barred from using them
they are encouraged to leave them to women passengers.
While the authorities did not specifically say they were intended to prevent sexual harassment – saying only that the scheme was meant to “give more care and respect to women” – the carriages followed a precedent set by Japan and Europe for that reason.
Shenzhen is currently considering an update to its priority carriages with an amended law designating them for people with disabilities and minors, as well as women, and only during rush hour. Other passengers who do not meet these criteria can be asked to leave by rail staff.

But in reality the restrictions on the priority carriages are seldom enforced and they have been used by men since their launch. Furthermore, feminists say the scheme is a form of segregation, rather than an attempt to solve the cause of the issue.
One reason the priority carriages have failed in their purpose could be the size of the crowds using public transport each day. According to government data, there are roughly 5 million passenger trips on the Shenzhen underground every day and 8 million in Guangzhou.
It is also hard for staff to enforce the regulation.
“When it first came out, subway staff vehemently advocated for women to use it, so many people did,” said Zhang Ying, a piano teacher in Guangzhou. Staff would hold loud speakers and gesture for women to get on the priority carriages. But now, everybody just treats it like an ordinary carriage, she said.
Zhang said she rarely uses the priority carriages because of the inconvenience of having to walk all the way to the end of the train.

Feminists have opposed the scheme from the start.
“The logic behind the scheme is wrong to begin with,” said Xiao Meili, a Guangzhou-based feminist. “When noticing the dangers women face in public spaces, women call for convenience in all areas, but [the government] only wants to draw you a little corner to play in, signalling they still will neglect you in most places.”
Although it may appear well-intentioned, Xiao said the scheme was restricting women’s space.
“Most of the sexual harassers and rapists are men, so wouldn’t it be more effective to put these offenders in a limited space?” she asked.
In a survey of 443 people conducted by a group of feminists in Shenzhen in 2017, 42 per cent of women said they had been harassed on public transport, compared with just 6 per cent of men.
Most of the interviewees said they were dissatisfied with the police response and 65 per cent said they thought police should be most responsible for handling sexual harassment in public.
Six ways Japanese women can deter gropers on trains
Xiao and others have repeatedly written to government representatives about sexual harassment on public transport. In 2016, Xiao’s feminist group received 40,000 yuan (US$5,650) in public donations – just enough to buy an advertisement slot.
For two years, the group tried to put up anti-harassment billboards in the Guangzhou and Shenzhen underground systems, but they were repeatedly blocked by the authorities who said the advertisements would cause panic.
But in 2018 Xiao’s group spotted advertisements in the subways in Beijing, Shanghai and Chengdu, some placed by news organisations and others by local governments. One advertisement in Chengdu, put up by rail officials, said: “There’s no groping hand here.”
Another, in Beijing, said: “Prevent sexual harassment, be vocal.”
Xiao said she was happy to see the changes, but described the current policy of updating the carriages in Shenzhen as an example of “lazy politics”.
There needed to be more than a pink bumper sticker on carriage windows, she said.
Instead, policymakers needed to think about the actual mechanisms of stopping harassment and how to handle culprits once they were caught.
“Women do not demand special care as if they are a soft and weak group,” Xiao said.
“They demand the safety they deserve and the right to travel conveniently.”

- An increasing proportion of young people no longer willing to wait tables in China as restaurant owners look to new technology for answers

Two years ago, Bao Xiangyi quit school and worked as a waiter in a restaurant for half a year to support himself, and the 19 year-old remembers the time vividly.
“It was crazy working in some Chinese restaurants. My WeChat steps number sometimes hit 20,000 in a day [just by delivering meals in the restaurant],” said Bao.
The WeChat steps fitness tracking function gauges how many steps you literally take and 20,000 steps per day can be compared with a whole day of outdoor activity, ranking you very high in a typical friends circle.
Bao, now a university student in Hangzhou, Zhejiang province, quit the waiter job and went back to school.
“I couldn’t accept that for 365 days a year every day would be the same,” said Bao. “Those days were filled with complete darkness and I felt like my whole life would be spent as an inferior and insignificant waiter.”
Olivia Niu, a 23-year-old Hong Kong resident, quit her waiter job on the first day. “It was too busy during peak meal times. I was so hungry myself but I needed to pack meals for customers,” said Niu.
Being a waiter has never been a top career choice but it remains a big source of employment in China. Yang Chunyan, a waitress at the Lanlifang Hotel in Wenzhou in southeastern China, has two children and says she chose the job because she needs to make a living.

Today’s young generation have their sights on other areas though. Of those born after 2000, 24.5 per cent want careers related to literature and art. This is followed by education and the IT industry in second and third place, according to a recent report by Tencent QQ and China Youth Daily.
Help may now be at hand though for restaurants struggling to find qualified table staff who are able to withstand the daily stress of juggling hundreds of orders of food. The answer comes in the form of robots.
Japan’s industrial robots industry becomes latest victim of the trade war
Shenzhen Pudu Technology, a three-year-old Shenzhen start-up, is among the tech companies offering catering robots to thousands of restaurant owners who are scrambling to try to plug a labour shortfall with new tech such as machines, artificial intelligence and online ordering systems. It has deployed robots in China, Singapore, Korea and Germany.
With Pudu’s robot, kitchen staff can put meals on the robot, enter the table number, and the robot will deliver it to the consumer. While an average human waiter can deliver 200 meals per day – the robots can manage 300 to 400 orders.
“Nearly every restaurant owner [in China] says it’s hard to recruit people to [work as a waiter],” Zhang Tao, the founder and CEO of Pudu tech said in an interview this week. “China’s food market is huge and delivering meals is a process with high demand and frequency.”
Pudu’s robots can be used for ten years and cost between 40,000 yuan (US$5,650) and 50,000 yuan. That’s less than the average yearly salary of restaurant and hotel workers in China’s southern Guangdong province, which is roughly 60,000 yuan, according to a report co-authored by the South China Market of Human Resources and other organisations.
As such, it is no surprise that more restaurants want to use catering robots.
According to research firm Verified Market Research, the global robotics services market was valued at US$11.62 billion in 2018 and is projected to reach US$35.67 billion by 2026. Haidilao, China’s top hotpot restaurant, has not only adopted service robots but also introduced a smart restaurant with a mechanised kitchen in Beijing last year. And in China’s tech hub of Shenzhen, it is hard to pay without an app as most of the restaurants have deployed an online order service.
Can robots and virtual fruit help the elderly get well in China?
China’s labour force advantage has also shrank in recent years. The working-age population, people between 16 and 59 years’ old, has reduced by 40 million since 2012 to 897 million, accounting for 64 per cent of China’s roughly 1.4 billion people in 2018, according to the national bureau of statistics.
By comparison, those of working age accounted for 69 per cent of the total population in 2012.
Other Chinese robotic companies are also entering the market. SIASUN Robot & Automation Co, a hi-tech listed enterprise belonging to the Chinese Academy of Sciences, introduced their catering robots to China’s restaurants in 2017. Delivery robots developed by Shanghai-based Keenon Robotics Co., founded in 2010, are serving people in China and overseas markets such as the US, Italy and Spain.
Pudu projects it will turn a profit this year and it is in talks with venture capital firms to raise a new round of funding, which will be announced as early as October, according to Zhang. Last year it raised 50 million yuan in a round led by Shenzhen-based QC capital.
To be sure, the service industry is still the biggest employer in China, with 359 million workers and accounting for 46.3 per cent of a working population of 776 million people in 2018, according to the national bureau of statistics.
And new technology sometimes offers up new problems – in this case, service with a smile.
“When we go out for dinner, what we want is service. It is not as simple as just delivering meals,” said Wong Kam-Fai, a professor in engineering at the Chinese University of Hong Kong and a national expert appointed by the Chinese Association for Artificial Intelligence. “If they [robot makers] can add an emotional side in future, it might work better.”
Technology companies also face some practical issues like unusual restaurant layouts.
“Having a [catering robot] traffic jam on the way to the kitchen is normal. Some passageways are very narrow with many zigzags,” Zhang said. “But this can be improved in future with more standardised layouts.”
Multi-floor restaurants can also be a problem.
Dai Qi, a sales manager at the Lanlifang Hotel, said it is impossible for her restaurant to adopt the robot. “Our kitchen is on the third floor, and we have boxes on the second, third, and fourth floor. So the robots can’t work [to deliver meals to downstairs/upstairs],” Dai said.
But Bao says he has no plans to return to being a waiter, so the robots may have the edge.
“Why are human beings doing something robots can do? Let’s do something they [robots] can’t,” Bao said.

US Marines have conducted airfield- and island-seizure drills in the East and South China seas in what observers say is meant to remind Beijing of US military supremacy in the Asia-Pacific.
The 11-day naval drills were conducted near the Philippines and around the Japanese island of Okinawa by Okinawa-based US marine expeditionary units, the 31st Marine Expeditionary Unit said.
Observers said the operations were meant as a warning to Beijing that the US military could carry out amphibious campaigns far from home if Washington needed to intervene in territorial disputes between China and America’s allies in the region.
The 31st Marine Expeditionary Unit and Amphibious Squadron 11 conducted joint weapons drills from their Wasp Amphibious Ready Group ships from August 9-19, the Okinawa-based marine unit said in a statement.
The activity took place in the Philippine and East China seas and around an American naval base in Japan, it said.
The unit’s Amphibious Reconnaissance Platoon also performed a reconnaissance and surveillance mission through a high-altitude, low-opening parachute jump onto Okinawa.
A tilt-rotor aircraft, which hovers like a helicopter but flies like an aeroplane, afterward sent a landing team from a Wasp ship more than 400km (250 miles) away to establish the arming and refuelling point. The team achieved its objective in just over one hour, the statement said.
“The speed with which the Marines were able to establish the forward arming and refuelling point demonstrates a capability that is critical to conducting expeditionary operations in a contested environment,” the statement quoted Lieutenant Guirong Cai, a FARP officer-in-charge from the Marine Air Traffic Control Mobile Team, as saying.
“Their proficiency in swiftly setting up a refuelling point with 5,500 pounds (2.5 tonnes) of fuel demonstrates the 31st MEU’s ability to rapidly refuel and redeploy our air assets as the mission requires.”

China has a territory dispute with Japan over Diaoyu Islands, known as the Senkakus in Japan, in the East China Sea, while both Beijing and Manila have put in claims on the Scarborough Shoal – also known in China as Huangyan Dao – in the South China Sea.
Adam Ni, a China specialist at Sydney’s Macquarie University, said the drills near the Philippines and Okinawa showed that such a campaign would encompass a wide area, including the South and East China seas, where the US has joined other countries in the region to conduct freedom of navigation operations since 2015.
Maritime drills between US, Asean coincide with rising tensions
“It is a clear reminder to China of US military supremacy despite the narrowing of gaps in military capability in recent years,” Ni said. “The message is that the US military can still take China-controlled South China Sea features in high-intensity conflict.”

The statement did not say whether the Philippine navy and Japanese maritime self-defence force took part in the drills. But Hong Kong-based military commentator Song Zhongping said the US government would call on its two allies to observe the exercises.
“Whether Washington will intervene in territorial disputes between China and the Philippines as well as China and Japan, the American [military] has used [these drills] to strengthen its island-capture and airfield seizure capabilities in unfamiliar waters and areas,” Song said.
“To show its close relationship with and commitments to Manila and Tokyo, the Americans would invite the two allies to watch the drills. That could also be a good time to sell their amphibious warships and new model aircraft to Japan.”
During the drills, 10 simulated casualties were treated by three medical technicians from the US Air Force’s special operations group and given blood transfusions before being loaded onto a KC-130 transport aircraft for in-flight medical treatment en route to Marine Corps Air Station Futenma on Okinawa, the US Marines said.

BEIJING, Sept. 11 (Xinhua) — Premier Li Keqiang on Wednesday expressed his expectation for the Japanese economic community to seize the opportunities of China’s opening up, increase investment in China and expand bilateral cooperation areas to promote more achievements in trade and the economy.
Li made the remarks in a meeting with a delegation from Japan’s business community, led by president of the Japan-China Association on Economy and Trade Shoji Muneoka, chair of the Japan Chamber of Commerce and Industry Akio Mimura, and Nobuyuki Koga, chairman of the Board of Councilors of the Japan Business Federation.
China-Japan relations have returned to the right track since last year thanks to the joint efforts of the two sides, and the trade and economic cooperation between the two countries has been steadily advanced and the prospects for bilateral cooperation are broad, said Li.
When China-Japan relations encountered difficulties, the Japanese economic community made important efforts and contributions to maintain their healthy and steady development as well as accelerate pragmatic cooperation between the two countries, the Chinese premier said.
According to Li, China and Japan are two of the world’s major economies, and should give full play to their complementary advantages and work together to deepen cooperation, which will not only benefit the two countries, but also conducive to regional and global economy, as well as the prosperity and stability of the world.
Noting that economic globalization is irreversible, and economic and trade exchanges should not be blocked by national borders, Li pointed out that promoting the healthy development of globalization is the way of progress.
“China has always firmly upheld the multilateral trading system with the World Trade Organization at its core and promotes the liberalization and facilitation of trade and investment,” Li said, stressing China will unswervingly promote all-round opening up, and strive to optimize the business environment.
China welcomes the Japanese economic community to seize the opportunity brought forth by China’s opening up and increase investments in China, expand cooperation areas, and promote more cooperation achievements in trade and economic areas between the two countries, he said.
While expressing congratulations on the 70th anniversary of the founding of the People’s Republic of China, the Japanese economic delegation said that Japan and China have witnessed progress in bilateral ties since last year, and close high-level exchanges have facilitated the two countries’ economic and trade cooperation.
The Japanese economic community firmly supports free trade and hopes China and the United States will resolutely resolve their trade disputes through negotiation, they said.
Speaking highly of China’s efforts in promoting trade and investment liberalization, expanding market access and improving the business environment, they said that the Japanese economic community is willing to boost cooperation with the Chinese side in science and technology innovation, climate change, health care and third-party markets.
They also expressed their expectation of concluding the negotiations for the Regional Comprehensive Economic Partnership (RCEP), a proposed free trade agreement between the 10 ASEAN (the Association of Southeast Asian Nations) members and Australia, China, India, Japan, South Korea and New Zealand, by the end of the year.

NEW DELHI (Reuters) – India will only sign a 16-member Asia-Pacific trade pact if its local industry is protected and if the deal would not lead to indiscriminate imports, the trade minister said on Wednesday.
Talks are ongoing to negotiate the China-initiated Regional Comprehensive Economic Partnership (RCEP), Piyush Goyal said, without specifying whether India would sign the deal in 2019.
New Delhi had asked South Korea and Japan to review free trade agreements with India, he added.

China has chosen a site for an underground laboratory to research the disposal of highly radioactive waste, the country’s nuclear safety watchdog said on Wednesday.
Officials said work will soon begin on building the Beishan Underground Research Laboratory 400 metres underground in the northwestern province of Gansu.
Liu Hua, the head of the Chinese National Nuclear Safety Administration, said work would be carried out to determine whether it would be possible to build a repository for high-level nuclear waste deep underground.
“China sees radioactive waste disposal as a very important part [of the development nuclear energy],” said Liu. “To develop nuclear energy, we must have safe storage and disposal of nuclear waste.”

The Chinese authorities see nuclear power an important source of energy that will help to curb carbon emissions and pollution as well as reducing its dependence on fuel imports.
But while the country has made great strides in the development of nuclear power, it needs to find a safe and reliable way of dealing with its growing stockpiles of nuclear waste.
Liu said the Gansu site had been identified as a possible location for a deep nuclear waste store after years of searching.
Once the laboratory is built, scientists and engineers will start experiments to confirm whether it will make a viable underground storage facility.
“Based on the data of the experiments, we can then decide if we are going to pick this as the final site,” he added.
China ‘actively promoting’ nuclear fuel processing plant with French Areva
Chinese officials usually stay tight-lipped about how nuclear waste is disposed of mainly because of fears that any discussion of the topic would trigger safety fears, although in recent years more efforts have been made to inform the public to win support.
Scientists say that nuclear waste can be divided into three categories depending on the level of radioactivity.
Low-level waste consists of minimally radioactive materials such as mop heads, rags, or protective clothing used in nuclear plants, while intermediate-level waste covers things such as filters and used reactor components.
High-level waste, however, is generated by the reprocessing of spent nuclear fuel and scientists generally agree that the safest way to dispose of it is to bury it deep underground in areas where the geology means it will have a minimal impact on the environment while it decays over thousands of years.

Some Chinese scientists said the country had the chance to lead the world in this area of research but others have expressed concerns about safety.
Jiang Kejun, a senior researcher at the Energy Research Institute of China’s National Development and Reform Commission, said that very few countries in the world are studying this form of nuclear waste disposal.
“It gives China an opportunity to be a leader in research in this area, plus China has the technology and financial means,” he said.
About a dozen countries including France, Switzerland, Japan, and the United States have carried out research in this area, but in recent years most have abandoned or scaled back their programmes.
At present there are storage sites operating in Finland and the US, but other countries such as Germany have abandoned plans to build similar facilities.

But despite broad scientific support for underground disposal, some analysts and many members of the public remain sceptical about whether it is really safe.
Lei Yian, an associate professor at the School of Physics at Peking University, said there was no absolute guarantee that the repositories would be safe when they are come into operation.
“Leakage has happened in [repositories] in the US and the former Soviet Union … it’s a difficult problem worldwide,” he said. “If China can solve it, then it will have solved a global problem.”
China is also building more facilities to dispose of low and intermediate level waste. Officials said new plants were being built in Zhenjiang, Fujian and Shandong, three coastal provinces that currently lack disposal facilities.
At present, two disposal sites for low and intermediate-level waste are in operation in Gansu and Guangdong provinces.

BEIJING, Aug. 22 (Xinhua) — China attaches great importance to cooperation with the Republic of Korea (ROK) and Japan and is ready to make joint efforts to pursue a higher level of trilateral cooperation with its two neighbors, Premier Li Keqiang said Thursday.
Premier Li made the remarks when meeting with ROK Foreign Minister Kang Kyung-wha and Japanese Foreign Minister Taro Kono, who are here to attend the ninth meeting of the three countries’ foreign ministers held Wednesday.
While congratulating the successful holding of the meeting, Premier Li said that China, the ROK and Japan, being geographically close to each other and enjoying cultural affinity, have highly complementary economies and great potential for cooperation.
He said amid the increasing instability and uncertainty of the global economy and the growing downward pressure on the global economy and trade, cooperation among the three countries not only benefits their own development, but also works as a stabilizer and engine of the regional and global economy.
Li called on the three countries to safeguard the rules-based multilateral trading system with the WTO at its core, and work on reaching a comprehensive and high-level free trade agreement at an early date to promote the liberalization and facilitation of trade and investment.
The Chinese premier also called on the three countries to jointly promote technological innovation to share development opportunities and innovative achievements, work together to advance development and prosperity to push forward East Asian cooperation, and jointly maintain regional peace and stability to contribute to a political resolution to the Korean Peninsula issue, so as to achieve denuclearization and lasting peace on the peninsula.
Li also called for increased people-to-people exchanges to improve mutual understanding of the three peoples and cement foundation for trilateral cooperation.
Kang Kyung-wha commended the progress of the meeting and wished the meeting among leaders of the three countries, which is due to be held in China later this year, a success. The ROK is confident of the prospects for cooperation with China, she added.
Taro Kono said Japan is ready to closely work with China and the ROK to guarantee the success of the leaders’ meeting and his country is willing to work with China to promote a lasting, healthy and stable development of bilateral relations.

BEIJING, Aug. 20 (Xinhua) — Chinese State Councilor and Foreign Minister Wang Yi met here Tuesday with Japanese Foreign Minister Taro Kono, who was here to attend the upcoming ninth meeting of foreign ministers of China, Japan and the Republic of Korea (ROK).
Wang said recently China and Japan saw the improvement of ties and the achievement should be cherished as it did not come easily. He called closer communication between the two sides to create necessary conditions and a good atmosphere for high-level political exchanges in the next stage.
Wang said the two sides should strengthen cooperation in the multilateral arena and jointly oppose all forms of protectionism and unilateralism.
He clarified China’s principles and positions on sensitive issues between China and Japan, stressing that both sides should strengthen risk prevention and control, and handle differences in a constructive manner.
Kono said that Japan is willing to work closely with China to ensure positive results of high-level political exchanges in the next stage.
Wang also clarified China’s opposition to the U.S. attempt to deploy land-based intermediate-range missiles in the region. Kono reiterated that Japan will continue to adhere to the “purely defensive defense” strategy.
The meeting of the three countries’ foreign ministers is scheduled for Wednesday.
