LONDON (Reuters) – China has betrayed the people of Hong Kong so the West should stop kowtowing to Beijing for an illusory great pot of gold, said Chris Patten, the last governor of the former British colony.
Beijing is set to impose new national security legislation on Hong Kong after a sustained campaign of pro-democracy protests last year in the city, which enjoys many freedoms not allowed on mainland China.
“The Hong Kong people have been betrayed by China,” Patten was quoted as saying by The Times newspaper. Britain has a “moral, economic and legal” duty to stand up for Hong Kong, he said.
Patten watched as the British flag was lowered over Hong Kong when the colony was handed back to China in 1997 after more than 150 years of British rule.
Hong Kong’s autonomy was guaranteed under the “one country, two systems” agreement principle enshrined in the 1984 Sino-British Joint Declaration signed by then Chinese Premier Zhao Ziyang and British Prime Minister Margaret Thatcher.
But China’s plans to impose national security laws on Hong Kong risk destroying the Declaration, Patten said. The United States has branded the laws a “death knell” for the city’s autonomy.
“What we are seeing is a new Chinese dictatorship,” Patten said. “The British government should make it clear that what we are seeing is a complete destruction of the Joint Declaration.”
Hong Kong leader Carrie Lam said her government will “fully cooperate” with the Chinese parliament to safeguard national security, which she said would not affect rights, freedoms or judicial independence.
Patten said the West should stop chasing the illusory promise of Chinese gold.
“We should stop being fooled that somehow at the end of the all the kowtowing there’s this great pot of gold waiting for us. It’s always been an illusion,” Patten said.
“We keep on kidding ourselves that unless we do everything that China wants we will somehow miss out on great trading opportunities. It’s drivel.”
The British government did not immediately comment on Saturday.
Prime Minister Boris Johnson’s spokesman said on Friday the government was monitoring the situation and as a party to the Joint Declaration the UK was committed to the upholding Hong Kong’s autonomy and respecting the one country, two systems model.

BEIJING, April 23 (Xinhua) — China decided to donate another 30 million U.S. dollars to the World Health Organization (WHO) in support of global efforts to fight COVID-19 and the construction of public health systems in developing countries, a Foreign Ministry spokesperson said here Thursday.
Spokesperson Geng Shuang told a news briefing that the WHO, led by Director-General Tedros Adhanom Ghebreyesus, had actively fulfilled its duties with objective, science-based and fair position and played an important role in assisting countries in responding to the outbreak and boosting international cooperation on COVID-19.
Geng said to support the WHO is to defend the principles of multilateralism and safeguard the status and authority of the United Nations at a crucial time of the battle against the pandemic, adding that the virus is the common enemy of humankind, and the international community can only defeat it through unity and cooperation.
In March, China donated 20 million dollars to the WHO to support the global fight against COVID-19.
The spokesperson said China’s donations to the WHO reflected the support and trust of the Chinese government and people in the organization, and China also made its own contributions to global public health and the fight against the pandemic.
“China will continue to stand in solidarity and render mutual assistance with other countries to jointly overcome the pandemic, safeguard regional and global public health and build a community with a shared future for mankind,” he said.

BEIJING, April 19 (Xinhua) — Chinese State Councilor and Foreign Minister Wang Yi said on Saturday that at the critical moment when the world is combating the COVID-19 pandemic, supporting the World Health Organization (WHO) and its director-general is to safeguard the philosophy and principle of multilateralism.
He made the remarks when holding a phone conversation with WHO Director-General Tedros Adhanom Ghebreyesus, noting that the support is also an act to secure the United Nations’ status and role and maintain the international solidarity in the face of the disease.

The Chinese air force has ramped up its combat rhetoric in its latest propaganda video, with pilots warning enemies in English and top brass stressing the need for crisis mode.
The four-minute video was posted on the Ministry of National Defence’s website on Wednesday and begins with two J-20 stealth fighters taking off from an unidentified airbase.
At least three missile-carrying J-11 jets are then shown make low passes and various aerobatics at sea.
After that, a pilot shouts in English: “This is the PLA Air Force speaking. You are about to enter Chinese airspace. Leave immediately. Leave immediately.”
The video also features members of an elite brigade called the “Eagles of Liaoning province”, a frequent winner of PLA Air Force competitions.

Brigade member Bai Long, a J-20 fighter pilot, says the team have a higher calling.
“Winning over enemies is more important than winning competitions,” Bai says.
Also featured is Wang Hai, a 93-year-old combat veteran from the Korean war, who encourages air force personnel to fear nothing during combat.
“You cannot do anything if you are not brave enough. You can’t be a pilot if you fear death,” Wang says.
Wang Yongtong, a brigade commander, is also quoted as saying that the Chinese air force is using war games to strengthen its combat readiness.
“We will meticulously prepare for war and improve our combat capacity to resolutely safeguard national sovereignty, security and interests,” he says.
The video’s release comes just a few weeks before China marks the 70th anniversary of the founding of the People’s Republic with a massive military parade showcasing its military weapons.
It also underlines China’s increasingly assertive efforts to defend its interests.
On Wednesday, China hit out at Canada for sending a warship to traverse the Taiwan Strait.
And in late July, South Korea claimed that two Chinese warplanes entered South Korea’s air defence identification zone, a claimed denied by the Chinese foreign ministry.
And in late January, a Chinese surveillance plane crossed the Sea of Japan and the East China Sea via the Tsushima Strait, prompting the Japanese air self-defense force to scramble fighter jets.

ISLAMABAD, Sept. 8 (Xinhua) — The 3rd China-Afghanistan-Pakistan Foreign Ministers’ Dialogue was held here in Islamabad on Saturday, and the three sides stressed the need to jointly safeguard regional peace and stability amid the changing and complicated circumstances.
The situation in south Asia is going through profound and complicated changes, Chinese State Councilor and Foreign Minister Wang Yi said at the meeting.
Progress has been achieved in the peace talks between the United States and the Afghan Taliban, and there is an important opportunity for Afghanistan’s peace and reconciliation, he noted.
Meanwhile, some historical disputes have again escalated, undermining peace and stability in the region, Wang said.
In the international arena, unilateralism, protectionism and hegemony have threatened and challenged the interests of developing countries, he added.
China, Afghanistan and Pakistan are close neighbors with a shared future, Wang said. The three countries share the aspirations to safeguard regional peace and achieve lasting stability, the need to push forward Belt and Road development and regional connectivity, as well as the expectation to achieve sustainable development and improve people’s livelihood.
The three sides should work together and make new efforts to push forward the Afghan-led and Afghan-owned reconciliation process in Afghanistan, improve the relations between Afghanistan and Pakistan, promote trilateral practical cooperation as well as jointly combat terrorism, among others, he said.
For their part, Afghan Foreign Minister Salahuddin Rabbani and Pakistani Foreign Minister Shah Mehmood Qureshi made positive assessment on the progress achieved in cooperation and exchange on the three major themes within the framework of the China-Afghanistan-Pakistan Foreign Ministers’ Dialogue, namely political mutual trust and reconciliation, development cooperation and connectivity, and security cooperation and fighting terrorism. They also spoke highly of China’s contribution in pushing forward the cooperation among the three countries.
The two foreign ministers said China, always a good neighbor and a trustworthy friend of Afghanistan and pakistan, has long played an important and positive role in promoting Afghanistan’s peace and reconciliation process, pushing forward the improvement of the relations between Afghanistan and Pakistan and maintaining peace and stability in the region.
With the complicated regional situation which is undergoing fast change, Afghanistan and Pakistan are willing to boost communication and coordination with China so as to deepen cooperation in such fields of economy and trade, people to people exchange, communication and connectivity, jointly build the Belt and Road, join hands in combating terrorism including the East Turkestan Islamic Movement, maintaining regional peace and stability as well as promoting regional development and prosperity, they said.
The foreign ministers from China, Afghanistan and Pakistan reached agreement on pressing forward the realization of lasting peace and stability in Afghanistan through the Afghan-led and Afghan-owned reconciliation process and implementing common connectivity programs with international financial institutions including the World Bank, among others.
The three foreign ministers also agreed to hold the 4th China-Afghanistan-Pakistan Foreign Ministers’ Dialogue in 2020 in China.

BEIJING, Dec. 20 (Xinhua) — A Chinese foreign ministry spokesperson said Thursday that China and Germany have the responsibility to jointly safeguard free trade and multilateralism and avoid sending a negative signal that could affect investment environment and market confidence.
Foreign Ministry Spokesperson Hua Chunying made the remarks after Germany tightened rules on foreign investment in some sectors on Wednesday, adjusting the threshold for starting state security reviews of share purchases by non-EU investors to 10 percent of company shares in sectors such as critical infrastructures as well as defense-relevant and high-tech companies.
“While it is understandable to conduct necessary security scrutiny, it should not become a tool for advancing protectionism and creating new invisible barriers,” Hua said at a daily press briefing, also expressing opposition to discriminatory practices.
She called on the two countries to expand two-way opening-up so as to inject positive energy into bilateral high-level cooperation of mutual benefits and safeguard an open world economy.
