Guangxi makes efforts to improve education for poverty-stricken children

As many households from inhospitable areas have moved into relocation sites built for poverty alleviation in the county seats, relocated children can study in schools in and near resettlements, instead of trekking hours back and forth in mountains for schooling. The faculty is a key to education. The regional government has called in capable teachers to help schools in rural areas, and has been committed to guaranteeing payment to teachers and filling vacancies of teachers in rural areas through special programs. Reducing poverty must begin with reducing ignorance. Therefore, giving rural children a good education is an important task in poverty relief, and also a crucial means to stop poverty being passed on through generations.

Coronavirus: Chinese school gives pupils a hat tip to teach them how to keep their distance

An ancient Chinese hat has joined face masks and hand sanitisers as one of the weapons in the fight against Covid-19.
A primary school in Hangzhou in the east of the country took inspiration from the headgear worn by officials in the Song dynasty, which ruled China between 960 and 1279, to reinforce lessons on social distancing.
Pupils at the school wore their own handmade versions of the hats, which have long extensions, or wings, to keep them at least a metre (3ft) apart when they returned to school on Monday, state news agency Xinhua reported.
One legend says that the first Song emperor ordered his ministers to wear hats with two long wings on the sides so that they could not chitchat in court assemblies without being overheard, according to Tsui Lik-hang, a historian at City University of Hong Kong.

However, he warned that this story came from a much later source, adding: “The Song emperors, in fact, were also depicted to have worn this kind of headwear with wing-like flaps.”
The World Health Organisation recommends that people stay at least a metre apart to curb the spread of the coronavirus that causes Covid-19.

“As children can see and feel these hats, and when the ‘wings’ hit one another, they may be more able to understand the expectations and remember to keep their physical distance,” said Ian Lam Chun-bun, associate head of the department of early childhood

Using pictures of footprints to indicate the right distance to keep when queuing, standing, and even talking to schoolmates was also helpful, said Lam, who recommended visual aids and aids that stimulate other senses, such as hearing and touch.

“We can use sharp colours or special textures, like tactile paving,” he added.

China postpones all-important gaokao university entrance exams because of coronavirus

China’s all-important annual college entrance exams have been postponed by a month because of the coronavirus crisis – the first time they have been disrupted since the Cultural Revolution.
Universities in mainland China base enrolments solely on the results of the gruelling examinations, known as the gaokao, and they are seen as tests that can make or break a student’s future.
This year, they will be held on July 7 and 8 for most of the country – a month later than planned, the Ministry of Education announced on Tuesday.
A date has not yet been set for the capital Beijing or for Hubei, the province worst-hit by the virus. The ministry said authorities in the two places would decide later when they would hold the gaokao, based on their public health situations.

Wang Hui, a ministry official who handles the university sector, said 10.71 million students were expected to sit the exams this summer.

He said the ministry decided to postpone this year’s gaokao to put students’ “health and fairness first”.

Wang said although the spread of the coronavirus had slowed to almost a halt in the mainland, there was still a risk of isolated cases and localised outbreaks. China’s focus now is preventing imported cases among people who arrive in the country from overseas.

“[Disease control and] prevention experts suggest that if the gaokao is postponed for a month, there will be a lower risk from … the epidemic,” Wang said.

“We must adopt the most appropriate and the least risky plan in order to protect the safety and health of the students as well as the staff involved in the tests.”

The ministry official said the delay was also about fairness, by giving students more time to study at school and prepare for the exams.

“We hope to reduce the impact of the epidemic on students, especially those from rural and poverty-stricken regions, as much as possible,” Wang said.

“Third-year high school students have had to stay home [because of the coronavirus outbreak] so their preparation for the gaokao has been affected,” he said. “The internet [access] divide between urban and rural areas means some students in rural and poorer regions have been more affected by this epidemic.”

Beijing imposed a nationwide school closure after the Lunar New Year holiday in late January as the pneumonia-like illness rapidly spread. Schools were told to postpone the new term that was due to start in mid- or late February, meaning millions of students – from primary school to university – had to turn to online learning. Several provinces began reopening schools this month and more are set to follow in early to mid-April, but authorities in Beijing and Guangdong have yet to set a date for classes to resume.

The last time the gaokao was disrupted was during the Cultural Revolution, a decade of political and social turmoil that ended in 1976. It was cancelled during this time and since it resumed in 1979 until 2002 it has been held nearly every year from July 7 to 9. From 2003, the ministry moved the gaokao forward to June 7 and 8 to avoid hot weather and potential natural disasters. The severe acute respiratory syndrome outbreak (Sars) in 2002-03 did not delay the exams.

According to an online survey conducted by microblogging website Sina Weibo on Tuesday, some 537,000 users said they were “shocked” by the ministry’s decision and were “experiencing history”.

About 282,000 people said it was a good thing for students since it gave them more time to prepare for the exams. But it was bad news for another 153,000 users, who said they would have to endure an extra month of exhausting preparation.

Are China’s grandparents reaching their limits on free childcare?

The traditional role of grandparents in caring for China’s children has been called into question with two recent lawsuits sparking debate about whether seniors should be paid for their efforts.

Two grandmothers took their demands for compensation to court in separate cases which have highlighted the reliance of Chinese workers on their parents to provide childcare while they pursue professional advancement.

A woman in Mianyang, in the southwestern province of Sichuan, was awarded more than 68,000 yuan (US$9,500) by a local court after she sued her son and daughter-in-law for the costs of raising her nine-year-old grandchild, according to Red Star News.

The woman, identified only by her surname Wang, had been the child’s full-time carer for eight years after his parents left home to seek better-paid jobs elsewhere. Wang said she had taken care of most of her grandson’s living expenses and had decided to seek compensation when his parents said they were considering a divorce.

“I only want to let them know through this lawsuit that it’s their obligation to raise their children,” she was reported as saying. “The young ones should not take it for granted that old people ought to look after their grandchildren. They should respect our contribution.”

Despite winning the case, she has not received a penny and the boy still lives with her.

In another case, three months ago, a Beijing court supported a woman’s demand for compensation for helping to raise her granddaughter since her birth in 2002.

The stories of the two women generated a public reflection on the Chinese way of childcare which, for generations, has involved leaving most – if not all – of the burden on grandparents.

One of 60 million: life as a ‘left-behind’ child in China

From a cultural perspective, it has been a matter of course in a country with a long history of several generations living under one roof, for grandparents to participate in child rearing, according to Xu Anqi, a researcher specialising in family studies at the Shanghai Academy of Social Sciences.

“Today, as people face fierce competition and great pressure from work, it’s still common to rely on their old parents to look after their children,” she said.

While rapid urbanisation in recent decades has broken up multi-generational households, Chinese elderly still take an active role in child rearing, with many relocating to their children’s cities to take on the job.

Millions more families do it the other way round – with parents leaving children in their hometown with the grandparents while they seek better paying jobs in the cities. In August last year, according to the Ministry of Civil Affairs, China had nearly 7 million “left behind kids”, as they are known.

“Many grandmothers like me would joke that we are ‘unpaid nannies’, but at the same time we feel it’s our responsibility to help them out – they would be in financial stress if one of them quit or they hired a nanny,” said Li Xiujuan, who relocated from her hometown in the central province of Henan to Shanghai two years ago to help look after her granddaughter.
“I’m a 24-hour nanny for my grandkid. I prepare food for her, wash her clothes, attend early childhood classes with her, take her for a walk in the park twice a day, sleep beside her at noon and night …” she said.
“I never cared for my daughter when she was little like I do her daughter now. You know, it was also her grandmother who mainly took care of her daily life when she was young,” Li said, laughing.
“My little granddaughter is adorable, and generally I enjoy doing all this. The hard part is that I miss my friends and relatives back home. We don’t have friends here. I have plenty of things to do at home, but here, nothing but babysitting. People are polite, but it’s difficult to make new friends,” she said.
‘Left behind’ sisters cry when parents leave home to go to work
In a 2017 study of about 3,600 households in six major cities including Beijing and Guangzhou, the Chinese Society of Education found almost 80 per cent of surveyed households had at least one grandparent as carer before children began primary school.
The study also showed that 60 per cent of parents still relied on help from grandparents after children were old enough for primary school at the age of six.
Whether grandparents should be compensated for their efforts split a poll of 49,000 users conducted by social media platform Weibo in late June, with half believing that the older generation should be paid for raising their grandchildren. Only 2.3 per cent said babysitting grandchildren was “an unalterable principle” for the elderly.
“This arrangement could be well managed and improve blood ties if children reward the elderly in their own ways, such as sending gifts on holidays and taking them on trips,” Shanghai researcher Xu said.

Grandmother Li agreed: “I think regular payment is a little awkward, but I do expect some kind of reward, like cash gifts on festivals and daily necessities as presents.”
David Dai, a 30-year-old white collar worker in Beijing, said how to reward grandparents for their contribution depended on the financial situation of each household.
“My parents are farmers – they are in good shape and not so old – in their late 50s, and if they didn’t come all the way from my hometown in Anhui to Beijing to look after my son, they would still be taking some odd jobs,” he said.
“Therefore, besides covering their living costs at my place, I give them cash gifts on their birthdays, the Spring Festival and other important occasions, because babysitting their grandchild means they lose the opportunity to work,” he added.
“In some families, the grandparents might have retired and have a good pension. They don’t lack money and enjoy spending time with their grandkids. I don’t think they need to be paid. I think what they need more is words of appreciation, which many of us have neglected,” Dai said.

But for those who never show any gratitude, their parents have every reason not to offer child rearing help or to demand payment, Xu said.
Zhang Tao, a lawyer at the Hiways Law Firm in Shanghai, noted that as long as at least one parent of a child was living, the grandparents had no obligation to help with childcare.
“The grandparents should be compensated for the money they have paid for the child’s education, medical fees, and accommodation from the beneficiary,” he said.
But whether they should be paid has become the latest controversy as more grandparents find it a burden.

Chinese parents struggle with Teacher’s Day gift etiquette

Despite a decade of official discouragement, parents in China have been struggling with one of the biggest dilemmas of the school year – how to mark the country’s annual Teacher’s Day.

Ellen Yuan agonised for a day and a night before sending her son off to kindergarten on Tuesday with a 1,000 yuan (US$140) gift card in his bag for the teacher.

It was the boy’s second week of attendance and Yuan had given no thought to any Teacher’s Day obligations –until she learned that several of her friends had been busy over the weekend preparing gifts for their children’s teachers.

“It makes me feel that I am being a drag on my son if I don’t do so,” said Yuan, who works for a foreign company in Shanghai.

Respecting teachers has traditionally been a fundamental social norm in China but gift giving on the special day for educators has gone beyond an expression of appreciation by their students, as parents have taken over with ever more expensive gifts – and sometimes cash – which they hope will mean their kids are well taken care of while at school.

What gift, how expensive it should be, and how to deliver it have become the biggest questions for many parents in the run-up to September 10 each year, even though the education ministry and its subordinate bodies have repeatedly issued directives over the past decade to ban teachers accepting gifts.

Yuan said one of her friends had bought a body care set worth more than 600 yuan for each of her child’s three teachers, another had bought an 800 yuan gift card, while a third had given the head teacher a 1,000 yuan bottle of perfume.

Some parents had delivered the presents directly to the school, while others had asked their children to take the gifts to their teachers. Yuan’s plan was to message the teacher and tell her to take the gift card from her son’s bag.

“I know it’s bad. I don’t want my kid to know that,” Yuan said.

Hundreds of teachers protest in China over poor pay
The question of whether parents should give gifts on Teacher’s Day was one of the hottest topics on Weibo, China’s Twitter-like social media platform, attracting more than 15 million views as of Tuesday afternoon.
“Of course we should not, but I don’t dare to ignore it,” one user said, winning more than 10,000 likes.
Chu Zhaohui, a researcher at the National Institute of Education Sciences, said the gift-giving trend had been partly driven by a “keeping up with the Joneses” mentality.
“Everybody has given a gift. Would my child be specially treated if I don’t? This is a common concern,” Chu said. As a result, the purpose of gift giving on Teacher’s Day had become about protecting the children’s interests instead of a sincere expression of gratitude, he said.

But not every teacher gets presents – with gifts usually reserved for those teaching the “main subjects” of mathematics, Chinese and English, which count the most in high school and college entrance examinations.

Emily Shen, an English teacher from a middle school in Hangzhou, in the eastern province of Zhejiang, said she also prepared gifts for the teachers of her two kids. “Some chocolate for them to take to school. And I myself would give a gift card to each of those who teach the main subjects,” she said.

Zhuang Ke, a music teacher at a primary school in Jiaxing, also in Zhejiang province, admitted she was embarrassed by the parents’ different treatment of teachers of “less important” subjects like her’s. “It’s always nice to receive presents. But teachers who teach music, art and PE are often forgotten,” she said.

State broadcaster CCTV said in a commentary on its website on Sunday that “all forms of behavior that attempt to ruin normal teaching order and interfere in equality by sending gifts should be resolutely abandoned”. A similar message was run by a series of official media outlets at local level.

“The most fundamental way to stop parents from sending gifts is to treat the students equally and fairly every day, so that parents conclude it makes no difference whether they give a gift,” Rednet.cn, the official news portal of Hunan province, said on Monday.

Although some teachers have made it explicit to students that they will refuse presents on Teacher’s Day, Yuan said her son’s teacher accepted the gift, as did the teachers of her three friends’ children.

Chinese teenager who lost her hair from stress of chasing grades sparks debate about pressure on young people

When the 13-year-old girl walked into the hospital in southern China around eight months ago, she was almost completely bald, and her eyebrows and eyelashes had gone.

“The patient came with a hat on and did not look very confident,” Shi Ge, a dermatologist at the Sixth Affiliated Hospital of Sun Yat-sen University in Guangzhou, told the Pear Video news portal.

The girl had done well in primary school but her grades dropped in middle school, Shi said.

Under parental pressure to do well, the girl pushed herself harder, but the stress resulted in severe hair loss.

With time and medical treatment, the teen’s hair grew back but her story left a lasting impression, raising awareness of the increasing number of young people in China seeking treatment for stress-induced hair loss, according to Chinese media reports.

Jia Lijun, a doctor at Shenzhen Traditional Chinese Medicine Hospital, told state-run Xinhua News Agency in May that aside from genetics, factors such as stress in work, study and life would result in endocrine imbalances which affected the cycle of hair growth.

And in January, a survey of 1,900 people by China Youth Daily found that 64.1 per cent of people aged between 18 and 35 said they had hair loss resulting from long and irregular working hours, insomnia, and mental stress.

Shi said that an increasing number of young people had come to her for treatment of hair loss in recent years, and those working in information technology and white-collar jobs were the two biggest groups.

“They usually could not sleep well at night due to high pressure or had an irregular diet because of frequent business trips,” Shi said.

A Weibo poll on Wednesday revealed that 68 per cent out of 47,000 respondents said they had had serious hair loss when they were in school. About 22 per cent said they noticed after starting their careers, while only 5 per cent said it happened after they entered middle age.

Research published in 2017 by AliHealth, the health and medical unit of the Alibaba Group, found that 36.1 per cent of Chinese people born in the 1990s had hair loss, compared to the 38.5 per cent born in the 1980s. Alibaba is the parent company of the South China Morning Post.

The teenager’s experience sparked a heated discussion on Weibo, with users recounting similar cases and some voicing their panic.

“My niece’s hair was gone while she was in high school and has not recovered, even after she graduated from university. This makes her feel more and more inferior,” one user said.

Another said: “I lost a small portion of my hair during the high school entrance exam, but that is already scary enough for a girl in her adolescence.”

“I had to quit my job and seek treatment,” said a third, who adding that he also suffered from very serious hair loss a few months ago because of high pressure.

Chinese police detain suspect after several children are attacked at primary school in Hebei

Several pupils were attacked outside a primary school in northern China on Thursday.

Police said the incident took place in the Fengrun district of Tangshan city in Hebei province at about 1.30pm. It was not clear how many pupils were wounded or how their wounds were inflicted.

According to video footage obtained by The South China Morning Post, a suspect was arrested by police next to a pool of blood on the ground.

He could be heard saying, “Beat me to death, just beat me to death,” in the video.

Police officers named the suspect as Cui Zhenjiang, 54, of Fengrun.

Pupils involved in the attack were taken to hospital for treatment of non-life-threatening injuries, officials said.

Police said investigations were ongoing.

India has made primary education universal, but not good

IN 1931 Mahatma Gandhi ridiculed the idea that India might have universal primary education “inside of a century”.

He was too pessimistic. Since 1980 the share of Indian teenagers who have had no schooling has fallen from about half to less than one in ten. That is a big, if belated, success for the country with more school-age children, 260m, than any other.

Yet India has failed these children. Many learn precious little at school. India may be famous for its elite doctors and engineers, but half of its nine-year-olds cannot do a sum as simple as eight plus nine. Half of ten-year-old Indians cannot read a paragraph meant for seven-year-olds. At 15, pupils in Tamil Nadu and Himachal Pradesh are five years behind their (better-off) peers in Shanghai. The average 15-year-old from these states would be in the bottom 2% of an American class. With few old people and a falling birth rate, India has a youth bulge: 13% of its inhabitants are teenagers, compared with 8% in China and 7% in Europe. But if its schools remain lousy, that demographic dividend will be wasted.

India has long had a lopsided education system. In colonial times the British set up universities to train civil servants, while neglecting schools. India’s first elected leaders expanded this system, pouring money into top-notch colleges to supply engineers to state-owned industries. By contrast, Asian tigers such as South Korea and Taiwan focused on schools. Of late, India has done more to help those left behind. Spending on schools rose by about 80% in 2011-15. The literacy rate has risen from 52% in 1991 to 74% in 2011. Free school lunches—one of the world’s largest nutrition schemes—help millions of pupils who might otherwise be too hungry to learn.

Pointless pampered pedagogues

However, the quality of schools remains a scandal. Many teachers are simply not up to the job. Since 2011, when the government introduced a test for aspiring teachers, as many as 99% of applicants have failed each year. Curriculums are over-ambitious relics of an era when only a select few went to school. Since pupils automatically move up each year, teachers do not bother to ensure that they understand their lessons. Overmighty teachers’ unions—which, in effect, are guaranteed seats in some state legislatures—make matters worse. Teachers’ salaries, already high, have more than doubled over the past two rounds of pay negotiations. Some teachers, having paid bribes to be hired in the first place, treat the job as a sinecure. Shockingly, a quarter play truant each day.

Frustrated by the government system, and keen for their children to learn English, parents have turned to low-cost private schools, many of which are bilingual. In five years their enrolment has increased by 17m, as against a fall of 13m in public schools. These private schools can be as good as or better than public schools despite having much smaller budgets. In Uttar Pradesh the flight to private schools almost emptied some public ones. But when it was suggested that teachers without pupils move to schools that needed them, they staged violent protests and the state backed down.

India spends about 2.7% of GDP on schools, a lower share than many countries. Narendra Modi, the prime minister, once vowed to bump up education spending to 6%. However, extra money will be wasted without reform in three areas. The first is making sure that children are taught at the right level. Curriculums should be simpler. Pupils cannot be left to pass through grades without mastering material. Remedial “learning camps”, such as the ones run by charities like Pratham, can help. So can technology: for example, EkStep, a philanthropic venture, gives children free digital access to teaching materials.

The second task is to make the system more meritocratic and accountable. Teachers should be recruited for their talents, not their connections. They should be trained better and rewarded on the basis of what children actually learn. (They should also be sackable if they fail to show up.) The government should use more rigorous measures to find out which of a hotch-potch of bureaucratic and charitable efforts make a difference. And policymakers should do more to help good private providers—the third area of reform. Vouchers and public-private partnerships could help the best operators of low-cost private schools expand.Mr Modi’s government has made encouraging noises about toughening accountability and improving curriculums.But, wary of the unions, it remains too cautious. Granted, authority over education is split between the centre and the states, so Mr Modi is not omnipotent. But he could do a lot more. His promise to create a “new India” will be hollow if his country is stuck with schools from the 19th century.
