The first train carrying migrant workers stranded by a nationwide lockdown in India has left the southern state of Telangana.
The 24-coach train, carrying 1,200 passengers, is travelling non-stop to eastern Jharkhand state.
Earlier this week, India said millions of people stranded by the lockdown can return to their home states.
The country has been in lockdown to curb the spread of coronavirus since 24 March.
However, the movement of people will be only possible through state government facilitation, which means people cannot attempt to cross state borders on their own.
This train is a “one-off special train” to transport the workers on the request of the Telangana state government, Rakesh Ch, the chief public relations officer of South-Central Railways, told the BBC.
The train left Lingampally, a suburb of the southern city of Hyderabad, early on Friday and is expected to reach Hatia in Jharkhand on Saturday.
Mr Rakesh said that adequate social distancing precautions had been taken and food was being served to the passengers.

He said each carriage was carrying 54 passengers instead of its 72-seat capacity.
“The middle berth is not being used in the sleeper coaches and only two people are sitting in the general coaches,” Mr Rakesh said.
Before the train pulled out of the station, all the passengers were screened for fever and other symptoms.
They had all been employed at a construction site at the Indian Institute of Technology, a top engineering school, in Hyderabad city.
The workers had earlier protested at the site against the non-payment of wages by their contractor.
Senior official M Hanumantha Rao said the contractor was asked to pay their salaries and arrangement made to send them back home.
The journey was organised at “very short notice”, senior police official S Chandra Shekar Reddy told BBC Telugu.
“We screened them at the labour camp itself and transported them to the railway station in buses,” he said.
India’s migrant workers are the backbone of the big city economy, constructing houses, cooking food, serving in eateries, delivering takeaways, cutting hair in salons, making automobiles, plumbing toilets and delivering newspapers, among other things.

Most of the country’s estimated 100 million migrant workers live in squalid conditions.
When industries shut down overnight, many of them feared they would starve.
For days, they walked – sometimes hundreds of kilometres – to reach their villages because bus and train services were shut down overnight. Several died trying to make the journey.
Some state governments tried to facilitate buses, but these were quickly overrun. Thousands of others have been placed in quarantine centres and relief camps.
BEIJING/SHANGHAI (Reuters) – China’s biggest listed banks posted higher profits in the first quarter despite the wider impact of the coronavirus pandemic on the economy, though margins shrank.
The world’s largest commercial lender Industrial and Commercial Bank of China Ltd (ICBC) (601398.SS)(1398.HK) on Tuesday reported a 3.04% rise in first quarter net profit compared to a year earlier, while Bank of Communications Co Ltd (BoCom) (601328.SS)(3328.HK) reported a 1.8% rise.
Meanwhile at Agricultural Bank of China Ltd (AgBank) (1288.HK)(601288.SS) and China Construction Bank Ltd (CCB) (601939.SS)(0939.HK), first quarter net profit rose 4.79% and 5% respectively from the same period last year.
Following suit, Bank of China Ltd (BOC) (601988.SS) (3988.HK) posted on Wednesday a 3.17% rise in first-quarter net profit.
The growth came despite China’s economy posting the first quarterly contraction since at least 1992 due to the coronavirus pandemic. The government restricted people from travelling and going back to work to contain the spread of the virus, reducing revenue for companies and income for residents.
China’s largest banks are historically more resilient than their smaller kin, as they lend more to state-backed enterprises and have larger capital reserves.
However, despite this firmer base, net interest margins shrank at four of the five lenders, as loan prime rate reform and looser monetary policy weighed, said analysts.
AgBank did not report its net interest margin, the difference between what banks pay on deposits and earn on loans.
SOURED DEBT
ICBC, AgBank and CCB bucked the trend of the wider banking sector by posting steady non-performing loan (NPL) ratios.
The banking sector’s NPL ratio climbed in the first quarter to 2.04%, the banking and insurance regulator said, the highest level since the global financial crisis.
The rise came despite Chinese regulators moving to give banks leeway, allowing them to postpone some loan repayments until the end of June, as credit card and mortgage defaults surged.
About one-third of Chinese bank loans are to sectors including transport and retail that are significantly stressed by the pandemic, according to S&P Global.
“You can see generally from banks’ results that some lenders have reported falling asset quality, the NPL ratios have risen quite a lot,” said Richard Cao, an analyst at Guotai Junan International on Monday.
The largest banks are best placed to absorb such losses with a better ability to get financing and withstand a substantial volume of bad loans, S&P said in a research note in April.
SEOUL/BEIJING (Reuters) – China has allowed 200 employees from South Korea’s Samsung Electronics Co Ltd (005930.KS) to enter the country to work on an expansion of the firm’s NAND memory chip factory, the company said on Wednesday.
The move came after China said on Tuesday that it was in talks with some countries to establish fast-track procedures to allow travel by business and technical personnel to ensure the smooth operation of global supply chains.
China said it has reached a consensus on such an arrangement with South Korea, without elaborating on the terms, including whether individuals entering China will be subject to quarantine.
China, where the virus first emerged late last year, blocked entry last month for nearly all foreigners in an effort to curb risks of coronavirus infections posed by travellers from overseas. After bringing the local spread under control with tough containment measures, it is trying to restart its economic engines after weeks of near paralysis.
A chartered China Air Ltd (601111.SS) plane flew in the Samsung Electronics employees on Wednesday, a company spokeswoman said.
Samsung said its employees will follow the local government’s policy upon arrival, without elaborating.
Shaanxi province, where Samsung’s NAND memory chip plant is located, requires people travelling from overseas to undergo a 14-day quarantine, according to South Korea’s foreign ministry.
“Samsung employees will not be exempted from the 14-day quarantine rule imposed by the Shaanxi province. They will get coronavirus tests at the airport upon arrival and will be transported to a local hotel designated by Chinese authorities,” an official at the Consulate General of South Korea in Xi’an told Reuters.

Chinese students could be flown home from coronavirus hotspots such as the United States but will have to pay their own expenses, amid efforts by Beijing to persuade some to remain overseas rather than risk bringing the infection with them.
A statement posted on the website of China’s Washington embassy on Monday said that the Chinese government was aware that many school and university students had encountered difficulties in travelling back to China and was taking steps to arrange charter flights for those who needed to return urgently.
With the initial coronavirus outbreak appearing to have been largely contained in mainland China, some Chinese students have travelled home despite soaring air ticket prices and the requirement that those who have been overseas enter quarantine.
Students brought back on charter flights would still need to pay for the ticket and the costs of the mandatory 14-day quarantine upon arrival in China.
Trump says US approaching a ‘horrendous’ time as coronavirus death toll rises
More than 1.6 million Chinese are studying overseas, including about 410,000 in the US. At least 1.42 million Chinese students remained overseas, vice foreign minister Ma Zhaoxu said on Thursday.
Having initially boasted of its success in stopping the virus, Beijing has become notably cautious in recent weeks about welcoming overseas students back home, especially with imported cases continuing to rise.
China’s foreign ministry and its overseas missions have urged students considering travelling home to exercise caution. The embassy in the US issued a notice on Friday speaking highly of the American medical system and its response to the pandemic, in a marked departure from Beijing’s narrative, which has included pinning the blame for the pandemic on the United States.
Friday’s embassy notice also dismissed rumours that Chinese students had been targeted because of the coronavirus during the closures of universities, and pledged help if students had trouble communicating with universities about campus accommodation.

Ma said that most overseas students had heeded his government’s advice and chosen not to go back to China, but an online survey late last month that was cited by Caixin magazine on Saturday showed nearly 60 per cent of Chinese students in the US wanted to return home.
Most of the 4,000 students polled said they were unable to make the trip because of concerns about contracting the coronavirus during the journey and air fares that had more than doubled recently. Both China and the US have drastically cut back long-haul international flights.

The initial evacuation plan announced on Monday proposed to prioritise school-age children whose parents were not in the US with them. The proposed arrangement appeared to include students from Hong Kong, Macau and Taiwan.

My Money is a series looking at how people spend their money – and the sometimes tough decisions they have to make. Here, Jen Smith, a children’s TV presenter from Shenzhen in southern China, takes us through a week in her life, as the country slowly emerges from the coronavirus pandemic.

Since being in lockdown I’ve been bingeing on Keeping Up With the Kardashians. It starts with one episode after dinner, blink, and suddenly it’s 3am. YouTube, Facebook, Google and Instagram are all banned here, so you’d think I’d be a binge-free socialite after a year and a half living in China. Well, those sites are banned unless you have a VPN – I pay $120 (£97) a year for mine, so Sunday was a late night, with a lie-in until 10.30 this morning.
I go for a run – mask and all, as it’s currently illegal to be outside without one. I make my coffee (bought in the UK), fruit smoothie (about 20 yuan, $2.82, £2.27) and cereal (80 yuan a packet) before cycling to work.
Today is a bit of a crazy day in the studio. I work as a children’s TV presenter. My company has profited from the lockdown as more children are watching the shows non-stop – meaning a rapid turnaround for us.
We shoot two shows from 2-6pm then “break” for a meeting. We discuss tomorrow’s shoot while I eat dinner – homemade aubergine curry. It is normal for the Chinese to eat breakfast, lunch and dinner at work. Normally the company gives all staff 25 yuan through a food-ordering app, and the whole company would eat together. However, because of the current social distancing, that social time is in the far distant past!
I make it home for 8pm, order some deep-fried cauliflower as a snack (45 yuan) and start the inevitable Kardashian binge.

It’s a much earlier start (7.30am), but the same morning routine. On my cycle to work I notice that the traffic is almost back to normal – Shenzhen is inhabited by well over 12 million people, so as you can imagine rush hour is intense. This doesn’t change the fact that everywhere you go you have to scan a QR code – leaving my apartment, using the walkway by the river, and getting into the building I work in.
After a morning of shooting I eat homemade potato curry and settle down for a nap. Naptime is such a commonality in China that people store camp beds at the office. I order a coffee and banana chips (20 yuan) for a pick-me-up before the afternoon’s shooting.
It’s St Paddy’s Day so I head to the local pubs area, catch dinner at a French restaurant (222 yuan), then a few drinks (25 yuan – mainly bought by men at the bar for us) before a very tipsy cycle home.
Total spend: 242 yuan ($34, £25)

The morning’s shoot (thankfully) was cancelled, so I nursed a hangover in bed until around 11am, at which point I had a phone meeting for a company that I do “plus-size” modelling for (for context I’m a UK size 12). I eat a bowl of cereal and order more cauliflower (45 yuan) while I watch a film.
At 2.30pm an intern picks me up, and we head to the government building to apply for a new work visa. Ironically, the image taken for my visa is Photoshopped to remove wrinkles, freckles and my frizzy hair. When I ask why this is being done for an identification document, the intern replies that the government wants it to be neat, and “the Chinese way” is to have altered photos.
I don’t argue, and have an interview before I hand in my passport. The whole process takes around two hours, so I order food to my house while on the way home (150 yuan for burger, salad and cake!) I take a taxi across town which ends up being 39.05 yuan.
The day starts at 8.30am with coffee and reading, before I get a manicure (280 yuan). My nail lady has been very worried about the state of my hands during the virus, so she spends a whopping two and a half hours treating them while I watch a film (0.99 yuan – bought by her). Because the manicure was so long I don’t have time to eat lunch before our fitness shoot, which runs from 2-5.30pm. I then have an appointment to sign into a building which I’ll shoot in tomorrow.
The building is near a supermarket called Ole (one of the only western supermarkets), and I pick up groceries for 183 yuan before heading home to cook, listen to podcasts and prep for the big day of shooting on Friday.

Fridays are generally my busiest day. The way the Chinese seem to function, is a boss will say “I want this done now” and then employees rush to finish it. Generally, they will write scripts on Monday and Tuesday, discuss Wednesday, then we shoot later in the week. The poor editors, despite mandatory office hours during the week, then have to work tirelessly through the weekend to achieve a Sunday evening deadline.
I start with mashed avocado and a hard-boiled egg before work. The morning shoot runs from 9.30-11.40am, and I have an early lunch – homemade curry again, before my regular nap time. The afternoon shoot is three hours, so I have time to pop home and shower before a live stream at 6pm. I take a taxi to and from the live stream which ends up being 28 yuan.

Finally the weekend! Although things are slowly getting better in China after the coronavirus outbreak, there’s still not too much to do. So I use this time to write, play my piano and generally chill inside. Around 3pm, I venture outside to the shops to pick up some snacks (159.60 yuan) before settling in to ring my family back in the UK with a homemade cocktail – a friend of mine in Canada is doing a daily live stream, “quarantinis” where he teaches you how to make cocktails!
What’s interesting is that a lot of people have started leaving their houses again, but it is still illegal to go outside without a mask on, and temperature checks are taken everywhere. I was even refused entry to a building due to being foreign. I imagine this is because recently the only new cases are being brought in by non-Chinese travelling back to China.

It’s another slow day for me as many foreigners have not yet returned to China, so most of my friends are out of the country. I start the day by reviewing potential scripts.
This takes me to 1.30pm without realising I haven’t eaten. I decide to go for a quick run and I return to eat mashed avocado and a hard-boiled egg.
I home-bleach my hair with products bought in the UK, then head back to editing again. About half way through the afternoon I take a little break to practice Chinese. I use an app which is fantastic and free! Definitely worth everyone downloading this during social distancing so you can learn new skills!
For dinner I order online again, a three-dish meal for 160 yuan.

One of the world’s busiest urban rail systems will be shut down for ordinary commuters from Monday morning to prevent the spread of coronavirus infection in Mumbai, one of India’s most populous cities. Only government workers in “essential services” will be allowed to travel on a truncated service.
This was waiting to happen.
Consider this. Eight million people take Mumbai’s crowded suburban train network every day. Packed to nearly three times its capacity, this is one of the busiest railway systems in the world.
The 459km (285-mile) network is the lifeline of India’s financial and entertainment capital, accounting for nearly 80% of all commuting trips in the populous western city. The suburban trains “cover almost the distance up to [the] moon in one week,” the network’s website says.
The 66-year-old network carries 60,000 passengers per km per day, the highest among all the leading commuter rail systems in the world, say officials. The coaches are sturdy enough to carry a “super dense crush load”, a phrase coined by the railways to describe the intense crowding on Mumbai’s trains. This means that a nine-car train designed for 1,800 standing passengers will often carry up to 7,000 passengers, according to Monisha Rajesh, author of Around India in 80 Trains. “Mumbai’s local trains were certainly not for the fainthearted,” she wrote.

Now consider this. The western state of Maharashtra, of which Mumbai is the capital, has confirmed more than 60 coronavirus infections, the highest in India so far. Scores of long distance trains out of the city have been cancelled, but the suburban network has continued to rumble on, raising fears of the mass spread of the virus on these packed trains. The crowded service was an easy target of a terror attack in 2006 when serial blasts ripped though a number of trains. At least 180 people were killed and more than 800 injured – the high casualty figure was attributed to overcrowding.
“From ports and landing places the local transport networks, particularly the railways, carried the virus from large cities to the smallest, remotest settlements,” said a report on the spread of the flu in Britain in 1918-1919.
So should one of the world’s busiest rail networks be shut down to stop a possible spread of the virus in a city that many fear could turn into a coronavirus hotspot?

Economists like Shruti Rajagopalan believe so.
“India is conducting the fewest tests per million at the moment. If the virus is truly within the community, then given these two issues, the Mumbai outbreak cannot be contained and people will die without healthcare.
“Mumbai trains are the fastest and surest way to spread the virus (if it is within the community) to the densest parts of the city,” she told me.
There is enough precedent: China stopped trains, ferries, planes and buses from leaving the city of Wuhan; and on Thursday, London officials announced that up to 40 stations on the London Underground network are to be shut as the city attempts to contain the outbreak.
Others are not so sure about linking the spread of a pandemic to public transport systems. One study does not support the effectiveness of suspending mass urban transport systems to reduce or slow down a pandemic because, “whatever the relevance of public transport is to individual-level risk, household exposure most likely poses a greater threat”.
“I have not seen any data on the relative risk of public transportation compared with [dense places like] workplaces or schools,” Timothy Brewer, a professor of epidemiology at the University of California Los Angeles told Vox.com.
He said data from China suggested that “household contact was an important means of transmission outside of Wuhan, suggesting that prolonged contact [with a sick person] increases the risk of transmission”.
“If correct, then the time spent commuting and the density of people commuting could be important factors in assessing if public transportation is a risk factor for the disease’s transmission.”

Shivaji Sutar, a senior communications officer of the railways, told me that the network was running an aggressive campaign to ease the rush: awareness announcements, posters and videos containing virus information.
They were also monitoring crowds, scrubbing the trains, taking the temperature of willing passengers and embarking on a drive against public spitting, he said.
A combination of awareness and panic has already led to a 27% drop in traffic on the network. But millions of people continue to take the train to work and home every day.
“This is more because of fear than anything else. Most of us have to take the network because we have to come to work. There is still no government directive to all companies to work from home. And apart from passengers wearing masks, I haven’t seen any other precautions being taken,” Rekha Hodge, who has been using the network for three decades, told me. That is bad news.
BEIJING (Reuters) – With millions of Asians travelling on Tuesday for the Lunar New Year holiday, authorities in China confirmed that a new virus could be spread through human contact, reporting 15 medical staff had been infected and a fourth person had died.
The chilling update on the coronavirus outbreak that began in the central city of Wuhan sent shivers through financial markets, as the World Health Organisation called a meeting for Wednesday to consider declaring an international health emergency.
By the end of Monday the number of confirmed cases in China had climbed to 291, the National Health Commission said. Some 270 were in Hubei province. Wuhan, a city of 11 million people is the provincial capital.
The outbreak was also spreading to other cities, with 15 cases in southern province of Guangdong, five in the capital Beijing and two in Shanghai.

“Information about newly reported infections suggest there may now be sustained human to human transmission,” WHO Regional Director for the Western Pacific Takeshi Kasai said in an email statement.
The scare brought back bad memories of Severe Acute Respiratory Syndrome (SARS), another coronavirus that broke out in China in 2002/2003, resulting in the death of nearly 800 people in global pandemic.
Health authorities around the world have begun to step up screening of travellers arriving from China. Two cases have already been identified in Thailand, one in Japan and one in South Korea, while the Philippines reported on Tuesday its first suspected case.
Wuhan Municipal Health Commission confirmed a fourth fatality on Tuesday, disclosing that an 89-year-old man who had underlying health issues, including heart disease, died on Jan. 19.
Chinese authorities also confirmed for the first time that the virus could spread through human contact and said 15 medical staff had been infected.
The mounting anxiety was transmitted to regional markets. China’s onshore yuan CNY= fell 0.6%, its biggest daily drop since Aug. 26, 2019, while airline and travel stocks fell across the region.
European shares also slipped on mounting concerns about the impact of the outbreak, with luxury goods firms particularly hard-hit on worries about weaker demand from Chinese consumers.
The virus can cause pneumonia, with symptoms including fever and difficulty in breathing. As those symptoms are similar to many other respiratory diseases, extra screening is needed.
AIRPORT SCREENING
The origin of the virus has yet to be identified, but the primary source is most likely animal, according to WHO. Chinese officials have linked the outbreak to a seafood market in Wuhan.
“The outbreak of a SARS-like coronavirus in Wuhan is developing into a major potential economic risk to the Asia-Pacific region now that there is medical evidence of human-to-human transmission,” said Rajiv Biswas, Asia Pacific Chief Economist for IHS Markit, in an email statement.
So far, the WHO has not recommended trade or travel restrictions but such measures could be discussed at Wednesday’s emergency meeting.
China’s National Health Commission will also give an update on the outbreak at a press briefing at 10 a.m. (0200 GMT) on Wednesday.
Foreign ministry spokesman Geng Shuang said China will attend the WHO meeting and share relevant information.
“China is willing to deepen its global cooperation and work with the international community to work together to deal with the epidemic,” Geng told reporters at a regular daily briefing.
Airport authorities in the United States as well as most Asian nations also are screening passengers from Wuhan.
Australia on Tuesday said it would screen passengers on flights from Wuhan, while Singapore announced it would quarantine individuals with pneumonia and a history of travel to Wuhan within 14 days prior to the onset of symptoms.
QUEUES FOR MASKS
Wuhan officials have been using infrared thermometers to screen passengers at airports, railway stations and other passenger terminals since Jan. 14.
Zhong Nanshan, head of the National Health Commission’s team of experts investigating the outbreak, said in footage shown by state television on Monday there was no danger of a repeat of the SARS epidemic so long as precautions were taken.
Images of long lines of people queuing to buy face masks were circulating widely on Chinese social media, where the outbreak was one of the top trending topics.
Some online vendors were limiting sales of masks and hand sanitizers as demand surged.
And Shanghai’s market regulator warned on Tuesday that it will punish speculators who hoard masks and other products used for preventing diseases, according to the Shanghai Observer – a web publication backed by a Communist Party newspaper.
Trip.com, China’s top online travel booking platform, said it would refund customers who cancel bookings in Wuhan this month, or whose travel plans are disrupted by quarantines or other regulatory efforts to prevent the spread of the virus.
One Sleeper Coach passenger bus travelling from Lucknow to Delhi met with an accident on Yamuna Expressway. It fell into the side fall about 15 feet deep.
20 passengers rescued so far. Efforts are on for the rest.
About 900 people have been killed on the road since it opened in 2012, according to authorities.
Road accidents in India are usually blamed on badly maintained vehicles, poor driving and the state of the roads.
Correspondents say buses in rural India are often old and rickety. Many also do not follow or enforce basic safety measures – it’s not uncommon to see people crowding into buses or even travelling on the roof if they cannot find a seat inside.
