The armies of the world’s two most populous nations are locked in a tense face-off high in the Himalayas, which has the potential to escalate as they seek to further their strategic goals.
Officials quoted by the Indian media say thousands of Chinese troops have forced their way into the Galwan valley in Ladakh, in the disputed Kashmir region.
Indian leaders and military strategists have clearly been left stunned.
The reports say that in early May, Chinese forces put up tents, dug trenches and moved heavy equipment several kilometres inside what had been regarded by India as its territory. The move came after India built a road several hundred kilometres long connecting to a high-altitude forward air base which it reactivated in 2008.
The message from China appears clear to observers in Delhi – this is not a routine incursion.
“The situation is serious. The Chinese have come into territory which they themselves accepted as part of India. It has completely changed the status quo,” says Ajai Shukla, an Indian military expert who served as a colonel in the army.
China takes a different view, saying it’s India which has changed facts on the ground.
Reports in the Indian media said soldiers from the two sides clashed on at least two occasions in Ladakh. Stand-offs are reported in at least three locations: the Galwan valley; Hot Springs; and Pangong lake to the south.
India and China share a border more than 3,440km (2,100 miles) long and have overlapping territorial claims. Their border patrols often bump into each other, resulting in occasional scuffles but both sides insist no bullet has been fired in four decades.
Their armies – two of the world’s largest – come face to face at many points. The poorly demarcated Line of Actual Control (LAC) separates the two sides. Rivers, lakes and snowcaps mean the line separating soldiers can shift and they often come close to confrontation.
The current military tension is not limited to Ladakh. Soldiers from the two sides are also eyeball-to-eyeball in Naku La, on the border between China and the north-eastern Indian state of Sikkim. Earlier this month they reportedly came to blows.
And there’s a row over a new map put out by Nepal, too, which accuses India of encroaching on its territory by building a road connecting with China.
Why are tensions rising now?
There are several reasons – but competing strategic goals lie at the root, and both sides blame each other.
“The traditionally peaceful Galwan River has now become a hotspot because it is where the LAC is closest to the new road India has built along the Shyok River to Daulet Beg Oldi (DBO) – the most remote and vulnerable area along the LAC in Ladakh,” Mr Shukla says.
India’s decision to ramp up infrastructure seems to have infuriated Beijing.

“According to the Chinese military, India is the one which has forced its way into the Galwan valley. So, India is changing the status quo along the LAC – that has angered the Chinese,” says Dr Long Xingchun, president of the Chengdu Institute of World Affairs (CIWA), a think tank.
Michael Kugelman, deputy director of the Asia programme at the Wilson Center, another think tank, says this face-off is not routine. He adds China’s “massive deployment of soldiers is a show of strength”.
The road could boost Delhi’s capability to move men and material rapidly in case of a conflict.
Differences have been growing in the past year over other areas of policy too.
The new federally-administered Ladakh included Aksai Chin, an area India claims but China controls.
Senior leaders of India’s Hindu-nationalist BJP government have also been talking about recapturing Pakistan-administered Kashmir. A strategic road, the Karakoram highway, passes through this area that connects China with its long-term ally Pakistan. Beijing has invested about $60bn (£48bn) in Pakistan’s infrastructure – the so-called China Pakistan Economic corridor (CPEC) – as part of its Belt and Road Initiative and the highway is key to transporting goods to and from the southern Pakistani port of Gwadar. The port gives China a foothold in the Arabian Sea.
In addition, China was unhappy when India initially banned all exports of medical and protective equipment to shore up its stocks soon after the coronavirus pandemic started earlier this year.
How dangerous could this get?
“We routinely see both armies crossing the LAC – it’s fairly common and such incidents are resolved at the local military level. But this time, the build-up is the largest we have ever seen,” says former Indian diplomat P Stobdan, an expert in Ladakh and India-China affairs.
“The stand-off is happening at some strategic areas that are important for India. If Pangong lake is taken, Ladakh can’t be defended. If the Chinese military is allowed to settle in the strategic valley of Shyok, then the Nubra valley and even Siachen can be reached.”
In what seems to be an intelligence failure, India seems to have been caught off guard again. According to Indian media accounts, the country’s soldiers were outnumbered and surrounded when China swiftly diverted men and machines from a military exercise to the border region.
This triggered alarm in Delhi – and India has limited room for manoeuvre. It can either seek to persuade Beijing to withdraw its troops through dialogue or try to remove them by force. Neither is an easy option.
“China is the world’s second-largest military power. Technologically it’s superior to India. Infrastructure on the other side is very advanced. Financially, China can divert its resources to achieve its military goals, whereas the Indian economy has been struggling in recent years, and the coronavirus crisis has worsened the situation,” says Ajai Shukla.
What next?
History holds difficult lessons for India. It suffered a humiliating defeat during the 1962 border conflict with China. India says China occupies 38,000km of its territory. Several rounds of talks in the last three decades have failed to resolve the boundary issues.
China already controls the Aksai Chin area further east of Ladakh and this region, claimed by India, is strategically important for Beijing as it connect its Xinjiang province with western Tibet.

In 2017 India and China were engaged in a similar stand-off lasting more than two months in Doklam plateau, a tri-junction between India, China and Bhutan.
This time, too, talks are seen as the only way forward – both countries have so much to lose in a military conflict.
“China has no intention to escalate tensions and I think India also doesn’t want a conflict. But the situation depends on both sides. The Indian government should not be guided by the nationalistic media comments,” says Dr Long Xingchun of the CIWA in Chengdu. “Both countries have the ability to solve the dispute through high-level talks.”
Chinese media have given hardly any coverage to the border issue, which is being interpreted as a possible signal that a route to talks will be sought.
Pratyush Rao, associate director for South Asia at Control Risks consultancy, says both sides have “a clear interest in prioritising their economic recovery” and avoiding military escalation.
“It is important to recognise that both sides have a creditable record of maintaining relative peace and stability along their disputed border.”
WASHINGTON/NEW DELHI (Reuters) – U.S. President Donald Trump said on Wednesday he had offered to mediate a standoff between India and China at the Himalayan border, where soldiers camped out in a high-altitude region have accused each other of trespassing over the disputed border.
“We have informed both India and China that the United States is ready, willing and able to mediate or arbitrate their now raging border dispute,” Trump said in a Twitter post.
The standoff was triggered by India’s construction of roads and air strips in the region as it competes with China’s spreading Belt and Road initiative, involving infrastructure development and investment in dozens of countries, Indian observers said on Tuesday.
Both were digging defences and Chinese trucks have been moving equipment into the area, the officials said, raising concerns about an extended standoff.
There was no immediate response from either India or China to Trump’s offer. Both countries have traditionally opposed any outside involvement in their matters and are unlikely to accept any U.S. mediation, experts said.
China’s ambassador to India, Sun Weidong, struck a conciliatory note, saying the two Asian countries should not let their differences overshadow the broader bilateral relationship.
“We should adhere to the basic judgment that China and India are each other’s opportunities and pose no threat to each other. We need to see each other’s development in a correct way and enhance strategic mutual trust,” he said, speaking in a webinar on China’s experience of fighting COVID-19.
“We should correctly view our differences and never let the differences shadow the overall situation of bilateral cooperation.”
The two countries are engaged in talks to defuse the border crisis, an Indian government source said. “These things take time, but efforts are on at various levels, military commanders as well as diplomats,” the source said.
The Chinese side has been insisting that India stop construction near the Line of Actual Control or the de facto border. India says all the work is being done on its side of the border and that China must pull back its troops.
Trump in January offered to “help” in another Himalayan trouble spot, the disputed region of Kashmir that is at the center of a decades-long quarrel between India and Pakistan.
But the U.S. offer triggered a political storm in India, which has long bristled at any suggestion of third-party involvement in tackling Kashmir which it considers an integral part of the country.
Indian security forces have killed a prominent militant leader in disputed Kashmir, officials say.
Riyaz Naikoo had taken over command of the banned Hizbul Mujahideen group, succeeding Burhan Wani who was killed by security forces in 2016.
Wani’s death triggered massive protests in the region, which is claimed in its entirety by both India and Pakistan.
The region has seen an armed insurgency against Indian rule since 1989, which has flared following Wani’s killing.
Naikoo was shot dead in his home village of Beigh Pora in Pulwama district after militants killed eight security personnel in two separate attacks, part of a recent surge of violence in Indian-administered Kashmir.
Locals said the militant leader had been trapped in a joint siege laid by army, paramilitary and police forces. He had been on the run for eight years.
“At least 76 militants including Naikoo have been killed since January this year. But we also lost 20 soldiers including senior army and police officers,” a security official told BBC Urdu on condition of anonymity.
Under a new policy, militants who are killed are not identified and their bodies are not handed over to their families.
Officials had accused Riyaz Naikoo of plotting attacks against the security establishment in the valley.
Disputed Kashmir has been a flashpoint for more than 60 years, sparking two wars between India and Pakistan.
In August 2019, the Indian government stripped the region of its semi-autonomous status and split it into two federally-run territories.
Thousands of people were detained and the region remains under severe security restrictions.
NEW DELHI (Reuters) – Hundreds of foreign companies are actively procuring components for India and Pakistan’s nuclear programmes, taking advantage of gaps in the global regulation of the industry, according to a report by a U.S.-based research group.
Using open-source data, the nonprofit Centre For Advanced Defense Studies (C4ADS) report provides one of the most comprehensive overviews of networks supplying the rivals, in a region regarded as one of the world’s most dangerous nuclear flashpoints.
“India and Pakistan are taking advantage of gaps in global non-proliferation regimes and export controls to get what they need,” said Jack Margolin, a C4ADS analyst and co-author of the report.
It is seldom possible to determine whether individual transactions are illegal by using publicly available data, Margolin said, and the report does not suggest that companies mentioned broke national or international laws or regulations.
But past reports by the think tank, whose financial backers include the Carnegie Corporation and the Wyss Foundation, have often led to action by law enforcement agencies.
Spokesmen from the offices of India’s Prime Minister Narendra Modi, and Pakistan’s Prime Minister Imran Khan did not respond to requests for comment. Pakistan’s military, which plays a major role in decision-making for the nuclear weapons programme, also declined to comment.
To identify companies involved, C4ADS analysed more than 125 million records of public trade and tender data and documents, and then checked them against already-identified entities listed by export control authorities in the United States and Japan.
Pakistan, which is subject to strict international export controls on its programme, has 113 suspected foreign suppliers listed by the United States and Japan. But the C4ADS report found an additional 46, many in shipment hubs like Hong Kong, Singapore and the United Arab Emirates.
“In Pakistan’s case, they have a lot more stringent controls, and they get around these by using transnational networks… and exploiting opaque jurisdictions,” Margolin said.
The father of Pakistan’s atomic bomb, AQ Khan, admitted in 2004 to selling nuclear technology to North Korea, Iran and Libya. He was pardoned a day later by Pakistani authorities, which have refused requests from international investigators to question him.
India has a waiver that allows it to buy nuclear technology from international markets. The Indian government allows inspections of some nuclear facilities by the International Atomic Energy Agency, but not all of them.
Neither India or Pakistan have signed the international Treaty on the Non-Proliferation of Nuclear Weapons, adhered to by most nuclear powers. Consequently, they are not obliged to submit to IAEA oversight over all of their facilities.
C4ADS identified 222 companies that did business with the nuclear facilities in India that had no IAEA oversight. Of these, 86 companies did business with more than one such nuclear facility in India.
“It’s evidence that more needs to be done, and that there needs to be a more sophisticated approach taken to India,” Margolin said. “Just because the product is not explicitly bound for a military facility, that doesn’t mean that the due diligence process ends there.”
India and Pakistan have gone to war three times – twice over the disputed Kashmir region – since they won independence from British colonial rule in 1947.
Having for years secretly developed nuclear weapons capability, the two declared themselves nuclear powers following tit-for-tat atomic tests in 1998.
A few years later, in 2002, the two foes almost went to war for a fourth time, following an attack by Pakistan-based militants on the parliament in New Delhi. And a year ago, a suicide attack by a Pakistan-based militant group in a part of Kashmir controlled by India sparked another flare up in tensions.
Both countries are estimated to have around 150 useable nuclear warheads apiece, according to the Federation of American Scientists, a nonprofit group tracking stockpiles of nuclear weapons.
NEW DELHI (Reuters) – Indian and Pakistani troops in disputed Kashmir are engaged in their most frequent cross-border fighting of at least two years, official data shows, even as both nuclear-armed rivals battle surging coronavirus outbreaks.
Kashmir has long been a flashpoint between the neighbours but tension was renewed after New Delhi withdrew the autonomy of the Himalayan region last August and split it into federally-administered territories.
Both countries claim the region in full, but rule only parts, and often accuse each other of breaching a 2003 ceasefire pact by shelling and firing across the Line of Control (LoC), an informal border in Kashmir, and of killing dozens every year.
Indian Army data reviewed by Reuters shows 411 ceasefire violations by Pakistan’s military in March, the highest number in a single month since at least 2018. That compares with 267 violations in March last year recorded by the Indian Army.
“(The) Pakistan Army never initiates ceasefire violations along LoC, but it has always responded befittingly to Indian Army’s unprovoked firing,” said Major-General Babar Iftikhar, of the public relations wing of the Pakistan Army.
Iftikhar said Pakistan’s military had recorded 705 ceasefire violations by the Indian Army since the beginning of the year.
The Indian Army data showed 1,197 Pakistani violations during the same period.
Reuters is not in a position to independently verify the competing claims.
Four Indian army officials said the heightened border activity was a cover to help militants from Pakistan-backed groups infiltrate into Indian Kashmir, as some troops help to run health camps and hand out food in the battle on the virus.
“The increase in ceasefire violations is an indication that Pakistan is trying to push militants into the Kashmir valley,” said one of the officials, who all sought anonymity because they were not authorised to speak to media.
India has 5,734 infections, including 166 deaths, while Pakistan has reported 4,072 cases and 58 deaths, with the military of each helping its government’s efforts against the virus.
As summer approaches, infiltration into Kashmir typically picks up. An Indian security official said between 250 and 300 militants were estimated to be ready to cross over from Pakistan, citing intelligence reports.
“This is the time when our (border) fence is the weakest,” with damage caused by winter snows, said the official, who sought anonymity.
On Monday, the Indian Army said in a statement it killed five Pakistan-backed militants at the LoC during a firefight in heavy snow, with five of its special forces soldiers also killed.
Pakistan denies giving material support to militants in Kashmir but says it provides moral and diplomatic backing for the self-determination of Kashmiri people.

India’s government has revoked part of the constitution that gives Indian-administered Kashmir special status, in an unprecedented move likely to spark unrest.
Article 370 is sensitive because it is what guarantees significant autonomy for the Muslim-majority state.
There has been a long-running insurgency on the Indian side.
Nuclear powers India and Pakistan have fought two wars and a limited conflict over Kashmir since 1947.
The BBC’s Geeta Pandey in Delhi says that for many Kashmiris, Article 370 was the main justification for being a part of India and by revoking it, the BJP has irrevocably changed Delhi’s relationship with the region.
Pakistan condemned India’s decision to revoke the special status of its part of Kashmir as illegal, saying it would “exercise all possible options” to counter it.
“India is playing a dangerous game which will have serious consequences for regional peace and stability,” said Foreign Minister Shah Mehmood Qureshi.
But an Indian government source said there was no external implication as the Line of Control, the de facto border, and boundaries of Kashmir had not been altered.
Why are there tensions over Kashmir?
During the partition of the Indian subcontinent in 1947, some expected Jammu and Kashmir, like other Muslim-majority regions, to go to Pakistan.
But the ruler of the princely state, who had initially wanted Jammu and Kashmir to become independent, joined India in return for help against an invasion of tribesmen from Pakistan.
War broke out between India and Pakistan, and Kashmir effectively became partitioned.
The region, which remains one of the most militarised zones in the world, has been a flashpoint between India and Pakistan for more than six decades.

By the time we woke up this morning, the internet was gone and we now have no mobile connectivity.
If people step out of their homes, they see paramilitary forces on every street. Almost every major road is shut – we are hearing that more troops are being deployed.
No-one knows what is happening in other parts of the state – we can’t talk to anyone else.
People are concerned – they don’t know what is happening, they don’t know what is going to happen.
It’s an atmosphere of fear. People are scared to come out, they have stockpiled food for months.
Kashmiris have always been willing to defend the state’s special status. It looks like a long road ahead, and no-one knows what’s next.
What is Article 370?
In 1949, a special provision was added to India’s constitution providing autonomy to Jammu and Kashmir.
Article 370 allows the state to have its own constitution, a separate flag and independence over all matters except foreign affairs, defence and communications.
Another provision later added under Article 370 – 35A – gives special privileges to permanent residents, including state government jobs and the exclusive right to own property in the state.
It is seen as protecting the state’s distinct demographic character as the only Muslim-majority state in India.
So why is India’s move controversial?
The move by the Hindu nationalist BJP government prompted outrage in parliament, and some legal experts have called it an attack on the constitution.
Critics fear the move is designed to change the demographic make-up of India-administered Kashmir – by giving people from the rest of the country to right to acquire property and settle there permanently.
“They just want to occupy our land and want to make this Muslim-majority state like any other state and reduce us to a minority and disempower us totally.”
She added Article 370 was not given to the people of the state as a “gift”, but “a matter of constitutional guarantees given by the very same Indian parliament to the people of Jammu and Kashmir”.
Why is the government doing this?
The ruling BJP made revoking Article 370 part of the party’s 2019 election manifesto – and it won a landslide victory earlier this year.
It has argued that Article 370 has prevented the region’s development and its integration with India.

An Indian government source said on Monday that the region’s special status had discouraged outside investment and affected its economy, while terrorism and smuggling were rife.
“A set of anachronistic provisions were not allowing the progress of Kashmir,” the source said. “The huge sum of money and resources which were going into the state were not being optimised.”
How did the government make the change?
India’s government announced a presidential order revoking all of Article 370 apart from one clause which says that the state is an integral part of India.
The order was met by massive protests from the opposition – but has now been signed into law by President Ram Nath Kovind.
The government also proposed dividing the state into two regions ruled by the central government, and a bill to that effect passed the upper house on Monday and will now go to the lower house where the BJP has a majority.

Changing Article 370 also requires the assent of the state government, but Jammu and Kashmir has been under the rule of a governor since June 2018 when the BJP pulled out of a state government coalition with the regional People’s Democratic Party (PDP).
This effectively means the state has been ruled directly by Delhi through a governor, who has agreed to the bills.
What has been happening in Kashmir?
Indian-administered Kashmir is in a state of lockdown.
Curfew-like conditions have been imposed, and orders preventing the assembly of more than four people have been introduced.
Tens of thousands of Indian troops were deployed to the region ahead of Monday’s announcement and tourists were told to leave under warnings of a terror threat.

Vietnam on Thursday called for the “immediate withdrawal” of a Chinese ship in the
, as the stand-off over the disputed waters intensified.
Beijing last week issued a new call for Hanoi to respect its claims to the resource-rich region – which has historically been contested by Vietnam, as well as Taiwan, the Philippines, Malaysia and Brunei.
Hanoi responded by saying it had sent several messages to Beijing insisting that a Chinese survey ship vacate its waters, and doubled down on Thursday with new demands for the vessel’s removal.
“Vietnam has had several appropriate diplomatic exchanges … requesting immediate withdrawal from Vietnam’s exclusive economic zone,” a foreign ministry spokesperson told reporters, while refusing to disclose the ship’s precise location.
“Vietnam resolutely and persistently protects our sovereign rights … by peaceful means on the basis of international laws,” Le Thi Thu Hang added.
The ship, owned by the government-run China Geological Survey, begun research around the contested Spratly Islands on July 3, according to the US-based Center for Strategic and International Studies (CSIS).
Before it was spotted, a Chinese coastguard vessel also patrolled near Vietnamese supply ships in a “threatening manner”, CSIS said.
China has not confirmed the presence of its ships in the area.

Beijing invokes its so-called nine-dash line to justify its claim to historic rights to the waterway, and has previously built up artificial islands as well as installed airstrips and military equipment in the region.
The line runs as far as 2,000km (1,240 miles) from the Chinese mainland to within a few hundred kilometres of the Philippines, Malaysia and Vietnam.
In 2014 Beijing moved an oil rig into waters claimed by Hanoi, sparking deadly anti-China protests across Vietnam.
The latest stand-off in the sea prompted a swift rebuke from the United States over the weekend, calling for an end to China’s “bullying behaviour”.
US accuses China of acting like a bully in the South China Sea
“China’s repeated provocative actions aimed at the offshore oil and gas development of other claimant states threaten regional energy security,” the US State Department said Saturday.
SRINAGAR, India (Reuters) – Tensions in disputed Kashmir after a deadly suicide bombing earlier this year are having a severe impact on human rights in the region, a United Nations report released on Monday said.
Muslim-majority Kashmir is claimed in full by India and Pakistan, who both rule it in part and have fought two wars over the territory. They came close to a third in February after the suicide bombing of a convoy claimed by a Pakistan-based militant group killed 40 paramilitary police.
India accuses Pakistan of funding these groups, who want independence for Indian-administered Kashmir, a claim Islamabad denies.
The report, by the U.N. Human Rights Council, says that arbitrary detentions during search operations by Indian troops are leading to a range of human rights violations.
Despite the high numbers of civilians killed in the vicinity of gun battles between security forces and militants, “there is no information about any new investigation into excessive use of force leading to casualties”, it said.
The report was also critical of special legal regimes used by India in Kashmir, saying accountability for violations committed by troops remains virtually non-existent.
The report says that in nearly three decades that emergency laws have been in force in Jammu and Kashmir, there has not been a single prosecution of armed forces personnel granted by the central government in a civilian court.
It called for the repeal of special powers protecting troops from prosecution.
The United Nations also flagged a spike in hate crimes against Kashmiris in the rest of India following the February attacks, calling on India to do more to prevent the violence.
In response, India’s Foreign Ministry spokesman Raveesh Kumar said the report presented a “false and motivated narrative” on the state of the region.
“Its assertions are in violation of India’s sovereignty and territorial integrity and ignore the core issue of cross-border terrorism,” Kumar added in a statement.
Though the majority of the allegations in the report pertain to Indian-administered Kashmir, it was also critical of Pakistan for detentions of separatists in its portion of the region.
A spokesman for the Pakistan embassy in New Delhi did not immediately respond to a request for comment.
