Shanghai receives over 1 mln visitors in first two days of May Day holiday

SHANGHAI, May 2 (Xinhua) — Shanghai’s 130 main tourist attractions have received over 1 million visitors in the first two days of the five-day May Day holiday.

The scenic sites received 456,000 visitors on Friday and 633,000 more on Saturday, marking a growing travel and leisure demand, according to the Shanghai Municipal Administration of Culture and Tourism.

The city requires reservations for tours of all tourist attractions to prevent crowding while tourist sites should not exceed 30 percent of their daily or real-time visitor capacity.

Tourists are also required to wear face masks, show their health QR codes and have their body temperatures taken for their safety.

“I feel safe and confident with the new reservation measures,” said Li Zhi, who has booked tours to the Zhujiajiao ancient town and Shanghai Oriental Land.

Under the reservation system, tourist sites are also better prepared to prevent crowding and provide better tour experiences to customers, according to Huang Ying with Shanghai Oriental Land.

China plans to send Uygur Muslims from Xinjiang re-education camps to work in other parts of country

The Chinese government has resumed a job placement scheme for tens of thousands of Uygur Muslims who have completed compulsory programmes at the “re-education” camps in the far-western region of Xinjiang, sources said.

The plan, which includes a quota for the numbers provinces must take, was finalised last year but disrupted by the outbreak of Covid-19.

The delay threatens to undermine the Chinese government’s efforts to justify its use of internment camps in Xinjiang.

Critics have said these camps were part of the measures designed to eradicate the ethnic and cultural identity of Uygurs and other Muslim minorities and that participants had no choice but to undertake the re-education programme.

Beijing has repeatedly dismissed these criticisms and said the camps are to give Uygurs the training they need to find better jobs and stay away from the influence of radical fundamentalism.

Now with the disease under control, the Chinese government has resumed the job placement deal for other provinces to absorb Xinjiang labourers, sources said.

Despite the devastating impact of the disease on its economy and job markets, the Chinese authorities are determined to go ahead with the plan, which they believe would

“demonstrate the success of Xinjiang’s re-education centres policy”

, a source said.

“Excellent graduates were to be taken on as labourers by various inland governments, in particular, 19 provinces and municipalities,” said the source. It is unclear what constitutes “excellent graduates”.

Some sources earlier said that the programme may be scaled back in light of the new economic reality and uncertainties.

But a Beijing-based source said the overall targets would remain unchanged.

“The unemployment problem in Xinjiang must be resolved at all costs, despite the outbreak,” the source said.

The South China Morning Post has learned that at least 19 provinces and cities have been given quotas to hire Muslim minorities, mostly Uygurs, who have “graduated” from re-education camps.

As early as February, when the daily number of infections started to come down outside Hubei province, China already begun to send Uygur workers to their new jobs.

A photo taken in February showed thousands of young Uygurs, all wearing face masks and with huge red silk flowers pinned to their chests, being dispatched to work in factories outside their hometowns.

By the end of February, Xinjiang alone has created jobs for more than 60,000 Uygur graduates from the camps. A few thousand were also sent to work in other provinces.

Many have been employed in factories making toys and clothes.

Sources told the Post that the southern city of Shenzhen – China’s hi-tech manufacturing centre – was given a target last year to eventually resettle 50,000 Uygurs. The city is allowed to do this in several batches, with 15,000 to 20,000 planned for the first stage.

Shaoguan, a less developed Guangdong city where a deadly toy factory brawl between Uygurs and Han Chinese broke out in 2009, was also asked to take on another 30,000 to 50,000 Uygur workers.
In Fujian province, a government source also said they had been told to hire “tens of thousands of Xinjiang workers”.
“I heard the first batch of several thousands would arrive soon. We have already received official directives asking us to handle their settlement with care,” said the source.

He said the preparation work includes providing halal food to the workers as well as putting in place stronger security measures to “minimise the risks of mass incidents”. It is not known whether they will be given access to prayer rooms.

There are no official statistics of how many Uygurs will be resettled to other provinces and the matter is rarely reported by the mainland media.

But in March, Anhui Daily, the province’s official newspaper, reported that it had received 1,560 “organised labourers from Xinjiang”.

The Uygur workers on average could earn between 1,200 yuan (US$170) to 4,000 yuan (US$565) a month, with accommodation and meals provided by the local authorities, according to Chinese media reports.

However, they are not allowed to leave their dormitories without permission.

Xinjiang’s per capita disposable income in 2018 was 1,791 yuan a month, according to state news agency Xinhua. But the salary level outside the region’s biggest cities such as Urumqi may be much lower.
The official unemployment rate for the region is between 3 and 4 per cent, but the statistics do not include those living in remote rural areas.
Mindful of the potential risks of the resettlement, Beijing has taken painstaking efforts to carefully manage everything – from recruitment to setting contract terms to managing the workers’ day-to-day lives.
Local officials will go to each Uygur workers’ home to personally take them to prearranged flights and trains. On arrival, they will be immediately picked up and sent to their assigned factories.

Such arrangements are not unique to Uygurs and local governments have made similar arrangements for ethnic Han workers in other parts of China.

After screening them for Covid-19, local governments have arranged for workers to be sent to their workplaces in batches. They are checked again on arrival, before being sent to work.

China is accelerating such placement deals on a massive scale to offset the impact of the economic slowdown after the outbreak.

Sources told the South China Morning Post that the job placement deal was first finalised by governments in Xinjiang and other provinces last year.

The aim is to guarantee jobs for Uygur Muslim who have “completed vocational training” at the re-education camps and meet poverty alleviation deals in the region, one of the poorest parts of China.

The training they receive in the camps includes vocational training for various job types such as factory work, mechanical maintenance and hotel room servicing. They also have to study Mandarin, Chinese law, core party values and patriotic education.

Xinjiang’s massive internment camps have drawn widespread international condemnation.

The United Nations has estimated that up to 1 million Uygur and other Muslim minority citizens are being arbitrarily detained in the camps, which Beijing insists are necessary to combat terrorism and Islamic radicalisation.

Late last year, Xinjiang’s officials announced that all the inmates of these so-called vocational training centres had “graduated” and taken up employment.

Before this labour placement scheme was introduced, it was extremely difficult for Uygurs to find jobs or live and work in inland regions.

The 2009 brawl at the factory in Shaoguan was one of the factors that triggered a deadly riot in Xinjiang’s capital Urumqi, that left 192 people dead and more than 1,000 wounded.

Muslim ethnic minorities, Uygurs in particular, have been subjected to blatant discrimination in China and the situation worsened after the 2009 clashes.

Earlier this month, the Australian Strategic Policy Institute released a report saying more than 80,000 Uygurs had been moved from Xinjiang to work in factories in nine Chinese regions and provinces.

It identified a total of 27 factories that supplied 83 brands, including household names such as Google, Apple, Microsoft, Mitsubishi, Siemens, Sony, Huawei, Samsung, Nike, Abercrombie and Fitch, Uniqlo, Adidas and Lacoste.

The security think tank concluded that the Chinese government had transferred Uygur workers “under conditions that strongly suggest forced labour” between 2017 and 2019, sometimes drawing labourers directly from re-education camps.

The report also said the work programme represents a “new phase in China’s social re-engineering campaign targeting minority citizens”.

Workers were typically sent to live in segregated dormitories, underwent organised Mandarin lessons and ideological training outside working hours and were subject to constant surveillance, the researcher found.

They were also forbidden from taking part in religious observances, according to the report that is based on open-source documents, satellite pictures, academic research and on-the-ground reporting.

Chinese foreign ministry spokesman Zhao Lijian criticised the report saying it had “no factual basis”.

Coronavirus: Chinese school gives pupils a hat tip to teach them how to keep their distance

An ancient Chinese hat has joined face masks and hand sanitisers as one of the weapons in the fight against Covid-19.
A primary school in Hangzhou in the east of the country took inspiration from the headgear worn by officials in the Song dynasty, which ruled China between 960 and 1279, to reinforce lessons on social distancing.
Pupils at the school wore their own handmade versions of the hats, which have long extensions, or wings, to keep them at least a metre (3ft) apart when they returned to school on Monday, state news agency Xinhua reported.
One legend says that the first Song emperor ordered his ministers to wear hats with two long wings on the sides so that they could not chitchat in court assemblies without being overheard, according to Tsui Lik-hang, a historian at City University of Hong Kong.

However, he warned that this story came from a much later source, adding: “The Song emperors, in fact, were also depicted to have worn this kind of headwear with wing-like flaps.”
The World Health Organisation recommends that people stay at least a metre apart to curb the spread of the coronavirus that causes Covid-19.

“As children can see and feel these hats, and when the ‘wings’ hit one another, they may be more able to understand the expectations and remember to keep their physical distance,” said Ian Lam Chun-bun, associate head of the department of early childhood

Using pictures of footprints to indicate the right distance to keep when queuing, standing, and even talking to schoolmates was also helpful, said Lam, who recommended visual aids and aids that stimulate other senses, such as hearing and touch.

“We can use sharp colours or special textures, like tactile paving,” he added.

Coronavirus: Food delivery driver paying back doctors who saved him

“Doctors and nurses are people who saved me from cancer and gave me strength in the darkest time. I need to return the favour,” says Li Yan, a food delivery rider based in Beijing.

Mr Li was diagnosed with lymph cancer in 2003, when he was just 17 years old. He recovered from the disease and has been full of gratitude ever since for the medical workers who nursed him back to health. With China in a national lockdown, food delivery firms found themselves in hot demand providing meals for residents stuck at home to prevent the spread of the coronavirus.

As a delivery rider for Meituan, one of China’s biggest food delivery firms, Mr Li saw an opportunity to repay the medical professionals he admires by providing them with food and drinks as they worked tirelessly on patients across the city. “Given my past experience, I felt I needed to do something for them in return during the virus outbreak,” he adds.

Beijing is a city of 21 million residents, and Mr Li covers its Tongzhou district, where there are a handful of hospitals with fever clinics, one of which is a designated hospital for Covid-19 treatment. “Many might have concerns delivering for the hospital, but I’ve chosen to deliver for them more often. I just think of the local residents and medical workers who need us. I can’t leave them being hungry. It’s not for money.”

Before the outbreak in China, he delivered more than 50 orders on an average day. But during the first ten days after the coronavirus outbreak in late January, the number of orders dropped to less than 20, as some restaurants were closed. The outbreak also coincided with the Chinese New Year period which is normally a low season.

“By mid-February when the situation was brought more under control, and people’s concerns and fears gradually began to ease, orders started to be restored. I can deliver over 40 orders a day now.”

But gradually people grew more understanding and began to welcome the contactless approach.”

Empty streets

China was in lockdown for more than two months, although restrictions are now beginning to be lifted. It will still take time before a sense of normalcy returns.

“I remember when the coronavirus first broke out, it was hazy for a few days in Beijing. Streets were empty and stores were closed. An ambulance or a delivery rider occasionally drove by. It felt like I was living in a different world.”

Mr Li says restaurants have started to re-open and people have begun coming back to work in the office since mid-February. Orders are still lower than normal but are improving.

“I miss the hustling Beijing which used to filled with traffic, the days when I could smell car exhaust when I stop at crossroads, the times when I had to walk all the way up to the 6th floor to deliver food, and even times when I was late for a delivery.”

When the virus first broke out, face masks and alcohol disinfectant were the most ordered items along with supermarket groceries. “Grains, rice, cooking oil, vegetables, fruits, and solid, packaged food that lasts long. Orders often came in big sizes and transaction prices at around 200 yuan [£23; $28] to 300 yuan on one order.”

Being a food delivery rider, Mr Li feels he can not only give back to the medical community but to the city’s vulnerable too.

“I once received an order that came with a note saying the customer is a 82-year-old who lives alone and couldn’t get downstairs to pick up the food so the rider needs to enter the residential community and deliver food to the door. I had to spend some time communicating with security and finally was allowed in. The door was open when I arrived, and I put the bowl of wontons [a type of dumpling] on the table.”

Tips have increased from happy customers during the pandemic as a result. “Many more send me thank-you notes in the Meituan app and tell me to take care.”

Keeping clean

Mr Li has a new routine now which involves lots of disinfecting and temperature checks. “I get my temperature checked dozens of times everyday now, before entering shopping malls, at restaurants, and returning home to the residential compound I live in. I also bring with me disinfectant sprays, a towel in my scooter and use disposable gloves when delivering to areas with reported confirmed cases.”

While he’s providing a vital service, is Mr Li worried about the risk of infection? “I did have worries when the virus spread and was at its worst time here but I feel like I’ve already been there, given what I went through in the fight against cancer.

“I’ve learnt to take things easy, look at the bright side of things and always seek strength in a dark time. As long as I take sufficient precautions, masks, gloves, disinfectants and everything, and follow advice from disease control experts, I think the possibility of getting the virus is pretty low.”

And with a seven-month pregnant wife at home, Mr Li is looking forward to happier times.

Taiwan wades into hotly contested Pacific with its own coronavirus diplomacy

TAIPEI (Reuters) – Taiwan waded into the hotly contested politics of the Pacific on Wednesday, donating face masks and thermal cameras to its four diplomatic allies there to combat the coronavirus in a region where China is challenging traditional power of the United States.

The small developing nations lie in the highly strategic waters of the Pacific, dominated since World War Two by the United States and its friends, who have been concerned over China’s moves to expand its footprint there.

Democratic Taiwan has faced intense pressure from China, which claims the island as its territory with no right to state-to-state ties, and is bent on wooing away its few allies.

Taiwan has only 15 formal allies left worldwide after losing two Pacific nations, the Solomon Islands and Kiribati, to China in September.

Beijing has ramped up its diplomatic push into the Pacific, pledging virus aid and medical advice.

In its own aid programme, Taiwan has donated 16 million masks to countries around the world.

“We are a very small country, so it’s easier for us to work with Taiwan than mainland China,” Neijon Edwards, the Marshall Islands ambassador to Taiwan, told Reuters at the donation ceremony in Taipei.

China has been too overbearing, she added.

“It’s pressing too much, and it’s been trying to come to the Marshall Islands, several times, but up to this time we haven’t even opened the door yet.”

While the masks presented at the ceremony are going to Taiwan’s Pacific allies, all its 15 global allies are sharing the thermal cameras.

“Today’s ceremony once again shows that Taiwan is taking concrete actions not only to safeguard the health of Taiwanese people but also to contribute to global efforts to contain COVID-19,” said Foreign Minister Joseph Wu.

Though Pacific Island states offer little economically to either China and Taiwan, their support is valued in global forums such as the United Nations and as China seeks to isolate Taiwan.

China has offered to help developing countries including those of the Pacific, and many see Chinese lending as the best bet to develop their economies.

But critics say Chinese loans can lead countries into a “debt trap”, charges China has angrily rejected.

The debt issue was a serious problem and would only lead to the spread of Chinese influence regionwide, said Jarden Kephas, the ambassador of Nauru.

“They will end up dominating or having a lot of say in those countries because of the amount of debt,” he told Reuters, wondering how the money could ever be repaid. “We are not rich countries.”

Coronavirus: China’s export showroom Yiwu grinds to a near halt as global pandemic restrictions bite

The Yiwu International Trade Market has always been renowned as a window into the vitality of Chinese manufacturing, crammed with stalls showcasing everything from flashlights to machine parts.

But today, as the coronavirus pandemic rips through the global economy, it offers a strikingly different picture – the dismal effect Covid-19 is having on the nation’s exports.

The usually bustling wholesale market, home to some 70,000 vendors supplying 1,700 different types of manufactured goods, is a shadow of its former self.

Only a handful of foreign buyers traipse through aisles of the sprawling 4-million-square-metre (43 million square feet) complex, while store owners – with no customers to tend to – sit hunched over their phones or talking in small groups.

“We try to convince ourselves that the deep slump will not last long,” said the owner of Wetell Razor, Tong Ciying, at her empty store. “We cannot let complacency creep in, although the coronavirus has sharply hampered exports of Chinese products.”
Chinese exports plunged by 17.2 per cent in January and February combined compared to the same period a year earlier, according to the General Administration of Customs. The figure was a sharp drop from 7.9 per cent growth in December.
After riding out a supply shock that shut down most of its factories, China is now facing a second wave demand shock, as overseas export orders vanish amid sweeping containment measures to contain the outbreak around the globe.

Nowhere is that clearer to see than in Yiwu. The city of 1.2 million, which lies in the prosperous coastal province of Zhejiang, was catapulted into the international limelight as a showroom for Chinese manufacturing when the country joined the World Trade Organisation in 2001.

Before the pandemic, thousands of foreign buyers would flock to the mammoth trade market each day to source all manner of products before sending them home.

But the outbreak, which has claimed the lives of more than 113,000 people and infected more than 1.9 million around the world, is proving a major test for the market and the health of the trade dependent city.

Imports and exports via Yiwu last year were valued at 296.7 billion yuan (US$42.2 billion) – nearly double the city’s economic output.

Businesses, however, are facing a very different picture in 2020. Most traders at the market say they have lost at least half their business amid the pandemic, which was first detected in the central Chinese city of Wuhan last year.

“Yiwu is the barometer for China’s exports,” said Jiang Tianqing, the owner of Beauty Shine Industry, a manufacturer of hair brushes. “Just take a look at the situation in Yiwu and you will understand the extent of the virus’ effect on China’s trade with foreign countries.”

Jiang said his business was only just hanging on thanks to a handful of loyal customers placing orders via WeChat.

“I assume it will be a drawn-out battle against the coronavirus,” he said. “We are aware of the fact that developed economies like the US and Europe have been severely affected.”

The Yiwu market reopened on February 18 after a one-month long hiatus following the Lunar New Year holiday and the government’s order to halt commercial activities to contain the spread of the outbreak.

But facing the threat of a spike in imported cases, Beijing banned foreigners from entering the country in late March – shutting out potential overseas buyers.
Despite the lack of business, local authorities have urged stall owners to keep their spaces open to display Yiwu’s pro-business attitude, owners said.
“For those bosses who just set up their shops here, it would be a do-or-die moment now since their revenue over the next few months will probably be zero,” said Tong. “I am lucky that my old customers are still making orders for my razors.”
The impact of the coronavirus is just the latest challenge for local merchants, who normally pay 200,000 yuan (US$28,000) per year for a 10-square-metre (108 square feet) stall at the market.
Traders were hard hit by the trade war between China and the United States when the Trump administration imposed a 25 per cent tariff on US$200 billion of Chinese imports last year.
At the time, some Chinese companies agreed to slash their prices to help American buyers digest the additional costs.
“But it is different this time,” said Jiang. “Pricing does not matter. Both buyers and sellers are eager to seal deals, but we are not able to overcome the barriers [to demand caused by the virus].”

Ma Jun, a manager with a LED light bulb trading company, said the only export destination for her company’s products was war-torn Yemen because it was the only country with ports still open.

Dong Xin, an entrepreneur selling stationery products, said he could not ship the few orders he had because “ocean carriers have stopped operations”.
“It is a public health crisis that ravages not just our businesses, but the whole world economy,” he said. “The only thing can do is to pray for an early end to the pandemic.”

Most wholesale traders in the Yiwu market run manufacturing businesses based outside the city, so a sharp fall in sales has a ripple effect on their factories, potentially resulting in massive job cuts.

At Yiwu Port, an inland logistics hub full of warehouses where goods from the factories are unpacked and repacked for shipping abroad, container truck drivers joke about their job prospects.
“We used to commute between Shaoxing and here five times a week, and now it is down to twice a week,” said a driver surnamed Wang, describing the trip from his home to the shipping port, just over 100km away.
“At the end of the day, we may not be infected with the coronavirus, but our jobs will still be part of the cost of the fight against it.”

Coronavirus: Inside India’s busiest Covid-19 hospital

In early March, 40-year-old Ravi Dosi, a chest specialist in India, saw a baffling surge in patients with respiratory problems at outpatient clinics.

“There was almost a 50% jump in patients with upper respiratory issues and sore throat. They were not responding to antibiotics. Testing was still low and we didn’t really know what was going on,” Dr Dosi, who works at Sri Aurobindo Institute of Medical Sciences, a 1,156-bed private medical college in the central city of Indore, told me.

Less than a fortnight later, Dr Dosi began seeing an uptick in admissions of Covid-19 patients. Around the end of March, the hospital was receiving 28 infected patients every day.

They had dry cough, fever, and difficulty breathing. Their blood oxygen levels were low. They were reporting loss of taste and smell.

In the first wave of patients, nearly a dozen came from far-flung districts, more than 150km (93 miles) from Indore, a bustling commercial city in Madhya Pradesh state. The state has now become a hotspot, with nearly 400 confirmed infections out of the more than 6,400 infections and nearly 200 deaths across the country so far.

By the second week of April, Dr Dosi and his team of 100 doctors and nearly an equal number of nursing staff working 24/7 in three shifts, were treating 144 Covid-19 patients. (Thirty-one had been treated and sent home already.)

A total of 38 patients were in intensive care. Twenty-one of them were critical. There had been seven deaths. “We are handling the largest number of Covid-19 patients in India,” Vinod Bhandari, a surgeon and chairman of the hospital, told me.

Doctors now believe that the infection was spreading in the community long before the government admitted to it, and testing slowly ramped up. Until two weeks ago, Indian health authorities had been denying community transmission.

Now a new study by Indian Council of Medical Research (ICMR) using surveillance data from 41 labs in the country has hinted at community transmission: 52 districts in 20 states and union territories reported Covid-19 patients. Some 40% of the cases did not report any history of international travel or contact with a known case. (The survey was based on swabs collected from nearly 6,000 patients who tested positive between 15 February and 19 March.)

Back in the hospital in Indore, the doctors are battling the surge in infections.

Three isolation wards spread over two floors floors are stacked with patients. (The hospital has earmarked 525 beds for Covid-19 patients.) Isolation wards have younger patients with mild infection, while elderly patients with more severe symptoms are in intensive care. The oldest patient is a 95-year-old man, and the youngest is a four-month-old boy.

The team of doctors handling patients includes chest specialists, anaesthetists, microbiologists, and dermatologists. There are patients with a lot of underlying medical conditions – diabetes, hypertension, even cancer – so all the specialists have been called in to help with the treatment.

Dr Dosi wakes up early, puts on protective gear – scrubs, face masks and shields, N95 masks, gowns, double gloves and shoe covers – before going on his rounds of the patients. Doctors say they are not facing a shortage of gear yet.

They are using 22 ventilators to help the critical patients breathe, and also providing oxygen supplies to others using nasal cannulas (nose prongs).

In the isolation wards, patients are given oral medication – antibiotics and hydroxychloroquine (commonly known as HCQ), an anti-malarial drug – and directed to maintain social distancing and wash their hands regularly.

“I have never seen a challenge and crisis like this in my career. I have heard stories about an outbreak of plague in Surat [in 1994]. But this seems to be much bigger. The biggest challenge is to keep hopes alive and be positive,” says Dr Dosi.

Keeping hopes up for patients in isolation can be taxing. Three tests, say doctors, are being done for the infection – if the first test comes out positive, the patient remains in isolation for two weeks, and is tested twice on two days after the quarantine period. If the last two tests come back negative, the patient is discharged. If not, the patient has to stay in isolation for another two weeks. “It is a tough grind, mentally,” says one doctor.

For the last three weeks, Dr Dosi has been living in the hospital, away from his wife, two sons and parents. His father is a retired pathologist. They communicate via hurried video calls, between his frantic trips to the isolation wards and intensive care.

I ask him when does he expect this to “get over”, so that he can go home.

“In a couple of weeks,” he says. “The lockdown should have helped to slow down the infection.”

Dr Dosi is alluding to the strict 21-day lockdown India imposed on 24 March to halt the spread of the infection.

Things are getting better, he says.

“I am getting 10 patients for admission in isolation wards, and two patients severe enough for intensive care every day now. Earlier this week, it was 50:50.”

It is possibly too early to hazard a guess about when admissions will slow down to single digits. As more people are tested, the number of patients can easily rise again.

It’s been unrelenting, Dr Dosi says.

Early, on Friday, I sent him a text to find out what was going on.

“Please. Have an emergency in ICU,” he replied.

Coronavirus: How China’s army of food delivery drivers helped keep country going during outbreak

When Liu Yilin, a retired middle schoolteacher in Wuhan, first heard rumours of a

highly contagious disease

spreading in the central Chinese city he started to stock up on supplies such as rice, oil, noodles and dried pork and fish.

These preparations spared the 66-year-old from some of the early panic when 
the city went into lockdown in late January

and shoppers flooded to the markets and malls to snap up supplies.

But as time went on and with residents banned from leaving their homes, he became increasingly concerned about getting hold of fresh supplies of vegetables, fruit and meat until the nation’s vast network of delivery drivers came to the rescue.
“It was such a relief that several necessity purchasing groups organised by community workers and volunteers suddenly emerged on WeChat [a leading social media app] days after the lockdown,” Liu said. “China’s powerful home delivery service makes life much easier at a time of crisis.”

Hu Xingdou, a Beijing-based independent political economist said: “Home delivery played a very important role amid the coronavirus outbreak. To some extent, it prevented people from starving especially in cases when local governments took extreme measures to isolate people.”

According to Liu, people in Wuhan during the lockdown had to stay within their residential communities, with community workers guarding the exits.

Human contact was limited to the internet. Residents placed orders online with farmers, small merchants or supermarkets to buy daily necessities, and community workers helped distribute the goods from deliverymen.

Every morning, Liu passed a piece of paper with his name, phone number and order number to a community worker who would collect the items from a courier at the gate of the residential area.

Thanks to a high population density in urban areas, affluent labour force and people’s openness to digital life, China has built a well-developed home delivery network.

Extensive funding from technology companies has been invested in hardware infrastructure, software to improve logistics and big data and cloud computing to help predict consumers’ behaviour.

Mark Greeven, professor of innovation and strategy at IMD Business School in Lausanne, Switzerland, said: “Whether it is delivery of products, air parcels or fresh food or even medicine or materials for medical use, China has a very well developed system. Much better developed than I think almost any other places in the world.

“Well before the crisis, China had started to embrace digital technology in daily life whether it is in consumption, business, government and smart cities and use of third party payments. All of these things have been in place for a long time and the crisis tested its agility and capability to deal with peak demand.”

According to e-commerce giant JD.com, demands for e-commerce and delivery services spiked during the outbreak of Covid-19, the illness caused by the new coronavirus.
It sold around 220 million items between January 20 and February 28, mainly grains and dairy products with the value of beef orders trebling and chicken deliveries quadrupling compared with a year ago.
Tang Yishen, head of JD Fresh, its fresh foods subsidiary, said: “The surge of online demand for fresh merchandise shows the pandemic helped e-commerce providers further penetrate into the life of customers. It also helped upstream farm producers to know and trust us.”
Meituan Dianping, a leading e-commerce platform, said its grocery retail service Meituan Instashopping reported a 400 per cent growth in sales from a year ago in February from local supermarkets.
The most popular items ordered between January 26 and February 8 were face masks, disinfectant, tangerines, packed fresh-cut fruits and potatoes.
The food delivery service Ele.me said that, between January 21 and February 8, deliveries of frozen food surged more than 600 per cent year on year, followed by a nearly 500 per cent growth in delivery of pet-care products. Fresh food deliveries rose by 181 per cent while drink and snack deliveries climbed by 101 per cent and 82 per cent, respectively. Ele.me is owned by Alibaba, the parent company of the South China Morning Post.

E-commerce providers used the opportunity to show goodwill and improve their relationship with customers and partners, analysts say.
Sofya Bakhta, marketing strategy analyst at the Shanghai-based Daxue Consulting, said the food delivery sector had made significant headway in reducing physical contact during the outbreak.
Delivery staff left orders in front of buildings, in lifts or temporary shelters as instructed by the clients as most properties no longer allowed them inside.
Some companies also adopted more hi-tech strategies.
In Beijing, Meituan used self-driving vehicles to deliver meals to contactless pickup stations. It also offered cardboard boxes to be used as shields aimed at preventing the spread of droplets among its clients while they ate in their workplaces. In Shanghai, Ele.me employed delivery drones to serve people under quarantine in the most affected regions.
Some companies even “shared” employees to meet the growing labour demand in the food delivery industry that could not be satisfied with their ordinary workforce, Bakhta said.
More employees from restaurants, general retail and other service businesses were “loaned” to food delivery companies, which faced manpower shortages during the outbreak, according to Sandy Shen, senior research director at global consultancy Gartner.
“These arrangements not only ensured the continuity of the delivery service but also helped businesses to retain employees during the shutdown,” she said.

Mo Xinsheng became one such “on-loan” worker after customers stopped coming to the Beijing restaurant where he worked as a kitchen assistant.
“I wanted to earn some money and meanwhile help people who are trapped at home,” said Mo, who was hired as a delivery man.
But before he could start work he had to go through lengthy health checks before he was allowed into residential compounds.
He also had to work long hours battling the wind and cold of a Beijing winter and carrying heavy loads.
“I work about 10 hours every day just to earn several thousand yuan [several hundred US dollars] a month,” he said.
“Sometimes I almost couldn’t breathe while my hands were fully loaded with packages of rice, oil and other things.
“But I know I’m doing an important job, especially at a time of crisis,” Mo said, “It was not until then that I realised people have become so reliant on the home delivery system.”

The delivery system has been improved by an effective combination of private sector innovation and public sector coordination, said Li Chen, assistant professor at the Centre for China Studies at Chinese University of Hong Kong.
“[In China,] government units and the Communist Party grass roots organisations have maintained fairly strong mobilisation capabilities to cope with emergencies, which has worked well in the crisis,” he said.
However, Liu, the Wuhan resident, said prices had gone up and vegetables were three times more expensive than they had been over Lunar New Year in 2019.
“There were few varieties that we could choose from, apart from potatoes, cabbage and carrots,” he said.
“But I’m not complaining. It’s good we can still get fresh vegetables at a difficult time. Isn’t it? After all, we are just ordinary people,” he said.

Philanthropists step up citizens’ diplomacy with gifts even as US, Chinese diplomats play the blame game amid coronavirus pandemic

Chinese philanthropists are stepping up their donation of protective gear, essential medical and diagnostic kits to the United States, Europe and Asian countries, despite rising acrimony between diplomats and government officials looking to pin blame amid the world’s worst pandemic in decades.
The private foundations of Jack Ma and Joe Tsai, co-founders of this newspaper’s owner Alibaba Group Holding and two of China’s wealthiest technology entrepreneurs, have donated a combined 23 million face masks, 2,000 medical ventilators and 170,000 pieces of protective gear to New York city.
The first 1,000 medical ventilators arrived today, with another 1,000 on the way, for a total donation valued at US$50 million, according to a person familiar with the matter.

Delivery of the essential materials, made possible by behind-the-scene manoeuvres by the donors and officials from both the Chinese and US sides due to import and export regulatory hurdles, highlights the role of civil diplomacy in dealing with the global public health crisis.

The gesture comes as diplomats of both countries, and even government officials including the US president and his secretary of state, have engaged in a tit-for-tat war of words, as they attempt to pin the blame for the worlds worst pandemic in decades on each other.
Confirmed cases in the US have soared and surpassed China as the new global epicentre. In the US there are nearly 310,000 cases and nearly 8,500 people have died so far from the Covid-19 disease.

Andrew Cuomo, governor of New York, thanked the Chinese government for easing the transfer of the ventilators to the hard-hit state, the current epicentre of the coronavirus outbreak in the US.

He said the donations were “really good news”, as the state pushes up against the apex of the outbreak, which is likely to hit in about seven days.

“This is a big deal, and this is going to make a significant difference for us,” Governor Andrew Cuomo said on Saturday.

“Jack Ma is a friend of mine and he’s made it very possible to get about 1,000 ventilators from China. But that was from him and my other friend [Tsai] that was really a gift. And we appreciate it very much.”

One of the challenges in making the donation possible was the fact that the US had previously blocked China-made “KN95” standard masks, only allowing “3M N95” masks to be used. Although the two masks have different standards, they essentially have the same performance. On Friday, the US Food and Drugs Administration issued an emergency use authorisation for KN95 masks.

Alfred Wu, associate professor in Lee Kuan Yew School of Public Policy at National University of Singapore, said that what China is doing with its so-called masks diplomacy is very clear. “But given the emergency situation in New York, whatever channel – private or public sources – the equipment comes from, should not matter, especially those for medical workers,” he said.

Separately, the western state of Oregon has also said that it would send 140 ventilators to New York.

The state, like other areas of the US, is facing shortages of medical gear, including masks and ventilators.

“We are not yet at the apex. We are getting closer,” Cuomo said, adding that this was good as it gave the authorities more time to prepare.

Cuomo said 113,704 people in New York have tested positive for the coronavirus, with 15,000 having been hospitalised The state’s death toll saw a significant spike on Saturday to reach 3,565, up from 2,935 the previous day.
The White House has been criticised for not better coordinating the supply of medical goods to states, who are competing with each other on the open market.
NUS’ Wu said that tussle between the federal and state governments in the US on key decisions on acquiring medical supplies was not helping the fight against the pandemic. “Unlike in China, where the central government has the say over local governments, in the US, when it comes to public health provision, the power belongs to the state,” he said.

Meanwhile, Cuomo acknowledged that he asked the White House and others for help negotiating the ventilators.

Trump said he would like to hear a more resounding “thank you” from Cuomo for providing medical supplies and helping quickly to add hospital capacity.
